Along New Rochelle’s waterfront, the City is working closely with ForestCity Residential to transform land on Echo Bay—a sheltered inlet onthe beautiful Long Island Sound—that is currently inaccessible andenvironmentally stressed into a vibrant, mixed-use community withextensive public parkland. Linked to this project is the potential adaptivereuse of a former Armory, also situated on Echo Bay.This redevelopment project consists of the construction of 285 rental
units, 23,800 square feet of neighborhood retail uses and over four acresof public open space on the waterfront, creating view corridors fromadjacent neighborhoods.The site is composed of several City properties including the City’s public
works yard—anticipated to be relocated—and a former Con Edison site,and is adjacent to the Municipal Marina.The City’s vision for the redevelopment of Echo Bay is to enhance views
and vistas of the Long Island Sound from Main Street; to create publicaccess to the water for local residents and visitors; and to provideresidential living on the waterfront at a density that is in scale withdevelopment elsewhere in the community.

The Armory site is a 2.92 acre area with public access to thewaterfront located at 260-70 E. Main Street (U.S. Route 1).
Through the adaptive reuse of the Armory, the City seeks to:
• Rehabilitate and preserve a historic structurewith distinctive architectural features;
• Activate a currently underutilized site for thepublic’s enjoyment and benefit;
• Complement and enhance the surrounding revitalizationof the New Rochelle shoreline.

The BID Artist Spaces Program works with downtown property owners to develop vacant upper floor spaces to well appointed artiststudios with excellent light and windows, some with skylights, 24/7 access, and affordable rents that include heat and electric. There is agrowing artist community downtown with which the BID works to develop artist support programs and open studio events. The studiosare located in the heart of downtown New Rochelle with easy access to stores, restaurants, business services and parking.
