REGULAR COUNCIL MEETING MINUTES
September 14, 2020
Minutes of the Regular Council Meeting held on Monday, September 14, 2020 in
City Hall Council Chambers.
Council Present: Mayor Bob Maloney, Councillors: Ken Chyz, Randy Goulden,
Quinn Haider, Mitch Hippsley (via Zoom), Aaron Kienle and Darcy Zaharia.
City Administration Present in Council Chambers: Lonnie Kaal - City Manager,
Jessica Matsalla – Director of Legislation and Procedures (City Clerk) and Raelyn
Knudson – Assistant City Clerk.

CALL TO ORDER
A quorum being present Mayor Maloney called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS
Councillor Kienle:
1. Reported that the City held a number of service award luncheons to
accommodate the large number of staff and honour long-term employees.
2. Reported that the Health Foundation held a virtual Charity Race and raised
nearly $30,000 for surgical equipment in the hospital. Congratulated Geoff
Propp for being the top fundraiser, having collected over $17,000 in pledges.
3. Reported that the Yorkton Tribal Council held a walk to bring awareness to
‘World Suicide Prevention Day’.
4. Acknowledged everyone that is working to prepare our residents for the
upcoming Municipal Election. Encouraged people to visit yorktonvotes.ca
for more information.
Councillor Haider:
1. Reported that the Yorkton Exhibition Association is holding a ‘Grandstand
Tag Raffle’ with weekly draws to raise money for the Exhibition
Grandstand. Go to yorktonexhibition.com to buy your tickets.
2. Welcomed everyone back to school and thanked parents and students for
their ability to adapt to the new procedures that are in place.
Councillor Goulden:
1. Reported that this past weekend would have been the Yorkton Arts Council
Sunflower Sale and Art Market, but it was cancelled because of Covid-19
regulations.
2. Thanked SIGN on Broadway and all the vendors that took part in the
‘Bringing in the Harvest’ market.
3. Reported that the Gallagher Centre has re-opened. Thanked staff for all their
work and all the patrons who are using the facilities again.
4. Thanked Re-Max Realty for their sponsorship of the Re-Max Sports Lounge.
Councillor Chyz:
1. Reported that the walking path and walking bridge along Dracup is now
complete. Check it out!

Mayor Maloney:
1. Reported that Habitat for Humanity completed their eighth build in Yorkton
recently and held a ribbon cutting on August 31. Thanked the local Habitat
for Humanity Board and the Province for making this housing initiative
work in our City.
Councillor Hippsley:
1. Thanked all the City workers that worked diligently all summer.
2. Welcomed everyone back into the school system.

The City Clerk advised that one written submission was received in support of the
Proposed Bylaw to Amend the Zoning Bylaw – Establish Definitions and
Regulations for Veterinary Use Services. The City Clerk read the submission aloud
for the benefit of the public record.

Director of Community Development, Parks & Recreation – Grandstand
Rehabilitation Project
A report dated September 10, 2020 from the Director of Community Development,
Parks and recreation regarding the Grandstand Rehabilitation project was
circulated for consideration of Council. Darcy McLeod, Director of Community
Development, Parks & Recreation, presented the report to Council.
Mayor Maloney passed the chair to Deputy Mayor Zaharia 6:25 – 6:26 pm.

of Saskatchewan to Amend Procedures Bylaw No. 1/2016, be given second

That Council amend Bylaw No. 14/2020 a Bylaw in the City of Yorkton
in the Province of Saskatchewan to Amend the Procedures Bylaw by striking
subsection 5.3, and replacing sub-clause 5.1(c) with the recommendation in
the report, and further, by changing subclause 13.2(h) to state that
submissions to come before Council must be received at least two Wednesdays
preceding the Council Meeting that the delegation wishes to appear at.

Service Type I use as defined in City of Yorkton Zoning Bylaw No. 14/2003, at

CG1523, and that the application be brought back to Council for its review
and decision.

appointment of Ms. Dani Anderson as Bylaw Enforcement Officer for the
City of Yorkton, effective September 14, 2020.

Director of Community Development, Parks & Recreation – City Transit System
Mandatory Face Covering
A report dated September 9, 2020 from the Director of Community Development,
Parks & Recreation regarding City Transit System Mandatory Face Covering was
circulated for consideration of Council. Darcy McLeod, Director of Community
Development, Parks & Recreation, presented the report to Council.

medical mask or face covering use for all people using the Yorkton Transit
System, including Yorkton Transit and Access Transit, effective October 1,
2020 until such time as the Public Health Order recommending mask or face
covering use within two metres, is lifted, and further have extra masks
available in Transit vehicles.

Director of Community Development, Parks & Recreation – Kinsmen Arena
Mandatory Face Covering
A report dated September 9, 2020 from the Director of Community Development,
Parks & Recreation regarding Kinsmen Mandatory Face Covering was circulated

Development, Parks & Recreation, presented the report to Council.

That Council authorize Administration to implement mandatory non-
medical mask or face covering use for all people entering the Kinsmen Arena,
effective September 15, 2020 until such time as the Public Health Order
recommending mask or face covering use within two metres, is lifted. Further,
that the Kinsmen Arena Blue Room be exempt from this requirement unless
physical distancing of two metres can’t be maintained or the Blue Room is
utilized in conjunction with the rest of the Kinsmen Arena.

Director of Community Development, Parks & Recreation – Gallagher Centre
Renewal Project – Consultant Report
A report dated September 10, 2020 from the Director of Community Development,
Parks & Recreation regarding Gallagher Centre Renewal Project – Consultant

Community Development, Parks & Recreation, presented the report to Council.

That Council refer the Gallagher Centre Renewal Project discussions to
a future strategic planning session of Council to revisit, and clarify, the scope
of the project, and further direct Administration to allocate funding in the
2021 capital budget to engage a consultant to assist with re-defining the scope,
and further that these recommendations be brought forward to an open
Council meeting in 2021 in conjunction with high level budget estimates.
