CITY GOVERNMENTThe City of Mountain View is a progressive, full-service city operating under the Council-Manager form of government. The seven Council members are elected at large for four-year terms that are staggered, with elections held in even-numbered years. The Mountain View City Council has a well-earned reputation for taking the lead on challenging regional issues, working together with civility, and treating members of the community and City staff with respect. Every two years, the Council adopts priority goals that provide a focus for the organization’s workplan and drive progress on important community issues.

Mountain View’s sound fiscal practices, strong budget discipline, and diversified tax base, have allowed the City to maintain its AAA credit rating. In fiscal year 2019-20, the City’s work in the community is supported by a general operating fund budget of $145.4 million (total budget $524.0 million) and 649.75 employees. PUBLIC WORKS DEPARTMENTThe Public Works Department is responsible for a diverse set of programs and activities to protect and enhance the health, safety, and quality of life in our community. These responsibilities include:

• Planning, designing, reviewing, constructing, operating, maintaining and improving the City’s infrastructure

• Managing the City’s water, wastewater and recycled water systems • Operating and maintaining the City’s landfill postclosure systems to ensure

regulatory compliance • Managing and implementing the City’s annual Capital Improvement Program • Reviewing, permitting and inspecting private development projects in the City’s

right-of-way • Conducting City transportation planning studies and implementing transportation

policies and programs• Planning, designing and implementing transportation operational improvements for

the safe, efficient and convenient circulation of vehicle, bicycle and pedestrian traffic throughout the community

• Maintaining City buildings and the City’s vehicle and equipment fleet • Administering the City’s Solid Waste, and Real Estate Management programs

ASSISTANT PUBLIC WORKS DIRECTOR – TRANSPORTATION AND BUSINESS SERVICES DIVISION

The Assistant Public Works Director for the Transportation and Business Services Division reports to the Director of Public Works and along with 34 staff positions is responsible for a wide variety of programs including transportation planning/ management, bicycle and pedestrian mobility, waste reduction and recycling, fleet and facility services, and

ASSISTANT PUBLIC WORKS DIRECTOR –PUBLIC SERVICES DIVISION

The Assistant Public Works Director for the Public Services Division reports to the Director of Public Works and, along with 62 staff members, is responsible for a wide variety of programs including: Safety which provides accident and injury prevention and investigations, workplace safety training and emergency response planning; Engineering and Environmental Compliance which administers capital improvement and miscellaneous Public Services engineering projects and design, permitting and regulatory compliance of all landfill post-closure systems and other Public Services programs; Utilities manages the City’s water and wastewater systems including water, recycled water, sewer and storm water infrastructure and facilities; Water Conservation manages the long-term water supply and conservation and reuse programs; Streets and Post-closure Landfill Maintenance maintains and repairs City streets and sidewalks, street signs and lights and the landfill gas collection and destruction system. High impact activities on the horizon for this division include: implementing a computerized maintenance management and workorder tracking system for utility operations; expanding use of recycled water and collaborating on the development of a county-wide water reuse system; implementing changes identified in an upcoming water and sewer system master plan; incorporating new technologies in the City’s landfill gas to energy program; and developing the next generation of leaders for Public Services. The FY 2019-20 budget for the Public Services Division is $49.8 million. This recruitment was initiated as a result of the upcoming retirement of the current incumbent, Gregg Hosfeldt, who has been in this role for 13 years and has a total of 28 years of service with the City of Mountain View.

THE IDEAL CANDIDATEThe ideal candidate will have a broad range of experience managing public infrastructure maintenance and replacement programs. He/she will be an excellent communicator, both written and oral, with the ability to effectively represent the Department and division before elected and appointed officials, outside agencies and the community. The successful candidate will be an approachable manager who leads by example and demonstrates a strong customer orientation. He/she will have experience managing in a union environment with a reputation for being fair while holding staff accountable for results.

This recruitment was initiated as a result of the recent promotion of the previous incumbent, Dawn Cameron, to the position of Public Works Director at the City of Mountain View.

The Assistant Director will have strong presentation skills and be comfortable representing operations, programs and policies before the City Council, commissions, and business and residential communities. Exhibiting exceptional project management skills, this results-oriented professional will work collaboratively with team members to develop creative solutions and position the division to proactively plan to avoid obstacles that could impede progress.

This position requires five years of increasingly responsible experience managing public works programs, transportation planning, or related fields, with a broad knowledge of local government principles, issues, and processes, at least three of which have been at a supervisory or management level. A Bachelor’s degree in engineering, planning, public or business administration or a related field is required. Completion of a Master’s degree in a related field and/or transportation management experience are highly desirable.

The successful candidate will be a strategic thinker with the ability to manage day-to-day operations, while at the same time effectively planning for the future infrastructure needs of the City. He/she will be experienced at working with colleagues, outside agencies and community partners to manage projects aimed at mitigating the impacts of an aging infrastructure. His or her knowledge and experience with infrastructure maintenance and managing sophisticated capital projects will be an invaluable resource to the City.

This position requires five years of increasingly responsible experience managing maintenance operations and maintenance functions, at least three of which have been at a supervisory or management level. A Bachelor’s degree in engineering, public or business administration or a related field is required. Completion of a Master’s degree in a related field is highly desirable.

COMPENSATION & BENEFITSThe annual salary range for the Assistant Director positions is $153,757.24 to $192,196.68; placement within the range DOQE. Additional pay of up to 10% more than the range may be granted over time for exceptional performance. The City also offers a highly competitive executive benefits package that includes the following:

• Retirement: 2.7% at 55 years of age for CalPERS classic members and 2% at 62 for CalPERS new members; employee contribution to CalPERS is 11.5% for classic members and 10.5% for new members for fiscal year 2019-20; with no Social Security deduction.

• Vacation Leave: 12 days per year increasing up to 23 days depending on years of service. Annual vacation cash-out program available.

• Sick Leave: Accrues at 12 days per year. Additional 4 hours of vacation leave is granted for each quarter when sick leave is not used.

• Management Leave: 10 days per fiscal year; paid out at the end of fiscal year if not used.

• Health Insurance: The City offers a choice of four medical plans (two HMO plans, one HDHP/HSA, and one PPO) through Health Net and Kaiser. The City pays the full premium for vision coverage and full dental premiums for the employee as well as a significant portion of dependent coverage. Short and long-term disability, life, and accidental death and dismemberment insurances are provided and paid for by the City.

• Wellness: Wellness minded culture including access to an onsite employee gym and incentive pay for participating in the City’s wellness program.

• Commute Incentives: Up to $100/month City contribution for mass transit expenses, with $10/month minimum employee contribution; discounts for carpools and ride-shares, and a bicycle commute incentive.

• Tuition Reimbursement: Tuition reimbursement funds up to $20,000 for completion of a job-related bachelor’s or master’s degree or approved leadership program.

• Retiree Health Plan: Employees can participate in a defined benefit or a defined contribution retiree health plan.

• Deferred Compensation: Deferred compensation plans are available for voluntary employee contributions.

• Housing: A low-interest loan is available to assist with purchasing of a primary residence in Mountain View or within a 10-mile radius of Mountain View.

• Relocation: Relocation assistance may be provided.• Other Benefits: City offers an Employee Assistance Program (EAP), IRS Section

125 flexible benefits or pretax childcare.
