As the end of another year draws near, we look to 2015 with renewed confi dence and cautious optimism about our future. The economic downturn of the past fi ve or six years was unprecedented in Daly City’s history. Rising costs and shrinking revenue hung over the City like a menacing dark cloud. Year after year, the City Council struggled to balance budgets while striving to preserve basic government services – including public safety (police and fi re), street maintenance, libraries, parks, and community centers. Although we still face serious fi scal challenges in the coming months and years, we are poised for economic recovery and greater long-term stability. While Daly City may never achieve the wealth of some of our neighboring cities, we have made strides in improving our local economy while on our quest to make our community less vulnerable to future recessions.

Residents play a key role in keeping Daly City on the path to a sustainable fi nancial future. Homeowners and members of the business community directly support our government operations by paying property taxes. Daly City’s property taxes dropped signifi cantly during the recession, as many foreclosed homes remained vacant. Property taxes are the number one source of revenue for Daly City and continue to rebound to pre-recession rates. Property taxes alone are not enough to sustain our City. Many people are not aware that only a small portion of local property taxes are paid to the City – only 17%. Nearly 43% of property tax dollars paid in Daly City go to the State of California (primarily for schools). San Mateo County receives a share of 29% of our local property taxes. The community college district receives 9%, while the remaining 2% is paid to other special districts.

The second largest source of Daly City’s operating revenue is sales tax, which accounts for approximately 15% of the City’s General Fund Revenue. Similar to property taxes, Daly City only receives a small portion of the sales taxes collected within our City. The bulk of sales taxes paid here go to the State and County. For every 9 cents in sales tax collected in Daly City, we receive only 1 cent. However, it adds up - Daly City will receive more than $10 million in sales tax revenue this year. If you want to support your community, it is better to make your purchases in Daly City rather than in a neighboring jurisdiction. Daly City receives 0% of the sales taxes you pay outside of our boundaries.

This holiday season remember to support local businesses. Our two regional shopping centers – Serramonte Center and Westlake Shopping Center, offer a variety of retail shops and restaurants. Mission Street and the surrounding commercial corridors offer more vibrant destinations than it has in many years. The Gellert Market Place, while not yet completed, is another option for your holiday shopping needs.

Shopping in Daly City supports the local job market and a portion of your sales tax dollars return to fund things you expect from your local government - public safety, libraries, streets, parks, and senior centers. Have a happy and safe holiday season and a healthy and prosperous 2014!

ARC Lifeguard CourseAges: 15+This course will teach you the proper skills, how to recognize a water emergency, as well as basic First Aid and CPR for the professional rescuer. Upon successful completion of the course, participants will become American Red Cross certifi ed in Lifeguarding, First Aid, and CPR/AED for the Professional Rescuer for 2 years.

The Giammona-Westmoor Pool is a year-round indoor, heated swim facility with 11 swimming lanes, therapy pool, and classroom. The pool temperature is approximately 82 degrees. The pool is located at the south end of Westmoor High School. Parking is available in front of the pool on Edgemont Drive. Dressing room, lockers, & showers are available. You must bring your own lock to use lockers.

We accept mail-in and walk-in registrations at our Library and Recreation Administration Offi ce during business hours. Online registration is available 24/7. Online registration ends the night before the fi rst day of our Swim Club Program for each month or when the program is full.

Descriptions

INFANT AND TODDLER CLASSESSea Turtles6 months - 5 years. Must be accompanied in water by parent or guardian. Students are introduced to the water environment, basic swim skills and water safety through games, songs and the use of toys. Guardians, parental involvement in the learning process reinforces the parents’ role in the child’s development.

Ducklings3-5 years. A child’s fi rst swim class without parental assistance. Water adjustment, pool safety, underwater exploration, kicking, and stroke readiness are introduced.

Registration is fi rst come, fi rst serve and based upon available class space. During the registration period, registration will be accepted at the Daly City Department of Library and Recreation Services Administrative Offi ce, 111 Lake Merced Boulevard, Daly City, or online at www.dalycity.org/iplay. Please refer to class section for registration period dates. Once the registration period has passed, registration for the remaining spots will be accepted at the pool on the fi rst day of class.

Aqua CampOur Camps welcomes youth who have some swimming experience and a desire to explore new experiences, develop new friendships, and learn new skill. Participants will have the opportunity to enjoy water activities, work on swimming skills, and receive stroke guidance. This camp will not be held entirely in the pool. HistoryThe Roosevelts: This seven-part, fourteen hour film follows the Roosevelts for more than century from Theodore’s birth in 1858 until Eleanor’s death in 1962. The Roosevelts were known for their progressive politics and were also visionaries. Refund PolicyAfter a class starts, refunds/credits will be granted only if the participant can’t continue a class due to extended illness or family emergency. Refunds/credits will not be granted for individual classes a participant misses during a session. No make-ups in most classes - inquire with instructors.

OverviewIn the interest of providing the public and staff with an equitable and consistent policy, the following Refund Policy has been established for providing refunds and credits resulting from the cancellation of or withdrawal from a Program, Class, Camp or League offered by or through the Department of Library and Recreation Services.

• If, for any reason, a Program, Class, Camp or League is cancelled by the Department of Library and Recreation Services, the customer shall receive a full refund or credit.

• If a customer wishes to cancel their enrollment and receive a full refund, the request for a refund must be made at least fi ve business days prior to start of the Program, Class, Camp or League.

• Refunds shall be issued only in instances when a customer cancels their registration at least fi ve business days prior to the start date. In all other cases, a customer account credit shall be issued.

• No refund or credit is available for the following Program, Class, Camp or League: Drop-in classes, special events, adult sports leagues, camp extended care and one-day classes.

Scholarship ProgramThe "Build a Dream" Scholarship Program enables disadvantaged Daly City youth and seniors to participate in the exercise, education, and cultural arts activities offered by the Department of Library and Recreation Services.

Overview

• Scholarship applicants must be residents of the City of Daly City.

• It is the mission and policy of the City of Daly City to provide access for all citizens to its Library and Recreation classes, events and programs.

• The Scholarship Program shall be based upon an existing system for eligibility, utilizing San Mateo County programs to establish eligibility thresh olds. The purpose of this shall be to ensure integrity of the Scholarship Program which shall be established in a manner that balances administrative simplicity and effi ciency and individual confi dentiality and dignity, with the City’s need to verify residency and income eligibility.
