    The City of Culver City and Police Department struggled unsuccessfully for years to deal with a multitude ofpersistent roof problems and leaks. Culver City officials finally sought the professional services of their local

    roofing contractor,Hull Brothers oofing, for a competent diagnosis of the problems and permanent solutions to their woes.

    %dditionally, the City wanted to e)tend the serviceable life cycle of the older roof and to reduce the cost ofelectricity used to run the building+s air conditioning systems. To complete the pro!ect in the most energyefficient way possible, Hull Brothers first provided normal roof maintenance, repairs and treatment of areas of

    negative drainage low spots-.Hull Brothers then installed a uniue energy saving, highly heat/reflective, Title "0 compliant 'Cool oof*coating system.

    %ccording to the 1ational &eather 2ervice Climate Prediction Center, the drought in 2outhern California ise)pected to 'persist or intensify* through the summer. 3ortunately, the remedy for commercial buildings as wellas private residences is a relatively low/tech and low/cost solution4 a 'cool roof.*

    California+s Title "0 building code mandates the money/saving benefits of using cool roof technology forcommercial and residential buildings. % 'cool* or 'white* roof significantly reduces electricity use during peakhours and also e)tends the roof+s serviceable lifetime. The cool roof code already has resulted in cool roofsbecoming more common throughout 5os %ngeles.

    Craig Tranby, an environmental supervisor at the 5os %ngeles Department of &ater and Power commented,'3or residential buildings, which represent a much larger area than commercial buildings-, this has not beenthe case and hotter asphalt roofs are dominant.* The new municipal cool roof ordinance will change that.

    '(n 5os %ngeles, heat from the drought has resulted in a number of significant negative impacts, which the coolroofs will help address,* said Tranby. These negative impacts include decreasing roof life/cycle, increasingoverall and peak energy consumption as consumers attempt to cool buildings with air conditioning, plusincreasing heat/related illnesses among those who cannot afford to cool their structures, according to Tranby.

    black or tarroofcan be more than 7# degrees 3ahrenheit warmer than the surrounding air temperature.Because an uncoated roof is so inefficient it also remains very hot well into the evening hours. The roofeffectively sits on the structure like a giant electric blanket slowly releasing emitting- heat into the structure forhours after outside temperatures have fallen. This forces consumers to run their air conditioning well into theevening hours to cool their building+s interior despite the cooler night air outside.

    (n the process of installing the 'cool roof* for Culver City, Hull Brothers first sprayed the roofs with a basecoating and then a second complete coating as a sealant. 6ach separate coating was back rolled by hand toinsure proper coverage and adhesion. %ll parapet walls, flashings and penetrations were also coated. The :;year old roofs looked brand new and it was obvious that their useful serviceable lives had been e)tended.

    5ooking ahead, '5os %ngeles is going to get hotter,* says David 3ink, the director of campaigns for Climateesolve, a local nonprofit environmental group dedicated to making southern California more prosperous and
