6. CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTAINING FLOWCONVEYANCE THROUGH THE CITY'S M-CANAL DURING ALLPHASES OF CONSTRUCTION. NO MORE THAN ONE CULVERTSHALL BE TAKEN OUT OF SERVICE AT ANY GIVEN TIME. CLOSUREOF THE GATES SHALL BE COORDINATED WITH THE CITY AMINIMUM OF 48 HOURS ADVANCE.

7. WATER ELEVATIONS SHOWN ON THE DRAWINGS ARE FROM THEDATE OF SURVEY. WATER ELEVATIONS FLUCTUATE. NOCONTRACT ADJUSTMENT SHALL BE MADE IF WATER ELEVATIONSDO NOT MATCH THE ELEVATIONS SHOWN ON THE DRAWINGS.

8. WATER ELEVATIONS SHOWN ON THE DRAWINGS ARE BASED ONTHE ELEVATION FROM THE DATE OF THE SURVEY. NO CONTRACTPRICE ADJUSTMENT WILL BE MADE IF ACTUAL WATERELEVATIONS DO NOT CORRESPOND WITH THE ELEVATIONSSHOWN ON THE DRAWINGS.

12. THE CONTRACTOR SHALL COORDINATE WITH THE NECESSARYUTILITY COMPANIES AND SUNSHINE STATE ONE CALL(800-432-4770) FOR ALL LOCATES A MINIMUM OF 72 HOURS PRIORTO COMMENCEMENT OF CONSTRUCTION.

13. CONTRACTOR TO PROVIDE BRASS DISK BENCHMARK ADJACENTTO EACH STILLING WELL AND ON THE TOP OF EACH GATE, WITHTHE DATUM STAMPED WITH THE AS BUILT ELEVATION. AS BUILTELEVATION IS TO BE PROVIDED BY A FLORIDA PROFESSIONALSURVEYOR AND MAPPER. BENCHMARKS LOCATED IN GRASSEDAREAS SHALL BE INSTALLED ON CONCRETE MONUMENTS.

14. CONTRACTOR SHALL BE RESPONSIBLE FOR SUPPLYINGTEMPORARY FILL FOR THE CONSTRUCTION OF TEMPORARYEARTHEN BERMS AND/OR DIKES OR TEMPORARY SHEET PILINGAS PART OF THE MEANS AND METHODS TO CONSTRUCT THEPROJECT AND IS RESPONSIBLE FOR THE REMOVAL OF SAME ATTHE CONCLUSION OF THE PROJECT.

15. ALL WORK SHALL BE PERFORMED IN ACCORDANCE WITH THEFLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) STANDARDSPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION,LATEST EDITION, AND FDOT DESIGN STANDARDS, LATEST EDITION(UNLESS SPECIFIED OTHERWISE). ALL FDOT INDEXES AREINCORPORATED AS PLAN REFERENCES HEREIN. CONTRACTOR ISRESPONSIBLE FOR OBTAINING COMPLETE COPIES OF THELATEST EDITION OF FDOT INDEXES.

16. SOURCE AND DATE OF AERIAL PHOTOGRAPHY: PBC GIS DATED2015.

17. CONTRACTOR SHALL COMPLY WITH THE REQUIREMENTS OF THEFDEP GENERIC PERMIT FOR STORMWATER DISCHARGE FROMLARGE AND SMALL CONSTRUCTION SITES.

18. ALL WORK SHALL BE OPEN AND SUBJECT TO INSPECTION BYAUTHORIZED PERSONNEL OF THE CITY, INVOLVED UTILITYCOMPANIES, PROJECT ENGINEER, AND REGULATORY AGENCIES.

19. PRIOR TO COMMENCEMENT OF ANY EXCAVATION, THECONTRACTOR SHALL COMPLY WITH CHAPTER 556 OF THEFLORIDA STATUTES: THE UNDERGROUND FACILITY DAMAGEPREVENTION AND SAFETY ACT.

20. WHERE EXCAVATIONS TO A DEPTH IN EXCESS OF FIVE FEET (5')ARE REQUIRED, THE CONTRACTOR SHALL INCLUDE THEFOLLOWING INFORMATION IN THE BID:

A. REFERENCE TO THE TRENCH SAFETY STANDARDS THAT WILLBE IN EFFECT DURING THE PERIOD OF CONSTRUCTION OFTHE PROJECT.

B. WRITTEN ASSURANCES BY THE CONTRACTOR PERFORMINGTHE TRENCH EXCAVATION THAT SUCH CONTRACTOR WILLCOMPLY WITH THE FLORIDA TRENCH SAFETY ACT.

C. A SEPARATE ITEM IDENTIFYING THE COST OF COMPLIANCEWITH THE APPLICABLE TRENCH SAFETY STANDARDS.

23. ALL ORGANIC AND OTHER UNSUITABLE MATERIAL IN AREAS TO BEFILLED SHALL BE REMOVED AND REPLACED WITH SUITABLEMATERIAL IN ACCORDANCE WITH SOUND CONSTRUCTIONPRACTICES.

24. MAINTENANCE OF TRAFFIC SHALL BE IN ACCORDANCE WITHCURRENT FDOT 600 SERIES STANDARDS AND THE MANUAL ONUNIFORM TRAFFIC CONTROL DEVICES. CONTRACTOR IS TOPROVIDE A MAINTENANCE OF TRAFFIC PLAN TO THE CITY, PALMBEACH COUNTY, AND ALL APPLICABLE AGENCIES FOR REVIEWAND APPROVAL PRIOR TO COMMENCEMENT OF WORK.CONTRACTOR SHALL BE RESPONSIBLE TO OBTAIN A MOT PERMITPRIOR TO BEGINNING WORK.

25. CONTRACTOR IS RESPONSIBLE TO OBTAIN ALL PERMITSREQUIRED FOR CONSTRUCTION. CONTRACTOR MUST SUBMIT ADEWATERING & DRAINAGE PLAN TO SFWMD PRIOR TOCONSTRUCTION AND OBTAIN A DEWATERING PERMIT.

26. CONTRACTOR MUST TAKE REASONABLE PRECAUTIONS TOCONTROL DUST AT ALL TIMES, WHETHER OR NOT THE SITE ISACTIVE, AT NIGHT TIME, ON WEEKENDS, OR ON HOLIDAYS.CONTRACTOR MUST ALSO NOT LET AIRBORNE DUST CROSSPROPERTY BOUNDARIES. CONTRACTOR SHALL WATER IFDIRECTED BY THE CITY AND/OR AT SUFFICIENT FREQUENCY,QUANTITY, AND DEPTH, INCLUDING PRE-SOAKING TO CONTROLDUST AND PREVENT OBJECTIONABLE BLOWING OR DRIFTING OFDUST, SAND, AND OTHER DEBRIS.

27. CONTRACTOR SHALL PROVIDE FIRE EXTINGUISHERS TAGGED BYA LICENSED FIRE EXTINGUISHER COMPANY WITH A MINIMUMRATING OF 2A:10BC. EXTINGUISHERS SHALL BE LOCATED SOTHAT THE TRAVEL DISTANCE TO AN EXTINGUISHER DOESN'TEXCEED 75 FEET.

28. CONTRACTOR SHALL PROVIDE AN ADDRESS VISIBLE FROM THEFRONT OF THE SECURITY ENCLOSURE WITH NUMBERS AT LEASTSIX-INCHES IN HEIGHT WITH AN ONE-INCH STROKE ANDCONTRASTING BACKGROUND. COORDINATE FINAL LOCATION OFTHE ADDRESS WITH THE CITY AND ENGINEER PRIOR TOINSTALLATION.

29. CONTRACTOR SHALL PROVIDE AN OUTDOOR PROJECT SIGNMADE OF WEATHER RESISTANT METAL. THE SIGN SHALL BE UPTO 18"X24" AND SHALL BE IN COLOR INCLUDING THE CITY'S LOGOAND THE NAME OF THE CONTROL STRUCTURE. SUBMIT SHOPDRAWING FOR APPROVAL PRIOR TO ORDERING THE SIGN.

30. UNLESS OTHERWISE SPECIFIED OR SHOWN ON THE DRAWINGS,MATERIALS SHALL BE SELECTED FROM THE WEST PALM BEACHAPPROVED PRODUCTS LIST.

31. CONTRACTOR SHALL UTILIZE CONSTRUCTION METHODS ANDDEVICES SUCH AS TURBIDITY CURTAINS, SILT FENCES, ANDFLOATING SILT BARRIERS WHERE NECESSARY IN ORDER TOCOMPLY WITH THE STATE AND LOCAL WATER QUALITYSTANDARDS AND NATIONAL POLLUTION DISCHARGE ELIMINATIONSYSTEM (N.P.D.E.S.) WATER QUALITY MONITORING NOTES:1. WATER QUALITY MONITORING SCOPE:

FURNISH AND INSTALL 1 (ONE) MONITORING STATION THAT WILL COLLECT WATER QUALITY DATA AT THECITY'S CONTROL STRUCTURE NO. 2 AND 1 (ONE) AT THE CITY'S CONTROL STRUCTURE NO. 3. EACH WATERQUALITY MONITORING SYSTEM SHALL COLLECT DATA FOR CONDUCTIVITY, TEMPERATURE, PH, DISSOLVEDOXYGEN, BLUE-GREEN ALGAE, CHLOROPHYLL-A, AND NITRATES. THE DATA WILL BE TRANSMITTED VIACELLULAR TELEMETRY TO THE CITY'S NETWORK, AND ALSO CONNECTED TO ON-SITE SCADA VIA RTUCABLE. THE MONITORING STATIONS WILL BE INSTALLED BY YSI PERSONNEL USING ALUMINUM HARDWAREFOR SECURE DEPLOYMENT. EACH STATION WILL BE EQUIPPED WITH A MULTIPARAMETER WATER QUALITYSONDE CONNECTED VIA FIELD CABLE TO A DATA COLLECTION PLATFORM (DCP), CONSISTING OF ADATALOGGER HOUSED IN A NEMA4 STAINLESS STEEL ELECTRONICS ENCLOSURE. EACH STATION WILL BEEQUIPPED WITH A CELLULAR MODEM FOR CELLULAR DATA TRANSMISSION TO THE CUSTOMER NETWORK,AND A CONNECTION TO THE SCADA VIA RTU CABLE RAN THROUGH CUSTOMER'S EXISTING CONDUIT AT THEDEPLOYMENT SITE. EACH ELECTRONICS ENCLOSURE WILL HOUSE A 12V/18AH BATTERY CONNECTED TO ANAC-TO-DC CHARGING MODULE TO ALLOW THE SYSTEM TO BE CONNECTED TO CUSTOMER'S POWERSUPPLY.

2. MANUFACTURER REQUIREMENTS:

THE WATER MONITORING EQUIPMENT SPECIFIED HEREIN SHALL BE THE DESIGN AND FABRICATION OF ASINGLE MANUFACTURER WHICH SHALL HAVE SOLE SOURCE RESPONSIBILITY FOR SAID EQUIPMENT. THEMANUFACTURER SHALL HAVE A MINIMUM OF 20 WATER MONITORING STATIONS OF THIS DESIGN AND OFCOMPARABLE CAPACITY IN THE STATE OF FLORIDA WITH SUCCESSFUL OPERATION FOR A MINIMUM OF 5YEARS. REFERENCES AND RECORDS OF EXPERIENCES SHALL BE PROVIDED UPON OWNERS REQUEST.

STATION INSTALLATION CONTROL STRUCTURE NO. 2:

THE MULTIPARAMETER SONDE SHALL BE DEPLOYED INSIDE AN ANGLED 4” ALUMINUM STILLING WELLPERFORATED WITH A SPECIFIC HOLE-PATTERN TO ALLOW OPTIMAL WATER FLOW OVER THE SENSORPROBE FACES. THE STILLING WELL IS TO BE CAPPED WITH A WELL CAP TO SECURE THE SONDE, WHICHWILL CONNECT DIRECTLY INTO THE DATA COLLECTION PLATFORM, NEMA4 ELECTRONICS ENCLOSURE VIACABLE GLAND. THE ELECTRONICS ENCLOSURE IS TO BE MOUNTED ONTO A 2-POLE ALUMINUM MASTAPPROXIMATELY 5'-6' ABOVE THE GROUND FOR EASY ACCESS. MOUNTING MAST TO BE CONSTRUCTED OF2” ALUMINUM PIPE POUNDED UNTIL REFUSAL, WITH ENCLOSURE SECURED TO MAST USING U-BOLTS ANDUNISTRUT. AN RTU CABLE SHALL BE CONNECTED FROM DATALOGGER IN THE DCP TO THE SCADA, WHICHSHALL BE RUN THROUGH THE CITY'S EXISTING SPARE CONDUIT.STATION INSTALLATION CONTROL STRUCTURE NO. 3THE MULTIPARAMETER SONDE SHALL BE DEPLOYED INSIDE A VERTICAL 4” ALUMINUM STILLING WELLPERFORATED WITH A SPECIFIC HOLE-PATTERN TO ALLOW OPTIMAL WATER FLOW OVER THE SENSORPROBE FACES. THE STILLING WELL IS TO BE CAPPED WITH A WELL CAP TO SECURE THE SONDE, WHICHWILL CONNECT DIRECTLY TO A SPLICE BOX WITH A DIN RAIL AND TERMINAL STRIP INSIDE. THE SPLICE BOXWILL BE CONNECTED TO A DCP ON THE CONTROL STRUCTURE VIA SIGNAL AND POWER CABLE RAN BY THEMANUFACTURER OF THE DCP. THE DCP AND MULTIPARAMETER SONDE WILL BE POWERED VIA AC POWERUSING AN AC-TO-DC POWER CONVERTER.

3. MULTIPARAMETER WATER QUALITY SONDE AND SENSORS:

WATER QUALITY SONDES SHALL CONTINUOUSLY MONITOR THE RAW WATER IN CANALS AT EACH SITE.WATER QUALITY DATA WILL BE COLLECTED BY DATALOGGER AND TRANSMITTED VIA CELLULARTRANSMISSION TO WEB-HOSTED DATA PLATFORM. THE SONDE SHALL HAVE SEVEN (7) UNIVERSAL PORTSTHAT CAN ACCOMMODATE A VARIETY OF WATER QUALITY SENSORS, WHICH CAN BE USED ORRECONFIGURED AT ANY TIME

THE SENSORS SHALL HAVE THE FOLLOWING CHARACTERISTICS:

a. HERMAPHRODITIC WET-MATEABLE CONNECTORS, ALLOWING THEM TO BE PLUGGEDINTERCHANGEABLY INTO ANY SENSOR PORT (I.E. A SENSOR THAT CAN BE PLUGGED INUNDERWATER OR EXPOSED TO WATER WITHOUT ANY DAMAGE TO THE CONNECTOR)

b. THE INSTRUMENT SOFTWARE SHALL UTILIZE SMART QC QUALITY ASSURANCE CHECKS TOPREVENT FAULTS, ERRORS AND LOST DATA

c. THE SONDE SHALL INCLUDE A TITANIUM METAL BULKHEAD TO REDUCE THE INCIDENCES OFSTRIPPING THREADS AND FIELD REPLACEABLE TITANIUM RETAINING NUTS ON SENSORS, AND

d. THE SONDE SHALL PROVIDE ELECTRICAL OVERLOAD PROTECTION TO THE INDIVIDUAL SENSORSTHAT WILL PREVENT DATA LOSS IN THE EVENT THAT A SINGLE SENSOR EXPERIENCESCATASTROPHIC FAILURE.

THE SONDE SHALL BE DESIGNED TO WITHSTAND THE HARSH CONDITIONS EXPECTED IN THE FIELD BYUSING RUGGED MATERIALS, INCLUDING, BUT NOT LIMITED TO, THE FOLLOWING:

a. TITANIUM, LASER-WELDED PROBE HOUSINGS TO RESIST LEAKS,

b. WET-MATEABLE CONNECTORS THAT RESIST CORROSION,

c. AN IMPACT-RESISTANT AND CHEMICAL-RESISTANT XENOY POLYMER REINFORCED HOUSING, AND

d. A SAPPHIRE GLASS ON OPTICAL SENSOR WINDOWS.

THE SONDE SHALL BE CAPABLE OF HAVING CONNECTORIZED FIELD-REPLACEABLE SENSORS (I.E.ABILITY FOR REMOVAL BY END-USER AND NOT FIXED IN-PLACE). THESE SENSORS SHALL BE CAPABLEOF BEING REMOVED WITHOUT OPENING THE SONDE OR EXPOSING THE INTERNAL ELECTRONICS TOTHE EXTERNAL (FIELD) ENVIRONMENT.

ALL SENSORS MUST BE “SMART” AND STORE ALL CALIBRATION DATA INTERNALLY TO THE SENSOR.SENSORS SHALL BE CAPABLE OF BEING SWAPPED FROM ONE SONDE TO ANOTHER OR FROM ONESONDE PORT TO ANOTHER SONDE PORT WITHOUT THE NEED FOR RECALIBRATION.

THE SONDE SHALL INCLUDE A CENTRAL MOTORIZED WIPER ASSEMBLY AND THE FOLLOWING SENSORS:

a. A WIPED COMBINATION CONDUCTIVITY AND TEMPERATURE SENSOR,

b. A PH SENSOR,

c. A DISSOLVED OXYGEN (DO) SENSOR,

d. A COMBINATION BLUE-GREEN ALGAE SENSOR AND CHLOROPHYLL-A SENSOR

e. A NITRATE SENSOR

f. AT LEAST ONE SPARE SENSOR PORT

THE SONDE SHALL PROVIDE ANTI-FOULING PROTECTION WITH A CENTRAL MOTORIZED WIPERASSEMBLY WITH ROTATING NYLON-BRISTLE BRUSH THAT REMOVES BIOFOULING FROM ALL SENSORS

WITHIN THE SONDE. THE WIPER ASSEMBLY SHALL BE PROTECTED FROM SEDIMENT ACCUMULATION BYA WIPER GUARD. THE WIPER ASSEMBLY SHALL BE FIELD-SERVICEABLE AND REPLACEABLE TYPE, SUCHAS THE YSI EXO CENTRAL WIPER OR CITY ENGINEER-APPROVED EQUAL.

THE SONDE'S CONDUCTIVITY / TEMPERATURE SENSOR SHALL BE “WIPEABLE” IN THAT A CENTRALMOTORIZED WIPER ASSEMBLY THAT CLEANS EACH SENSOR SHALL ALSO COMPLETELY CLEAN THECONDUCTIVITY AND TEMPERATURE SENSOR(S).

THE SONDE SHALL INCLUDE A USB ADAPTER TO ALLOW FOR DIRECT COMMUNICATION BETWEEN THESONDE AND ANY TYPE OF PC VIA USB ADAPTORS.

4. DATA COLLECTION PLATFORM:

THE DATA COLLECTION PLATFORMS (DCP) SHALL BE HOUSED IN STAINLESS STEEL NEMA4X ENCLOSURESWITH AN ALUMINUM BACKPLATE FOR MOUNTING DATALOGGER, MODEM, DIN RAILS AND TERMINAL BLOCKS.DCP'S SHALL INCLUDE AN INTERNAL HUMIDITY SENSOR. DCP SHALL INCLUDE CABLE GLAND FOR THE RTUCABLE TO PASS THROUGH TO ALLOW FOR DIRECT CONNECTIVITY BETWEEN DATALOGGER AND CONTROLSTATION SCADA. DCP SHALL INCLUDE WATERPROOF CABLE CONNECTORS, GLANDS, AND PORTS TOALLOW FOR WEATHER- AND UV-RESISTANT CONNECTIVITY FOR AN EXTERNAL ANTENNA, WATER QUALITYSONDE, AND A MANUFACTURER-PROVIDED ELECTRICAL GROUNDING KIT FOR LIGHTNING PROTECTION.

FOR CONTROL STRUCTURE NO. 2, THE DCP SHALL BE POWERED USING A 20 WATT SOLAR PANEL CHARGINGA 12V/18AH SEALED LEAD-ACID BATTERY. DCP SHALL INCLUDE CABLE GLAND FOR THE RTU CABLE TO PASSTHROUGH TO ALLOW FOR DIRECT CONNECTIVITY BETWEEN DATALOGGER AND CONTROL STATION SCADA.

FOR CONTROL STRUCTURE NO. 3, THE DCP SHALL RECEIVE POWER FOR THE SYSTEM AND SONDETHROUGH THE CUSTOMER AC POWER SUPPLY, AND AC POWER SHALL BE CONVERTED TO DC VIACONVERTER INCLUDED IN DCP, WHICH SHALL CHARGE A 12V/18AH SEALED LEAD-ACID BATTERY.

5. DATALOGGER:

DATALOGGER MUST HAVE 16 SINGLE-ENDED OR 8 DIFFERENTIAL ANALOG INPUT CHANNELS 2PULSE-COUNTING TERMINALS, 8 GENERAL PURPOSE, SOFTWARE-CONFIGURABLE DIGITAL I/O FUNCTIONSTHAT CONSIST OF 5 V OUTPUT AND 3.3 V INPUT LOGIC LEVELS FOR SDI-12, SERIAL COMMUNICATION TX/RXPAIR, HIGH FREQUENCY COUNTER, SWITCH CLOSURE, GENERAL STATUS/CONTROL, VOLTAGE SOURCE 5 V,AND INTERRUPTS. DATALOGGER MUST BE ABLE TO ACCEPT SDI-12, RS-232, AND RS-485 INPUTS, AND HAVEBUILT-IN USB-B CONNECTOR, 10/100 ETHERNET RJ45, CS I/O PORT, AND RS-232/CPI PORT. SYSTEM TOSUPPORT AT LEAST THE FOLLOWING PROTOCOLS:

6. CELLULAR MODEM:

THE DCP SHALL INCLUDE CELLULAR MODEM WITH CARRIER APPROVALS FOR VERIZON, AT&T, SPRINT,T-MOBILE USA, US CELLULAR, ROGERS, BELL, AND TELUS. MODEM SHALL INCLUDE THE FOLLOWINGCOMMUNICATION INTERFACES: ETHERNET, RS-232 SERIAL, USB 2.0, 3 SMA ANTENNA CONNECTORS, ANDACTIVE GPS ANTENNA SUPPORT. THE CELLULAR MODEM ANTENNA SHALL BE A THROUGH CASING,EXTERNALLY MOUNTED LAIRD OR EQUIVALENT MULTI-BAND ANTENNA.

7. WARRANTY:

ALL COMPONENTS WITHIN DCP SHALL CARRY A WARRANTY FOR A MINIMUM PERIOD OF (1) YEAR AND ALLCOMPONENTS ASSOCIATED WITH MULTIPARAMETER SONDE SHALL CARRY A WARRANTY FOR A PERIOD OF(2) YEARS FROM DATE OF FINAL ACCEPTANCE BY THE OWNER.
