honoring the police officers from Union City but 15
unfortunately he needs to attend to his family 16
matters. 17
But he sends his congratulations to all the 18
officers being honored here today. 19

Thank you, Commissioners. 6
Good evening, everybody. On behalf of the 7
Union City Police -- on behalf of the Union City 8
Police Department we thank you for coming out to 9
this awards ceremony. 10
At this time we’re going to ask you to 11
please stand, as we honor our flag. 12
And Captain Nichelle Luster will lead us in 13
the Pledge of Allegiance. 14
CAPTAIN LUSTER: Gentlemen, if you’re in 15
uniform and have a cover on, please salute. 16

Folks, at this time I’m going to introduce 23
Father Sutton. He’s going to give us his opening 24
remarks and an opening prayer. 25

CHAPLAIN SUTTON: Thank you, Captain. 2
We bow our heads as we place ourselves in 3
the presence of our God. 4
In a special way we ask to please remember 5
Margaret Stack and the Mayor and his family in 6
your prayers. 7
Precious God, these men and women are 8
honored today as Union City police officers and 9
supervisors. Continue to bless their lives of 10
integrity and service and justice as we are 11
mindful of those who give their lives and 12
especially the six men who posthumously were 13
remembered on the signs of 15th Street this 14
afternoon. Continue to bless us, bless the 15
members of the Union City Police Department and 16
all the people who reside here. 17
We ask this in your name, the Father, the 18
Son, and the Holy Spirit. 19

CAPTAIN WOLPERT: It’s my pleasure to 22
introduce the Police Chief of the Union City 23
Police Department, Richard Molinari. 24
CHIEF MOLINARI: Thank you, Captain. 25

About three months ago I got a little memo 1
from the Mayor. And he basically said that he 2
really wants to do something special for National 3
Police Week. And he basically said let’s come up 4
with some ideas, let’s come up with some things 5
and let’s recognize not only the Union City 6
Police Department but the six fallen officers who 7
gave their lives to the residents of Union City. 8
And we came up with a couple of things this 9
year. And one was dedicating 15th Street, from 10
Kerrigan Avenue all the way to Palisade Avenue; 11
it’s going to be renamed Union City Police 12
Memorial Way. And each individual street was 13
named after each of the officers killed in the 14
line of duty. 15
This is something that’s probably long 16
overdo but I think with the new construction 17
going on, the lighting, the trees, -- and we all 18
know how the Mayor feels about moving Union City 19
forward -- I thought it was only fitting that 15th 20
Street was chosen; the beauty that it’s going to 21
exemplify. And memorializing the six police 22
officers who gave their ultimate lives for the 23
residents of Union City, number one. 24
Number two. 25

The Mayor said once again we need to go out 1
of our way and recognize the men and women of the 2
Union City Police Department for their day in and 3
day out work that they do for every resident of 4
this town. 5
In addition, those who go above and beyond 6
-- and that’s what we’re going to recognize 7
tonight. Some of the awards that you’re going to 8
hear, the men and women who go above and beyond. 9
But I say this as the Chief of Police, -- 10
and I’ve often said this -- this is by no doubt 11
in my mind the best, finest Police Department in 12
the State of New Jersey and anywhere across the 13
country. These brave men and women go out 14
everyday, they put the residents first. They 15
find out what their needs are. They attend to 16
their needs. And they make sure that everything 17
that the public needs we attend to. 18
I am utmost proud to lead this Department 19
day in and day out. 20
And I want to publicly thank every member 21
of the Police Department right here, right now. 22

CHIEF MOLINARI: Finally on Friday at three 1
o’clock the Mayor came up with an idea. We 2
currently have a Fire Memorial Park where we 3
honor all the firefighters that are killed in the 4
line of duty. And the Mayor said it was time to 5
honor those police officers. 6
We’re taking the park located at 11th and 7
West and we’re re-dedicating that in the honor of 8
the six officers killed in the line of duty. 9
So Friday at three o’clock we welcome 10
everybody to come back. We’re going to have a 11
small groundbreaking ceremony. I can guarantee 12
you, when you come back in October or November 13
when the park is done, you will be very proud. 14
We’re going to have a national monument 15
where we’re going to honor and place the names of 16
plaques of all of those officers killed in Union 17
City. It’s going to be a phenomenal, phenomenal 18
park. 19
I want to publicly thank Mayor Stack 20
because this was his initiative. He’s been 21
working on this every day. He comes up with new 22
ideas. 23
And I can’t tell you how much he wanted to 24
be part of this today. So, I want to thank the 25

Mayor because it was all his insight to get this 1
done. So, please, if you have the opportunity to 2
come three o’clock on Friday, we’re going to 3
break ground. And certainly in the fall, you are 4
going to see a tremendous tribute to the six 5
police officers who lost their lives serving the 6
community of Union City. 7
Once again I thank everybody tonight for 8
coming out. 9

CAPTAIN WOLPERT: We’re going to move ahead 13
to the Award Presentation portion. 14
When your name is called please step up to 15
the front to accept your award. 16

Officers James Glaser and Juan Rodriguez -- 18
if he’s here. 19

CAPTAIN WOLPERT: In early February of 23
2015, multiple calls directed officers to a group 24
of males threatening citizens with handguns. 25

At one point three different victims 1
notified Communications that they were threatened 2
by a group of males last scene within a motor 3
vehicle. 4
Information provided by the victims led to 5
both a description and registration of the 6
suspect vehicle. The information was broadcast 7
to all patrol units, with special attention to 8
those operating in the 39th Street area where the 9
vehicle was last reported traveling. 10
Officer Glaser and Rodriguez immediately 11
responded to this area in search of the armed 12
suspects. Upon arriving the vehicle was located 13
in a small parking lot behind a residential 14
building. 15
At the time the vehicle was occupied by 16
multiple male suspects. This vehicle and the 17
suspects were positively identified as the group 18
that threatened citizens earlier. A subsequent 19
search of the vehicle recovered a loaded handgun. 20
Officer Glaser and Rodriguez participated 21
in an investigation that ensured several armed 22
suspects were taken into custody with no civilian 23
injuries. 24
Proactively patrolling their assigned 25

sector, the officers were both diligent and alert 1
in the broadcast. Without hesitation when 2
confronted by the suspect vehicle, the officers 3
took action controlling the scene, protecting the 4
neighborhood and securing armed suspects. 5
The have been awarded the Honorable Service 6
Award. 7

CAPTAIN LUSTER: Can I please have Sergeant 11
Archer Cuellar, Captain B. Wolpert, Jonathan 12
Rivera, Nick Alvarez, Dave Ovalle, Al Soto, and 13
Jason Bellamy. 14
These officers, in August of 2014, were 15
able to successfully prevent a male armed with a 16
sword from either harming himself or harming 17
nearby residents. 18
Officer Rivera and Alvarez were the first 19
officers that arrived on scene and they were 20
confronted with an armed suspect. The suspect 21
threatened to kill them. 22
The officers maintained their composure, 23
they tactically retreated, and they secured the 24
apartment door. 25

Unusually calm in their transmissions, they 1
were able to advise Communications of the 2
situation and request assistance. 3
Captain Brian Wolpert was the first 4
supervisor on scene. He deployed personnel in a 5
tactical formation, securing the perimeter, 6
evacuating residents, and maintaining command and 7
control of the entire operation. He directed 8
officers that were arriving to positions that led 9
to a successful resolution. 10
Sergeant Cuellar arrived on scene and 11
immediately began negotiating through a door with 12
the suspect. He positioned himself on several 13
occasion in harms way in order to gain better 14
access and communication with that suspect. He 15
negotiated for nearly 45 minutes bringing him -- 16
to bring the suspect out of the apartment 17
unarmed. 18
Officer Ovalle, Soto and Bellamy positioned 19
themselves near the front door of the location in 20
full tactical gear for close to an hour. When 21
the opportunity finally presented itself, the 22
officers did not hesitate. They made entry into 23
the tight confines of the hallway, coming into 24
contact with a violent suspect. Despite 25

resistance and struggle, the party was secured 1
and the incident came to a successful conclusion 2
with none of our citizens injured. 3
Because of their teamwork the above 4
officers have been recognized for their actions 5
on this date. 6

CAPTAIN WOLPERT: Police Officer Carlos 11
Pina and Angie Lugo. 12
On March 31st, 2015, officers were directed 13
to a residential building on a report of two 14
suspects armed with handguns. 15
Officers responded directly to the address 16
and maintained observation of the front door 17
awaiting for additional units. While standing by 18
a suspected exited the building armed with a 19
handgun. 20
Officer Pina and Lugo took a tactical 21
position and began giving verbal commands to the 22
armed suspect. The suspect refused to comply 23
with such commands and instead turned facing the 24
officer with the handgun pointed in their 25

direction. 1
At this time a second male appeared from 2
the same building. Additional verbal commands 3
were given and armed suspect continued 4
manipulating the weapon refusing to release it. 5
This left a tense situation where deadly force 6
could have been applied. However, the officers 7
on scene continued their commands, maintaining 8
cover as additional officers arrived to assist. 9
Ultimately, the suspects were secured and 10
two imitation handguns were recovered, one on 11
each suspect. 12
Officer Pina and Lugo in this incident 13
demonstrated both bravery and restraint by 14
confronting armed suspects who were refusing to 15
comply with their initial verbal commands. Their 16
actions ensured that a tragedy was averted with 17
horrible results for all involved. 18
Because of their actions on this date, in 19
particular their restraint, they have been 20
awarded the meritorious service award. 21

CAPTAIN LUSTER: Detective Dunlay please. 1
My error; Detective Sergeant Dunlay. 2
This is an Exceptional Service Award. 3
Being honored is Sergeant David Dunlay and also 4
Detective Peter Mendoza. 5
In late July of 2012, Detectives Dunlay and 6
Mendoza were patrolling in the area of 31st and 7
Bergenline Avenue when they heard multiple 8
gunshots fired. They saw a large scene with a 9
larger crowd; multiple people were running in 10
different directions. 11
They observed a male suspect place a 12
handgun in his waistband. The male began to run 13
from the officers, refusing to comply with their 14
commands to stop. 15
They became involved in a foot pursuit and 16
the fleeing male was observed removing the gun 17
out of his waistband. He discarded the handgun 18
after the foot pursuit. 19
Detective Dunlay and Mendoza moved towards 20
danger, despite the likelihood of facing an armed 21
suspect. When this suspect was confronted, the 22
officers pursued him, a focused determination 23
allowing an armed suspect who had just fired his 24
gun to be apprehended without any injuries to the 25

public or to the officers. 1
These courageous actions by these officers 2
have earned them the Exceptional Service Award. 3

CAPTAIN WOLPERT: Sergeant Angel Cartagena, 7
Police Officer Varona, Sergeant Dunlay, Police 8
Officer Navarro, and Police Officer Figueroa, if 9
they’re present. 10
On January 10th, 2015, at 2:49 hours, 11
patrol units were dispatched to a report of a 12
fire at 208 New York Avenue. 13
Sergeant Cartagena arrived shortly 14
thereafter and observed a large structure fire 15
consuming one building and parts of several 16
others. After updating Communications of his 17
observations, he entered the structure with 18
Police Officer Varona who had arrived to assist. 19
Despite heavy smoke already filling the 20
first floor apartment, the officers located one 21
resident behind stacked furniture and 22
miscellaneous items. The victim was conscious 23
but appeared lethargic and was not responding to 24
verbal directions to exit immediately. 25

Having great difficulty maneuvering in the 1
tight corners with a heavyset male, the officers 2
requested assistance. 3
Shortly thereafter Sergeant Dunlay, Officer 4
Figueroa, Officer Navarro arrived at scene and 5
entered the same apartment. 6
Upon my arrival, -- 7
Which I was actually there so it’s a little 8
-- it means a little something more to me because 9
I physically saw this from the outside. 10
Extremely impressive. 11
Upon my arrival, near the front of the 12
building, I observed flames approximately 30 feet 13
high emanating from the upper floors. 14
Which is the same building that all these 15
officers went into, multiple times. 16
I also observed heavy smoke on the first 17
floor of 208 New York Avenue beginning near the 18
window. This was the same apartment where the 19
officers had entered to evacuate the victim. 20
A short time later the officers were able 21
to carry the victim out to a waiting ambulance. 22
The same officers made several more entries into 23
adjacent buildings, leading citizens away from 24
damaged structures. By the time the Fire 25

Department had arrived, all effected structures 1
had been evacuated by the officers on scene. 2
There is no doubt that the actions by these 3
officers on this scene had saved at least one 4
life, if not additional residents, by their 5
actions. 6
Special attention should go to Sergeant 7
Cartagena and Officer Varona who without 8
hesitation made initial entry into the burning 9
structure in search of victims. 10
In addition, Sergeant Dunlay who made his 11
own entries and had the presence of mind to keep 12
track of all Police personnel on scene by 13
conducting several roll calls on the radio 14
ensuring all officers were accounted for and 15
safe. 16
An organized operation at a dangerous, 17
disorganized event could have gone wrong a number 18
of ways. If not for the determination and 19
physical stamina by these officers, a major 20
tragedy was sure to follow. The officers are 21
being recognized for the actions in this 22
incident. 23

CAPTAIN LUSTER: Can I have Detective 2
Sergeant Delatorre, Detective Jimenez, Detective 3
Taveras and Detective Jose Diaz? 4
These officers are being honored with a 5
Unit Citation. 6
Just a little background on a Unit 7
Citation. Normally that’s granted or given after 8
a year time period for exceptional performance 9
within a particular unit or division. This 10
particular award is being given based on two 11
months worth of performance. 12
These Detectives before you are involved in 13
our Narcotics Task Force. In a period of just 14
over two months the Narcotics Task Force 15
diligently conducted numerous investigations, 16
gathering intelligence and working with criminal 17
informants. These investigations are time 18
consuming and often dangerous, as our officers 19
often work undercover. 20
Based on these investigations, in two 21
months time period, the Narcotics Task Force 22
accomplished the following results: 23
In two months, over 30 arrests. 24
The execution of seven search warrants. 25

A seizure of over 108 -- I’m sorry -- a 1
seizure of over 85 grams of cocaine. 2
A seizure of over 300 grams of marijuana. 3
A seizure of 30 pills of Oxycodone. 4
A seizure of 48 pills of Adderall. 5
And a seizure of approximately $14,000.00 6
in currency. 7
During those two months time period they 8
also removed two handguns from the street. 9
Hard work, teamwork, motivated officers, 10
they’ve truly produced impressive results and 11
this is in a short time period. 12
For that they’ve been awarded both a Unit 13
Citation and an Honorable Service Award. 14

CAPTAIN WOLPERT: Detective Sergeant Ray 19
Cetinich and Detective Joe Casazza. 20
In September of 2014 a fight in the area of 21
22nd Street escalated where one suspect produced 22
and fired a handgun several times. During this 23
incident two parties were unfortunately shot. 24
Investigative Division Detectives were 25

faced with two separate crime scenes and several 1
witnesses. However, after conducting multiple 2
interviews and following numerous leads, 3
Detective Sergeant Cetinich and Casazza were able 4
to identify suspect shooter. 5
Ultimately this party was taken into 6
custody and the handgun fired was recovered. 7
What was even more impressive was that all this 8
occurred within 24 hours after the initial 9
incident. 10
It is obvious that the Detectives’ hard 11
work and determination was the key to solving 12
such a horrible crime. 13
Because of this they are being awarded the 14
Honorable Service Award. 15

CAPTAIN LUSTER: Lieutenant Perez, can you 19
come up please? 20
Lieutenant Perez is being honored with a 21
Meritorious Service Award. 22
While on patrol, in an unmarked vehicle and 23
in plain clothes, in the area of 21st Street and 24
West, Lieutenant Perez heard shots fired in the 25
23
area. Upon investigating he observed two male 1
parties nearby who appeared to be alarmed by his 2
presence. 3
One male reached towards his waistband and 4
then quickly hid behind a parked vehicle. 5
Lieutenant Perez took up a tactical position 6
while giving verbal commands to the two suspects. 7
The one suspicious male continued maneuvering an 8
item in his waistband; the second suspect began 9
to run from the area. 10
Lieutenant Perez maintained his position 11
while continuing verbal commands when he observed 12
a silver metallic object being removed from the 13
suspicious party’s waist area and then being 14
discarded on the ground. 15
Maintaining his position, Lieutenant Perez 16
calmly notified Communications of shots fired and 17
requested additional officers while holding the 18
suspect at gunpoint. Ultimately the suspect was 19
taken into custody and a handgun was recovered. 20
Despite being initially outnumbered and 21
facing an armed suspect who had just -- just 22
discharged a weapon, Lieutenant Perez took 23
immediate action. His decisiveness and 24
professional approach to the one of the most 25
24
dangerous calls for service for any officer 1
clearly demonstrated his discipline and his 2
bravery. 3
While holding an armed suspect at gunpoint, 4
Lieutenant Perez clearly provided Communications 5
with valuable information about an evolving scene 6
that demanded additional police resources. There 7
is no doubt that his actions on this night 8
deserve to be recognized. 9

CAPTAIN WOLPERT: Police Officer Astudillo, 13
Police Officer Lazzarini. 14
While on patrol in an unmarked vehicle 15
Officer Astudillo and Lazzarini observed a 16
suspicious person sitting in a vehicle. Upon 17
approaching this person who was parked late at 18
night in a commercial parking lot, they detected 19
a strong odor of burnt marijuana. 20
Further investigation by the officers 21
discovered that the suspect was hiding much more 22
in his vehicle. This included over 20 grams of 23
cocaine, additional marijuana, drug 24
paraphernalia, and brass knuckles. 25

The officers should be commended for their 1
awareness and diligent police work. Such work 2
ensured that a suspected drug dealer would not be 3
free to distribute the contraband anymore. 4
For their actions on this date they are 5
being awarded the Honorable Service Award. 6

CAPTAIN WOLPERT: Okay, at that -- at this 10
time that concludes the ceremony. 11
Once again I’d like to thank the Board of 12
Commissioners for giving them their time. 13
Chief Molinari, without his leadership and 14
management, the Department would not be moving as 15
fast as we are in the future with all the new 16
innovation and technology. 17
So definitely we appreciate that. There’s 18
a lot of energy that it takes to run a Police 19
Department and we’re very fortunate to have him 20
here and this is -- you know, this is a good 21
showing for us. 22
And definitely at the time -- at this time 23
in our country where law enforcement sometimes is 24
maybe getting a little bit of a black eye, it’s 25
26
nice to have not just an awards ceremony but a 1
bigger community event as we honor some of those 2
officers who in the past have gave the ultimate 3
sacrifice. 4
So, again, I appreciate everybody for 5
taking this time. I appreciate for all you to 6
come out -- for all of you coming out and 7
definitely supporting the Police Department and 8
the community. 9
You’re more than welcome to stay and take 10
some pictures after the event. 11
As you can see from outside we have -- 12
there’s some activities for the children, some 13
food and some rides. So, again, we would like 14
you to stay and enjoy the community. 15

Also, a big thank you to the committee who 15
put this event together. 16
