The City of San Marcos is kicking off a#DiscoverSanMarcos photo scavenger huntMonday, Aug. 29 through Sunday, Oct. 30.Visit local parks, trails, facilities, activitiesand events to receive participation souvenirs and a chance to win gift cardsand a WinCo shopping spree valued up to $500.

Designed to encourage residents todiscover the variety of recreation places and programs that the City has to offer, the #DiscoverSanMarcos scavenger hunt asks participants to take photos at a variety of pre-determined locations. Participants are encouraged to post the photos to social media and tagimages with the hashtag #DiscoverSanMarcos along with a location-specific taglisted on the scavenger hunt photo log. Here’s how it works:

Two years ago, San Marcos joined the four other State Route 78 Corridor cities – Carlsbad, Escondido, Oceanside and Vista— in launching Innovate 78, a regional economic development initiative.Designed to boost economic prosperity and innovation through regional

collaboration, Innovate 78 is an unprecedented agreement among the five partner cities to collectively promote the 78 Corridor as a magnet for talent, companies and investment. North San Diego County is home to a wide array of businesses that specialize in

City adopts $69 millionbalanced budget

The San Marcos City Council on June 14 adopted a $69.3 million General Fundbudget for Fiscal Year 2016-17, which began July 1. The General Fund pays for servicessuch as fire protection, law enforcement, street and park maintenance, recreation, landuse planning and general administration.“The City’s budget continues to recognize the values that make San Marcos thrive,”

said City Manager Jack Griffin. “Through continued partnership with the community thatwe serve, the City will continue to be a leader in effective municipal governance and maintaining its high quality of life.”Overall, the City’s finances remain steady and the budget

for the new fiscal year supports the policy to maintain cash reserves at a minimum of 40 percent of General Fund operating budgeted expenditures.Despite the mixed pace of economic recovery, the City has

benefited from moderate revenue increases. Sales and property taxes account for 50 percent of General Fund revenues. Sales tax is expected to remain flat for this fiscal year and property taxes are estimated to grow by more than five percent. “As national economic activity remains slow and fiscal

challenges continue for all levels of government, San Marcos is positioned well and has maintained a conservative fiscal approach moving forward,” said Griffin.The new budget sets aside 3.1 percent – more than $2 million –

of the General Fund for long-range maintenance of city buildings, roads and sidewalks, lighting and storm drains, parks and landscaping, and equipment and vehicle replacement. As San Marcos continues to grow towards buildout, it becomes increasingly important to maintain existing infrastructure.All budget documents are available on the City’s website,

The San Marcos City Council in June also approved a $197.2 million, five-year capital improvement program (CIP) that lays the groundwork for several building projects. Theplan also accounts for street improvements, traffic congestion relief, flood control measures,park development, and major equipment purchases. Some of the planned projects within the

approved CIP spending plan include:

Protect your home thiswildfire seasonWarmer weather and dried out vegetation mean wildfire season is

here. San Marcos residents are urged to prepare their families andhomes now against wildfire threat.The region’s wildfire risk actually has increased, according to

San Diego County fire officials. Despite an underwhelming El Niño season, enough rain has fallen to sprout thicker-than-usual wild grassesand weeds in open spaces – growth that serves as “fuel” for wildfires.The San Marcos Fire Department is asking residents to ensure they

have maintained at least 150 feet of defensible space by removingdead trees and overgrown vegetation from around their homes. This work should be done safely, during early morning or early

evening hours, prior to the heat of the day. Fueled equipment such asweed eaters and lawnmowers should be equipped with spark arrestorsand avoid striking rocks with metal cutting blades. For more information on creating defensible space and preventing

In recognition of National Fire Prevention Week, the San Marcos Fire Department invites you, your family and friends to the San Marcos Fire Department Open House.The free event will give the community an opportunity to visit

a local fire station, participate in interactive demonstrations, and talk with firefighters to learn more about the San Marcos Fire Department and fire safety.For event details, please visit www.san-marcos.net.

Here are some tips to help prepare homes and property:

• Clear all dead and dying vegetation 150 feet away from all structures.

• Cut back tree branches at least three feet away from roof edges and chimney outlets.

• Limb up tree branches so they are at least six feet above ground level.

• Store firewood at least 30 feet away from a home.• Landscape with fire resistant, drought tolerant plants.• Find alternative ways to dispose of landscape debris such

as chipping or hauling away to a green waste facility.

Earlier this year, multiple agenciescame together in San Marcos for anactive shooter drill hosted by California State University San Marcos.Due to the increase of active shootings and tragic events takingplace across the country and world,CSUSM and the City of San Marcoshave made it a priority to ensure thecampus community is well preparedfor an active shooter emergency.“The safety and welfare of the

community is our highest priority,” said Sheriff’s Captain Mike McClain. “While it is a situationwe hope to never see, the drill allows us to assess our emergency response so we are prepared for this type of incident.”The drill, which took place in the University Student Union, included front line hospital

staff as well as law enforcement and first responder agencies. “This exercise gave our North County emergency responders a unique opportunity to train

as a team and learn where we need to improve,” said San Marcos Fire Chief Brett VanWey. “It is where we uncover holes in procedures and plans while strengthening interagency coordination.”Participating agencies included the San Marcos Fire Department, San Diego County

Sheriff’s Department, City of Escondido Fire and Police Departments, North County Fire, Deer Springs Fire Protection District, Vista Fire Department, Oceanside Fire Department,Carlsbad Fire Department, Pala Fire Department, Palomar Hospital, Scripps Memorial Hospital Encinitas, Scripps Memorial Hospital La Jolla and Rady Children’s Hospital. Severalprivate ambulance operators also participated.

San Marcos site of multi-agencyactive shooter drill

The City of San Marcos, in partnership with Palomar College, will be sponsoring a tuition free, ten-partCommunity Emergency Response Team (CERT) training series on consecutiveSaturdays and Sundays beginning Sept. 3. CERT training includes courses in disaster preparedness, fire safety,

terrorism, basic disaster response skills and disaster medical operations. The training prepares individuals to tend to themselves and their family members, neighbors or coworkers during crisis events. Culminating in a disaster response scenario, successful CERT graduates

will receive a certificate of completion in the non-credit Palomar Collegecourse and an invitation to join the San Marcos CERT team. CERT team members are issued equipment kits and attend periodic Saturday morningtraining refresher sessions and participate in rescue drills with the San Marcos Fire Department. Together, the San Marcos CERT team and an educated community will be a vital piece to the survival and recovery of our region in the

Median landscapes to transform into

drought-tolerant designsWater-wise is the long-term way to be

Vallecitos WaterDistrict endsrestrictions onoutdoor wateringIn July, the Vallecitos Water District’s Board of

Directors voted to rescind mandatory drought restrictions and move to voluntary conservationmeasures under its “Level 1 Drought Watch.” Vallecitos customers may now irrigate any day ofthe week with no limit on the number of wateringdays. They may also irrigate their landscapes aslong as necessary. At the same time, the Board adopted a new

ordinance that permanently prohibits certainwasteful practices such as running sprinklersafter it rains, allowing irrigation run-off, and hosing off hardscapes. These apply to all customers at all times, regardless of droughtconditions.The District’s action was taken in response to

the State Water Resources Control Board endingwater use reduction mandates and allowingwater agencies to set their own water use targetsbased upon local water supply conditions. Athorough analysis determined Vallecitos has sufficient water supplies for its customers, even if drought conditions continue for the next threeyears. This is due largely to its customers whosaved 25 percent since June 2015 and the availability of a portion of the District’s waterfrom the Carlsbad Desalination Plant. For more information, visit

Even as drought conditions improve, the City of San Marcos recognizes that water-wiselandscape practices are essential in preservingresources for future generations. To save water,turf grass parkways and center medians withinthe Santa Fe Hills neighborhood along Las Posasand Borden Roads are being converted intodrought-tolerant landscapes.Instead of intensive, high maintenance

ornamental turf, residents will see a drought- tolerant plant palette that takes aesthetic quality, reduced water consumption and maintenance requirements into consideration.The project includes the removal, replacement

and repair of sidewalks along Las Posas Roadbetween Mission Road and Avenida Leon alongwith the renovation of a decades-old irrigationsystem to maximize water savings through the installation of a more efficient drip system.Invasive trees along the Las Posas corridor

will be removed in preparation for the water-wise planting plan. In keeping with the “Right Tree for the Right Place” philosophy, non-root invasive and water-wise tree species will be planted. All trees removed during the project will be replaced on a one-to-one ratio. By transforming the landscaped area, the City expects to reduce water use by

nearly 50 percent while trimming down on landscape maintenance costs for fertilizers,weed control and labor.The $600,000 project, expected to be completed by January 2017, will reduce

Water-saving sprinklers installed in San MarcosThe City’s Public Works Department installed more than 3,000 new water-saving rotator nozzles since 2014 in turf areas and medians throughout

San Marcos while maintaining its use of recycled well water for irrigation. These new nozzles – manufactured by San Marcos’ own Hunter Industries –are multi-trajectory and have a rotating stream that applies water more slowly and uniformly than conventional sprays and rotors. Additionally, the City is installing 30 new SMART controllers across nine acres. The new controllers will enable the City to make real-time

adjustments to irrigation schedules based on hourly weather information to avoid water waste.These efforts combined with other aggressive water-saving measures resulted in more than a 35 percent water reduction for city-landscaped

PavingRancho Santa Fe pavement makeover to continue through fall

After completing significant pavement rehabilitation throughout the City this summer, motorists traveling through San Marcos will continue to see crews working along Rancho Santa Fe Road as part of an extensive pavement makeover.

“We appreciate continued patience from motorists, businesses and schools during these important roadway repairs,” said City Manager Jack Griffin. “The temporary inconvenience paves theway for lasting improvements to traffic safety that we know is a priority for residents."The $3 million facelift of Rancho Santa Fe Road from State Route 78 to Lakeridge Drive to restore

the roadway and extend the life of the driving surfaces is expected to be finished by early winter.Some portions of the roadway will require pavement removal and replacement, while other segmentswill need surface grinding prior to the final pavement overlay.Residents and businesses directly affected by the street restoration will receive notice of scheduled

work. Road repair work will primarily take place during daytime hours and traffic delays are anticipated.During construction, businesses will remain open and street restoration work will be coordinated

New California organicrecycling law for 2016A new California organics recycling law that

went into effect in April requires businesses andmulti-family complexes of five or more units to

recycle their organic waste.That means food waste,green waste, landscapeand pruning waste, nonhazardous woodwaste and food-soiledpaper waste that is mixedin with food waste.

The new law goes into effect in three phases:

• April 1, 2016: Businesses generating eight cubic yards of organic waste per week.

• January 1, 2017: Businesses generating four cubic yards of organic waste per week.

• January 1, 2019: Businesses generating four cubic yards of solid waste (trash) per week.

The City of San Marcos and EDCO waste disposal company will be working closely withfood waste generating customers to meet the newstate requirements using a three-pronged approach:prevention of food waste, donation of edible food,and collection of non-edible food. Cal State San Marcos tocelebrate grand opening of The Sports Center

Fall is in the air at Palomar CollegePalomar College is full of opportunities for students this fall to take classes that can help them transfer to universities, sharpen skills, explore new

subject areas, or move them closer to their career goals. Fall semester classes begin Monday, Aug. 22. Enrollment is open through the beginning ofthe semester. A number of sections are offered during the day and evening to accommodate

students’ work schedules and family needs. Other class formats include Online, Fast Track and Late Start. In addition to the San Marcos campus, Palomar College offers classes at the Escondido Center, and education sites at Camp Pendleton, Fallbrook High School, Mt. Enrichment Classes

A full refund of class fees, less a $5 cancellation fee, will be granted if the refundrequest is made before the first day of class. A prorated refund of class fees, less a$5 cancellation fee, will be granted if the request is made before the second classmeeting.

Students who transfer from one class to another will be charged a $5 transfer fee. Ifa student transfers to a class taught by the same instructor as the original class, notransfer fee will be applied.

The grand opening of Richmar Park is scheduled for Thursday, October 13 at5:30 pm. The free event will feature a dedication ribbon-cutting, lawn games anda movie-in-the-park presented on a giant inflatable screen. Food and beverageoptions may be provided for a nominal charge. Guests are encouraged to carpooland bring chairs or blankets for lawn seating.Taking just six months to complete, Richmar Park is a 1.8-acre park that

These parks provide a safe place for four-legged family members to run and play; however, dogs mayonly be off-leash in these designated areas. Leashesmust be used when walking dogs on trails or in parks.“Safety is our main concern,” explained Community

Services Director Buck Martin. “Dogs that run free inparks and on trails may encounter rattlesnakes, opossum, mountain lions or poison oak.”Keeping your dog on-leash in parks and on trails

also prevents disturbance of wildlife in habitat areasand limits personal liability.Perhaps most importantly, it is the law and dog

Reservations are required for groups larger than 50 or groups of any size that will be having a jump house. Groups with less than 50 people are encouraged to make reservations in order to securepicnic shelters. Reservations must be made at least two weeks in advance and are available to resident and non-resident groups andnonprofit organizations during normal park hours. Group areas can accommodate from 50 to 200 people. Fees are based on a two-hour minimum. Additional time may be reserved in one-hour increments. Additional fees apply for groups larger than 50.

Reservations do not include exclusive use of any other park amenities, including sports fields. Sports field reservations must bemade through staff at the Corky Smith Gymnasium.
