City Staff: Commissioner Kristen Rosen-Gonzalez; Margarita Wells, Acting Environment and Sustainability Director; John Ripple, Beach Maintenance Director; Mark Milisits, Asset Manager; Flavia Tonioli, Sustainability Manager; Yanira Pineda, Sustainability Specialist; Bryan Sebastian, Field Monitor; and Borinquen Hall, Field Monitor. Members Absent: Nancy Bernstein, Cheryl Jacobs, and Scott Diffenderfer Members of the public were also in attendance.

AGENDA

1. Minutes

a. MOTION: Approval of the minutes for the June 27, 2017 Sustainability Committee meeting. Motion made by Michael DeFilippi, seconded by Richard Conlin.

2. SRC

a. Dave Doebler, Chair, presented the item and provided a summary of the July 19, 2017 Sustainability and Resiliency Committee. He highlighted that the SLS Hotel went 100% reusable with their food service articles. He added that they would be acknowledged at the July 26, 2017 Commission meeting for this effort. He also announced that International Coastal Cleanup Day is scheduled to occur on September 16, 2017 and they are looking for volunteers.

3. Updates and Discussion Items

a. Biscayne Bay Marine Health Summit – Mr. Doebler presented the item. He summarized the summit included attendees from non-profits, as well as individuals throughout the county that play a role in the overall health of the bay. Mr. Doebler added the condition of the Biscayne Bay was deteriorating as a result of a number of factors such a salinity levels, chemical pollution, and

agricultural runoff had been found to contribute to this decline. The general consensus was that Miami-Dade County will try to restart a Biscayne Bay restoration project to address this issue. He added after the county and the non-profits discuss options, he would bring back topics to obtain support from the committee. Margarita Wells, Acting Environment and Sustainability Director, added the summit provided an excellent opportunity to establish partnerships, locate additional funding, and other technical resources.

b. Tesla Superchargers – Flavia Tonioli, Sustainability Manager, explained to the committee that the Tesla superchargers would be discussed at the July 26, 2017 Commission meeting. She added that discussion will include several topics including the length of time for the proposed pilot program, the garage floor in which the charging stations will be installed, and sharing of revenues. Mr. Doebler expressed his concerns over the lack of consensus on an agreement between the city and Tesla. Ms. Tonioli suggested that committee members read the memorandum on the item and attend the discussion to provide their input.

c. Sustainability Division – Ms. Tonioli provided a quick overview of the tasks and projects that the Sustainability Division is working on.

d. Derelict Construction Booms – Mr. Doebler presented the item. He explained construction booms are either not being properly maintained or left behind in the city’s waterways. He explained he would like the option to call the contractor responsible instead of picking them up himself. Ms. Wells explained that all contractors are required to label their corresponding turbidity curtains/boom and this was addressed with private contractors during the permit application process. Ms. Wells suggested calling her office or submitting an e-gov request if anyone encountered a derelict boom.

4. Sustainability Committee Work Plan

a. New Business

i. 2017 items.

• Sea Turtles/Beach Management/Concessions – Mr. Michael

DeFilippi, Committee Member, presented the item. He expressed concerns over the protection of sea turtles nests and hatchlings. He added the city, beachfront properties, and concessionaires could improve upon conservation efforts through a more proactive approach addressing lighting compliance, beach furniture, and beach vehicles. Mr. DeFilippi informed the committee that the recent sea turtle incidents have demonstrated that additional sea turtle protection and education was imperative. Ms. Wells mentioned the city hosted several workshops for Police Officers, employees, concessionaires, and the public to address these concerns. She added the sessions were recorded so it could be used in the future to train employees that were not in attendance. Mark Milisits, Asset Manager, explained the city recently updated the rules and regulations for beach concessions which required chairs and umbrellas to be stacked east to west, in line with the huts and boxes. He added it was recently found that the beach beds were being left too close to the waterline and it was addressed with the concessionaires. Mr. Milisits mentioned city employees were inspecting beach concessions on a daily basis to confirm that they are in compliance with the rules and regulations. Mr.Doebler added the county and state staff should consider incorporating sturdier methods for sectioning off nests. Ms. Wells mentioned the public meeting also provided for an opportunity to share ideas on how the city could improve education and outreach before, during, and after

sea turtle season. Commissioner Rosen-Gonzalez suggested carrying out sea turtles tours during hatchling season to create awareness. Steve Boucher with Boucher Brothers Concessionaires suggested turning the serpentine walkway in Lummus Park into an educational turtle trail. Commissioner Rosen-Gonzalez added that the signage could include facts about the impacts of litter on the environment and wildlife. MOTION: Motion to explore an educational kiosk and/or messaging along the Serpentine Walkway in Lummus Park to inform the public on natural resources in Miami Beach. Motion made by Michael DiFilippi, seconded by Richard Conlin.
