Facility Reservations Many of the City’s park facilities can be reserved for special events such as family reunions, birthday parties, company outings, etc. Detailed information on the City’s outstanding recreational facilities, as well as the Facility Reservation Policies, can be found on the Parks and Recreation website.

Cancellation/Refund Policy At times, it may be necessary to cancel a scheduled event due to inclement weather. Cancellation decisions will be made by 4:30 pm on the day of the event and posted on the cancellation hotline (592-3195). If it becomes necessary to cancel an event after 4:30 pm, a Parks & Recreation staff member will make that decision at the event.

If an event is cancelled due to inclement weather, no refunds will be given. Events will be rescheduled whenever possible. In some cases, participants will be given the option of applying all or a part of their registration fee to a future program.

Program Sponsorship Team sponsorships and program sponsorships are extremely vital to the success of all of the Parks & Recreation programs. With the support of local businesses, we are able to continually offer quality recreational opportunities to the citizens of Fulton. By participating in the Parks and Recreation sponsorship program, businesses are able to show their support for the community while receiving valuable publicity and advertising at the same time. For more information on how your business can become a sponsor, please give us a call at 592-3190.

Occasionally, the Fulton Parks & Recreation staff may photograph or videotape participants enrolled in programs, events, classes, or enjoying Fulton’s Parks & Recreation facilities. These photographs may be used for Parks and Recreation publications, flyers, program guides, TV programs, website, or advertisements. All photos and videos are for Parks and Recreation use and become the sole property of the department.

Dear Citizens,

Over the past 10 years, the City of Fulton has made several park improvements such as the Memorial Park renovation, the Splashpad, Stinson Creek Creek Trail additions, the Dog Park, the Disc Golf Course, the addition of new Shelters and playground equipment, etc. All of these improvements were done to make Fulton a better place to live and improve the quality of life for its citizens. Over the last 9 months, the Park Board has been working on a new Parks and Recreation Master Plan to help determine what the vision for the next 10 years needs to be. As part of that process, the Board reviewed past Master Plans, conducted surveys, and gathered citizen input. They discovered that many of this community’s recreational needs and demands are the same today as they were 30 years ago. There is a strong demand for more indoor recreational and/or meeting space. Interest in youth sports is growing, and there are demands for better sports facilities such as 5-field baseball/softball complex where a family can watch all of their kids play ball in one central location. The City Pool is 33 years old and nearing the end of its functional life. The community has expressed interest in having a more modern, family-friendly aquatic center that is more centrally located, possibly in Veteran’s Park. The Park Board also identified close to 30 smaller projects that would improve our park facilities. The challenge with developing a master plan is finding the resources to implement these necessary changes.

In an upcoming election (possibly April), the City will ask the citizens to consider a 1/2 cent sales tax increase for Parks and Recreation, as well as Storm Water improvements. The proposed Parks project plan will include a variety of major projects such as a new Community Center and new Outdoor Aquatic Center, a 5-Field Baseball/Softball Complex, Stinson Creek Trail additions, and the development of Tennyson Road Park. In addition, there are several other minor projects in the plan such as additional playgrounds, splashpads, batting cages, restrooms along the trail, a veteran’s war memorial in Veteran’s Park, just to name a few. Many of these proposed improvements identified in the Master Plan will keep citizens from having to travel to other towns for recreational services and opportunities. Many of the recreational amenities will attract visitors to our community who will spend money at local businesses, helping to boost our economy. Also, a portion of the sales tax will go toward stormwater improvements such as curbs, gutters, and sidewalks. Currently, over 40%, or roughly 32 miles, of Fulton’s streets are without curb and guttering. This sales tax would allow for a variety of improvements that will, in some way, benefit the majority of the citizens.

As you consider the City’s proposed Park projects and make your decision on the sales tax issue, I ask you to consider two things: 1) What would this City be like today if the leaders from 40-50 years ago made no improvements to this City?, and 2) What will this City be like in 40-50 years if we decide to make no improvements?

Our goal as a society should be to make the world we live in a better place for current and future generations. A Parks & Recreation/Stormwater Sales Tax will give us that opportunity.

Sincerely,

Clay Caswell Director of Parks & Recreation

Trout Fishing Season

The Fulton Parks & Recreation is excited to announce an amazing winter Trout Fishing opportunity right here in Fulton! The

Missouri Department of Conservation (MDC), in cooperation with Fulton Parks & Recreation, has arranged to stock rainbow trout in Veterans Park Lake this winter. This program is part of the Community Assistance Program (CAP). The CAP is designed to provide more and better local fishing opportunities. The cost of stocking trout in Veterans Lake will be evenly divided between MDC and Fulton Parks & Recreation. About 800 rainbow trout will be stocked in the lake around November 1st. Most of the fish being stocked will be 10-13 inches long and weigh about 3/4 pound. Some larger trout (up to 6 pounds) will also be released. The following special regulations will apply to Veterans Park Lake:

All trout must be released unharmed from November 1 to January 31.

During the catch and release period, only flies, artificial lures and unscented soft plastic baits may be used.

After January 31, trout may be kept with a daily creel limit of 4 per day.

Anglers age 16-64 must possess a valid fishing permit.
