CITYNET Disaster Cluster
Reducing the RisksAssociated with Disastersin the Asia-Pacific Region

CITYNET’s Disaster Cluster is made up
of pro-active cities in the Asia-Pacific
region concerned with reducing the risks
associated with disasters.
The 2004 Sumatra Earthquake, Indian
Ocean Tsunami, and the 2005 Kashmir
Earthquake were devastating to many
people in the Asia-Pacific region.
CITYNET members recognised that they
could do more to address this priority
area. Members formalised a number
of disaster-related projects and during
the 2005 CITYNET Congress in Hanoi,
Vietnam, the Disaster Cluster was
established. The Cluster began with 20
members and its membership has grown
to 34 as of July 2015.
As the variety and intensity of disasters continue to evolve and affect more communities, it is critical to pursue
improved knowledge sharing, awareness building, and strategic contingency planning. Through CITYNET’s
extensive network, Disaster Risk Reduction (DRR) knowledge can be exchanged through programmes and
activities that enhance outreach and city-to-city cooperation.

Community Based Adaptation & Resiliency Against Disasters - Phase IICommunity Based Adaptation and
Resiliency Against Disasters II (CBARAD-
II) was developed through the success of
CBARAD-I in creating community-level
adaptation and resiliency measures in five
flood-prone barangays in the City of Iloilo
between 2012-2015.
CBARAD-II aims to continue fostering
Iloilo’s ability to develop sustainable and
inclusive DRR practices, enhance disaster
preparedness at the local government
level, and contribute information on
sound disaster preparedness practices among CITYNET members. By enhancing DRR collaborations between
local government, educational institutes and community groups, the project will assist local government
employees and vulnerable groups, including children, people with disabilities (PWD), and the elderly, to better
prepare for disasters. Core activities include training and capacity building of the City Disaster Risk Reduction
Management Council (CDRRMC), disaster response units, universities and vulnerable groups.

Disaster Prevention Education & Awareness, Nepal The Disaster Prevention Education and
Awareness Project trains teachers to
develop disaster education tools and
games for their classrooms. The project
began in July 2015 and is supported by
Toshiba, MuAN, and Plus Arts.
In August 2015 CITYNET and Plus
Arts conducted a joint mission to
Kathmandu and introduced disaster
education teaching tools for children and
community members to 18 teachers from
12 schools in 4 municipalities.
The project’s goal is to conduct teacher-
training workshops and build their capacity to develop DRR-related tools. The disaster education teaching
tools originated from disaster prevention programmes in Japan and Thailand.
The workshop concluded with the Disaster Prevention Education & Awareness Demonstration Programme and
the participation of over 100 children, parents, and teachers.
This mission exposed the critical need for grassroots disaster education programmes in Nepal. There
continues to be a need for further capacity building in the education sector, local communities and municipal
managers of urban planning.

Joint Technical Assessment Mission to NepalOn April 25, 2015, Nepal was devastated
by a 7.8 magnitude earthquake, which
caused extensive structural damage to
buildings across Kathmandu City. The
Municipal Association of Nepal (MuAN),
a CITYNET Disaster Cluster member,
requested a dispatch of specialists to
provide technical assessments and
advice on developing a sustainable
reconstruction plan for the city.
Specialists from the City of Yokohama and Seoul conducted on-site surveys and spoke with various
governing bodies, NGOs, NPOs, and locals, in order to assess the situation. The specialists identified
numerous concerns such as the lack of local technicians, lack of compliance with the National Building Code
(NBC), the need to raise public disaster awareness, and the importance of creating a reconstruction plan that
balances safety and can also maintain the city’s historic landscape.
Potential project partners discussed current and future projects in order to to better identify aid gaps in post-
earthquake Nepal. This visit underscored the importance of balancing material assistance with ground-level
capacity training of technicians.

CITYNET Disaster Cluster Seminar CITYNET Disaster Cluster Seminars are
held annually to update members on
the Cluster plans and activities as well
as to share disaster-related initiatives of
various cities. In 2015, participants from
Baguio, Dhaka North, Iloilo, Kathmandu,
Lalitpur, Marikina, Muntinlupa, and
San Fernando attended the seminar in
Yokohama. Information shared included
updates on CBARAD-II in Iloilo and
the Technical Assessment Team that
was dispatched to Nepal following the
devastating earthquake on April 25.
Representatives from Yokohama City’s Crisis Management Office, Fire Bureau, and Waterworks Bureau
presented some of their DRR initiatives and disaster countermeasures.
The Cluster Seminar offers regular opportunities for participating NGOs and corporate stakeholders to
introduce their initiatives. NGOs such as Plus Arts have been an integral part of CITYNET DRR initiatives. Plus
Arts is an NGO that has worked closely with CITYNET on both phases of the CBARAD project in Iloilo and on
the Disaster Prevention Education and Awareness Project in Nepal. The organisation strives to make disaster
training fun and accessible for people of all ages and abilities. Similarly, Tsurumi River Networking (TRnet) has
been actively contributing to CBARAD activities since 2012.
At the 2015 seminar, participants also learned how convenience stores can build resilience with corporate
stakeholders through the creation of a disaster mitigation policy. Lawson, the second largest convenience
store chain in Japan, has created agreements with local governments including Yokohama to provide aid and
continue serving communties during times of disaster.
