CITY OF RED WING/ GOODHUE COUNTY ANNEX I EMERGENCY RESPONSE PLAN FOR THE RADIATION EXPOSURE CONTROL PRAIRIE ISLAND NUCLEAR GENERATING PLANT Revision: 24 Purpose The purpose of this Annex is to identify and describe the various radiological exposure control responsibilities, which Red Wing and Goodhue County officials have for incidents at the PINGP, and to describe radiological exposure control responsibilities between state and local government. Available Radiation Exposure Control Equipment and Related Supplies The following types of radiation exposure control equipment and related supplies are on hand in Goodhue County. Emergency equipment/ instruments are inspected, inventoried, and operationally checked quarterly and before and after each use. The dosimetry kits referenced in PR - 1 for inventoried numbers contain: A. Self - reading dosimeters ( 0- 20R) and ( 0- 200mR) - For use by emergency workers who need to enter a contaminated or potentially contaminated area, and Emergency Worker Decon personnel are available at the RWGC- EOC. Cannon Falls Fire Department Emergency Worker Decon maintains a store of dosimetry. Dosimeters will be maintained per requirements from FEMA. Dosimeters are designed to measure approximate total dose received. All dosimeters are stored in the Goodhue County EOC with the exception of Cannon Falls Emergency Worker Decon. A list of maintenance dates is on file with the Goodhue County Director of Emergency Management. At the request of the EOC Incident Commander, extra dosimeters may be requested from the SEOC for distribution. Red Wing Fire Department has additional radiation kits consisting each of a TLD and a 0- 1000 mR DRD permanently positioned at each belted seat position on its rigs. These items are supplied and maintained by PINGP. Ultra Radiac Plus Electronic dosimeters will replace the DRD' s in kits provided to Tactical personnel responding to Hostile Action Based ( HAB) event. B. Thermo -luminescent Dosimeters ( TLDs) C. Potassium Iodide ( KI) - For use by emergency workers upon recommendation by the SEOC. Prior to anyone receiving KI the person will be asked if they are sensitive to iodine. If the person is sensitive they will not be given KI and will not be assigned in an area of potential exposure. A supply of KI tablets is stored in the Goodhue County EOC. One packet of KI is issued to each emergency worker with their dosimetry. KI is inventoried quarterly and replaced as needed through the Minnesota HSEM. Minnesota HSEM coordinates the pre - distribution of KI to the public on a voluntary basis. KI for the general population is not stockpiled by Goodhue County. D. Minnesota Radiological Emergency Preparedness ( REP) Emergency Worker Handbook, which contains information regarding Emergency Worker dose limits and exposure control. E. Trained emergency workers will be issued dosimetry kits. This will include anyone, including permitted general public, entering restricted areas. Ludlum Model 26 survey meters, portal monitors and decontamination equipment for use by the City/ County Emergency Worker Decontamination teams are stored at the Red Wing and Cannon Falls Fire Stations. Additional survey meters can be requested by calling the SEOC.

EMERGENCY RESPONSE PLAN FOR THE RADIATION EXPOSURE CONTROL

PRAIRIE ISLAND NUCLEAR GENERATING PLANT Revision: 24

Purpose

The purpose of this Annex is to identify and describe the various radiological exposure control responsibilities, which Red Wing and Goodhue County officials have for incidents at the PINGP, and to describe radiologicalexposure control responsibilities between state and local government.

Available Radiation Exposure Control Equipment and Related Supplies

The following types of radiation exposure control equipment and related supplies are on hand in GoodhueCounty. III. Radiation Exposure Control Responsibilities

A. State

1. Pre -incident:

a. HSEM has provided the City of Red Wing and Goodhue County with the radiationexposure control equipment and related supplies necessary to permit emergencyoperations.

b. HSEM will assist the City of Red Wing and Goodhue County in calibration andequipment maintenance in accordance with FEMA guidance.

2. In the event of an incident:

HSEM will:

a. The State Field Team will perform environmental monitoring and collection. Monitoring results will be relayed from the RAD teams to the PAC in the SEOC.

b. Provide City of Red Wing/ Goodhue County with protective action guidanceevacuating or sheltering of residents, placing livestock under shelter and on stored

feed and water, stay times, etc.) as is necessary to ensure the safety of bothemergency workers and the public. Radiological information and guidance will berelayed from the PAC to the City of Red Wing/Goodhue County EOC.

C. Provide City of Red Wing/ Goodhue County with appropriate decontamination andrecovery guidance. This guidance would cover radiological limits for emergencyworkers, evacuees, livestock, and agricultural products.

d. Request additional radiological assistance from the federal government, or other

sources, as may be necessary.

B. City of Red Wing/Goodhue County Radiological Officer (RO)

1. In the event of an incident:

a. Report to the City of Red Wing/ Goodhue County Emergency Operations Center.

b. The PAC may relay pertinent plant conditions and radiological monitoring team fieldmonitoring results to the RW/GC EOC.

C. In coordination with the PAC, provide the EOC officials with protective action

recommendations and decisions.

d. Ensure that the dosimeters of emergency workers are read at a minimum of every60 minutes, and that the radiation exposure of those workers is controlled in

accordance with FEMA guidelines. Maintain exposure records for emergencyworkers.

e. Consult with the PAC prior to authorizing an emergency worker to receive radiationexposure in excess of predefined limits.

f. Position dosimeters as area monitors in predetermined locations in and around the

EOC. EOC personnel will not be issued individual dosimetry but will be issuedTLD' s.

g. Address radiation exposure control equipment or support requests that may occur.

h. Provide just -in -time radiation safety training.

Collect dosimetry kits and coordinate dose tracking with the PAC.

Relay PAC guidance on accident assessment to EOC officials.

k. Ensure that proper decontamination/ recovery procedures are being followed.

C. City of Red Wing/Goodhue County

1. Pre -incident:

a. The Goodhue County Emergency Management Director is responsible formaintaining a current inventory, records, and quarterly operational checks. Annual

calibrations of all radiation exposure control equipment located in the EOC and are

coordinated by the State of Minnesota.

b. Each department receiving radiation exposure control equipment and supplies isresponsible for the distribution and assignment of that equipment to department

personnel.

C. Each department will support the training of their staff on the proper use of radiationexposure control equipment and supplies.

d. The Red Wing and Cannon Falls Fire Departments have been designated toprovide Emergency Worker Decontamination services. Red Wing EWD is locatedat 420 Plum Street, Red Wing, MN. Cannon Falls EWD is Located at 322 HoffmanSt., Cannon Falls, MN. All decontamination equipment is stored at their respective

departments.

2. In the event of an incident:

a. Individual emergency workers will maintain records as to their radiation exposure. These records will be forwarded to the County Radiation Officer.

b. Traffic and Access Control Point personnel will ensure that emergency workers aredirected to the EWD centers as appropriate.

C. The Emergency Worker Decontamination Center will be placed on standby statusat Alert. Activation will occur at Site Area.

d. The Decontamination Chief will notify the County Radiation Officer to advise NSP -Mto make the necessary arrangements to dispose of the radiological waste.

IV. Recovery and Re -Entry Post Accident Operations

Coordinate collection of dosimetry kits from all emergency workers and coordinate dose tracking. Provide

exposure information to the PAC in the SEDC.
