Timeframe for 1 Taylor Street project: Weather tight building – March 22, 2019 Substantial Completion – Aug. 15, 2019 Project Completion – Aug. 22, 2019 Public Parking Garage As we know, the bond vote was favorable on Tuesday. On Monday night, the project completed review by the Design Review Committee and Development Review Board. The DRB is now considering the application in deliberative session. Attorney David Rugh filed comments on behalf of the city on Thursday. Mr. Goldman’s attorney filed a rebuttal today. Scooters - unchanged We are keeping track of calls and comments about the Bird scooters during this trial period. We would appreciate you forwarding any e-mails you receive to Assistant City Manager Sue Allen (sallen@montpelier- vt.org) because the City Manager’s office is keeping a spreadsheet on opinions. proposed dispatching plan prepared by the Central Vermont Public Safety Authority. You have received copies of the CVPSA proposal. Envisio software The latest monthly report is included with this report. The public dashboard will be live within the next few days. Legal – unchanged The City’s petition to enter the proceedings concerning GMP’s re-construction of the Marshfield Dam has been approved. We are now a party to the matter, for the purpose of monitoring the information in case there is anything relevant to the city. Legal – unchanged In the appeal by Conservation Law Foundation (CLF) of the City’s WWTF discharge permit, the matter has now been fully briefed by all parties, including motions for summary judgment, responses thereto and reply filings. In its submissions to the Court, the City supported the legal briefs filed by the State of Vermont, Agency of Natural Resources (ANR) and also filed a separate reply memo addressing the issue of whether the discharge permit authorized an increase in phosphorous, as CLF has claimed. A hearing before the Environmental Court was held on July 30th to present oral arguments on the motions. We are now awaiting rulings on the motions and summary judgement. Second quarter installment of property tax bills are due Thursday, November 15th. Payments may be made in person at the City Clerk’s office Monday through Friday from 8:00 a.m. to 4:30 p.m., by mail, or 24 hours a day by utilizing the drop box at the rear entrance to City Hall. You may also pay online using Official Payments by clicking this link. An administrative fee is charged by the vendor for online payments. In addition, the City offers convenient and free automatic payment processing. By signing up, you never have to worry about missing a payment. The payment is withdrawn from your bank account electronically on the actual due date. This service is available for property tax payments, water/sewer bills or both. you to Principal Ryan Heraty and the staff at Union School. Public Works Shared Use Path Project Granite St – Gallison Hill Road: Monday – work continues on various erosion control measures. Tuesday/Wednesday - drainage exploration to verify actual pipe elevations for fabrication pre-cast catch basin structures. Thursday/Friday - drainage installation near railroad tracks dependent on whether the contractor finishes other projects and has work crews available. (all work is weather dependent) Lague Drive Reconstruction: New guardrail was installed last week and the DPW streets division will attach the drainage backer board to it next week. This will complete the work plan for this season. Cummings Street Bridge Project: Work is underway on the temporary bridge. The contractor expects to begin work on the temporary water main the week of November 12th. The plan is to have the temporary bridge and water main in place and ready for use in the spring so the contractor can begin dismantling the old bridge without delay in the spring. One Taylor St transit center, housing project & shared use path: The contractor will continue to work on the new shared use path bridge. Aerial utility lines were finally relocated along Taylor Street which had been holding up work in this area. Sample pre-cast blocks for the retaining wall were delivered to verify the color and pattern conform with the specifications. Miscellaneous: Work accomplished week of November 5th: Streets: Paved wheel rut on Berlin Street and various patching all around City, completed downtown work, sweeping streets, graded gravel roads, picked up bagged leaves, repaired some signs. All trucks made winter storm ready. Parking ban message board signs now in possession and ready for deployment. Water/sewer: Worked on water services on Towne Hill, completed all except for one open excavation. Water service line leak on School Street repaired without shutting main completely down. For week of November 12th: Streets: Take flags in. Send for coldpatch for winter. Store construction materials (near sand shed now) in bunker for winter. Put sand barrels out. Some sign work. River bank repair near pool parking lot. Water/sewer: Complete work on Towne Hill including restoration, water service repair on Dewey Drive. - Our bridge maintenance contractor began work on routine cleaning, greasing and other preventative

maintenance measures at Taylor St and will be working on Granite St next. - Continue street sweeping and leaf pickup. - The contractor hired to repair or replace roadside guardrail completed the work on upper Main Street,

North Street, & Lague Drive with the final project on Sherwood Drive planned for next week. - The several construction signs scattered around town that were left by the paving contractor will be

removed next week.

Paintings by Monica DiGiovanni Beloved MSAC yoga instructor, Monica DiGiovanni is currently displaying her paintings in the MSAC Community Room through the new year. Monica graduated with a BFA in 1999 from Massachusetts College of Art in the Studio for Interrelated Media with a focus on Performance Art. She likes to make art in any creative modality that grabs her attention, most recently including: oil paint, soft pastels, ink, collage and movement. She also loves her weekly visits as a yoga teacher, joyfully stretching and strengthening, with the MSAC community. Along with offering weekly yoga classes and private coaching lessons, she is currently back in the studio reinvigorating her painterly spirit after a much too long break from her paintbrushes. RSVP in the MSAC office by calling (802) 223-2518. 2018-2019 Sugarbush Ski Program This season, the Montpelier Recreation Department Ski Program will no longer be providing transportation or supervision. The guardians(s) of each participant is responsible for their child’s transportation and also their time at the mountain. Adults may participate in the program at the same rate as kids, but adults are not to take lessons. There are several options for the program including reduced price season passes, lift tickets and/or lessons for 5 days and rentals. Forms must be completed and include payment by November 28 – no exceptions!
