NEGOTIATIONSThe Northwest Crisis Negotiations Teamresponds to suicial subjects, barricaded subjects, hostage situations, & SWAT team callouts.

S.W.A.T.In 2017, the S.W.A.T. Team served eight high risk search warrants, resolved one incident of barricaded subjects, and assisted in two search missions.

ALICETeach a proactive response for people in our community that may find themselves involved in an active shooter or violent intruder situation.

DIVE TEAMThe Northwest Dive Team has 15 members. There are an average of four trainings annually.

DRUG TASK FORCEThe Northwest Narcotics Task Force seized approximately $1,141,703 in drugs in 2017 (169% increase from $425,000.00 in 2016). Needless to say, our statistics for cases, search warrants, and drug seizure amounts have dramatically increased.

HONOR GUARDThe Honor Guard presents at local events to include homecoming, parades, large events, and many others.

K-9The Williston Police Department currently has a spot for one K-9 dog. The K-9 Unit offers our services to area law enforcement agencies, as well as area businesses.

JOB DESCRIPTION SUMMARY

The Police Investigations Captain performs administrative and supervisory work assisting the direction of the Williston Police Department. This is a highly responsible administrative and supervisory position in police work that will perform a wide variety of duties including: planning, di-recting, organizing and coordinating of the activities of the Police Department; providing leadership for the accomplishment of departmental goals and the mission of the department; maintaining communications with other outside agencies; as well as the ability to establish and maintain effective working relationships with the public, elected officials, employees, and other agencies. Required abilities include communication, coordination of work, and relationship development.

APPLICATION PROCESS

Applicants must have appropriate certification issued under the North Dakota Peace Officers Standards, as well as have five (5) years of experience in law enforcement. Preference will be given to candidates holding the rank of Lieutenant or higher. The City of Williston offers a competitive starting annual salary of $117,500. Benefits include health insurance, life insurance, pension plan, and a generous leave package including vacation, sick, and holiday pay.

The community we serve has consistently voted to support a 1% county sales tax for public safety. The revenue from the sales tax is dedicated to core law enforcement, fire, ambulance, and 911 services. The funds generated have allowed us to build new facilities, including a firearms range, and provide our officers with top-of-the-line equipment, including the only Bear in the state. Our officers receive great benefits, cost-free uniforms and gear, and have access to a firearms purchase program.

Summary: Performs administrative and supervisory work assisting the direction of the Police Department. This is a highly responsible administrative and supervisory position in police work.

Supervision Received: Chief of Police.

Supervision Exercised: Exercise supervision over department personnel directly or through subordinate supervisors.

FLSA Status: Exempt.

Essential Job Functions:

1. Assists in the planning, directing, organizing and coordinating of the activities of the PoliceDepartment; evaluates the performance of personnel and the overall department.

2. Directs the operations of the Police Department in the absence of the Chief of Police.

3. Interprets new laws, ordinances, rules and regulations for subordinate officers.

4. Provides leadership for the accomplishment of departmental goals and the mission of thedepartment.

5. Conducts special investigations of police personnel and in regard to reported or allegedirregularities of the police personnel; interprets police rules and regulations to employees;disciplines personnel for improper behavior.

6. Maintains communications with other outside agencies, as well as other units with the department,and the general public at the direction of the Chief of Police.

7. Plans and administers basic recruit and in-service training programs.

8. Attends seminars, schools, and training sessions dealing with varied related activities such asadministration, communications, law and community relations, etc. for the purpose of keepingabreast of modern trends.

9. Assists in the preparation of the department budget.

10. Performs all work duties and activities in accordance with City policies and procedures.

11. Performs other reasonably related duties as assigned by immediate supervisor and othermanagement as required.

Peripheral Job Duties:

1. Responsible for the care, maintenance, and proper use of all city-owned equipment used orassigned to members under their supervision, unless otherwise delegated.

2. Responsible for all traffic shifts, and shall assign and rotate the members under their supervision,with the approval of the Chief of Police, and shall submit to the Chief a semi-monthly workschedule showing assignments made.

3. Responsible for the prompt service of all orders and other papers sent to him/her for delivery fromthe office of the Chief of Police.

4. Assigns members of the department to work special event activities (dances, ball games, etc.) thatmay be brought to their attention.

5. Reports to the Chief of Police the violation of any rule or regulation by any member of thedepartment under their supervision.

Minimum Qualifications: Have thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment. Have thorough knowledge of the modern principles, practices, and methods of police administration, organization, and operation. Have considerable knowledge of the use of police records and application to the solution of police problems. Have ability to enforce laws and regulations firmly, tactfully, and impartially. Ability to plan, organize, supervise, and evaluate the work of personnel. Have ability to communicate effectively verbally and in writing. Have ability to establish and maintain effective working relationships with the public, elected officials, employees, and other agencies.

Required Abilities:

Communication - Ability to communicate ideas effectively, including the preparation of reports and logs. Ability to listen and understand directions, information, and ideas presented verbally and in writing. Ability to handle a variety of customer services issues with tact and diplomacy in a confidential manner.

Coordination of Work - Ability to establish and implement effective administrative programs and procedures. Ability to plan and organize daily work routine. Establishes priorities for the completion of work. Performs a broad range of supervisory responsibilities over others.

Education: High School graduate or equivalent supplemented by college level coursework in public or police administration or social services.

Experience: Five (5) years of experience in law enforcement. Preference will be given to candidates holding the rank of Lieutenant or higher.

Any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this position may be considered. Knowledge and understanding of the Williston region is preferred.

Necessary Special Requirement: Appropriate certification issued under the North Dakota Peace Officers Standards.

Additional Requirement: Requires satisfactory results from a medical, psychological evaluation and pre-employment substance abuse testing and is subject to random alcohol and controlled substance testing.

Equipment Used in Job Performance: Vehicle, personal computer and word processing software, weapons, pistol, shotgun, pepper spray, baton, two-way radio, telephones, land line and cell, calculator, copier, FAX machine, library, North Dakota Century Code and City Ordinances.

Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is occasionally required to stand, walk, use hands to finger, or operate objects, controls or tools listed above; reach with hands and arms; climb or balance; stoop; kneel, crouch, or crawl; and taste and smell. Work Environment: While performing the duties of this job, the employee is usually communicating with subordinates, colleagues, superiors, and the public. He/She occasionally works outside when participating in an emergency scene (i.e., civil disturbance, natural disaster, major crime scene).
