( BUSINESS MINUTES SEMINOLE CITY COUNCIL May 11, 2021 The Business Meeting of the Seminole City Council was held on Tuesday, May 11, 2021, at 6:00 p.m., in the City Hall, City Council Chambers, 9199 - 113th Street North, Seminole, Florida. Mayor Waters called the meeting to order at 6:00 p.m. Councilor Edelman provided the invocation and led the Pledge of Allegiance. PRESENT Mayor Leslie Waters, Vice Mayor Thom Barnhom, Councilor Chris Burke, Councilor Tom Christy, Councilor Roger Edelman, Councilor Jim Olliver, Councilor Trish Springer. City Manager Ann Toney-Deal, Assistant City Attorney Nancy Meyer, and City Clerk Ann Marie Mancuso. Not Present: City Attorney Jay Daigneault. PRESENTATIONS ( A. SEMINOLE CITY COUNCIL May 11 2021

The Business Meeting of the Seminole City Council was held on Tuesday May 11 2021 at 600 pm in the City Hall City Council Chambers 9199 - 113th Street North Seminole Florida

Mayor Waters called the meeting to order at 600 pm

Councilor Edelman provided the invocation and led the Pledge of Allegiance

Councilor Springer read and presented a Public Works Week Proclamation to Public Works Director Rodney Due and his Public Works Supervisors Arlie Anderson Lou McAllister and Vinny Torres

B BUILDING SAFETY MONTH PROCLAMATION

Councilor Christy read and presented a Building Safety Month Proclamation to Community Development Director Mark Ely Assistant Fire Chief Jim Meegan and Acting Fire Marshal Sanja Mugenski

James Quinn - 116 Dogwood Circle Seminole Mr Quinn spoke about an Opinion letter printed in the Seminole Beacon He was opposed to what was written and gave his views on the mticle

Steven Cook - 10250 - Hazel Street Seminole Mr Cook retired Law Enforcement Officer spoke about the article printed in the Seminole Beacon Mr Cook stated that he also wrote a letter in response to this mticle He also stated that he is opposed to the idea of creating a new City Police Department Mr Cook felt that it would be a ve1y costly and time-consuming endeavor

Jerry Ellman - 8101 - 113th Street Seminole Mr Ellman spoke about the article printed in the Seminole Beacon Mr Ellman felt that the City does need its own Police Department for better control of the speed on 113 th Street ( Erin Schofield - 10396 - 66th Avenue No1th Seminole Ms Schofield gave accolades to the Public Works Depaitment She felt that the comprehensive report did not accurately pmtray what was really happening in her neighborhood She stated that the new crosswalk signs that were installed and the new paint caused more issues rather then being helpful

2 CONSENT AGENDA

A BUSINESS MEETING MINUTES APRIL 13 2021 B WORKSHOP MEETING MINUTES APRIL 27 2021

Mayor Waters stated that the April 27 2021 meeting minutes needed to be amended under section 5C of the City Managers repmt it should have been noted as Annexation Resolution instead of Annexation Ordinance

Although all of Council members were in favor there was no motion or second (The minutes as amended will appear on the May 25 2021 agenda for approval)

( 3 ACTION ITEMS

A AUTHORIZATION OF CORRUGATED METAL PIPE (CMP) STORMWATER PIPE REHABILITATION PROJECT

City Manager Toney-Deal stated that City Council allocated $150000 in the CIP budget for the purpose of the stmmwater pipe rehabilitation Public Works Director Rodney Due provided pictures to Council of some of the pipes in the City and City Manager Toney-Deal stated that the pictures show the cmrnsion inside some of the piping The total cost of identified pipe restoration rehabilitation is $11317827 She also stated that the Public Works Department identified a section of conugated metal pipe in need of emergency repair along 70th A venue between McDonalds and the Addison Apaitments This would add an additional $91860 bringing the total repair costs to $20503827 Upon approval funding for the additional $55039 will be appropriated through a subsequent budget amendment in the CIP budget The City of Seminole is able to piggyback off of the St Johns County contract with Ric-Man Construction for the pipe restoration project City Attorney Jay Daigneault reviewed the St Johns County contract with Ric-Man Construction Inc and has approved it as to form Staff recommends approval of contracting with Ric-Man Conshuction Inc

Motion made by Councilor Olliver seconded by Councilor Edelman to authorize the City

( Manager to utilize the St Johns County Master Contract 21-MCC-RIC-13195 and expend CIP funds in the amount of $20503827 to Ric-Man Construction Florida Inc to rehabilitate CMP stormwater pipes as detailed above

Mayor Waters - was in touch with Senator Marco Rubias legislative aid and she asked if there were any National or Federal issues that needed to be addressed to send it to the Mayor and she will pass it on to his office Attended a gathering with Governor Ron DeSantis attended a luncheon meeting with Senator Jeff Brandes spoke with Senator Ed Hooper and thanked him for his suppott was in touch with State Representative Ben Diamond and he has filed to run for Congress this week is National Police Week and in honor of Law Enforcement the Seminole Recreation Center will be lit in blue all week Attended the Mayors Council of Pinellas County Luncheon with City Clerk Ann Marie Mancuso the City Clerks were recognized at that meeting attended via Zoom the SPC Annual Business Plan and Elevator Pitch Competition attended the Lake Seminole Square Ribbon cutting of the lakeside Promenade made a presentation to the Seminole Kiwanis Breakfast Club attended the Tree Planting Ceremony at Waterfront Park attended the Seminole Pow Wow and announced that Councilor Edelman received a neighborhood Beautification Award

A COMMUNITY POLICING REPORT

City Manager Toney-Deal announced that Community Policing Officer Deputy Tiffany Ashcom has been promoted to Detective at the Pinellas County Sheriffs Office and Deputy Alex Siem will be assigned as the City of Seminoles new Community Policing Officer (CPO) Deputy Tiffany Ashcom reminded Council of the Pinellas County Sheriffs Office Memorial Ceremony on May 12 2021 at 1100 am She also stated that she and the Pinellas County Sheriffs Depaitment is appreciative of Seminole lighting up the Recreation Center blue to recognize Law Enforcement Officers for National Police Week Deputy Ashcom announced that she will be going into the Crimes Against Children unit and she also made the Pinellas County Sheriffs Office Dive Team Her last day with the City will be May 23 2021 Deputy Ashcom introduced Deputy Alex Siem Deputy Siem stated that he is looking fo1ward to working in Seminole Mayor Waters presented Depmicroty Ashcom with a ce1tificate of appreciation

B LEGISLATIVE UPDATE

City Manager Toney-Deal stated that the Florida League of Cities Legislative Recap is available online

C FOOD TRUCK RALLY

City Manager Toney-Deal announced that the Citys 50th Anniversary Committee will be sponsoring its last event which is a Food Trnck Rally It will be held on Saturday June 12 2021 from 500 pm - 1000 pm at the Seminole Recreation Center

D MASK POLICY UPDATE

City Manager Toney-Deal stated that the City is following the CDC guidelines for the mask policy If vaccinated people are in the same room together they do not have to wear their masks Masks are not required for any outdoor events However the Seminole Community Library will still require everyone to wear masks as it falls under the policy of St Petersburg College

6 OLD BUSINESS

Councilor Burke inquired about the letter that was sent to the Pinellas County Commissioners in ( reference to the local option gas tax It was his understanding that this letter was sent to each City as well It was the consensus of the Council to do this if it has not already been completed City Manager Toney-Deal stated that she will confilm if that has been completed and if not it will be completed immediately

Councilor Burke also inquired as to whether Home Depot has been contacted in reference to a donationproject that Home Depot can do for Waterfront park City Manager Toney-Deal stated that Public Works Director Rodney Due and Recreation Director Becky Gunter are working together on some ideas and asked if Council has any ideas to notify her Councilor Edelman advised City Manager Toney-Deal that he would be happy to contact the Manager at Home Depot once a project is selected

7 NEW BUSINESS

Mayor Waters announced that the 2022 Campaign season has begun and if Council is interested in having any of the candidates come in to speak to keep that in mind for next years agenda

Mayor Waters reminded Council that Kids Appreciation Day sponsored by the Seminole Chamber of Commerce will be held on June 9 2021 from 200 pm - 500 pm

Mayor Waters announced that Richard 0 Jacobson Technical High School has received The New and Emerging Magnet School of Excellence Award by the Magnet Schools of America

Mayor Waters announced that Councilor Olliver requests a monthly employee bitthday list and ( sends a bitthday email wish to employees Mayors Waters asked if this was something Council wanted to do together Councilor Barnhorn said he too sends his own biithday wishes No action to send birthday wishes as a group was advanced

City Manager Toney-Deal announced that Community Policing Officer Deputy Tiffany Ashcom has been promoted to Detective at the Pinellas County Sheriffs Office and Deputy Alex Siem will be assigned as the City of Seminoles new Community Policing Officer (CPO) Deputy Tiffany Ashcom reminded Council of the Pinellas County Sheriffs Office Memorial Ceremony on May 12 2021 at 1100 am She also stated that she and the Pinellas County Sheriffs Depaitment is appreciative of Seminole lighting up the Recreation Center blue to recognize Law Enforcement Officers for National Police Week Deputy Ashcom announced that she will be going into the Crimes Against Children unit and she also made the Pinellas County Sheriffs Office Dive Team Her last day with the City will be May 23 2021 Deputy Ashcom introduced Deputy Alex Siem Deputy Siem stated that he is looking fo1ward to working in Seminole Mayor Waters presented Depmicroty Ashcom with a ce1tificate of appreciation

City Manager Toney-Deal announced that the Citys 50th Anniversary Committee will be sponsoring its last event which is a Food Trnck Rally It will be held on Saturday June 12 2021 from 500 pm - 1000 pm at the Seminole Recreation Center

City Manager Toney-Deal stated that the City is following the CDC guidelines for the mask policy If vaccinated people are in the same room together they do not have to wear their masks Masks are not required for any outdoor events However the Seminole Community Library will still require everyone to wear masks as it falls under the policy of St Petersburg College

Councilor Burke inquired about the letter that was sent to the Pinellas County Commissioners in ( reference to the local option gas tax It was his understanding that this letter was sent to each City as well It was the consensus of the Council to do this if it has not already been completed City Manager Toney-Deal stated that she will confilm if that has been completed and if not it will be completed immediately

Councilor Burke also inquired as to whether Home Depot has been contacted in reference to a donationproject that Home Depot can do for Waterfront park City Manager Toney-Deal stated that Public Works Director Rodney Due and Recreation Director Becky Gunter are working together on some ideas and asked if Council has any ideas to notify her Councilor Edelman advised City Manager Toney-Deal that he would be happy to contact the Manager at Home Depot once a project is selected
