CLARIFICATIONS

A4-12 Question: Is the western edge of the marine deck Gridline A from Gridlines 4 to 23? Do the transition slabs run continuously between Gridlines 4 and 23, x1 and x4 as shown on Drawing No. 1030?

Answer: The note on Drawing No. 09216-00-ST-DRD-1118 indicating that slabs that run along the western edge of the main wharf shall be 2,530 mm in length is in reference to slabs along Grindline 4, between Gridlines A and C.

Precast concrete transition slabs, or solid timber transition slabs at timber boardwalk locations, are required continuously between the edges of the offshore marine decks to be completed as part of the Marine Contract and the cast-in-place footings on shore to be completed as part of the Landscape Contract.

A4-13 Question: The 25 mm thick by 200 mm wide continuous embed plate sticks down and is not flush with the bottom of the precast panels. Is this what you want? A little more difficult for us to do but not impossible. What are the minimum lengths of the bolted steel bearing plates and embedded steel plates shown on Drawing No. 1119?

Answer: The intention of having the steel bearing plate extend below the underside of the precast concrete slabs is to prevent the underside concrete surface of a slab from bearing on the foundation following uneven settlement. The contractor can propose an alternate detail to achieve this objective and reduce fabrication costs.

The steel bearing plates are to be continuous with minimum lengths of 1,500 mm and 6 mm gaps between plates.

A4-14 Question: It looks like the precast panel is longer than the 2,300 mm because you eliminated the foam block. What is the bottom dimension now?

Answer: The overall length of the transition slabs shall be 2,525 mm with the exception that the transition slabs described in A4-12 shall have an overall length of 2,750 mm.

A4-15 Question: Can you provide a layout of the different sizes of upstands?

Answer: Upstand locations and layout are noted on the PWL materials and layout tender plans and referenced to PWL tender detail sheets. Clarification of each upstand/wall is noted below:

• Type 1 Wall on PWL Legend: noted on drawings as “W1” located as part of grand staircase at building. It is cheek wall of staircase. Refer to Sheets 1052 and 1057 of tender set.

• Type 2 Wall on PWL Legend: noted on drawings as “W2” located at 6th Street wharf either side of rectangular sod lawn area containing decorative piles. Refer to Sheets 1051 and 1056 of tender set.

A4-16 Question: Can you confirm that M2K will be providing sub-grade to the designed sub-grade elevations?

Answer: M2K, the Marine Contractor, will be roughly grading the site upland of the shore protection to the elevations at the site prior to the start of the Marine Contract. In other words, the elevations of the site at the time that the Landscape Contractor will commence with the Work will be approximately the same as those provided on Reference Drawing No. 09216-00-MA-DLP-1001 and the Underhill survey drawing.

A4-17 Question: Will M2K provide the sub-grade preparation for the DeltaLok and SierraScape walls? Will they provide the sub-grade required to install the geogrid and structural aggregate or will we be required to excavate this portion of sub-grade?

Answer: M2K will not complete any preparatory work for the DeltaLok and SierraScape walls.

A4-18 Question: Can you provide drawings of the proposed sub-grade elevations that M2K is building to?

Answer: Revised landscape drawings with existing spot elevations, which M2K will be restoring the site to, are attached.

A4-19 Question: Are the transition slabs only required where the existing sheet pile meets the new precast pier slabs?

Answer: Transition slabs are required: along Gridline XA, between Gridlines X1 and X4; along Gridline 4, between Gridlines A and C; and along Gridline A, between Gridlines 4 and 23.

A4-20 Question: Can you provide an alternative detail for the transition slab that shows the connections of the precast transition slabs to the transition slab foundation? Can we see the connections running lengthwise along the sheet pile wall?

Answer: The transition slabs are not rigidly secured to the transition slab foundation. The transition slab bearing plates will rest on the transition slab foundation and will allow lateral movement in the event of uneven settlement or during a seismic event.

The widths of the precast concrete transition slabs have not been specified. Contractors are to determine the optimal widths of the slabs for fabrication and installation. Provide a 6 mm gap between slabs.

A4-21 Question: Can you provide a detail showing the steel plate connections at the asphalt crack locations?

Answer: A proposed repair detail was outlined in Item A1-28 of Addendum No. 1.

A4-22 Question: Is the shoreline fill, scour protection, and riprap shown on Drawing No. 1006 in our contract?

Answer: All work contained in Reference Drawing Nos. 1000 to 1031 shall be completed by the Marine Contractor, including shoreline fill, scour protection, and riprap shown on Drawing No. 1006.

A4-23 Question: Do the concrete upstands belong in Pay Item 8.1?

Answer: Yes.

A4-24 Question: Will you be providing a revised tender form indicating the additional and deleted pay items?

Answer: Section 00 41 14 - Appendix to Bid Form - Stipulated Sum (Single-Prime Contract) has been revised. See Item A4-3.

A4-25 Question: Please confirm the treatment for the cedar timbers in the specifications (heavy timber construction). ACA is no longer available.

Answer: Refer to Section 6.0 of the General Notes on Drawing No. 09216-00-ST-DRD-1110 for all timber material and treatment specifications. Cedar timbers shall be stained. All other timber shall be Douglas Fir and shall be given a ACZA salt preservative treatment.

A4-26 Question: Do the steel plates run the entire length of the asphalt cracks?

Answer: A large crack has developed at the east end of the site due to the separation of two structurally isolated structures. This area will require a continuous steel plate in order to support new asphalt topping repairs. All other asphalt cracks may be patched or sealed depending upon the manufacturer’s recommendations for the products proposed by the contractor.

A4-27 Question: Please confirm the timber specifications, i.e., quality of timber, pre-staining, and finish.

Answer: See Item A4-25.

A4-28 Question: What is the maximum slope requirement of the transition plate?

Answer: Delete the transition plate between the top of the ramp and the new marine deck on both the east and west pedestrian bridges, i.e., the transition ramp at one end of each bridge. Connections to the abutment at these locations shall be detailed to provide a maximum 6.4 mm (¹⁄4 in.) horizontal gap between the marine deck and the pedestrian bridge. Transition aprons are still required between the bottom of the pedestrian bridges and the existing marine decks and shall have a maximum slope of 1V:12H.

A4-29 Question: The BC Building Code requires that the handrails extend 300 mm beyond the transition apron for the pedestrian bridges. Does this apply here?

Answer: All handrails shall comply with the BC Building Code.

A4-30 Question: As there is no movement of the bridges, can plastic skids be used instead of castors?

Answer: As shown on Drawing No. 1122, the lower support for the pedestrian bridges shall include a UHMW (Ultra High Molecular Weight Polyethylene) slide bearing.

A4-31 Question: Will the mid height rail conflict with the non-climbable requirements of the BCBC?

Answer: Delete the mid height rail from the pedestrian bridges.

A4-32 Question: Is the mid height rail to be a disabled access handrail?

Answer: The mid height rail has been deleted. See Item A4-31.

A4-33 Question: Is the checker plate steel or aluminum? What is the thickness or what is the maximum deflection allowable due to fabrication?

Answer: The pedestrian bridges and aprons shall be aluminum. The bridges, including all components, shall be designed to meet the performance requirements as outlined on Drawing No. 1122. Components for the pedestrian bridge decks shall meet the deflection criteria as outlined in Item 8 of the performance requirements.

A4-34 Question: Will the customer require a copy of the weld inspection report for the pedestrian bridges?

Answer: Yes, per Section 05 14 00 - Structural Aluminum.

A4-35 Question: Are the pedestrian bridge connections to be designed for a total movement of 300 mm in one direction or 600 mm with 300 mm in opposite directions at opposite ends of each bridge?

Answer: The connection of the pedestrian bridges at the new marine deck is intended to be a pinned connection with no lateral movement permitted. The bridges and their connections to the existing marine deck shall be designed to accommodate a 300 mm seismic displacement in any direction.

A4-36 Question: What are the specifications for the asphaltic and sand grit coating for the walking surface for the pedestrian bridges?

Answer: The coating system for the aluminum checker plate for the pedestrian bridges shall be as follows:

.1 One coat of Bimagrip Urethane Non-Skid (RS Clare, Manufacturer) with Acraprime SP Polyurethane Primer. Dry Film Thickness: 10 sq. m/l. Resin: 2.3 kg/sq. m. Aggregate: 4 kg/sq. m to 6 kg/sq. m.

A4-37 Question: What is the surface requirement for the transition plates for the pedestrian bridges?

Answer: The pedestrian bridges shall be a checker plate with asphaltic and sand grit coating.

A4-38 Question: Is a wear edge required for the transition plates for the pedestrian bridges?

Answer: No.

A4-39 Question: Are there electrical drawings and details for the inside of the building to locate plugs, lights, etc.?

Answer: See Item A3-38 of Addendum No. 3.

A4-40 Question: Is there a detail sheet regarding outside lighting, poles, fixtures, LEDs?

Answer: See Item A3-38 of Addendum No. 3.

A4-41 Question: Is there a testing frequency for density for the sub-grade fills?

Answer: The Contractor shall perform the following quality control testing for compaction of fill:

.1 Existing Material at Bottom of Excavation: on test per 150 sq. m.

.2 Backfill: one test per 150 cu. m of each lift.

A4-42 Question: Is there a testing frequency for cast-in-place concrete flatwork, seats, curbs, and walls?

Answer: Testing frequency is outlined in Section 03 30 00 - Cast-In-Place Concrete, Clause 3.11.2.

A4-43 Question: On PWL Drawing No. 09216-00-AR-DSQ-1094, the note on Detail 4 regarding heights is obscured. Can you clarify?

Answer: Drawing No. 09216-00-AR-DSQ-1094 has been revised. See Item A4-2.

A4-44 Question: Is the fence along the north property line to be removed or stay in place?

Answer: The fence along the north property line is to remain with the exception of the chain-link fence along the property line adjacent the collapsed area of the existing deck. Sections of fence in this area are damaged; the fence shall be removed and replaced with new 1.2 m high chain-link fence.

A4-45 Question: Can you provide a cross-section detail for the DeltaLok wall shown on Drawing No. 1053? The wall appears to angle back towards the park. Can you clarify where the wall ends? At the east end?

Answer: A cross-section of the Deltalok wall is provided on Drawing No. 1120. A plan showing the Deltalok wall layout and elevation requirements are presented on Drawing No. 1125.

A4-46 Question: Can you provide details for the pole mounted receptacles with disconnect?

Answer: The contractor shall coordinate with the Ritorno lighting pole supplier to accommodate GFCI receptacles and associated transformers. Transformers are specified in Section 26 00 00 - Electrical - General Requirements, Clause 2.1.12. Wiring and junction boxes inside lighting poles must be waterproof.

A4-47 Question: Can you provide details for the outdoor pull boxes?

Answer: Outdoor pull boxes to be as follows:

• 1.2 m by 1.2 m BCH Service Vault for 15 kV high-voltage cabling.

• Concrete Brooks Service Boxes or similar to fit number of conduits for low-voltage cabling.

A4-48 Question: Do the Type 1 and Type 2 concrete upstands require any colour admixture?

Answer: Type 1 and Type 2 concrete upstands around the marine deck and SierraScape wall shall have Porcelain gray, L.M. Scofield chromix integral colour admixture.

A4-49 Question: Addendum No. 3 – Question A3-63 - there are no specifications for piles on Drawing No. ST-DRD-1111. Including height.

Answer: Drawing No. 09216-00-AR-DSQ-1094 has been revised to indicate pile lengths. See Item A4-2. Round timber piles shall be Douglas-Fir and be in accordance with CSA O56 for clean peeled piles with a butt size of 360 mm. Pile shall have a uniform taper between butt and tip. Treatment of piles shall be in accordance with Item A4-25.

A4-50 Question: Do all piles get a cap and bird deterrent? Specification on the cap?

Answer: All decorative piles to have a cap and bird deterrent. Pile cap to be fabricated out of spun aluminum as noted. Provide shop drawings as noted including the connection to the pile.

A4-51 Question: Addendum No. 3 - Question A3-72 - same question - we know there are existing grades at PL but some differ from the Underhill and none are shown on 1061. We need to calculate all land grades in relation to proposed and existing unless sub-grade cut/fills are by others as the answer to A3-60 suggests: the current contractor will leave the site roughly graded. If grading is under this contract and we start at Underhill grades, can they be shown on the proposed site grading plans?

Answer: Drawing No. 09216-00-AR-DSW-1061 has been revised. See Item A4-2.

Answer: Transition plates are to be used in conjunction with transition slabs when the topping material is timber or concrete.

A4-53 Question: We found a couple of symbols for site items without a detail number, such as four bike racks found south of the building and east of the litter receptacle. Do we allow for all symbols found?

Answer: Yes.

A4-54 Question: What type of decking goes on the building roof? Each plan refers to another.

Answer: Decking for the building roof shall be similar to Detail 1 on Drawing No. 1121. Planks are to be 38 mm by 300 mm (S1S2E with rough side up) secured with two 64 mm long spiral nails. Sleepers are to be 38 mm by 89 mm, ripped and laminated to suit deck slope. The timber deck will be floating with no connection supporting structure.

A4-55 Question: Is there specifications for: drain rock under topsoil on decking; intermediate gravel layer for the lawn area; filter cloth?

Answer: Drain rock and filter cloth are specified in Section 33 46 16 - Sub Drainage. Intermediate gravel layer for festival lawn is specified in Section 32 91 13.19 - Growing Medium.

A4-56 Question: How many Item B metal photo panels are required? Do they go across all stairs and only have photo on one listed? There is only a section on the east steps so we cannot determine the amount on west set of steps.

Answer: 11 Item B metal photo panels are required; note that no B panels have digital photographs applied. Metal panels do not go across all stairs, only what is shown on the drawings. There are only six panels that have digital photographs applied. The west side steps does not have any metal panels, only reveals that allow for future metal panels this is why there is no elevation drawing.

A4-57 Question: Is line painting required for the basketball court?

Answer: Yes, keys painted to NBA regulation dimensions are required.

A4-58 Question: For the asphalt resurfacing, does it encompass the entire pier deck? Do you have a detail of the surface coat to be applied?

Answer: The bid documents do not call for complete asphalt resurfacing of the portion of the existing timber framed pier deck that will remain. As noted on Drawing No. 09216-00-ST-DRD-1124, “the general intent of the improvements to the existing wharf are to provide a flat and continuous asphalt surface free of cracks, depressions, tripping hazards, and debris.” Existing asphalt that can be repaired with the sealing of cracks and patching of holes can remain in place. The Contractor shall propose an asphalt sealer to be approved by the Consultant.

Answer: The base layer for the concession and washroom building shall consist of a minimum 500 mm thickness of approved clean granular engineered fill. This material shall consist of well-graded 38 mm minus sand and gravel containing less than 5% passing the No. 200 US sieve size or approved equivalent.

A4-60 Question: Are all the steel casings beneath the railway crossings existing?

Answer: No. The only existing steel casing being utilized is indicated on the west pipeline track crossing on Drawing No. 09216-00-CI-DLP-1044.

A4-61 Question: If M2K is providing the finished sub-grade for the site, what structural fill items are required in Item 3.2? Is Item 3.2 for the fill required for the deltalok walls only?

3 DECLARATION OF EQUIPMENT AND SCHEDULE OF RENTAL RATES

The following rates for Contractor-owned and/or rented equipment shall be used to evaluate the cost of authorized changes in the Work not covered by the Schedule of Values or the Schedule of Additional Unit Rates for Additions and Deletions.

These rates are all-inclusive and firm for the duration of the Work, including without limitation; fuel, lubrication, service, maintenance, depreciation, mobilization and demobilization, Contractor’s overhead and profit. Daily rates are for eight hour days, and weekly rates are for 40 hour weeks, in each case exclusive of start-up and shutdown time which shall be at no cost. Rates are exclusive of operator. The Contractor shall not charge for standby or for premium time on equipment.

It is acknowledged by the Contractor that if any portion of an hour is spent in performing the Work on a force account basis, a pro rata portion of the force account rate shall only be charged.

6 LIST OF SUBCONTRACTORS AND MAJOR SUPPLIERS

7 ADJUSTMENTS TO CONTRACT PRICE

7.1 The Contractor further offers to carry out any changes to the work authorized by the City and to be compensated as provided in the General Conditions.

8 NOTICE OF AWARD

8.1 If the Owner delivers a written notice (“Notice of Award”) by which the owner accepts our tender we will within seven days of receipt of the notice deliver to the owner:

a) A Performance Bond and a Labour and Material Payment Bond, each in the amount of 50% of the Contract Price, issued by a surety licensed to carry on the business of suretyship in the province of British Columbia, and in a form acceptable to the Owner.

b) A Construction Schedule.

c) A “clearance letter” indicating that the Bidder is in WorkSafeBC compliance.

d) A copy of the insurance policies indicating that all such insurance coverage is in place.

e) Within seven days of receipt of written “Notice to Proceed’, or such longer time as may be otherwise specified in the Notice to Proceed, commence the Work, and sign the Contract Documents.

9 SCHEDULE

9.1 The Contractor offers to commence the Work and to achieve substantial performance of the Work in a manner acceptable to the City by October 30, 2011.

9.2 Failure to commence or complete the Work within the time stated may result in cancellation of the contract and completion of the Work by others.

15 TECHNICAL SUBMISSIONS

• Overall detailed approach and methodology to ensure that the City of New Westminster’s objectives of cost, schedule and quality are achieved. It is expected that the methodology will demonstrate a full and proper understanding of the Project, the extremely tight timelines, and all of its various elements.

• Approach to identify and mitigate construction schedule delays, to include measures that will be taken to get back onto and maintain schedule.

• Management and coordination of Suppliers and Subcontractors.

15.2 Provide a detailed Construction Schedule, inclusive of the milestone dates contained within this document and a statement that the Bidder will provide resources and equipment in order to mountain the schedule.

General InformationRoc Tan offers nylon or polyester material. (Polyesterhas very low static electricity compared to nylon). Ourpolyester is light weight to provide sensitivity in theslightest of breezes. Our nylon, in various colors, is aslightly heavier material. We have tested materials anddyes in the laboratory to ensure that our mill materialgives the best possible color fastness and strength.

Polyester socks are available in Caution Yellow (CY),Danger Red (DR), or Flash Orange (FO) colors.Nylon socks are available in Yellow (Y), Red (R), Green(G), Blue (B), Orange (O) or in White (W) colors.
