Project Description

On October 25, 2016, the Phoenix City Council approved construction and funding of T4 S-1:

Tenant is Southwest Airlines Providing up to eight new gates at PHX Relieve terminal and concourse constraints Allow for additional and newer facilities to enhance

customer service More easily serve passengers and support long term

airline activity.

Project Scope of Work A new 3-4 level concourse (basement, apron and

passenger levels) with approximately 30,000 square feet per level; mezzanine potential.

Connector bridge with moving walkways. Transfer bridge with moving walkways.May include Aircraft apron and hydrant fueling system.

a federal grant for the apron may be procured under a separate construction services process and contract.

Security screening expansion at Checkpoint D. Ticketing counter and baggage claim carousel expansion Baggage handling system and EDS expansion to service

T4 S1 and T4 S2 demand.

Associated structural, electrical, mechanical and civil work.

Retail and food and beverage shell spaces. Public Restrooms Potential International Facilities. Passenger boarding bridge and gate equipment. Airside, landside access and loading dock. Service road below taxiways.

Planning / Programming Planning/Programming - scope anticipates: Concept planning for a new 8 gate concourse (S1)

• Gate and seating layouts• Commercial and support spaces

Concept planning of the apron and stand to support (S1)• Aircraft parking and Passenger Boarding Bridge configuration• Ground Service Equipment (GSE) movement areas and airside

vehicle roadways Confirmation the existing processor to support (S1)

• Ticketing counters• Baggage claim and handling• Security screening • Commercial and support spaces

Project Schedule / Budget

• Budget: $250M• Construction cost: approximately $180M

Preliminary Project Schedule: This is preliminary in concept and is subject to change.

Experienced CMAR team – bring it in on time and on budget Active airside / landside environment – Minimize disruptions Extensive input and coordination with various City, State

• Contractor is required to demonstrate good faith efforts to utilize small business throughout the contract

General Information – 15 points Experience of the Prime Firm – 20 points Experience of Key Personnel and Subconsultants – 25

points Project Understanding and Approach – 35 points Overall Evaluation – 5 points

Pages that have photos, charts, and graphs will be counted toward maximum number of pages.

Front and back cover, Table of Contents and tab dividers will NOT be counted toward the maximum page limit, UNLESS they include information that may be considered by the selection panel.
