CITYNET Disaster Cluster
Reducing the Risks Associated with Disasters in the Asia-Pacific Region
CITYNET’s Disaster Cluster is made up of a group of pro-active cities in the Asia-
Pacific region concerned with reducing the risks associated with disasters.
The 2004 Sumatra Earthquake, Indian Ocean Tsunami, and the 2005 Kashmir
Earthquake were devastating to so many people in the Asia-Pacific. CITYNET
members recognised that they could do more to address this priority area. Members
formalised a number of disaster-related projects and in 2005 they established the
Disaster Cluster during the CITYNET Congress in Hanoi, Vietnam. The Cluster began
with 20 members and has since grown to 31 as of May 2014.
As the types and intensity of disasters continue to evolve and affect more
communities, it is critical that we pursue better knowledge sharing, improved
awareness building and strategic contingency planning. Through CITYNET’s
extensive network, such knowledge can be exchanged through programmes and
activities for enhanced outreach and city-to-city cooperation.

The City of Yokohama conducts annual disaster drills with multiple stakeholders.
Yokohama and Makati are the lead and co-lead cities for the CITYNET Disaster Cluster respectively.

The Community Based Adaptation
and Resiliency Against Disasters
(CBARAD) project began in August 2012
with the objective to devise effective
community-level adaptation and resiliency
schemes in the City of Iloilo. The project
works to increase citizen awareness of
managing self-sufficient communities in
the event of a disaster, particularly in the
case of floods.
CBARAD is funded by the Japan
International Cooperation Agency (JICA)
and supported by the City of Yokohama.
Five flood-prone barangays (communities)
were selected as beneficiaries.
As of August 2014, over 80 workshops,
trainings, seminars and study visits have
been conducted for barangay and city
staff with the cooperation of stakeholders
such as universities, non-governmental
organisations (NGOs), and national
agencies.

The CITYNET Yokohama Project
Office conducted its first online course
on Disaster Risk Reduction (DRR) in
June 2014. The main objective of the
initial CPDR course was to familiarise
DRR professionals with contemporary
concepts and various international
practices. The course also aimed to
improve city-to-city exchanges and
strengthen disaster resiliency among
CITYNET members. CPDR was
developed with support from Bangkok,
Colombo, Makati and the Earthquakes
and Megacities Initiative (EMI). The
platform was developed on the basis
of a similar tool used in the City of
Yokohama’s Fire Bureau.
The CPDR course comprised of three
interactive modules with extensive
information, narration and opportunities
for participant feedback. It was provided
free of cost and 27 out of 31 registrants
successfully completed the course and
received certificates signed by the Mayor
of Yokohama.
CITYNET Platform for Disaster Resiliency (CPDR)
Tsurumi River Networking (TRnet)
and Plus Arts are Japanese NGOs that
have been involved with awareness-
raising activities for residents.
TRnet delivers orientations on the
maintenance of biodiversity along creeks
for better mitigation of floods for both
students and residents. Plus Arts offers
disaster education through games and
activities particularly to children.
The CBARAD project is expected to be
completed by March 2015. The second
phase of the project has been approved
by JICA, extending the term to March
2017.
CBARAD beneficiaries have learnt
both technical and administrative skills
from the Crisis Management Office, Fire
Bureau and Health and Social Welfare
Office of the City of Yokohama.

• The course started on May 12, 2014 and ran for six weeks
• Each participant was provided with a unique ID and password
and the course was made available through an online Moodle
• 27 out of 31 participants successfully completed the course
• The highest percentage (66.67%) of participants completed the
course in the 6th week
• Participants identified learning from the CBARAD and DRRM
system in Yokohama as beneficial.
• Participants positively responded to the lessons on establishing
a disaster base and pre-emptive evacuation, and sanitary
measures during a disaster.
• Participants suggested a group discussion forum and more
case studies from other countries as potential improvements to
the course.

evaluation on specific DRR
issues. A final evaluation
was carried out to obtain
participant’s feedback about
the course.
Of the many disaster-related
issues, epidemics are particularly
alarming to participants since
many cities in the region, such
as Dhaka and Makati are
densely populated. Disease can
spread easily and can quickly
become another disaster.

CITYNET Disaster Cluster 7
The City of Yokohama and the City Government of Makati are lead and co-lead
cities of the CITYNET Disaster Cluster respectively. Yokohama hosted its first Disaster
Cluster Seminar from August 28-30, 2014 and over 35 participants from nine cities,
one association and two institutions (including the CITYNET Secretariat) attended
the meeting. Personnel from the Crisis Management Office, the Fire Department
and Yokohama Waterworks Bureau of the City of Yokohama shared their best
practices and participants had the opportunity to join field trips related to disaster risk
reduction.
For the period of 2015-2017 there were seven specific Disaster Cluster activities
proposed as a result of the meeting:

6. Inclusion of CITYNET members in CBARAD Project-II
