Friday, 18 January 2008 MOSQUITO CONTROL PROGRAM For the past 16 years, the City of Ryde has been running special Mosquito Control Programs weekly from December to April, in conjunction with Parramatta City Council and NSW Health (through Westmead Hospital Department of Entomology) to support the Sydney Olympic Park Authority (SOPA) larval spraying program which is aimed at cutting peak numbers of hatched saltmarsh mosquitos. During these months, numbers of the most common species - the Saltmarsh Mosquito - can rapidly increase and disperse throughout the City of Ryde, (5-10km wind assisted) even as far as Eastwood. These mosquitos are very aggressive and breed in the saltmarshes on the southern side of the Parramatta River outside the Ryde Local Government Area. Council works closely with Sydney Olympic Park Authority (SOPA) who undertake aerial and ground based larvicide treatment on a majority of protected tidal marshes, mainly during kingtides to control numbers of saltmarsh mosquitoes. This treatment is aimed at control, not eradication and no ‘mass fogging’ of adult mosquitoes is permitted in NSW. Despite high numbers of saltmarsh mosquitoes last season, this year’s numbers are significantly fewer and this does indicate that SOPA’s spraying regime is proving successful so far. However, the numbers of domestic mosquitoes this year appear to have increased in some areas and the Council’s trapping indicates the origin of breeding sites may be from private property or watercourses. In the City Of Ryde, there are six regular trapping sites. These are Koonadan Reserve mangroves (Wharf Road), Ryde-Parramatta Golf Course, Maze Park, Lambert Park, Darvall Park and Miriam Park. The City Of Ryde program includes community information (web site, handouts, stalls, displays and brochures in local libraries, media), mosquito larval surveillance on private and community property, treatments with Biological larvicide (B.t.i) on merit, inspections after complaints, weekly trapping of adult mosquitoes to monitor numbers and types of mosquitoes, virus testing of pulped mosquitoes at Westmead Hospital, and providing trapping and disease data to NSW data bases.

Given the apparent increase in domestic mosquito activity this year, it is important that residents who are experiencing increased nuisance should contact Council directly with specific information and times so that the complaints can be promptly investigated and appropriate action taken. Biographical Note – Dr Fred Watson

Fred Watson comes from a long line of Freds, but seems to have been the first in the family to become an astronomer. He now says he has spent so many years hanging around large telescope domes that he has started to look like one. Fred has worked at both of Britain’s Royal Observatories, and at their overseas telescopes in Hawaii and the Canary Islands. In Australia during the 1980s, he helped to pioneer the use of fibre optics in astronomy, paving the way for today’s large-scale surveys of stars and galaxies. He is now Astronomer-in-Charge of the Anglo-Australian Observatory at Coonabarabran in north-western NSW. Fred is also an award-winning writer and broadcaster on astronomy, and an occasional performer of the galactic blues with the help of his old Gibson guitar.

Friday, 8 February 2008 RESIGNATION OF COUNCILLOR MAHA MELHEM It is with regret that the Council of the City of Ryde announces the resignation of Central Ward Councillor Maha Melhem. Elected in March 2004, the Mayor said Clr Melhem has been an outstanding community representative and a passionate believer in local democracy. “Clr Melhem has contributed significantly to debate in Council and Committee meetings and has championed many new initiatives, particularly in the areas of social justice and the environment. She has been a popular and well liked councillor within Council and the community,” Clr Petch said. The decision by Councillor Melhem to resign has been made after considerable consultation with her family, colleagues and staff of the City of Ryde and has been prompted by the immediate need to provide medical care for a family member. “Council wholeheartedly supports Councillor Melhem in her decision to put her family first at this important time,” the Mayor added. The City of Ryde has written to the Department of Local Government seeking exemption from holding a bi-election, given that full Council elections will be held in September this year and the cost of a bi-election would be up to $100,000.

COUNCIL TO MEET BUDGET DESPITE GLOBAL IMPACTS ON INVESTMENT RETURNS Despite volatility in global investment markets continuing and likely to remain for all of 2008, City of Ryde is projecting to meet its Budget forecast for Interest on Investments of $3.7 million with $1.838 million being received as at 31 December 2007. As disclosed in the Investment Report to 31 December 2007, even though returns for both November and December were below the benchmark, the 12 month rolling return as at 31 December was 7.34% or 0.61% above the 1 year Bank Bill index. “These returns, given the difficult market conditions, are a very good result and indicate Council staff are monitoring and managing Council’s Investment Portfolio in a responsible and diligent manner,” Mayor, Clr Ivan Petch, said. He said that this result was assisted by key action taken by staff at the start of the financial year to move funds held in poorly performing managed funds across to more highly rated and secure cash management accounts which are directly managed by Council staff. This also provided more stable returns in the current volatile environment. The report to Council indicated that across Council’s balanced portfolio, even though there were certain investments not currently performing well and specific actions being taken, the overall performance of the portfolio was sound. Currently, approximately 60% of Council’s portfolio is held in Cash/Term Deposits or Managed Cash Plus funds, 12.2% in CDOs and 14.7% held in Property. Councillor Petch stated that Council staff are continuing to monitor and take appropriate action in addressing poor performing investments, in liaison with Council’s Investment advisor, Oakvale Capital Limited. He went on to say: “Like the Federal Government, NSW Government, the 4 major banks and other Councils, the City of Ryde continues to have some risk exposure due to the downturn in the Global Investment markets but comparing our risk to these other corporations, governments and individuals, the City of Ryde is soundly placed to weather this financial storm.”

Media Contacts: City of Ryde - Lee Kirkland, Media Officer T 9952 8083 M 0434306444 The Beville Group – Louise Di Francesco, VERVE (0418) 617 869 Background Information The idea for the original Ryde cenotaph was born in 1966 when RSL Sub Branch members and local Aldermen came together and identified the need for a memorial to perpetuate the memory of Australian Soldiers that have participated in various theatres of war. Located a short distance from the Civic Centre, the cenotaph was officially dedicated on the 16 April 1967. Made from granite and set on a stepped granite dais, it carried the insignia of the three armed services together with the words ‘LEST WE FORGET’. The central feature being an eternal flame set in a bronze bowl. Construction works in the civic precinct in 2007 necessitated finding a new position, and with cooperation from local RSL sub branches a new cenotaph was designed and a space created in Ryde Park for its location. The new cenotaph cradles a central obelisk in granite pointing towards eleven o’clock. A permanent shadow in the granite paving engraves the history of service by men and women stretching the imprint of the obelisk to the insignia wall. Within the body of the obelisk a light source evokes the eternal flame. This memorial as a formal threshold to Ryde Park is energised both by ceremony and the everyday circulation of people within its sacred space. Added to the original three armed services insignia is the Merchant Navy emblem. Granite portions from the original cenotaph have been incorporated as symbolic references. Ryde Park Memorial Cenotaph was rededicated on 20 February 2008 by Reverend Greg Burke from St Anne's Ryde Anglican Church and Father Paul Monkerud from St Charles Borromeo Parish Ryde, and opened by Councillor Ivan Petch, Mayor City of Ryde. Monday, February 25, 2008 WEST RYDE EARLY CHILD HEALTH SERVICES FUTURE The NSW Department of Health runs a range of services to provide essential support, advice, information and referral on all issues relating to parenting and child development for children 0-5 years. These services are located around the City of Ryde local government area and several are accommodated in Council-owned community facilities. For several years, Council has consulted with the NSW Department of Health regarding the planning, design and construction of a new Council-owned, $20 million Family and Children’s Community Centre, the first multi-purpose district level facility in the City of Ryde. This new Centre will replace the current premises of the West Ryde Early Childhood Health Centre who were advised they would need to find temporary accommodation for approximately two years during the construction stage. NSW Health has made plans for the temporary relocation. To assist NSW Health to minimise interruption of the current services, Council has:

• Offered the Area Health Service several alternative Council-owned and contacts of private facilities in the West Ryde area to rehouse the service during the construction period.

• Written to the NSW Minister for Health, the Hon. Reba Meagher, MP, seeking funds for the temporary relocation of the service.

• Offered to help inform the community of the new location of the services previously offered by the West Ryde Early Childhood Health Centre.

Due to open in 2009/10, it is planned that the new Family and Children’s Community Centre will feature a 45-place child care centre and will house four different child and family related service providers. It is proposed to include the NSW Department of Health’s Early Childhood Health Services, Ryde Family Support Services, Christian Community Aid Family Day Care, West Ryde Neighbourhood Children’s Centre and City of Ryde Community Life staff. Mayor for the City of Ryde, Clr Ivan Petch said: “To make way for construction of this long-awaited new Community Care Centre, it will be necessary for the existing early childhood health service to temporarily relocate. “NSW Health has indicated it is their hope that minimal disruption be caused to these services and to the community who use them during the relocation. “Council officers are scheduled to meet with representatives of NSW Health to convince them to keep these services in West Ryde.”

CITY OF RYDE IMPROVES INVESTMENT REPORTING AND MAINTAINS FORECAST DESPITE WRITEDOWNS

City of Ryde has reported in its January Investment Report that returns from its Investment portfolio for the month of January were down on previous months at 3.22%. However, even with this result, Council’s 12 month weighted average return was at 7.51% which was 0.73% above the UBSA 1 Year Bank Bill Index benchmark. Council has received $1.959 million to date from interest on investments which is $219k below estimated income. This reflects the volatility in global markets which has affected returns on various investments. However, as reflected in the 12 month weighted average return, due to the balance and level of diversity in Council’s portfolio, Council’s returns have been able to exceed the benchmark. Since July 2007, Council has also continued to improve its governance and systems relating to its investment portfolio. This has included improving the quality of its investment reports it provides to Council and the community on a monthly basis and appointing an Independent Investment advisor. “From an on-going review of the level of detail and information provided in Council’s Investment reports, City of Ryde has worked hard to disclose all available information and details relating to its investments,” Councillor Michael Butterworth stated. Councillor Michael Butterworth has been the advocate in building additional features such as a full description of each investment, including terms and fees in Council’s monthly report in ensuring the community continues to be fully informed on the performance of Council’s portfolio. “One of the investments I have been concerned about is Council’s Grange IMP Investment. Since July 2007, this investment has been written down in value by approximately $1 million, to reflect the current value in the market however, this has been fully disclosed and explained in our monthly reports. While it is important to stress no actual loss has been realised and after allowing for this writedown, Council’s returns to date on all investments has been $3 million, resulting in a net income of $1.959 million as at 31 January 2008,” Councillor Michael Butterworth stated.

“Constant vigilance remains the key and I am committed to remaining vigilant to protect rate-payers money,” said Councillor Michael Butterworth. Councillor Michael Butterworth has requested further information to be provided on Council’s overall performance of its portfolio to ensure the community is fully informed of Council’s investment portfolio. He stated that Council and its Staff need to continue to use its best endeavours to manage and protect Council’s investments in a difficult financial climate.

Friday, 29 February 2008 NEW MACQUARIE PARK DRAFT DCP ON EXHIBITION A Draft Development Control Plan for the Macquarie Park Corridor, North Ryde, is now on public exhibition. Macquarie Park, already the second largest business district in NSW, is set to double its population to become the fourth largest business district in the whole of Australia by 2031. “Once finalised, this new planning framework will provide the foundation for several $billion in projected public and private sector investment in Macquarie Park over the next 10 to 20 years,” says City of Ryde General Manager Michael Whittaker. “We need to strike the right balance between social, environmental and economic considerations and we welcome submissions on the draft plans from the business sector, government and the community to help ensure we get it right.” Its prime location in Sydney’s Inner North is a major factor driving Macquarie Park’s continued growth. It is located only 12 kms by road from the Sydney CBD and 13 kms from Parramattta. The opening of three new heavy rail stations in Macquarie Park towards the end of 2008 will boost transport links, as will a new bus priority lane along Lane Cove Road. Often described as “Australia’s Silicon Valley”, Macquarie Park is a nationally significant research and business centre, specialising in the communications, medical research, pharmaceutical and IT&T sectors. It is the head office location for many of Australia’s “Top 100” companies. Macquarie University is located in the Corridor, as is the Macquarie Shopping Centre. In the last 12 months alone, the City of Ryde has approved commercial development applications for new buildings in Macquarie Park and associated public infrastructure valued at $685 million.

The NSW Property Council’s President, Denis Hickey said recently: “North Ryde is the state’s boomtown. Tenant demand has been very strong and new space is being added to the market. It absorbed five times as much office space as Sydney in the last six months.” “Our aim is to provide the best possible planning framework to support sustainable investment particularly around the three stations,” says Michael Whittaker. “Macquarie Park will become a showcase for urban design excellence and environmentally sustainable building design and operation.” The draft plans are on public exhibition from 14 February to 25 March 2008. Go to www.ryde.nsw.gov.au/have your say” for details.

Tuesday, 11 March 2008 RYDE’S RIVERSIDE SECRETS REVEALED Putney Park, a hidden gem on the foreshore of Parramatta River, is just one of many similar parks lining the river’s northern foreshore to be linked by a 10 km long trail known as the Ryde Riverside Walk. The foreshore walk is part of a Ryde Council Riverside Reserve project that will see over 50 parks, land parcels and open spaces dotted along the Parramatta River amalgamated into a continuous green reserve giving unprecedented community access to the sights and experiences of this famous waterway. The Ryde Riverside Walk, now almost half complete, will run from the western boundary of Meadowbank Park to (Putney) Kissing Point Park. The Ryde Riverside Reserve and Walk gives the community easy access to a range of active and passive uses, ideal for walkers, bike riders, family outings, picnics and playing fields. Regular rest stations, seating, shelter, facilities and quiet spots reveal the landscape’s historic significance and natural beauty. Mayor for the City of Ryde, Clr Ivan Petch, said: “Council has worked hard to preserve the foreshore environment and improve public access to the Parramatta River. “The new Ryde Riverside Reserve and Walk is the culmination of years of planning and negotiation and the result will not only improve the visual beauty of the area, but also enhance accessibility and guarantee greater community interaction with the local environment for generations to come.”

Friday, 14 March 2008 CENTRAL DARLING DELEGATION TO STRENGTHEN COUNCIL ALLIANCE A delegation of Central Darling Shire Councillors and senior staff will visit the City of Ryde later this month as part of an intensive fact finding visit to further consolidate the new Partnership Alliance between the two Councils. The Partnership aims to strengthen ties between the Councils by identifying and developing a program of strategic initiatives for staff, Councillors and members of the community to exchange ideas, expertise, opportunities and experiences. Highlights of the tour (31 March – 2 April) include:

• A meeting with the newly formed Country Council Advisory Committee (made up of local business and community representatives, Councillors and staff)

• Mayoral Reception at Brush Farm House • Tour of major developments at Top Ryde, West Ryde & Meadowbank,

plus Macquarie University Rail Station, Lane Cove National Park, Ryde Park, Ryde Aquatic Leisure Centre

• Meeting with Macquarie University Vice Chancellor • Site visits to Optus HQ, Ryde TAFE, Eden Gardens

“We are delighted to reciprocate the warm hospitality we received when our own delegation made a flying visit to the Central Darling Shire in October last year. This fact finding tour will provide the delegation with a snap-shot of the City of Ryde – of our people, our major institutions, capital works, as well as education, leisure, heritage and tourism facilities. “We hope than many social, economic and learning benefits will flow between our communities as a result of this growing relationship.” Commenting prior to the visit, the Mayor of Central Darling Shire, Clr Ray Longfellow, said: “The motto of our Council is ‘working towards making the Central Darling Shire a better place to live and visit’ and we see this visit and our future sharing of resources will have a very real and long lasting impact on our community.”

Central Darling Shire Delegates: Ray Longfellow – Mayor (Ivanhoe) Tim Hazell – Acting General Manager Kym Fuller – Manager Community & Economic Development Greg Stephens – Director of Engineering Mel Brown – Administration Officer Executive Support Moya Reid – Councilor (Menindee) Robert Vagg – Councilor (Ivanhoe) Barbara McMillan – Councilor (Wilcannia) Located in the far west of the State, the Central Darling Shire takes in an area of over 53,000 square kilometres, (about the size of Tasmania) making it the largest Local Government Area in NSW, but with one of the smallest residential populations. (See profile below) By contrast, the City of Ryde is home to 110,000 residents as well as the fourth largest CBD in Australia (Macquarie Park), and its 16 suburbs are spread over a 44 square kilometre area. Central Darling Shire Profile

Central Darling Shire is the largest Shire in NSW and yet has the smallest population. It covers an area about the size of the main island of Tasmania and yet has a population of less than 2,000 people. The Shire is extremely diverse with four main communities that are all different in their commerce, geography and cultures. Wilcannia, the administration centre of the Shire has a fascinating history of river heritage having once been the prime port for the shipping of wool for the entire western district of NSW. It has a large number of sandstone buildings and a rich indigenous culture. Menindee, also on the banks of the Darling River, was the stepping off point for Burke and Wills as they left what they knew as civilization and headed into the vast interior of Australia. Menindee today has a strong and quickly developing horticulture industry and is a growing tourism destination. Ivanhoe was once a thriving rail town as the positioning point for change-over crews on the transcontinental rail line, it is now more of a stopping off point for tourists headed north and south along the Cobb Highway. It is the centre of a traditional pastoral area and still provides agricultural products and services for a large part of the Shire. White Cliffs is an opal-mining town. Rumours abound with stories of the local that found "a big one"! It is true that there is more tourism activity than mining these days and it is a very unique experience with opportunities to stay in an underground motel or guest house, to visit a solar power station or art galleries and even a most unique jewellery manufacturer.

Thursday, March 20, 2008 COUNCIL STREAMLINES DA APPROVALS, CUTS RED TAPE AND DRIVES BUSINESS FORWARD Last financial year, City of Ryde approved developments worth $824 million, putting it fourth (behind Sydney, Rockdale and Shoalhaven) on the list of councils with the highest value of DA approvals. This DA value increase was due in part to a very large number of applications from the Macquarie Park Business Precinct for multi-million corporate developments. Sue Weatherley, Environment & Planning Group Manager for the City of Ryde, said: “The complexity and size of these DAs with no increase in resources had the potential to slow down the processing of smaller applications. “In response, we have overhauled the entire planning lifecycle and instituted radical changes. This has resulted in the City of Ryde slashing by half its DA processing times for both small scale and large developments to a median of 44 days.” To achieve this, initiatives undertaken by Council have included:

• cutting red tape by introducing clear plain English guidelines • promoting upfront dialogue between skilled staff and

applicants • capturing quality early information in the process in order to

provide better customer service • preventing delays by resolving issues in conditions of

consent The new processes have been so successful, that other Councils, State and Federal Government agencies (including State Planning, Sydney Water, Rural Fire Services, Land Titles Office and Energy

Australia) have come to the City of Ryde to see the new systems and improved processes at work for themselves. Development Performance Monitoring The Department of Planning has released its Monitoring Local Development Performing report for 2006-07 examining the number and value of local development, determination times, staffing resources and legal statistics. The City of Ryde was identified as:

• One of the Council’s with the highest value of approved DAs, at $824 million (4th behind Sydney, Rockdale and Shoalhaven)

• Fifth quickest in the State to deal with commercial/retail/office development.

• Ninth* in the measure of number of staff per DA determined (150 DAs per EFT staff member – more than twice the average for State (72) and Group 3 Council (57).

*Penrith and City of Ryde were the only metropolitan Councils in the Top 10. Council is further reviewing its processes and is working through a number of initiatives that will allow individual applicants to monitor on-line how their DAs are progressing. A key area for ongoing improvement has been to reduce the overall growth mean assessment times.

$455,000 Upgrade to Ermington Boat Ramp An upgrade to Ermington’s Wharf Road boat ramp will improve boat launching facilities for residents within the City of Ryde. The upgrade will be funded by a $455,000 State Government grant under the new Better Boating Program. The City of Ryde applied for the grant from NSW Maritime jointly with Parramatta Council. The grant will enable Council to upgrade the existing jetty and widen the boat ramp to three lanes. This will enable two boats to be launched concurrently, and result in improved traffic flow. “Boat ramps are owned by local councils and maintenance has been our responsibility,” said Ivan Petch, Mayor of the City of Ryde. “This new funding package will result in two first class boat launching facilities within the City of Ryde: one at Kissing Point and the Ermington Wharf Road jetty,” he said. The upgrading of the wharf is part of a wider project that will see the completion of the foreshore linkage all the way from Gladesville Hospital to the Parramatta CBD. CITY OF RYDE SUPPORTS RECOMMENDATIONS RESULTING FROM THE COLE REPORT INTO NSW COUNCIL’S INVESTMENTS

The Mayor of the City of Ryde, Councillor Ivan Petch has fully supported all recommendations contained in the Cole Report. “While the City of Ryde has acted diligently and responsibly in developing a balanced Investment portfolio, fully compliant with the Minister for Local Government’s Investment Order, any recommendations to strengthen and clarify investment guidelines are welcomed and fully supported. These changes should be welcomed generally by Local Government and the investment service industry given the global turmoil that has occurred,” the Mayor stated. Councillor Petch also indicated it was important to stress that the City of Ryde had not incurred any actual loss on any investment and had no direct investments with the US sub prime mortgage market. He further stated that Council had been closely monitoring its investments and had been working with our Fund Managers (including NSW Treasury Corporation), investment brokers and Investment advisors to ensure all investments were protected. He went on to say that the US sub prime crisis which had resulted in a lack of liquidity in the investment markets, was a global issue and had affected the world economy, which is being compounded by rating agencies such as Standard and Poors, Fitch, revising their rating modelling on investments. Councillor Ivan Petch went on to say: “Like the Federal Government, NSW Government, the 4 major banks and other Councils, the City of Ryde continues to have some risk exposure due to the downturn in the Global Investment markets but comparing our risk to these other corporations, governments and individuals, the City of Ryde is soundly placed to weather this financial storm.” Council has a current portfolio of a $100 million with approximately 80% held in cash, property, term deposits or floating rate note investments. “The City of Ryde has over the past two (2) years continued to improve and strengthen its governance structure in managing its investment portfolio, which has included a review of its investment policy, improved investment reporting, establishment of both an investment and audit committees and the

appointment of an independent investment advisor, Oakvale Capital”, Councillor Petch stated. He also stated that it was appropriate to note the words contained in the Editorial of the Sydney Morning Herald, dated 3 April that, despite all of Council’s investments being compliant with the Minister’s Order, provided a brief summary of Local Government’s predicament in this matter which stated:

‘Perhaps the most alarming aspect of their losses is that Councils were following all the rules, they had prudently kept to the guidelines that were supposed to guarantee the security of their investments’.

Friday, April 18, 2008 EASE THE E-WASTE EPIDEMIC! City of Ryde residents can ease the e-waste (electronic waste) epidemic currently facing the nation by thoughtfully disposing of used printer cartridges. ‘Cartridges 4 Planet Ark’ the innovative recycling program provides City of Ryde residents with a free and easy way to recycle their used printer cartridges. “The frequent upgrading of electronic equipment has led to an e-waste surplus mainly consisting of old and unused computers, mobile phones and printer cartridges that can harm the environment if not disposed of correctly,” says Emily Doyle, Council’s Waste Education Officer. “The City of Ryde encourages all residents to alleviate the e-waste epidemic by recycling their e-waste.” Through its free collection service, ‘Cartridges 4 Planet Ark’ has diverted more than 6.3 million printer cartridges from landfill, and in the last 12 months has increased its nationwide return rate by 27%. “This is a wonderful result for the environment. 6.3 million printer cartridges equates to more than 3,000 tonnes of potentially hazardous material that has been spared from landfill,” says Emily Doyle. Printer cartridges are complex items made of plastics and metals that do not break down. The chemicals they contain can be hazardous to the environment if left to deteriorate in landfill. Using patented Australian technology, ‘Cartridges 4 Planet Ark’ ensures zero-waste to landfill. A large proportion of the cartridges are returned to the original manufacturer for their own component recovery programs. The remaining cartridge waste components are recycled, with some of the plastic being used to produce eWood™ - a timber replacement product used to make items such as outdoor furniture, fencing and garden edging. Used printer cartridges of any brand or type can be dropped into a ‘Cartridges 4 Planet Ark’ collection box at participating Australia Post, Officeworks, Harvey Norman, Tandy or Dick Smith Electronics and PowerHouse stores as well as the foyer of the City of Ryde Civic Centre. To find your nearest retail drop off location, visit www.RecyclingNearYou.com.au or call the ‘Cartridges 4 Planet Ark’ hotline on 1800 24 24 73. Media contact: Lee Kirkland, City of Ryde, 9952 8083

City of Ryde Media Release

Wednesday, 30 April 2008 CAMPAIGN TO KEEP IT LOCAL The Local Government Shires Association has requested the City of Ryde and all other NSW Local Councils to support a campaign against the State Government's new planning laws. Keep it Local is a statewide campaign aimed at raising awareness of the impact of the proposed laws. The Mayor, Clr Ivan Petch said if the new laws are passed communities face losing the power to have a say in local developments.

“No one is against reform if it simplifies the DA process and cuts out red tape, particularly in respect of small scale developments for local Mums and Dads, which currently make up 70% of our development applications. “However, these new laws will see private companies given the power to approve residential development with no notification to neighbours. The first residents will know about a development next door is when work commences. Once you’ve lost your views, or your privacy, it’ll be too late,” he said. The proposed changes have been a hot topic since the State Government unveiled its plans for the changes last year. “Local development should remain in community hands and not with developers, and this is our last chance to make our voices heard,” said Mayor Petch. Trees are free, tools and training are all supplied. Parking is available in the carpark near the end of Blenheim Road. Mayor, Clr Ivan Petch said: “Trees for Mum which started as a small event in 2002 is an annual free national event that offers children of all ages a way to celebrate their Mum and the beauty of life, by planting a tree in her honour. “Nurturing a seedling and watching it grow is a great way to acknowledge the effort that your Mum put into nurturing you,” he says. “It is also a great way to create a safer environment for Australia’s kids – a goal that all Mothers would support.” Trees for Mum Founders Deena Raphael and Lauren Adlam began the event as a way to remember their own mothers who both died of cancer. “What began as a way for us to remember our mums on Mother’s Day has grown into a national celebration of all mothers – for those of us whose mums have died it’s a chance to remember. For those blessed to have a living mum, planting a tree is a lovely gesture and a great experience to share with family and friends. Kids love it!” says Deena. Wednesday, May 07, 2008 RECYCLE YOUR OLD MOBILE AND HELP GROW MORE TREES City of Ryde residents can recycle their old phones, chargers and batteries and help the environment as part of the annual MobileMuster. The “Old Phones, More Trees” campaign will result in a native tree being planted for every handset recycled by City of Ryde residents between now and World Environment Day on June 5. The Mayor, Clr Ivan Petch encourages all City of Ryde residents to take part in the campaign. “The campaign is a fantastic, win-win initiative. City of Ryde residents can not only safely recycle their old mobiles, but also help plant more native trees in degraded areas across the country. “Mobile phones, batteries, chargers and accessories are not biodegradable and should not be thrown in the rubbish bin as they contain small amounts of substances that could pollute the environment if they end up in landfill,” he said. MobileMuster can recover over 90% of materials contained in mobile phones and turn them into useful products such as plastic fence posts, jewellery and stainless steel products. By recycling mobiles we can avoid between 60 to 90 per cent of the greenhouse gases normally emitted when making these new products. The “Old Phones, More Trees” campaign is a joint partnership between MobileMuster, the official recycling program of the mobile phone industry and Landcare Australia that aims to increase the rate of mobile phone recycling while also repairing and restoring degraded landscapes and waterways. City of Ryde’s MobileMuster drop-off points are located at the Civic Centre and the five Ryde libraries. Recycling satchels are also available at Australia Post or you can download a reply paid mailing label from www.mobilemuster.com.au. Tuesday, 27 May 2008 HIGH RECYCLED WATER MARK On the eve of World Environment Day (June 5), the City of Ryde has set a benchmark in water recycling. More than 10 million litres of water – enough to fill 5 Olympic swimming pools - has now been recycled through the Ryde Aquatic Leisure Centre’s (RALC) Backwash Recovery Plant. The cutting edge technology installed in April 2007 is part of a multi-pronged water savings strategy that has halved overall water consumption at the RALC, from 156 kilolitres a day (in 2001-02) to 77 kilolitres per day. “Council has made environmental sustainability one of its top priorities,” said Mayor, Clr Ivan Petch. “Water recycling and reduction, improved energy efficiency, reduced waste and air quality improvements all work towards reducing green house gas emissions and making our city a better place to live,” he added. The Backwash System is a reverse osmosis component containing a membrane filter to remove suspended solids down to 10 micron. A more efficient UV filtration system, along with waterless urinals and flow restrictors in wash basins and showers has also contributed to the overall to water savings. A large-scale rainwater harvesting plan that will capture water from the Centre’s vast roof area for storage in a 200,000 litre tank is due for completion at the end of this year. Thursday, 12 June 2008 “Moving Pictures” – A NAIDOC Week Event Thursday 10 July, 6.30 pm, Macquarie Theatre, Macquarie University, North Ryde. NAIDOC* celebrations are held around Australia in July to celebrate the history, culture and achievements of Aboriginal and Torres Strait Islander people. To celebrate NAIDOC week, the City of Ryde will be holding “Moving Pictures” a film night showcasing the film Liyarn Ngarn (Coming Together of the Spirit) (rated M 15+) – a compelling documentary by award-winning Director Martin Mhando, and starring renowned English actor Pete Postlethwaite, respected Indigenous leader Patrick Dodson, and celebrated songman Archie Roach. Mayor for the City of Ryde, Clr Ivan Petch, said: “Taking part in NAIDOC Week is a good way to celebrate Indigenous culture and build bridges between Indigenous and non-Indigenous Australians. This is a culturally significant film that will assist with the process of true and lasting reconciliation.” This free event, includes supper provided by Thullii Dreaming, Aboriginal Caterers. Seats are limited, so bookings are essential. Please call 9952 8303 to register. *NAIDOC originally stood for ‘National Aborigines and Islanders Day Observance Committee’, who was once responsible for organising national activities during this week. About the Film: Liyarn Ngarn, in the Yawuru language of the West Kimberly region around Broome in Australia's far north-west, means "Coming Together of the Spirit". It epitomises a thirty year long mission of Indigenous leader and Yawura man,

Patrick Dodson, to bring about a lasting and true reconciliation between the original owners and the immigrants. This compelling documentary tells of the devastation and inhumanity bought upon Indigenous people in every aspect of their daily lives. Personal stories of injustice are recounted by renowned English actor Pete Postlethwaite, as told to him by Patrick Dodson and Bill Johnson, an old English school friend, whose Indigenous son Louis died tragically. Respected songman, Archie Roach, adds his powerful lyrics and voice to this often painful, yet inspiring, journey of strength. Liyarn Ngarn aims to change peoples' perception and attitude to Indigenous people and to assist with the process of true and lasting reconciliation. It is also offers some kind of meaningful epitaph to the Indigenous lives lost through sheer inhumanity. Media contact: Lee Kirkland 9952 8083

Friday, 4 July 2008 TREE VANDALISM AT MORRISON BAY PARK On either the evening of 2 July or the early morning of 3 July seven native trees (two Eucalypts and five Casuarinas) at Morrison Bay playing fields were vandalised, possibly to improve water views. The damage was detected on Thursday morning by Council Rangers and was immediately attended by Council’s Acting Senior Tree Management Officer and arboricultural staff. During the day, staff removed the debris and pruned the trees to minimise long-term damage to help the trees recover. Mayor for the City of Ryde, Clr Ivan Petch said: “Council will be doing everything to identify the perpetrators of this vandalism crime, including contacting all adjoining property owners to endeavour to get assistance in identifying the culprits. “If Council does identify the vandals we will be exercising the full extent of our powers of prosecution accordingly. “It is very distressing to come to terms with damage such as this to our natural environment.” Council will continue its education program, through a letterbox drop to the community, encouraging residents to report incidents and even provide photographic evidence of the vandalism as it happens. Staff report that a similar incident occurred in 1999 at the same location. Media contact: Lee Kirkland 9952 8083

COUNCILS’ NEW PARTNERSHIP TO FIGHT CANCER Ryde Council has announced a new partnership with the Cancer Council NSW, which aims to reduce the impact of cancer on local residents. “Congratulations to Ryde Council for taking this proactive step to help create a cancer smart community,” said Lee Cooper, Regional Manager for Northern Sydney & Central Coast – who presented the Mayor, Clr Ivan Petch with a Partnership Certificate at a recent Cancer Council community partnership ceremony on the15th July 2008. The Cancer Council Community Partnerships program uses council outlets, networks and venues to get cancer prevention and support programs through to people and organisations in local communities. “By working together, we can advance efforts to prevent cancer, to promote awareness and understanding and ultimately hope to defeat cancer across the community said Lee Cooper. Mayor Clr Ivan Petch said the Council welcomed the partnership and its potential to improve the health and wellbeing of Ryde residents. “We believe that by working in this partnership we can lower the impact of cancer in the Ryde LGA. Tuesday, July 29, 2008 TOP FISCAL RATING FOR CITY OF RYDE The City of Ryde Council has received the highest rating of “Sustainable” for its financial framework from FiscalStar Services, an independent local government ratings agency. Acknowledging this endorsement, Mayor, Clr Ivan Petch, said it is understood that the City of Ryde’s future assessment will be at the top 5 Star level, which is in stark contrast to a 1 Star rating just four years ago. “This independent rating is confirmation of excellent decision making and financial management by this Council. “The “Sustainable” rating level puts us in the top group of financially viable councils in NSW. “It is indeed further evidence and testimony that our existing policies of holding down expenses, addressing long term asset management of our $2.3 billion of infrastructure, while implementing innovative revenue raising, and at the same time keeping our residential rates at the lowest for comparable sized councils, are all positive outcomes for the city. “This independent recognition sends a strong message to the community that this Council has both the expertise and vision to confidently manage the financial health and stability of this city to provide adequate services and facilities for our residents. “The challenge of maintaining and replacing our ageing infrastructure will continue but it is good to know we have a sound base to move forward on,” Clr Petch said. FiscalStar’s analysis is undertaken using publicly-available council data. Ratings are published for the 100 largest councils in NSW. They provide an independent perspective on a council’s present financial and infrastructure conditions. Wednesday, July 30, 2008 FRIDGE BUYBACK PROGRAM RETURNS FOR CITY OF RYDE RESIDENTS

The popular Fridge BuyBack scheme is on again, when residents can hand in their old, inefficient working second fridges for a rebate (conditions apply), save on their electricity bill and help the environment.

In announcing the return of the scheme, City of Ryde Mayor, Clr Ivan Petch said the Fridge Buyback program was very popular with residents when it was first offered. “I am delighted that this service is again available to residents and I encourage them to take advantage of Fridge Buyback’s fantastic offer. It is a tangible step that residents can take to cut their energy bills and reduce greenhouse gas emissions,” he said. In the first two rounds of Fridge Buyback, 203 local residents handed in their working second fridges, saving an estimated $266,945* and 1,835 tonnes of CO2 greenhouse gas emissions avoided. (*estimated total lifetime savings ie rebate + electricity savings = $32,480 per year.) Fridge Buyback accepts working second fridges that are 250 litres or more in size and 10 years or more old. These are often the beer fridges in people’s garages. Older fridges are expensive to run and residents frequently do not realise it is costing them around $190 a year in electricity and creating a tonne of greenhouse gases every year. As well as free collection from their home, residents may also be eligible to receive a $35 rebate for handing in their fridge. Residents will receive the $35 rebate if 6 stairs or less are involved in removing their fridge. Residents will receive free fridge collection from their home by experienced removalists if 20 stairs or less are involved in removing the fridge.

Residents can hand in their old, inefficient working second fridges by calling 1800 708 401.

Fridge Buyback has received funding from the NSW Government’s Climate Change Fund to collect, degas and recycle 19,000 working second fridges over the next three years, saving the residents who participate more than $24 million in avoided electricity bills and 150,000 tonnes of greenhouse gases. The Climate Change Fund also provides rebates for rainwater tanks, climate-friendly hot water systems, ceiling insulation and washing machines.

Background Fridge Buyback started in August 2006 and in two pilot phases to July 2007 collected, degassed and recycled more than 3660 fridges, resulting in estimated residential greenhouse emission reductions of over 33,000 tonnes CO2e, approximately 329,000 kilograms of metals recycled and electricity bill savings for participants of over $4.6 million. With around 40% of freestanding homes owning a working second fridge there are over 300,000 working second fridges in metropolitan Sydney. The Fridge Buyback program will continue to work closely with metropolitan Sydney Councils to promote the program, building on the successful partnership with the 24 Councils that supported the first two phases of the program. The two-hour course, Helping Learner Drivers Become Safer Drivers, offers parents and supervisors hands-on advice on how to provide the most effective driving practice for learner drivers. “New rules for learner drivers now mean that there is a new minimum of one year on ‘L’ plates and an increase to 120 hours of supervised driving, including a mandatory 20 hours of night-time driving,” said Council’s Road & Community Safety Officer, Emily Burgess. “A more rigorous driving test has also been introduced, focusing on hazard perception and driver reactions. “These changes to the Graduated Licensing Scheme are all about reducing the crash rate for young drivers. “Parents and supervisors of novice drivers have a crucial role to play in making our roads safer, and that is why the RTA has developed a course to better support them,” she said Topics covered in the Workshop include:

• New laws for learner and P-plate drivers • How to use the new Learner Driver Log Book • How to plan on-road driving sessions

“Parents and supervisors who have attended this course found it boosted their confidence, helped them better plan driving sessions and allowed them to share experiences with other parents and supervisors,” Ms Burgess said. The larger-than-life wildlife block motifs, captured by Sydney sculptor Chris Bennetts, were recently installed in Darvall Park as part of a $150,000 beautification and upgrade. “The sculptures were chosen for their natural theme and interactive quality,” says City of Ryde Landscape Architect, Elizabeth Read. “We especially wanted the kids to touch them, climb on them and ask questions about the sculptures. It’s a subtle way of demonstrating that parks aren’t just for playing – they’re for learning about the environment, too,” The meter-high sculptures are the showpieces of the new children’s Playspace and Darvall Park upgrade, which includes:

• new footpaths, including a kid’s bike path • new playground equipment • picnic shelter • barbeque • amenities block • amazing trees and wildlife

Working with City of Ryde Bush Care Officer, a team of dedicated Bushcare Volunteers devote their time and energy to the upkeep of this important environment, which contains remnants of the Sydney Turpentine Ironbark Forest, an ecologically endangered community of plants which is protected under the Threatened Species Act. The Darvall Park Upgrade and Playspace are due for completion in September 2008.

City of Ryde Sustainability Programs Coordinator, Sarah Kinsela, said: “Local students are keenly interested in the environment and our local biodiversity and already take part in several Council-run environmental projects such as Streamwatch. “This excursion will add to their understanding of the effects that climate change could have on local species and what actions individuals and groups can take to help prevent these changes.” Prior to the excursion, Field of Mars Education staff will visit the schools to conduct a preliminary workshop on climate change and its likely impacts. Students will then join in a climate change activity trail around Taronga Zoo, including a visit to the Zoo’s sustainable house and special encounters with a Powerful Owl and the Leopard Seals. Day two of the Climate Change Odyssey will give students the chance to take part in a high-profile public hypothetical with leading researcher Professor Nick Klomp and panellists including ABC Science broadcaster Bernie Hobbs, Taronga Zoo Conservation Scientist Rebecca Spindler, Origin Energy Carbon Markets Manager Petrea Brad and Tripe J Newsreader Meredith Griffiths. Using laptops and smartboards throughout the activities, the students will create ‘fact sheets’ on animals that will then be posted online on a Moodle (web based learning tool) for others to view and blog back at school. Thursday, 4 September 2008 SHOPPERS AND RESIDENTS BENEFIT FROM BETTER PARKING MANAGEMENT An increase in parking infringements issued by the City of Ryde has corresponded with improved traffic flow and an increase in customer accessibility at the Macquarie Shopping Centre. Mayor for the City of Ryde, Clr Ivan Peth, said figures released by the Fines Division of NSW State Debt Recovery Office (2006/07 vs 2007/08) showed an increase but only told part of the story. “Council’s area of responsibility has expanded significantly in the past twelve months in response to calls from major commercial and retail sites to better manage parking. “In 2007 Council responded to a request from the Macquarie Shopping Centre Management to enforce parking restrictions in their 4,000 capacity carpark, to discourage all-day parkers who were clogging up the carpark and restricting customer parking and access to the Shopping Centre. “It is significant to note that as a direct result of this action, Macquarie Shopping Centre management has reported better traffic flows and customers of the Centre have experienced considerably improved parking availability.” Another area of focus has been in and around the Macquarie Park business hub and the Ryde Aquatic Leisure Centre, where both corporate and community requests for stronger parking restrictions have been acted upon to by Council. “Local families can now park in their own streets following the introduction of Resident Parking Permit schemes,” the Mayor added. The Mayor said the primary job of the City of Ryde Enforcement Policy is to ensure pedestrian and vehicular safety, and to make

sure local residents can park with safety and that businesses can operate effectively. The figure of approximately 100 infringements a day reflects not only the density, size and unique commercial nature of the City of Ryde, but also its geographic location in the heart of an international city of more than four million people. The fact that Rangers also issued on average 100 warnings without infringement per day showed that Council’s enforcement policy ensuring balance and common sense was working. The City of Ryde is home to the Macquarie Park Corridor, the second largest CBD in NSW and sixth largest in Australia. As a primary business destination, this area alone attracts some 300,000 (2007 RTA data) car movements a day. Two major east-west road corridors, Victoria Road and Epping Road, accommodate 55,500 and 75,500 vehicle movements a day respectively (2002 RTA data). Travelling north-south, Lane Cove Road carries over 77,500 (2002 RTA data) a day through the City of Ryde. The City of Ryde is home to 29 schools, three hospitals and a university with 40,000 students, and it is important that the city continues to be vigilant in the protection of pedestrian and road users. In the quest for fairness, an adjudication panel to review infringements where people believe an error has been made has been established. Extensive, on-going training is provided to the ranger staff who carry out this difficult work. Media contact: Lee Kirkland 9952 8083

The two Bushcare Officers were undertaking a routine wildlife inspection when they saw the young owl being attacked by two large Currawongs. “It was lying limp on a pile of mulch and we thought it was seriously injured, but when we approached the young owl suddenly jumped up and flew to the safety of a nearby tree,” says Adam Smith the City of Ryde’s Natural Areas Coordinator. “The owl stood about 30cm high and we were delighted to see that it appeared to be unhurt.” The City of Ryde is home to several breeding pairs of Powerful Owls, the largest owl in Australasia. City of Ryde Media Release

Friday, 10 October 2008 INTEREST FROM INVESTMENTS FUNDS $8 MILLION FINANCIAL SECURITY RESERVE Council has taken a decisive step to protect the City of Ryde against any future fallout from the global financial crisis by unanimously voting in favour of a recommendation to create an $8 million Financial Security Reserve from interest earned on its investments. This $8 million, which does not include any rates collected from the community, is being funded from the $25 million in interest Council has earned from its investment portfolio over the past six years. The creation of the Financial Security Reserve will have no effect at all on funding of existing Council services, including the record Capital Works program of over $50 million for footpaths, roads, parks, libraries and waste. City of Ryde General Manager, Michael Whittaker, praised the action of the Financial Team in proposing the security mechanism. “Our Financial Team has done an outstanding job in securing Council’s financial stability, to ensure we weather this global crisis. “Our financial framework has received the highest 5-star rating from independent rating agency FiscalStar Services and, through conservative accounting and prudent investment, the Financial Team has trebled City of Ryde investments from $33 million in 2004, to around $100 million currently. This has netted the City a very healthy $25 million in interest, freeing us to take this sensible action of setting aside $8 million as a safety net.” Approximately 80% of the City’s investment portfolio of $100 million is safely held in cash and investment property which is not affected by the current global financial crisis. Head of Council’s Financial Team, Group Manager - Corporate Services, Roy Newsome, said that as reported to Council, the City of Ryde has incurred no actual losses and that about 10% of its total investment portfolio has some exposure with this global crisis.

“Council’s successful track record in closely monitoring the situation has ensured that all public moneys are protected. The transfer of some interest earned into a reserve is a wise and prudent move on behalf of Council,” he said. He added that these and all other investments were made in full compliance with the Minster for Local Government’s Investment Order and other statute requirements, including the Local Government Act. Chief Financial Officer, Richard Nankivell said that the four major banks and other institutions that offered these investment products at low risk AAA and AA ratings, seem to have left Councils to bear the brunt of the situation, yet have made massive profits from their management fees. Mr Nankivell further commented that he was concerned that Council would lose the three investments identified in the report to Council, if global markets continue to deteriorate. These investments were purchased from: National Australia Bank (Constellation rated AAA) Commonwealth Bank (Palladin rated AA) Local Government Financial Services (Rembrandt rated AAA)

If this occurred, Council would utilise the Financial Security Reserve. By Council taking this initiative in creating the reserve it has ensured that all moneys collected from rates are protected. It will also ensure that the City of Ryde will fully deliver all services, facilities and programs for 2008/9 including its extensive capital works program. City of Ryde’s General Counsel is working closely with law firm Piper Alderman to investigate all possible legal options open to Council in relation to the actions of the banks and institutions that sold these AAA and AA rated products to Council. City of Ryde Media Release

Wednesday, 29 October 2008 RYDE COUNCIL’S PUSH FOR INCREASED PAID PARENTAL LEAVE UNANIMOUSLY ADOPTED AT NSW LOCAL GOVERNMENT CONFERENCE The City of Ryde created history at the NSW Local Government Association Conference this week with its proposal to increase paid maternity leave to 18 weeks and paid paternity leave to 2 weeks as a standard condition for all NSW Local Government Employees being unanimously adopted by the Conference. The Conference represents over 100 metropolitan and regional councils across New South Wales. The City of Ryde has a strong reputation as an industry leader and Employer of Choice and has already adopted these increased paid parental leave measures for City of Ryde staff. Councillor Nicole Campbell, who initiated the proposal at City of Ryde and also presented the proposal to the Conference said: “With this historic decision Local Government has sent a resounding message to all NSW Local Government employees that NSW Councils are strongly committed to family friendly employment strategies”. “It also positions the NSW Local Government sector as the leading tier of government in Australia in relation to providing improved paid parental leave provisions. There are sound economic and social benefits to Councils in increasing paid parental leave provisions in terms of attracting and retaining high-calibre employees within the local government sector.” Commenting on the decision, City of Ryde Mayor, Clr Vic Tagg, said: ”We have put the City of Ryde on the map in taking our decision to improve parental leave provisions ahead of the Productivity Commission’s final report next year. The City of Ryde has moved ahead of both State and Federal governments.” Clr Nicole Campbell agreed saying: “The value that employees place on employer recognition of their families is significant and with the overwhelming support demonstrated here at the Conference for this proposal I look forward to many other NSW Councils following City of Ryde’s leadership on this important issue.”

City of Ryde Mayor, Clr Vic Tagg said: “In endorsing City of Ryde’s proposal, the Conference is rightfully reinforcing community expectations that taking time away from the paid workforce to care for an infant is a natural part of life and work for many people, including fathers, and should be explicitly recognised and structured like other normal leave arrangements.” Media contact: Lee Kirkland 9952 8083

November 2008, at the Civic Centre, 3-4pm. The Mayor said he was honoured to be asked to speak at the ceremony: “The 11th day of the 11th month at the 11th hour is an occasion of great meaning, when we contemplate the deeds of the brave men and women who have served and continue to serve our nation. It is especially heartening to see so many young people involved from the flag bearers, to members of the Scouting movements and of course our wonderful local school bands and choirs.” Organised by the City of Ryde RSL and RSL Sub Branches, the special service brings together a wide range of representatives of community and returned services organisations to honour Remembrance Day. Thursday, 13 November 2008 HIGHLY VALUED MANAGER TO LEAVE CITY City of Ryde’s Group Manager Environment & Planning, Sue Weatherley, will leave the organisation in November to take up a position with Parramatta City Council. Ms Weatherley who has been with the City of Ryde for over 12 years said she was privileged to have work for the community of Ryde, with the help of great staff and Councillors. Acknowledging her tenure at the City of Ryde, the General Manager, Michael Whittaker praised Ms Weatherley’s contribution to the progress and growth of the organisation and the City. “This is a bitter-sweet moment for the City of Ryde,” he said. “Ms Weatherley is a highly regarded employee and we readily acknowledge her professionalism and commitment. However, we are losing a colleague who has demonstrated outstanding ability to manage the complexities of her chosen fields in planning and the environment. “Her accumulated knowledge and intellectual property has guided decision making at the highest level, over a huge number of important projects both externally and internally, to the great benefit of this Council and the City of Ryde. “She will be greatly missed by all, not only for her wisdom, passion and pragmatic handling of complex issues, but also for her leadership qualities, her friendship and fairness.” Reflecting on her time at the City of Ryde, Sue Weatherley said she would take with her a multitude of good memories of the people she had worked with and the community projects she had been part of. Of particular satisfaction was the work done on a new planning system for Macquarie Park, the set up of Council’s Environment Unit and the environmental and regulatory outcomes that unit had achieved in just a few years. Another key highlight for Sue was the introduction of a fast, efficient and cost effective development application approval system, and the resolution of various impediments to allow the approval of the development of the Top Ryde City shopping centre. Friday 21 November 2008 RECYCLE YOUR FLUORESCENT GLOBES In a new initiative, the City of Ryde is now offering residents a free recycling service for fluorescent light globes and tubes. The Mayor, Clr Vic Tagg, hailed the initiative as a win for the environment: “Australians use between 50 and 60 million globes and tubes per year with less than 1% currently being recycled. So I urge residents to take up this offer.” Residents can drop off their globes and tubes at either the Civic Centre Customer Service area (1 Devlin Street, Ryde) or the Operations Centre reception (1 Constitution Road, Ryde) upon proof of living within the City of Ryde local government area (i.e. rates notice, drivers licence). All sized fluorescent globes and tubes are accepted. Fluoro-Facts One fluorescent tube can pollute 30,000 litres of water. New compact fluorescent lights utilise 20% of the energy to produce the

same amount of light as older style incandescent light globes. New compact fluorescent lights last four to ten times longer. Compact fluorescent contain a small amount of mercury that is an

environmental hazard if not disposed of correctly. Upon recycling, the hazardous materials are re-used as clean and environmentally safe products. The mercury is re-used for dental amalgams, the aluminium in cast products, the glass for home insulation and phosphor powder for fertilisers.

Media Release Calendar Promotes Road Safety to Seniors

Northern Sydney councils have joined together for the second year running to promote road safety among

older drivers and pedestrians by producing a Senior Road Safety Calendar full of useful tips and information.

Research shows older road users are particularly vulnerable on our roads and are more likely to suffer

serious injury from even minor accidents. Roads and Traffic Authority crash data reports that during 2007, 25

per cent of all crashes in the participating council areas involved seniors. Pedestrian accidents involving

senior members of the community are of particular concern in the Northern Sydney area with 37 per cent of

pedestrian accidents for 2007 involving older road users.

The 2009 Senior Road Safety Calendar, produced by Pittwater, Warringah, Ku-ring-gai, Manly, Mosman,

North Sydney, Lane Cove, The City of Ryde, and Willoughby, aims to raise older people’s awareness of road

safety issues and prevent accidents by highlighting road safety areas identified as particular problems for

seniors.

A road safety message is displayed on each month of the calendar along with a number of handy hints that

can help prevent accidents and reduce risks across a range of road safety issues. Topics covered include:

stress-free travel, safe traveling distances, merging, blind spots and parking made easy, together with

information about senior driver workshops that are available throughout the region.

The calendar also provides advice on how medications and medical conditions can affect driving and local

community transport options for those who decide to give up driving. A list of emergency and useful phone

numbers is included in the calendar.

“The Senior Road Safety Calendar is a useful and practical tool for seniors that provide support for older road

users across the entire northern Sydney region,” said the City of Ryde Mayor Vic Tagg. “The calendar

contains numerous tips that assist drivers and pedestrians in challenging driving situations such as what to do

at a scene of a crash,” he said.

The calendar will be available through local senior groups and centres, retirement villages and council

facilities across the northern Sydney region.

City of Ryde Media Release

Monday, 15 December 2008. CITY OF RYDE AWARDED FOR CLIMATE ACTION The City of Ryde has been awarded for its commitment to reduce the impact of global warming by participating in Cities for Climate Protection (CCP) Australia, a unique program that helps local governments and their communities cut greenhouse gas emissions. Receiving the award, City of Ryde Manager -The Environment, Sam Cappelli, said: "The City of Ryde is actively engaged in the protection of the global climate, which not only has benefits for the environment, but also results in positive impacts on the quality of life in our community.” An Evaluation Report by CCP Australia just released details greenhouse gas savings: 4.7 million tonnes - the equivalent of removing well over one million cars from the

road for an entire year - has been achieved in 2007/08 by participating CCP Australia councils.

Over 18 million tonnes of greenhouse gas saved since CCP began recording emission reductions in 1998/99.

City of Ryde alone is responsible for corporate savings of over 1,219 tonnes of greenhouse gas and over 33,000 tonnes of greenhouse gas savings since 2006

The City of Ryde has completed the five milestones in Cities for Climate Protection Australia and has reaffirmed its support for the program by progressing to CCP Plus, committing to continue implementing and verifying greenhouse gas abatement actions across council and the community. Forty of the 234 participating Australian councils were awarded by the Oceania Secretariat of ICLEI – Local Governments for Sustainability, an international not-for-profit organisation that supports more than 800 local governments worldwide to achieve sustainable development through local action. Wayne Wescott, ICLEI Oceania’s Chief Executive Officer, said that climate change is one of the most pressing concerns facing local governments today. “Councils like the City of Ryde realise that addressing climate change makes good economic, environmental and political sense, well done Ryde” said Mr Wescott. The CCP Australia Program is a partnership between ICLEI Oceania and the Australian Government Dept of the Environment, Water, Heritage and the Arts.
