BACKGROUND/DISCUSSION: The construction of various grid roads through downtown Woodinville has been a stated desire of the City for years and is specifically included in the Downtown Little Bear Creek Corridor Master Plan, the currently-applicable Transportation Master Plan (2009) and, by reference, in the 2015 Comprehensive Plan. Listed as Project Number C-7 in the Transportation Master Plan, this specific grid road is intended to connect NE 171 st Street on the south end to Little Bear Creek Parkway on the north end along the 135th Avenue NE alignment. As part of the Woodin Creek Village development, the southern portion of that grid road is, or will soon be, under construction. Woodin Creek Village will extend 135th Avenue NE south from NE 173rd Street, across a new bridge over Woodin Creek, and connect to NE 171 st Street at the roundabout currently under construction. The issue for Council discussion this evening is the portion of the desired 135th Avenue NE grid road between NE 175th Street and Little Bear Creek Parkway. The exact alignment of this portion of the grid road has not been determined by the City at this time. The owner of several parcels within this area (APN's: 9517100105, 9517100101, 9517100090) has been working to market the property for development purposes. As a condition of redevelopment of the property, future developers will be obligated to dedicate the area for the street and pay to construct that portion of the street. Potential buyers quickly learn of the City's plan to build a grid road through the area but are dissuaded by the lack of definition of the alignment of that road. Accordingly, the owner has requested the City define the future alignment and create confidence for future owners/developers of the property. With this reasonable request by the property owner, the ongoing construction of the southern portion of the new grid road, and the long-stated desire of the City to build the grid road, Staff set upon the work of defining an alignment for the portion between NE 175th Street and Little Bear Creek Parkway. Staff began to identify a possible alignment with several considerations in mind. The first consideration was that a future grid road extension should connect at the current intersection of 1

BACKGROUND/DISCUSSION: The construction of various grid roads through downtown Woodinville has been a stated desire of the City for years and is specifically included in the Downtown Little Bear Creek Corridor Master Plan, the currently-applicable Transportation Master Plan (2009) and, by reference, in the 2015 Comprehensive Plan. Listed as Project Number C-7 in the Transportation Master Plan, this specific grid road is intended to connect NE 171 st Street on the south end to Little Bear Creek Parkway on the north end along the 135th Avenue NE alignment.

As part of the Woodin Creek Village development, the southern portion of that grid road is, or will soon be, under construction. Woodin Creek Village will extend 135th Avenue NE south from NE 173rd Street, across a new bridge over Woodin Creek, and connect to NE 171 st Street at the roundabout currently under construction.

The issue for Council discussion this evening is the portion of the desired 135th Avenue NE grid road between NE 175th Street and Little Bear Creek Parkway. The exact alignment of this portion of the grid road has not been determined by the City at this time. With this reasonable request by the property owner, the ongoing construction of the southern portion of the new grid road, and the long-stated desire of the City to build the grid road, Staff set upon the work of defining an alignment for the portion between NE 175th Street and Little Bear Creek Parkway.

Staff began to identify a possible alignment with several considerations in mind. The first consideration was that a future grid road extension should connect at the current intersection of

135th Avenue NE and NE 175th Street to utilize the existing signalized intersection. From there north the alignment could take several directions. The next consideration was, through evaluation of property ownership and use of that property in the corridor, which property would likely be available for acquisition for development of the desired grid road that meets engineering standards. Heading directly north from the 135th Avenue NE/NE 175th Street intersection is prohibitive given the location of the Fire District Headquarters building. Turning northwest is also prohibitive given the location of the Post Office building. With the location of those buildings, Staff determined the only reasonable path would be toward the northeast through Fire District-owned surplus property. The final consideration, that coincidentally supports the proposed alignment, was to try and minimize impact to property owners in the corridor. With these various considerations, Staff and the City's on-call engineering consultant has arrived at the proposed alignment that is before Council this evening (See Attachment 1 ).

The proposed alignment utilizes a typical street cross-section with minor modifications to minimize impact on property owners and, as a result, project cost to the City (see cross-section in Attachment 1 ). The proposed alignment allows for two lanes, a left turn lane at NE 175th Street, a full 13' sidewalk along the west side and full 13' sidewalk along a portion of the east side, 8' wide on-street parking on the west side, and 5' amenity zones along most of both sides of the future street. One modification has been made at the north end of the alignment to avoid necessitating removal of an existing building owned and used by the Fire District and would eliminate the amenity zone along a short portion of one side of the street.

The proposed alignment does not extend to a future crossing of the Eastside Rail Corridor (ERG), although its connection to Woodinville-Snohomish Road could accommodate a future extension once the presence of rail operations and its impacts on the ERG design is determined. Until that time, this project would complete the 135th Avenue NE grid road between Woodinville-Snohomish Road and NE 171'1 Street, creating a major new north-south connection through downtown Woodinville.

At this point, there are several questions before Council:

1. Is the proposed alignment acceptable? 2. To what degree does Council want Staff to pursue development of this section of street?

As to the second question, there are several possible courses of action. At a minimum, Council should designate an acceptable alignment so that the owner of the previously referenced property can memorialize the alignment and give surety to future developers of the property. As explained, that owner has been unable to market the property given the lack of definition of alignment. Simple definition of alignment through additional high-level engineering refinement and creation of resulting legal descriptions would satisfy this very reasonable request and should be the bare minimum direction given by Council.

Beyond this base action, Council should determine if it wants to pursue physical development of the grid road, beginning with property acquisition, at this time. This is the direction that Staff suggests because once the alignment over a portion of the new grid road is memorialized over a part of the corridor it will be incredibly difficult to change other portions of the alignment. With that, procurement of the additional property necessary for the alignment is an inevitability and for reasons such as likelihood of cost inflation, should be pursued as soon as practicable. With substantial funding allocated in the current budget for undesignated land acquisition (if it is even possible to complete that process in the next 18 months), resources are available to acquire the necessary property if Council approves.

ALTERNATIVES:

1. Review and approve alignment. Take no action on property acquisition for other portions of alignment or future physical development of the street.

2. Review and approve alignment. Direct Staff to begin pursuing land acquisition for other portions of the alignment and other steps towards physical development of the street.

3. Review the proposed alignment and direct further investigation of alternative alignments or amendments to the proposed alignment.

4. Take no action.

RECOMMENDED MOTION:

I MOVE THAT THE CITY COUNCIL APPROVE THE ALIGNMENT FOR THE PORTION OF THE 135rH AVENUE NE GRID ROAD BETWEEN NE 175TH STREET AND WOODINVILLE­SNOHOMISH ROAD AS PROPOSED [OR AMENDED], AND AUTHORIZE THE CITY MANAGER TO COMMENCE PROPERTY ACQUISITION NECESSARY FOR DEVELOPMENT OF THE APPROVED ALIGNMENT.
