At the February 9, TucsonMayor and Council meeting,Councilmember
RichardFimbres brought to theagenda Tucsons MentalHealth Court
(MHC) issue.MHC was run by the City of
Tucson and the CommunityPartnership of SouthernArizona (CPSA).
Foundedin 2000, this program hashelped more than 7,000mentally ill
Tucsonans whowere in court due to allegedoffenses. Some were
guilty,others were acting out be-cause of their
unfortunatecircumstances.
Tucsons MHC had savedthe City of Tucson millions injail costs
alone, having themincarcerated for on averageof six days before
gettinginto treatment. The averagestay for an individualcharged
with a crime in theCity of Tucson is 26 days. In2009, this program
saved$1.2 million in (jail) housingcosts.
A decision by city staff to cutthe remaining City fundingwould
have resulted in theend of MHC. CPSA had triedto talk to city
officials aboutother ways to keep the pro-gram going, especially
since
ending it, the City could havebeen responsible for payingfor
state mental health com-petency exams, ranging up to$40,000 per
person, and thispast fiscal year, the programdealt with more than
80 indi-viduals a month.
The City Attorney announcedat the Council meeting thatthey had
found funding tocontinue the program. Thanksto Councilmember
RichardFimbres, Neal Cash and KateLawson of CPSA, those inneed will
continue to get treat-ment and the City govern-ment will save
millions of dol-lars and most importantly,society benefits.

GREAT NEWS! The City of Tuc-son has been awarded $63 mil-lion by
the U.S. Department ofTransportation through the TI-
GER Discretionary Grant Pro-gram for the Tucson ModernStreetcar
Project. Under a newRecovery Act program, up to$1.5 billion was
made availablethrough September 30, 2011, forthe Secretary of
Transportationto make grants on a competitivebasis for capital
investments insurface transportation infrastruc-ture projects.
