LETTER FROM THE CITY MANAGER

It has been an honor to serve as your City Manager and I proudly present this report. Within this report you will find the department’s reports and financial information for 2017.

Annually, the City of Presque produces this report to give an overview of accomplishments over the past year. If you would like more information, you can find detailed reports on our website. We have comprehen-sive reports including the full budget document, council agendas, council packets and recordings of council meetings. It allows residents to view the same information that the council has for their monthly meetings. The city strives to improve the information we put on the website to be as transparent as possible.

In 2017 we had a number of major accomplishments as a city including:

Increased revenues and decreased expenditures, compared to last year;

Skyway Industrial Park had an excellent year with the completion of ACME Monaco, Falcon Transportation and Dead River intermodal facility;

Busy public facilities- over 36,000 visits to the Turner Memorial Library and over 45,000 visits to the Sargent Family Community Center;

Recognized for our professional financial reporting by Government Finance Officers Association for the 18th time;

Continue to offer a wide variety of free cultural events at the Turner Library, Riverside Park & Pavilion and Sargent Family Community Center;

The Northern Maine Regional Airport continues to generate revenue to the city and obtained jet service to a major hub;

I would also like to express my sincere gratitude to the volunteers, donors, councilors, and em-ployees for their unequaled dedication to the city; without them we would not have achieved our mission of creating an exceptional place to live, work, recreate and enjoy. I want to thank you for all the help over the past and look forward to what is on the horizon for the Star City.

POLICE DEPARTMENT

In 2016, the PIPD had a total of 18 sworn LEO, including one MDEA position and five civilian. Also, three part time positions and one volunteer positions.

In 2017, the department personnel handled the following:

24,072 calls for service in 2017

26,792 total calls for service handled by Public Safety Dispatch, including Fire and EMS.

680 physical and summons arrest.

585 vehicular accidents.

4,351 traffic stops.

11,252 building/business checks.

The City Council approved the department’s 2017 budget request to re-instate a full-time detec-tive and one additional patrol officer.

The department participated in the annual Festival of Trees event for the third year in a row, where organizations contribute a decorated Christmas tree to be auctioned for charity. In this case the proceeds went to the Apolonia Dental Clin-ic to help children in need of dental work.

Officers Matt Brown and Tonya Alexander graduated from the eighteen-week Maine Criminal Justice Basic Law Enforcement Training Program. Officer Alex-ander is the first female officer from the County to graduate as the class Valedic-torian.

The Presque Isle Police Department continued to present Movies in the Park for the fourth year in a row with sponsorship from Taco Bell and Graves Shop and Save.

As most citizens are aware, the Fire Dept. began operating pre-hospital emergency medical transport of the sick or injured in April of this year, this also includes transfers to other hospitals or homes if an ambulance is required. I would like to thank Dr. Carol St. Pierre-Engels who vol-unteered to act as our medical director as we moved through the pro-cess to establish our service. Dr. St. Pierre-Engels made sure we were well prepared for EMS by helping to put together operational proce-dures, training, and licensing we would need in order to be more than

ready to begin providing EMS to our residents. Dr. St. Pierre-Engels’ guidance was invaluable and the reason for such a successful startup of this service.

I would like to give a quick overview of the requirements placed on the Fire Department for providing coverage to the airport: Under FAA rules, firefighters are required to hold a certifica-tion in aircraft rescue and firefighting, this requires firefighters who cover the scheduled flights coming into Presque Isle to have training in 12 different categories as they relate to aircraft firefighting. This training is accomplished throughout the year by training each month in one of those categories. This is followed by a 40 hour mandatory training put on by Assistant Chief Norm Aubert from MassPort Fire stationed at the Logan International Airport in Boston. Cur-rently, the department has 9 firefighters who hold this certification. Each year during the FAA inspection the firefighters will be tested on their train-ing with simulated response drills using the airport fire rescue truck being at a chosen site by FAA on the airport grounds and spraying water in 3 minutes, bunker drills were firefighters are required to be in full fire-fighting gear and self-contained breathing apparatus (SCBA) in 2 minutes, airport familiarization testing their knowledge of the airfield. Each of the certified firefighters are also required to attend a live burn at an approved FAA training site. Currently, we have been doing these live fire trainings at Logan International as it is the closet site to us that we are aware of at this time. Airport firefighters also preform daily runway inspections on weekends and holi-days when maintenance staff is not on the airfield.

Each year the Fire Department is required to hold a table top exer-cise for an airport emergency that demonstrates our response and capabilities. Every three years we are required to do a full scale exercise that actually test our abilities. These exercises involve many other agencies such as local police, airport staff, airline staff, local hospitals, mutual aid partners, and County EMA. In 2018, the department is scheduled for that full scale event some-thing in mid-summer. The airport firefighters (ARFF) put in roughly 90 hours of required training each year.

The department is still running the smoke detector program offering free smoke detectors and installation for our elderly, low income families with children in the home who are need of smoke detectors please contact the fire station for more info on this program.

As always the station is open for any citizen to come in check out the station and equipment, meet our firefighters and ask questions. We are here to serve.

CODE ENFORCEMENT

Home Owners and Contractors: please obtain your permits before you start any project and make sure to contact the office with all the inspections that are required. Commercial project will be required to provide one copy of a stamped engineered plan and a digital copy. Residential project will require a plan but it does not have to be a stamped engineered one. In addition, all plans are being reviewed before permits are being issued this may take from 1 to 14 days, so please plan accordingly.

The Code Enforcement Office provides a service to assure that the minimum levels of public safety, health and welfare are maintained insofar as they are affected by land use,

development and by building construction and maintenance. To this end, this department is charged with the overall administration of the City’s Land Use and Development Code, the en-tire City’s adopted building and construction codes, the State adopted planning, use, and build-ing statutes that specifically pertain to the Code Enforcement Office.

Building:

Minimum building permit fee is $35.00. Residential project, $5/thousand excluding plumbing & electrical. Commercial project, $8/thousand excluding plumbing & electrical.

Cost of Permits Any business that locates or relocates in the City of Presque Isle is required to have a Certificate of Occupancy inspection of the building/space that the business is moving into. This inspection ensures that the building/space is in compliance with all Federal, State and local codes.

Code Enforcement is also responsible for the operation and maintenance of the small sewer system located at Echo Lake. The system, li-censed by the Maine Department of Environ-mental Protection, serves 14 users on the south-easterly shore of Echo Lake.

In addition, Code Enforcement also provides staff support to the Zoning Board of Appeals, Planning Board and Presque Isle Development Fund

In 2017, the Code Enforcement Department issued 126 construction and renovation building permits covering $2,928,886. This is a decrease of $1,858,649 from the previous year’s total of $4,787,535.

The staff of the Code Enforcement Office will continue to strive to make Presque Isle a better place in which to live and work.

INDUSTRIAL COUNCIL

The PIIC is responsible for the management and development of Skyway Industrial Park and Fairview Acres. The PIIC oversees and administers four dedicated reserve accounts that include a Spec Building Program, Capital Improvements, Land Sales and Railroad Maintenance. The Industrial Park includes 450 acres of land, 25 buildings ranging in size from 1,400 – 90,000 square feet; 5.5 miles of railroad assets and an Intermodal Rail Yard. The Industrial Park is home to over 50 businesses, industries, and organizations.

The $3,100,000 Acme Monaco project was awarded to a local architectural firm and a Presque Isle based general contractor. Beginning in December of 2016 and completing in August of 2017 on time and $88,500.00 under budget. This project retained a manufacturing business in the Presque Isle area; offers Acme Monaco a state of the art production facility; increased the number of people employed by Acme Monaco; and repays the City mone-tary investment within the lease term.

The Dead River Company entered two long term leases, one leasing the former Intermodal Building to use as their vehicle maintenance facility. The second lease addressed housing a new propane transfer and storage

facility. The site work on the $1,400,000 plus project began in September of 2016 and became operational in February of 2017. The 3.64 acre site was designed around an undeveloped portion of the parks existing intermodal rail yard and with expansion plans scheduled to start in 2018.

In 2017, PIIC applied for and received a grant from the State of Maine for over $203,000 to be used for the construction of a new 1,400-foot rail spur to service the new Dead River storage site. The project started in September of 2017 and was completed in November of 2017. The remaining $203,000 in project costs were funded by the Dead River Company. The end results were that the City acquiring 1,400 feet of new rail siding with no monetary costs incurred.

In February of 2017 the land swap proposal between the city and FAA started 15 years ago was reopened. Negotiations occurred, and an agreement was reached which did not require any monetary exchange between the parties. The federal filing and recording time frames for this transition will push finalization of the transfer into the early summer of 2018.

PIIC negotiated long term land leases with Falcon Truck & Trailer Repair, LLC for a 4.5 acres parcel of City owned land to transfer some of the Falcon Transportation operations from Parsons Street onto the Industrial Park. The move involved Falcon building a new tractor trailer maintenance and truck wash facility. Construction of the new building began in September of 2017 and will complete in the early summer of 2018.

PIIC worked on long and short-term lease renewals which were either finalized or developed. A ten-year lease with FedEx was developed, as well as three other leases with small business.

Smaller projects on the park included installation of new exterior overhead doors, interior painting, exterior paving, grounds and site drainage work, several Efficiency Maine LED lighting and heat pump installations. The grounds maintenance program continued to improve the parks marketable appearance and aesthetics.

The PIIC invoiced $500,101.67 for Industrial Rent on behalf of the City of Presque Isle, which was $35,471.67 above the 2017 budget projections. The operating expenses were $363,079 and $62,942.34 was repaid to the IC Building Fund or retained in dedicated reserves. The positive monetary return to the City of Presque Isle for 2017 was $74,080.33.

In Conclusion, 2017 was a rewarding and productive year for the Skyway Industrial Park and Industrial Council with 2018 expected to be an equally robust year.

AIRPORT

This was a great year for the Northern Maine Regional Airport. For only the third year in history, the Airport required no local property taxpayer funding to meet its financial obligations. The reconstruction of Taxiway Alpha was completed replacing some infrastructure that was first installed during World War II. In addition, a man-made pond at the approach of the East-West runway was removed eliminating a significant wildlife attractant and hazard. For our airline, Pen Air was able to increase its boarding's by 4.3%.

In 2017, the Airport Department continued its strong financial performance. Again, not only did it not take any local taxpayer funds but returned over $136,000 to the City of Presque Isle to cover fire coverage, police coverage and other administrative costs. The Airport reimbursed the Fire Department over $48,000 for services rendered. The Presque Isle Police Department received over $58,000 in revenues from a Transportation Security Administration (TSA) grant for providing a security detail at the Airport. Many of these services were provided by existing personnel during regular shift hours. In addition, $30,000 was returned to the City of Presque Isle for such administrative tasks as human resources, finance and management. This shared service concept reduces the cost to the Presque Isle local property taxpayer by providing a revenue source for a portion of the fixed expenses of providing emergency and administrative services.

In August, the reconstruction of Taxiway Alpha was completed. This was a Federal Aviation Administration (FAA) and Maine Department of Transportation funded project with only 2.5% coming from the Airport. It replaced drainage that was first installed during World War II. The taxiway was last paved in the 1980s. As shown in the photo, the drainage system was not keeping the taxiway free of water. This created a hazard when temperatures dropped below freezing. Some of the old base material was used to prepare a site for the construction of hangars in 2018. The value of the work for this hangar construction completed under the taxiway project is estimated at $106,444. This combined with a $250,000 grant received by the Northern Border Commission will go a long way toward getting this hangar project completed.

A second construction project was completed in 2017. This project involved the removal of a man-made pond located along the East-West runway. In aerial photos this pond did not exist prior to the 1970s. Its removal was funded by the Federal Aviation Administration, Maine Department of Transportation and the Airport. The pond was identified as a significant hazard to aircraft using the East-West runway in a 2010 United States Department of Agriculture wildlife assessment. During the study, it was

observed and documented that the pond was attracting gulls, geese and ducks. In the hazard mitigation plan, based on that assessment, the pond was targeted for elimination. In 2017, the timing was right for the removal of the pond. In the reconstruction of Taxiway Alpha, a significant amount of fill material was generated which needed to be disposed of somewhere. The filling in of the pond was an ideal use of this material.

In 2017, Pen Air was able to increase its boarding's over 2016. There are several factors that played a role in the improved passenger loads at PQI. The first was the new interline agreement with American Airlines. This agreement allowed Presque Isle passengers to automatically forward their bags onto American Airline flights in Boston. Also a single ticket could be purchased for both the Pen Air and the American legs of the trip. In addition the overall health of the economy allowed airline passenger traffic to increase across the Country. Bangor International for example boarded over 250,000 passengers for the first time in its history.

Education for all ages is an integral function of the Library; we host: Seniors Achieving Greater Education (SAGE), Homeschoolers of Maine, Frontier Girls and Boys, Cub Scouts, Classes in Writing Your Memoir, Carbon Monoxide and Fire Safety Training. We tutor and Proctor Tests.

Education comes in all shapes and sizes: The Chewonki Foundation of Wiscasset brings us their fascinating and educational presentation of several species of owls. The owls are amazing. Attendance for the owl presentation is wall-to-wall with children of all ages and adults.

Drug Awareness Public Informational Sessions for interested member of the community are held here.

Passports? Yes, several members of our staff are trained as passbook/passport facilitators. Details are available to you just for the asking.

Our newest service is, IdentoGo, for digital fingerprinting which helps travelers by providing an easy way to enroll in TSA Pre-check, as well as those trucking Hazardous materials.

The Sketchbook Project is a global art project from the Brooklyn Art Library where shelves and shelves are lined with sketchbooks. Stop by and add your sketch to our book. When complete, the book goes to the Brooklyn Art Library to join the other tens of thousands of sketchbooks in their collection.

One of our favorite and most noteable projects is our “Giant Library Book Tree” to be enjoyed throughout the holidays. Assembled by volunteers and staff, this is truly a 9-foot winter wonder!

The Library hosted all of the above events and projects! All the while, Library staff remained busy with their regular daily duties:

Fiscal year 2017 proved to be a tough year in terms of grant awards for Presque Isle. However, according to the Fall 2017 State of Grant-Seeking Report put out by GrantStation, this was a trend nation-wide due to reduced funding available, tough economic conditions, increased competition for the dollar, reduced staff or staff time for writing grants, and stricter funder requirements.

The report, which assists those seeking grant awards to understand current trends and identify benchmarks by which to measure success, indicated those achieving success with grants in 2017 used two strategies: submitting collaborative projects; and reducing administrative costs by increasing reliance on

volunteer or otherwise free labor. In addition, statistics in the report indicated that the largest segment (33% of those reporting) of those actively seeking grant funds in 2017 received between three and ten awards.

The City fit well within these benchmarks receiving grant awards for collaborative projects such as the Bike Path Exercise Station Project and the Riverside Playground Project, both of which will result in increased free wellness activities for citizens. In addition, a grant was received from the Maine Municipal Association with which to hire a student intern to assist with various projects in the City thus reducing administrative costs. In fact, a student intern was hired using these grant funds in November of 2017.

Current trends further indicate that grant-seekers should expect funding for 2018 to be level with a same similar number of grants awarded. However, the report also indicates that there is a correlation between applications submitted and grants awarded. Applying for at least three grant awards increases the frequency of winning an award. This news bodes well for the City as, on average, 25 applications are submitted per year often with multiple applications to varied funders for the same project thus increasing our chances of award.

PLANNING & COMMUNITY

DEVELOPMENT

The City of Presque Isle approaches municipal planning and economic development from a multifaceted perspective.

A few years ago, we were recognized as a “Certified Business Friendly” community by the Maine Department of Economic & Community Development. This designation represents the fact that Presque Isle is focused upon helping businesses expand or relocate into our community, while at the same time protecting those natural resources that make our community special and attractive to visitors and residents. In addition to that, the Presque Isle Planning & Development Office has developed and continues utilizes a rapid, “project review/permitting process”, whereby City Department Directors jointly consider potential economic development projects presented to the City for garnering the necessary permits. Time is money to developers and we strive to get projects through the permitting process, as soon as possible. The City also chose to re-combine the Planning & Development office and the Code Enforcement office into a consolidated Planning & Development Department to better serve the public and developers, by offering “one stop shopping”. Along the same lines, the Planning & Development Office, in consort with the City’s Zoning Board of Appeals has worked diligently to revise portions of the City’s Land Use and Development Codes to allow more appropriate project planning and economic development options for those wishing to locate or expand into our growing community. In 2017, the City advocated for and worked on the process of consolidating the Riverside Farmers’ Market and the Aroostook Center Mall Farmers’ Market into a single Farmers’ Market beginning in the summer of 2018. When this effort is concluded the newly formed “Presque Isle farmers’ Market” will take place every Saturday morning from 8:30 am until 1:00 PM at the Riverside Pavilion and park. The newly formed should be a great additional for visitors, seniors and everyone by offering a broad array of local foods, vegetables and unique crafts. Last, but not least, the Planning & Development has undertaken a non-point source study of Kennedy Brook. Both agriculture and urban development have altered the original water quality of Kennedy Brook making it difficult to support aquatic life. At present, water quality in Kennedy Brook is not meeting State class-B standards. The purpose of this detailed analysis or management plan is to produce a water-shed management plan outlining effective actions that should be taken to improve water quality and aquatic habitat conditions in Kennedy Brook. The plan aims to build upon local support to address polluted runoff in the watershed and serve as a road map for stream restoration. The Presque Isle Recreation & Parks Department strives to provide the citizens of Presque Isle with programs, facilities and opportunities that encourage healthy lifestyles and foster a sense of community now and in the future.

The Presque Isle Recreation & Parks Department currently employs 9 full-time staff including; director, maintenance director, two administrative assistants, three maintenance staff, recreation programmer and a janitor. The department runs nearly 100 different programs annually for infants to seniors. The department also cares for and maintains a dozen parks and facilities covering nearly 100 acres of property throughout the community.

2017 proved to be another exciting year for the Recreation & Parks Department, as the department continued to expand its programming and facility offerings to the community.

The year was certainly highlighted by the brand new Sargent Family Community Center. The facilities great spaces, new program offerings and thousands of smiling faces helped to make the first year a huge success. Public support has been tremendous, as nearly 45,000 individuals utilized the facility in its inaugural year.

Constructed the year prior, Bishop’s Island Ballfield saw its first action in 2017. The beautiful new ballfield is the central field for our youth baseball and adult softball programs. Thanks to the hard work of Eagle Scout Nathan Willet, player dugouts were added and ready just in time for our summer baseball season.

The department added another new and exciting recreational attraction to the community with the construction of a 3,600 ft2 splash pad at Riverside Park. With that included the renovation of the park maintenance building, updating the bathroom facilities, providing program storage and housing for the splash pad mechanical equipment. The new park, set to open in the spring of 2018, will draw families from near and far for a fun and cool way to enjoy the summer.

The Forum hosted 14 special event functions during the non-ice season, highlighted once again by the annual Anah Shrine Circus. The facilities ice season proved very successful as over 5,300 skaters enjoyed our Public Skating sessions during the 22 week ice season, a 22% increase from the previous year. Organizations and individuals renting ice utilized 669 total hours collectively. Of those hours, Presque Isle Youth Hockey led with 260 hours.

The Public Works Division is responsible for construction and maintenance of all City owned roadways and streets within the municipal boundaries of Presque Isle. These projects include, but are not limited to, asphalt paving, chip sealing, snow removal, and maintenance of culverts, catch basins, underground storm drainage systems, signage, trees,

and dams. Services performed include construction, repair, sweeping, washing, vacuuming, field mowing, snow plowing, snow hauling, ditching, and leaf pick up.

Public Works received delivery of a 2017 John Deere 644K wheel loader with a 4¼ cubic yard bucket and 14-foot plow, which replaced a 1991 model. A 2017 John Deere 5100E tractor with a 15-foot flex wing rotary mower was also purchased to replace a 1986 tractor. These three items were purchased on a “piggyback” contract with the State of Maine with manufacturer’s pricing that was below dealer cost. We also purchased a 2006 Ford 750 water truck, which came from the southern United States where there are no rust issues. This 2,000 gallon truck took the place of a 1991 water truck. The City was also fortunate to acquire a 2008 Freightliner truck chassis from government surplus at no cost. The Public Works’ mechanics will be moving the vacuum from the old 1985 truck to the newer truck chassis, which will provide us with an updated leaf vacuum truck. With a smaller crew than we had six years ago, it is more important than ever to keep our truck fleet up to date, so that our down time is minimized. Trombley Industries of Limestone was awarded the bid for asphalt paving for the year. Pavement overlays were placed on the following streets or roads: School, Turner, Judd, Elizabeth, Ward, Lincoln, Crestmont Circle, Marston, Dewberry, Mulberry, Blueberry, Coventry, Haven, Bridge-port, Willimantic, Martin, and a portion Park Street from Parsons to State Street. Park Street was milled down prior to paving, so that the height of the existing curbing would be maintained. The total length of streets/roads paved was 3.8 miles. Soderberg Company of Caribou was the successful bidder for the chip sealing of country roads. The following roads were chip sealed: the western one-half of the Henderson Road, Niles Road, Spragueville Road from the Niles Road to State Park Road, and 400 feet of Perkins Road where it intersects the Henderson Road. The Public Works’ crew trucked and applied the stone chips. The total distance chip sealed was 4.2 miles. Some personnel left employment with Public Works in 2017 for various reasons and were re-placed with newly hired truck drivers Tristin Woodworth, Todd Michaud, and Adam Perkins. The City Council solicited comments from the public in 2016 on the Pay As You Throw (PAYT) program to hear both the positive and negative aspects of the program. Although PAYT continued to be utilized by 2/3 of the residents, revenues did not cover all of the program expenses. Therefore, due to tight fiscal constraints, the Council voted in December 2016 to terminate the program effective April 1, 2017. After six years of having the cost of refuse collection paid by the PAYT program come to an end, residents had to procure the services of a garbage hauler for their households. The transition went smoothly since residents had several months to select a new waste hauler prior to the termination of PAYT. Typically, PAYT programs result in an increase in recycling tonnages and a decrease in landfilled tonnage. One would expect the opposite to be true when PAYT came to an end and that proved to be the case. The PI Landfill saw an increase of 1078 tons compared to 2016, which represented an increase of over 16 percent. Meanwhile, the total tons of recyclables declined by 128 tons or 9.5 percent in 2017 compared to the prior year. The tonnage of newspaper, magazines, cans, plastics, and cardboard all dropped, but office paper actually increased slightly. The national trend, which we are also experiencing locally, is declining amounts of newspaper and magazines due to the population switching to digital means to acquire news and information. Under the provisions of State of Maine law, municipalities are reimbursed 75 percent of the construction costs for landfill final closure systems completed prior to the end of 2015. The final closure of the 5.3 acre Construction and Demolition (CDD) landfill was completed in 2012 and the final closure of the original trash landfill, known as Phase I, was completed in 2014. These closure projects have enabled the City to receive reimbursements in quarterly installments that will total $4.8 million over the next several years. Meetings held with the City and Tri-Community Landfill (TCL) in Ft. Fairfield regarding the possibility of a merger made big strides in 2017. By the end of the year, the municipalities of Presque Isle, Caribou, and Limestone plus the Board of Directors of TCL had all approved the merger of the two landfills and recycling operations into one. This left the Ft. Fairfield Town Council to make their decision in January 2018. The merger would bring together over 40 communities in Aroostook County that would allow for the efficient use of our resources and the elimination of duplicative equipment and services. The ultimate goal will be to provide the lowest cost waste disposal to our residents and price stability into the future starting January 1, 2019. I would like to thank all of the employees of the Division of Solid Waste for their assistance and support throughout the year and for providing the public with the highest caliber of service. They include new hire Alan Brown as Recycling Center Supervisor who joined Landfill Supervisor Don McIntosh, Scale Operator Jim Anderson, Equipment Operator Dave Dunn, and Administrative Assistant Lisa Foster. The Assessing Dept. is responsible for creating and maintaining assessment records and valuations of all land, real estate, and personal property located within the city bounds. The Assessing Dept. will continue to visit properties to further improve and update the accuracy of the records that property values are based upon, continue to monitor the market to ensure that we understand the forces that drive the selling prices, and continue to do our best to ensure that all property owners are assessed equally and equitably, and at full market value. In advance of the 2018 commitment, we were able visit and update 161 properties resulting in a net increase to the city valuation of just over $110,000.00. Many other properties were visited with no changes made to their valuations. The total municipal valuation is currently $555,762,300.00 and the certified ratio is now 100%.

Homeowners who qualify for the homestead exemption received a $20,000.00 reduction on 2018 tax billing, which means well over a $500.00 savings to each tax bill. This benefit is funded by the City and State at 50% each. Qualified Veterans will continue to receive the full $6,000.00 reduction in value in 2018. If you already receive these exemptions you do not need to do anything to continue receiving them, unless you move. For business owners, the BETE and BETR programs continue to evolve with time and many Presque Isle business owners are not applying for or receiving the benefits the Legislature has provided for. We are happy to assist you in receiving these benefits. Any citizen who wishes to review or discuss the values assessed on property in the City is welcome to come in and meet with the assessors. The City Clerk’s office serves and supports Presque Isle residents, City Council and municipal staff through a variety of activities. We record and index all vital records, which include birth, marriage, and death. The clerk’s office also issues various city licenses such as liquor, special amusement permit for music, dancing and entertainment, as well as dog, hunting/fishing licenses and boat, ATV and snowmobile registrations. In

addition, the City Clerk ensures the integrity of voting in local and state elections by making certain all Maine statutes are complied with. Additional functions include support services for the City Council by publishing and posting legal notices, preparing agendas, and attending all Council meetings to record resolves and minutes. The office also retains and makes available to the public all City ordinances and policies.

In 2017, the City was once again recognized by the Government Finance Officers Association for Excellence in Financial Reporting, receiving the Certificate of Achievement for the City’s Com-prehensive Annual Financial Report (CAFR) for the fiscal year ended December 31, 2016. This is the eighteenth consecutive year that the City of Presque Isle has received this award. In 2017 City’s Finance Department consisted of two offices and five full time, and one part-time employee: The Accounting Office is responsible for all of the accounting functions of the City ranging from monitoring and recording all cash receipts and disbursements, monitoring budgets, investing funds, reporting to the councilors on a monthly basis the finances of the City, and preparing the financial statements. Employees in this office include: Finance Director/City Treasurer, Priscilla (Pat) Webb, Deputy Finance Director, Sharon DeMerchant. The Collections Office located on the fir st floor of City Hall is r esponsible for issuing and collecting all property tax bills; placing liens for non-payment of taxes; registering motor vehicles for the Maine Bureau of Motor Vehicles. This office is also responsible for processing all City Clerk transactions including Inland Fisheries transactions, dog licenses, vitals and various city licenses.
