OnechallengethatIbecameawareoffromworkingonthetaskforceis thatthefocusongatheringquantitativeor“bigdata”mightbecomeanobstacletotakingactionoraccomplishingthedesiredoutcomes.This happensbecauseit’s easytomeasurethingslikethepercentofplasticbottlesrecycled,butdifficulttoputthedataincontextsothatthenumbersthemselvesarenottheonlyconsiderationwhenmakingimportantdecis ions.Numbersdon’tnecessarilypointtoactionsthataddressthecomplexityofthes ituation.Manyenvironmentalscientists ,biologists ,etc.suchasmyselfrelyasmuchon“warmdata”asharddatatoaddress“wickedproblems.”WarmDataincludecontextualandrelationalinformationaboutcomplexsystemsthatarenoteasilyquantifiedbutdomatter.Warmdatatakesintoaccountthemanyinterrelationshipsandinteractionsthatcoexistinanycontextinvolvingtheenvironment.Forexample,askingforanordinancerequiringthatallres identsinGoldencomposttheirfoodandyardwastewillnotmakeeconomicsenseorgathercitycouncilorcommunitysupportifjustrelyingoncostdata(howmuchitaddstotheirmonthlybill)orthelengthoftimedoingsoextendslocallandfillcapacity.However,therearemanyotherbenefits .There’s theimmediatereductioninmethaneemiss ionsfromlandfills .Andiftheloopis closed(circulareconomy)andthecompostis returnedtoGoldenforuse(orevenappliedelsewhere),applyingcompostasasoilamendmentimprovessoilqualityandstructure,improveswaterinfiltrationandretention,increasesthesoils abilitytocapturecarbonthreefold,controls erosionandsedimentation,reducestheneedforchemical(i.e.foss ilfuelgenerated)fertilizersandpesticides,cutsnonpointsourcepollutionfromchemicalfertilizersandpesticides,helpsmaintainwaterquality,andgeneratesjobs.AccordingtotheInstituteforLocalSelf Reliance,onaper tonbasis ,

compostingsustainsfourtimesthenumberofjobsandlandfillorincineratordisposalandrepresentsplace basedindustriesthatcannotbeoutsourced(ILSR,July2014,StateofCompostingintheUS).Payinganextra$6 $10canbemorepalatablewhenconsideringtheseotherbenefits .AsecondchallengethatI’veobservedis gettingmomentumgoingfortheboard’s educationinitiative:“Increaseourcommunity's awarenessofandencouragecommitmenttoactivelytakepartinsustainabilityasapublicvaluethatsupportscultural,economicandenvironmentalhealthforallcitizens.”Thefirstgoaltocreateeffective,ongoingtwo waycommunicationthatinforms,educatesandinspirescommunityinvolvementincity widesustainabilityefforts is actuallyquitedifficulttoimplement.Icansaythatfrombeinginapositionthatrequiredthoseefforts for14years.It’s averytimeintensiveprojectandhardtodowithlimitedstaffandresources.Itrequiresbuildingacadreofwell trained,committedvolunteers.Thereis definitelycitizeninterestinsustainability.Peopleofvariousagesshowedupinmassforthevis ioningexerciseafewyearsbackandthecurrenttaskforcecommitteesseemtohavealotofsupport.Thekeytoharnessingthis interestis toengagepeopleinawaythatis fun,andthatplaystotheirpassionandpurpose.Volunteersneedtofeelvaluedandthatthetimetheyaregivingis meaningful.Ratherthanaskingforone timevolunteerstoseparatetrashatacommunityevent,thereneedstobeamenuofopportunitiesthatbuildsonandsharesvolunteerknowledgetokeepthemengagedandactuallychangethe“culture”regardingsustainabilityissues.Volunteersdon’tjustwanttodomenialtasks.Theywantalotofresponsibility,that’s exactlywhatthey’rethereforandwhatcreatesaloyalvolunteer.Again,Iknowfromyearsof(sometimespainful)personalexperiencethatit’s hardworktomanagevolunteers,but…andI’mjustputtingitoutthere…somethingIwouldbewillingtovolunteertodounderdirectionoftheSustainabilityAdvisoryBoardandSustainabilityCoordinator.


Onenewprogram,whichcouldbecalledtheGoldenCommunityCompostingandCarbonFarmingInitiative.WhilethewastereductionwouldbesmallandjustpartofwhatGoldenistryingtoachievethroughpassinganordinanceforcompostcollection,theeducationalandcommunityengagementcouldbuildsolidsupportfortheordinance.IfIwentouttodayandasked100Goldencitizenswhattheythoughtaboutcarbonfarming,I’msureIwouldget99blanklooksandpossiblyoneinformedanswer.Itis notcommonknowledgethathealthysoilssequesterthreetotentimesasmuchasdegradedsoils ,orthatcommerciallyappliedfertilizersactuallydestroysoilandresultinmorecarbonemiss ion,andtherunofffromnitrogenbasedfertilizersdestroyourlakes,riversandoceans,creatingvastswathsofmarinedeadzones.Also,healthysoils makefornutritious,healthyproduce.So,iftheprogramcouldstartwiththecommunitygardensandperhapstheschools (there’s alotofresearchavailableaboutschoolgardensandhowtheyenhancelearningandschoolatmosphere),there’s awaytodemonstratethesoiltosoilcycleandmakecompostingfunand“cool”inGolden.TherearegrantsavailablethroughtheColoradoGardenFoundation,TheAmericanHeartAssociation(TeachingGardensNetworkGrant),AnniesGrantsforGardens,CaptainPlanetFoundation,ProjectLearningTree,SeeMoney,SeedsofChange,andtheWholeKidsFoundation.I’mthinkingwecouldutilizesomeofthestrategiesalreadybeingpilotedinBoulder(throughEcoCyclescompostprogram,informationfromDanMatsch).TheprogramwasanefforttoreplicatetheMarinCarbonProjectintheRockyMountainwestandtoseeifcarbonfarmingworksinanurbanenvironment,inres identialyardsandgardens.Currently,thepilotlookspromis ingandtheyhavedevelopedresourcesforotherstryingtodoas imilarproject.AnothervoluntaryprogramthatthecitycouldhelpincentivizewouldbetheGoldenGreenRestaurantInitiative.ThecitycouldencouragelocalrestaurantstogetcertifiedthroughtheGreenRestaurantAssociation.Foundedin1990,TheGreenRestaurantAssociation,aninternationalnonprofitorganization,haspioneeredtheGreenRestaurant®movement,encouragingrestaurantstogreentheiroperationsusingtransparent,science basedcertificationstandards.TheGRAhelpsrestaurantstobecomemoreenvironmentallysustainableinEnergy,Water,Waste,Food,Chemicals ,Disposables,andBuilding.EachGRAobjectivestiedirectlyintothegoals setbytheSustainabilityBoard.Areaswherethecitycouldhelprestaurantswouldbewasteoilcollection/compostcollection,recycling,andtheuseoflocallygrownproduce.

Forexample,somerestaurantsmightuseafreecookingoilrecyclersuchasAspenOil.Unfortunately,forfreeoilcollection,mostrestaurantsneedtohaveanoutdoorstoragetankwhichis hardtosetup,useininclementweather,etc.MaybethecitycouldnegotiatewithDarPro,thelargestcookingoilrecoverycompanyinthestate,togetabulkdiscountforparticipatingGoldenrestaurants.Theynotonlycollectusedcookingoilandmeatbyproducts,theycleantheircustomersgreasetraps,lesseningtheriskofkitchengreasefires.Theythenmakebiofuels andanimalfeedandproducefats,oils ,andfattyacidsthatareusedtomanufactureavarietyofeverydayconsumerandindustrialproducts:soaps,solvents,paints,plasticsandmore.Likewisethecitycouldnegotiateforagoodrateforrecyclingbins/dumpstersforrestaurantswiththesamehaulersthatpickupres identialrecycling.Thecitycouldalsoencouragerestaurantstouselocalfoodproducers(likeGOFARM)tosupplysomeoftheirproduceandanimalproducts.Whileallofthis wouldhavetobevoluntary,itwouldhelptopromotethegoodworkoftherestaurantsthattakethis on listingtheiraccomplishmentsintheInformerandotherpublications,andmaybehavingaGreenRestaurantDay.ThethirdideaI’dliketoputforwardwoulddefinitelyinvolvezoninganddevelopmentandtheplanningcommission.Golden,likeallofthecommunitiesontheFrontRange,is growingandthereis alackofaffordablehousing.This is notaneasyissuetoaddress,butitdoesintersectwithsustainability.I’verunintomanyindividuals inGoldenwhoareinterestedinconstructingandlivinginTinyHouses.Unfortunately,thereis noplaceto“place”thesehomes.Iwouldencouragebothcitystaffandcitycounciltolookatordinanceswhichmightallowthesefolkstoparktheirhomesinthebackyardsofexistingpropertyownersorhaveadesignateds itethatthesehomesmightbeallowedtooccupy,whetheramobilehomecommunityoracampgroundwithhook ups.This mighteasethefinancialburdenofbothexistinghomeownersandaspiringhomeowners.Sincethesehomesrequirefarlessenergy,andifthehomeshavelittlevisualimpact,itmightbeawaytocreatesustainable,affordablehousing.

1.Oneofthegoals oftheCityofGolden’sSustainabilityStrategicPlanis toensurewithintenyears90%/50%ofallnewbuildings/remodelsinGoldeneachyeararebuilttogreenbuildingstandards.ImplementingenergyefficiencyinitiativesinaneconomicalwaysoastonotnegatetheCity’s economichealthefforts posesarealchallengetotheCSAB.Startupstodayfacetheuphillbattleofrais ingenoughinvestmentfundingtostartorgrowtheirsmallbusinesses.Inadditiontolimitedfunding,thefinancialburdenofmeetinggreenerbuildingcodesincreasesthevulnerabilityofthesefragilebusinesses.Furthercompoundingtheissue,thecostoflos ingabusinessis notjustfeltattheindividuallevel localandstateagenciesalsobeartheeconomicburdenintheformofincreasedunemployment,lowerwagesandincomes,anddecreasedeconomicactivity.Thus,itis inthebestinterestofGolden’sdecis ion makerstoapplyasocioeconomiclenswhenpursuingclimatechangeinitiativesbyensuringthatenergyefficiencypoliciesdonotcounteracttheCityofGolden’seconomichealthstrategies.

2.Oneofthegoals oftheCityofGolden’sSustainabilityStrategicPlanis toreducethecommunity’s totalVehicle milesTraveledby15%intenyears.GivenGolden’scurrentpublictransportationofferings,reducingVMTby15%by2025posesarealchallengetotheCSAB.Golden’sonlycommuterraillinkis theJeffcoLightRailStation,whichis almost3milesawayanduphillfromthedowntownarea.This discouragespeoplefromwalkingorbikingtotheRTDstation,forcingmanycommuterstoresorttodriving.Infact,a2017studybyDataUSAfoundthat69.4%ofworkersdrovealone,followedbythosewhoworkedathome(10.5%)andthosewhowalked(9%).Thesestatisticsdemonstratethatlessthan10%ofGoldenres identsrelyonpublictransportationforgettingtowork.Furthermore,this pointstotheneedfortheCityofGoldentoimproveits publictransportationoptionsforits workingclass(whichmakeup61.8%ofGolden’spopulation)andrepresentsarealchallengetoachievingtheCity’s sustainabilitygoals .

beforeIevenwentintotransportation,IhadafascinationwithfindingoptionstogetfromPointAtoPointB,andhowtheprevalenceorlackofthoseoptionsimpactslivability.


IthinkthetopchallengetheMobilityandTransportationBoardis facingrightnowis howtoestablishitselfasadecis ion makingentitywithtrueinputinrelationshiptootherboardsandCitydecis ion makingprocesses.Giventheboard’s relativelyshorthistory,itseemslikeitspositionandroleinGolden’slocalgovernmentstructureis stillbeingdefined,andadditionalworkwillneedtotakeplacefortheboardtohavemoresayintransportation relateddecis ions.

Secondly,Iknowmanyplans,policies,procedures,andguidelines(suchasthetransportationmasterplan,pedestriancrossingguidelines,andtrafficcalmingguidelines)areeitherrecentlycompletedorcurrentlyunderdevelopment.Theboardwillneedtoproactivelyworktohelpstitchtheworkthathasgoneintothesetogetherintoawell functioningplatformformakingdecis ionsandimprovementstoGolden’stransportationnetwork.Alistofnewbutdistinctprograms/plans/policieswillnotleadtoacohesivetransportationsystemwithoutclosemonitoringandovers ightfromaCity wideperspective.

Lastly,andmaybenotatopchallengebutanovelone,IseetheonsetofsharedmobilityandmicromobilityspreadingtoGoldeninthenearfuture.Carefulforesightratherthanreactionarythinkingcanhelpeasethestrainthesesystemscouldputonourtransportationnetworkandoperations.


DirectinvolvementwiththeMobilityandTransportationBoardwillgivemeadditionalcontextonhowtobestaddressthetopchallengeIidentified.Soaddressingtherelatedsecondchallenge(stitchtheworkthathasgoneintopreviousplanningefforts togetherintoawell functioningplatformformakingdecis ionsandimprovements),itwouldbeworthconsideringasubcommitteeorprojectthattheboardcouldundertaketohelpfurtherdevelopaformal,structuredprocessfortransportationdecis ion makingonapolicyandprojectlevel.Adocumentthatlists howplans,policies,procedures,andguidelinesrelatetoeachotherandtheboard,andhelpsguideaprojectorrequestthroughtheapplicabledocumentsmayhelpalleviateCitystaffworkloadandclarifytheboard’s roleintheprocess.Fromanouts ideperspective,this isbeingdoneonamicro levelwitheachplan(watchingtheboardworkthroughtrafficcalmingprioritization,forinstance),butless soonamacro level.Duetotheageoftheboardandtherecentpushforrenewalordevelopmentoftransportation relatedplansanddocuments,thisseemsliketheidealtimetoformalizebroader levelprocessesanddefinetheboard’s roleintransportationchangeinGolden.
