I. Call to Order

Chair Sorenson called the meeting to order at 4:37 p.m.

II. Roll Call Answering roll call were Commissioners Amlaw, Chandler, Fram, Johnson, Rubin, Sorenson, Stemmler, Suckow, Westlund; Student Commissioners Anand, and Shen Staff present: Parks and Recreation Director Perry Vetter, Assistant Recreation and Facilities Director Tracy Petersen, Art Center General Manager, Susan Tarnowski, and Centennial Lakes Park Assistant Manager, Laura Fulton

III. Approval of Meeting Agenda Motion made by Chandler to approve the agenda. Motion seconded by Westlund. Motion carried.

IV. Approval of Meeting Minutes Edits to the minutes were provided by Amlaw and Chandler. Motion made by Rubin to approve the August 26, 2021, corrected minutes. Motion seconded by Amlaw. Motion carried.

V. Special Recognitions And Presentations

Commissioners welcomed new Student Commission Reeya Anand. Continuing Student Commissioner Tiffany Shen was also recognized.

VI. Community Comment

Dick Crockett, Edina Foundation, donated copies of the newly published book Nick Legeros: sculpting a life by Karin Winegar. He also:

• Explained his role in the City’s earlier Public Art Committee • Described the role of the Edina Foundation in the acquisition of public art pieces • Gave a brief history of the Foundation and the projects it has supported Commissioners expressed thanks for his continuing interest in the arts in Edina. Director Vetter commented that the books would be added to the Oct. 5, 2021 City Council agenda for acceptance.

VI. Reports/Recommendations

A. 2021 Work Plan Updates Initiative #1 – Commissioners Fram and Stemmler reported • There has been one new submission to the virtual gallery • Some performances recorded at the Nolan Mains events still need to be uploaded

• Booth at the Fall Into the Arts Festival began to bring virtual art into the physical space • Good feedback reported on the virtual gallery video developed by Stemmler Initiative #2 - Commissioners Fram and Stemmler reported

• Next step in marketing is to review analytics around various strategies • Request to take marketing poster for the virtual gallery to high traffic businesses

Initiative #3 - Commissioner Rubin Reported • Overview of initiative given • The draft report should be submitted as a memo for next meeting for vote or

consensus • Staff Report will be written to accompany a submission to Council

Initiative #4 – Director Vetter reported

• Consultant has completed interviews with: Northern Clay, Artistry, Minnetonka Center for the Arts, White Bear Lake Center for the Arts, and the Fired Up Studio

• Consultant has all info that staff had been asked to provide in a digital format • Consultant visited available sites in Edina and the Art Center • Process: determine programmatic elements and then look for a site • Next steps: dates to meet with Commissioners for this initiative

B. 2022 Work Plan Development

• Director Vetter commented on the information in the packet: a narrative and the formatted workplan that will be submitted to Council

• Vice Chair Rubin described the importance of the development/approval process of commission workplans: What should happen in the City? What do we want to dedicate time towards? Do we have the bandwidth – resources, staff, commissioner time and desire to pursue? Big picture: ACC chapter in the City 10-year plan

• It is an iterative process among commissions, staff, and Council • Review and comment on draft workplan

Initiative #1 Discussion • Mandela project: digital art, parks, EHS student involvement • Spiritual aspect to creation of a Mandela – appropriate consultant? Progress Q1: Staff provided an update on the results of the City Council retreat. Next steps are for staff to establish a scope and roles for the process to provide an alternate space for pottery use and continue to decentralize classes until a long term solution to programming space is found, possibly at the Braemar Park area. Commissioner assignments updated. Group met on June 3 with the staff and consultant. Progress Q2: Consultant is continuing research and market analysis. This includes a financial budget history, memberships and registration analysis. Staff will reconvene assigned members as consultant pulls together final conclusions. Action Requested: Acceptance of report leading to steps taken by Council and Staff to implement Best

Practices.

Situation:

Recently, the Arts and Culture Commission (ACC) created the first ever Arts and Culture Section of the

ten-year Comprehensive Plan. Key elements of the Plan stated:

Edina will be known as a community that embraces arts and culture, weaving it into all aspects

of daily life.

The experience of living in Edina will be integrated with art, culture, expression, and creativity.

Edina will have significantly increased the number of people who appreciate, engage with, and

create arts and culture.

Arts and culture in Edina will be accessible and inclusive on all members of the community,

playing an important role in building bridges to create stronger, more collaborative, and diverse

communities.

As the ACC examined the steps required to bring this vision to fruition, it became clear that the City is

lacking certain processes, procedures and organizational structure. This Work Plan Initiative was put in

place to help the City determine next steps.

Background:

This initiative came directly from ongoing conversations between the ACC and City staff. There was

clearly a desire from both the City and the ACC to find a solution to how best increase the presence and

impact of Public Art as it pertains to new buildings, parks, public spaces and other developments.

In conversations with the Edina Economic Development Office, we learned that there is no formal policy

or procedures in place with private developers. Nor are there procedures in place to ensure that public

developments contain appropriate Public Art elements.

In discussions and review of materials from other Hennepin County communities, local consultants, and

art gallery operators, we compiled insights and Best Practices.

Additionally, the ACC had participated in the Pentagon Village Public Art process. This development

made a commitment to the Planning Commission and City staff to create a formal process for Public Art

of a certain dollar amount. They hired an external consultant to manage this process. The process

included:

Creating an advisory board of neighbors, artists, an ACC commissioner and interested parties.

Objectives were set

RFPs sent out

Screening of all applications

Interview of first round competitors

Finalists selected

Submissions reviewed

Final selection made

Additionally, we learned about the importance of private support for Public Art and the possible positive

impact of creating a separate 501c3 to supplement the city’s activities.

Assessment

Edina continues to be a community of significant development. New office buildings, large scale multi-

family residences and new green spaces are constantly being added to the City. To stay true to the ten-

year plan, the City needs to formalize its approach to Arts and Culture in regard to these new buildings,

parks, public spaces and other developments.

Other nearby competitive communities have instituted processes and procedures to make this possible.

Edina needs to improve our approach to large developments to make the City a leader in the area in

terms of quality of life, quality of workspace and quality of entertainment and recreation.

Recommendations

The ACC recommends the following Best Practices with an eye to their acceptance into the City

development processes.

1. Clear objectives – scope and role of Public Art

Include all developments – commercial or public

Existing Public Art – Ensure conservation and maintenance

Define Public Art – more than traditional sculpture and painting
