CARRIED Add: Special Events Permit – Batz Slo-Pitch Street Closure – Show & Shine In-Camera – Strategy Plus RES#87/05182010 (Dyck/Wiebe) MINUTES – MAY 4, 2010 "That we accept the minutes of the Regular Meeting of Council No. 7-2010 dated May 4, 2010."

CARRIED DELEGATIONS: Darryl Fehr, Little Tree Nursery Mr. Fehr spoke before Council to request approval from Council for his businesses application for Tax Relief. Mr. Fehr gave a brief history of how Little Tree Nursery was established in Martensville and outlined their future plans to diversify. Expansion plans to their site include a new shop, office and cold storage facility. Mr. Fehr feels that approval of Tax Relief would greatly assist their plan to move forward with expansion of The Little Tree Nursery. Presentation ended at 5:08

CARRIED RES#89/05182010 (Muench/Wiebe) COMMITTEE OF THE WHOLE "That we accept the Committee of the Whole Report No. 5 - 2010 dated May 11, 2010.”

CARRIED RES#90/05182010 (Muench/Dyck) RCMP COUNCIL REPORT “That we accept the RCMP Council Report dated May 7, 2010.”

CARRIED Council has requested the RCMP regularly patrol the parks including the Slo-Pitch Diamonds, Camp Kitchen, and Aquatic Centre. RES#91/05182010 (Muench/Wiebe) PUBLIC HEARING – BYLAW NO. 11-2010 “That we now recess the Regular Council Meeting to hold a public hearing in regards to Bylaw 11, 2010.”

Council requested Administration to look into putting a crosswalk at the corner of 1st Avenue North and 3rd Street North. RES#94/05182010 (Kostyna/Wiebe) EXPENDITURE APPROPRIATION "That we authorize Expenditure Appropriation No. 8-2010, in the amount of $301,255.33 as attached hereto and forming part of these minutes."

CARRIED RES#95/05182010 (Dyck/Wiebe) SPECIAL EVENT PERMIT/RICHARDSON PIONEER – REGINA OFFICE SOCIAL CLUB: “That we grant a Special Event Permit to Richardson Pioneer for a Slo-Pitch Tournament with Beer Gardens to be held July 24, 2010 at the Kinsmen Park Ball Diamonds, in accordance with their application as attached hereto and forming part of these minutes.”

CARRIED RES#96/05182010 (Wiebe/Muench) ADOPT BUDGET “That we adopt the 2010 Budget as attached to and forming part of these minutes.”

CARRIED RES#97/05182010 (Muench/Dyck) CITY MILL RATE “That a levy on all taxable assessments in the City of Martensville is hereby authorized for 2010 at the rate of 6.27 mills multiplied by the applicable mill rate factors as set out in Schedule “B” of the Tax Administration Bylaw No. 10-2004.”

CARRIED RES#98/05182010 (Muench/Wiebe) SCHOOL MILL RATE “That a levy on all taxable assessments in the City of Martensville is hereby authorized for 2010 at the rate of 10.08 mills for the Board of Education of Prairie Spirit School Division No. 206 as required under The Education Act, 1995.”

RES#99/05182010 (Wiebe/Muench) BASE TAX: “That we increase the base tax by $10.00 for a total of $335.00 for all taxable vacant residential properties; AND by $25.00 for a total of $670.00 for all other classes of taxable properties for the 2010 taxation year.”

CARRIED RES#100/05182010 (Wiebe/Dyck) AQUATIC FACILITY CONCESSION LEASE “That we accept the lease proposal from Jordan Trach and Russ Schneider for the operation of the concession at the Aquatic Facility for the lease price of 15% of gross sales.”

CARRIED RES#101/05182010 (Kostyna/Wiebe) MARTENSVILLE AQUATIC POLICIES AND PROCEDURE MANUAL “That we accept the proposed Martensville Aquatic Policies and Procedure Manual.”

CARRIED RES#102/05182010 (Dyck/Wiebe) SPECIAL EVENT PERMIT/BATZ SLO-PITCH TEAM: “That we grant a Special Event Permit to the Batz Slo-Pitch Team for a Slo Pitch Tournament to be held May 29th & May 30th, 2010 at the Kinsmen Park Ball Diamonds, in accordance with their application as attached hereto and forming part of these minutes.”

CARRIED RES#103/05182010 (Wiebe/Muench) TEMPORARY ROAD CLOSURE “That we approve the temporary road closure of Centennial Drive North from the South property line of A &W to 3rd Street North from 10:00 A.M. to 6:00 P.M. on Saturday, June 5, 2010 to host the A & W Show & Shine; And further that the City provide a marked detour route for businesses north of 3rd Street North.”
