Pretreatment Program Evaluation 2014
A. Narrative Statement
The approval of Newark’s Industrial Pretreatment Program in March 1985 was thebeginning of what has been a continuously successful program. Cooperation between theCity and its industrial dischargers has been very good. Each industrial discharger whohas a pretreatment system is monitored, as well as those who discharge directly to thePOTW without treatment. Newark is currently in compliance with federal, state andlocal regulations, and Newark’s WWTP is operating in compliance with its currentNPDES permit, 4PE00001*MD.
B. Legal Authority
The authority of the City to issue Industrial User Permits (Administrative Orders)to Newark’s industrial dischargers is contained in the Newark Codified Ordinance,Chapter 1040, Section 25, Part C (Sewer Use Ordinance) and amendments thereto. Theauthority to administer the FOG program is contained in Chapter 1047. The Cityapproved an updated Sewer Use Ordinance in 2013. The current Industrial User Permits(Administrative Orders) were issued that same year.
C. State and Federal Regulation Changes
Newark’s Industrial Pretreatment Program is current with federal and stateregulations. The current Industrial User Permits (Administrative Orders) have aneffective date of April 1, 2013 through March 31, 2017. The laboratory analysis methodsused to regulate the City of Newark’s Industrial Users are in compliance with the latest40 CFR Part 136 update published May 18, 2012. The City of Newark WastewaterTreatment Plant is operating under an NPDES permit with an effective date of August 1,2011 until July 31, 2016.
D. Industrial Pretreatment Operating Procedures
Newark’s categorical and significant IU’s are inspected annually; insignificant IU’sare inspected tri-annually. We maintain continuing surveillance of all our significant andcategorical industrial users. Five (5) significant IU’s submit monthly self-monitoringreports. Data from in-house and self-monitoring analyses are reviewed to ensure that allregulated parameters are within limits. All data is maintained in the Allmax Synexusdatabase. Refer to pages 12 and 13 of this report for a complete listing of the surveillance

completed by the City of Newark on the Industrial Users during the October 2013 –September 2014 reporting period.
The WWTP Influent, Effluent and Cake have been analyzed for Priority Pollutants,and two of our industrial dischargers routinely self-monitor Total Toxic Organics. ThePriority Pollutant and TTO data are contained in Appendix 1 of this report.
E. Industrial Pretreatment Program Financing
In 2013, Newark began a “stepped” approach to increasing industrial user fees andwastewater strength surcharges. There is a scheduled increase in July of each year until2016. Strength surcharges are assessed on all industries discharging higher thanbackground concentrations of suspended solids, CBOD and ammonia. This additionalfee helps to recover the City’s increased waste treatment costs associated with higherstrength waste (electricity to run blowers, trucking costs to remove biosolids, etc.).Surveillance charges are assessed on the industries based on the number of scheduledsampling events per week; higher surveillance frequency results in a higher charge. Thischarge is used to recover the cost of collecting samples, testing, and reporting analyticalresults. The 2013 adjustment to the industrial user fees and strength surcharges updatedthe previous rates that were established in 1999.
The WWTP also uses other capital-building measures such as fee-based trucked wastedisposal and selling scrubbed methane to the natural gas utility to meet the demands of itsoperating budget.
F. Program Accomplishments
Anomatic:
Anomatic continues its effort to ensure the Newark WWTP is able to meet the currentNPDES target for the City of Newark’s effluent; a monthly-averaged phosphorus limit of663 kg/day (summer months, May – Oct only). No violations of that monthly-averagedlimit have occurred during this reporting period (Oct 1, 2013 – September 30, 2014). OnMay 1, 2016, the phosphorus limit for the WWTP discharge will drop to a summermonthly-averaged target of 331.5 kg/day per the City’s NPDES permit. Anomatic is thebiggest contributor to the phosphorus loading at the WWTP, so control at this industrialfacility is paramount to Newark achieving its phosphorus reduction goal. Anomatic has,and continues to invest large amounts of capital improvement money to reduce theamount of phosphorus discharged in its industrial wastewater.

Several locations on each of the eight factory lines are sampled three times per day in aneffort to detect and locate leaks that could be high in phosphorus or nickel. Anomatic’slab tests phosphorus daily. If high phosphorus is found in Anomatic’s wastewaterdischarge to the City, it is Anomatic’s protocol to locate and stop the source of thephosphorus ASAP.
Over the past three years, all eight factory lines have been re-plumbed to segregateindividual wastestreams based on their chemical constituents. These wastestreams arethen re-mixed in specific ratios to facilitate flocculation and precipitation of phosphorus,reducing the discharge of reactive phosphorus to the sewer. Anomatic has also added analuminum chlorohydrate (ACH) introduction point within its rebuilt pretreatment system.In the event an untreated slug load of high strength phosphorus passes into thepretreatment system, ACH can be added as an emergency measure. ACH acts as abinding agent, rendering phosphorus insoluble and unavailable for biological processessuch as algal growth.
G. Problem Areas of Industrial Pretreatment Program
There were no pass through incidents at the WWTP during this reporting period.
H. Program Modifications
MPW surveillance has increased from once per week to 6 days per week at theindustry’s request. This industry is attempting to reduce its total suspended solidssurcharge through better tracking of day to day fluctuations in their waste stream. TheCity regularly assists Industrial Users in data collection and expanded testing whenquestions or problems arise with their wastewater discharges. Creative problem solvingbetween current industries and the City helps to ensure the Newark WWTP will havecapacity for future industrial dischargers.
I. Local Limits
The most current Local Limits Study was completed in 2011, and was the basis forthe latest Industrial User Permits (Administrative Orders) issued in 2013. An updatedLocal Limits study for background constituents is scheduled for the latter end of 2016when our NPDES Permit expires.
J. Special Considerations
Most of the industries in our pretreatment program take their role in theprevention of pollution very seriously. They are generally receptive to any modificationsto their system that we request. Without their cooperation, Newark’s pretreatmentprogram would be almost impossible to administer. The City of Newark also recognizes
