To determine if women or people of color are underutilized in any EEO job category, we consider the population of the labor force within the relevant labor market (RLM) using the most recent EEO data available from the U.S. Census Bureau. Workforce Utilization Analysis 2011

Our current workforce includes fulltime and part-time merit members (constitutional offices, courts, court clerks offices, and schools are not included).

To determine if women or people of color are underutilized in any EEO job category, we consider the population of the labor force within the relevant labor market (RLM) using the most recent EEO data available from the U.S. Census Bureau.

Comparing workforce demographics for the City’s fulltime and part-time regularly paid employees with the U.S. Census availability rates for the year 2000, “green” areas in the chart reveal the following statistics:

Overall underutilization of women is -8.1% based on an availability rate of 38.1%; underutilization of people of color is -5.1% based on an availability rate of 16.2%.

Officials and Administrators:

Race/National Origin and gender underutilization within specific groups:

White females: -4.0% based on an availability rate of 30.7% Hispanic/Latino males: -3.5% based on an availability rate of 3.5%

Overall utilization of women is 12.5%, above an availability rate of 51.9%; utilization of people of color is 13.0%, above an availability rate of 19.02%.

Professionals:

Race/National Origin and gender utilization within specific groups:

White females: -13.3% based on an availability rate of 38.1%

Overall utilization of women is 4.8%, above an availability rate of 53.1%; underutilization of people of color is -1.3% based on an availability rate of 32.2%. There are no specific groups in this category underutilized by -3% or greater.

Technicians:

Overall underutilization of women is -9.0% based on an availability rate of 21.4%; underutilization of people of color is -12.1% based on an availability rate of 28.0%.

Protective Services:

Black/African American males: -9.7% based on an availability rate of 16.0% Black African American females: -7.2% based on an availability rate of 7.8%

Overall utilization of women is 18.6%, above the availability rate of 71.5%; underutilization of people of color is -7.2% based on an availability rate of 35.9%.

Administrative Support:

Race/National Origin and gender utilization within specific groups:

Black/African American males: --6.0% based on an availability rate of 7.7%

Overall utilization of women is 2.7%, above an availability rate of 7.1%; utilization of people of color is 14.1%, above an availability rate of 27.8%. There are no specific groups (with the exception of White males) in this category underutilized by -3% or greater.

Skilled Craft:

Overall utilization of women is 1.2%, above an availability rate of 45.5%; utilization of people of color is 5.9%, above an availability rate of 47.6%. There are no specific groups (with the exception of White males) in this category underutilized by -3% or greater.

Race/National Origin Categories

American Indian or Alaska Native

A person having origins in any of the original peoples of North and South America (including Central America), and who maintains tribal affiliation or community attachment.

Asian

A person having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian subcontinent including, for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Islands, Thailand and Vietnam.

EEO Job Categories

Officials and Managers Occupations in which employees set broad policies, exercise overall responsibility for execution of these policies, or direct individual departments or special phases of the agency’s operations, or provide specialized consultation on a regional, district, or area basis. Includes: Department Directors, and first line administrators under elected officials and in umbrella departments.

Professionals

Occupations which require specialized and theoretical knowledge which is usually acquired through college training or through work experience and other training which provides comparable knowledge. Includes human resources and labor relations workers, registered nurses, dietitians, lawyers, system analysts, accountants, engineers, planners, captains, lieutenants, management analysts, surveyors and mapping scientists, and kindred workers.

Technicians

Occupations which require a combination of basic and scientific or technical knowledge and manual skill which can be obtained through specialized post-secondary school education or through equivalent on-the-job training. Includes: computer programmers, drafters, survey and mapping technicians, licensed practical nurses, investigators, radio operators, technical illustrators, highway technicians, technicians (electronic, physical sciences), sergeants, inspectors, and kindred workers.

Protective Services

Occupations in which workers are entrusted with public safety, security and protection from destructive forces. Includes: patrol officers, firefighters, guards, deputy sheriffs, bailiffs, correctional officers, detectives, marshals, game and fish wardens, park rangers (except maintenance), 911 operators, harbor patrol officers, and kindred workers.

Administrative Support

Occupations in which workers are responsible for internal and external communications, recording and retrieval of data and/or information and other paperwork required in an office. Includes: bookkeepers, messengers, clerk-typists, stenographers, court transcribers, hearing reporters, statistical clerks, dispatchers, license distributors, payroll clerks, office machine and computer operators, legal assistants, cashiers, and kindred workers.

Skilled Craft

Occupations in which workers perform jobs which require special manual skill and a thorough and comprehensive knowledge of the processes involved in the work which is acquired through on-the-job training and experience through apprenticeship or other formal training programs. Includes: Mechanics and repairers, electricians, heavy equipment operators, stationary engineers, skilled machining occupations, carpenters, compositors, typesetters, water and sewage treatment plant operators, and kindred workers.

Service Maintenance

Occupations in which workers perform duties which result in or contribute to the comfort, convenience, hygiene or safety of the general public or which contribute to the upkeep and care of buildings, facilities or grounds of public property. Workers in this group may operate machinery. Includes: truck drivers, bus drivers, garage laborers, custodial employees, gardeners and grounds keepers, construction laborers, cooks, craft apprentices/trainees/helpers, and kindred workers.
