0.3 NOTICE TO BIDDERS
A. This Addendum is issued to all registered plan holders pursuant to the Instructions to Bidders
and Conditions of the Contract. This Addendum serves to clarify, revise, and supersede
information in the Project Manual, Drawings, and previously issued Addenda. Portions of the
Addendum affecting the Contract Documents will be incorporated into the Contract by
enumeration of the Addendum in the Owner/Contractor Agreement.
B. The Bidder shall acknowledge receipt of this Addendum in the appropriate space on the Bid
Form.
C. The date for receipt of bids is unchanged by this Addendum, at same time and location.

Sewer Service Line at station 4+73.37 just prior to the wye connection to the 8” main. It
has been determined that the backflow valve is not necessary in this situation. Eliminate
the backflow valve.
B. Sheet C5.2 – Landfill Drainage Improvements (not reissued).
1. Bid Item #9, Drainage Improvements West Side of Landfill Access Road involves
removing collected sediment and materials in the ditch. This removed material (trash
removed) may be mixed with stored topsoil from the earthwork portion of this project
and placed on the finished slopes prior to seeding.

1. Plumbing Fixture Schedule: Change EQC to Elkay LZS8WSVRSV Electric Water
Cooler with Bottle Filling Station, stainless steel construction.
2. Rooftop unit HX-1 shall be constructed of aluminum (in lieu of galvanized steel). Install
the control panel outside of restroom below the unit as indicated on 3/M202. Provide
necessary wiring from control panel to HX-1 as required for unit to operate. Revise LAT
to be 90 degrees I lieu of 101°F for the heating mode. Revise the ambient temperature in
the cooling mode to be 95°F.
M. Sheet E001 – Electrical Cover Sheet (not reissued)
1. Unmarked pole light north of the MRF is a new Type S fixture and shall be provided un-
der this contract.
2. The intent of the project is to furnish and install (2) complete and fully operational Grid
Tied PV systems capable of producing 25kW each under this contract. Provide all

equipment, material, and labor for a complete installation. Refer to Specification Section
26 3100 for a list of approved vendors.
3. Clarification: The optional routes indicated for feeding Panel CB are not intended to be
priced separately during the bidding process but are rather options for the contractor to
choose from during construction. However, change orders will not be accepted based on
routing and feeding Panel CB during construction, which is intended to be including in
this contract.
N. Sheet E201 – Electrical Plan – Existing Pit Area and Baler Area (not reissued).
1. Water #2 111 – Provide (2) Type G light fixtures spaced evenly in room and (2) 3-way
light switches, one at each door, and connect to nearest lighting circuit.
O. Sheet E202 – Electrical Plan – New Pit Area (not reissued).
1. Water #1 110 – Provide (3) Type G light fixtures spaced evenly in room and (1) local
light switch, mounted at door, and connect to nearest lighting circuit.
2. Water #1 110 – Provide dedicated GFCI protected receptacle for irrigation controller.

2. Modify Specific Note E257 to read as follows: Provide (1) 4” Conduit with pull string
from Gridline 1-DDD to MDP for connection to future Baler. Provide (1) 1” Conduit
with pull string from Gridline 1-DDD to data rack for future CAT 6 connection to future
baler. Cap both conduits.
Q. Sheet E401 – Electrical schedules (not reissued).
1. Lighting Fixture Schedule: Fixture Types AE and A2E (Shaded A and A2 Fixtures) – All
wiring and connections shall be provided between fixture and battery pack (integral or
remote) as a part of this contract. Remote battery packs shall be provided with an appro-
priate enclosure for the space mounted in.
2. Lighting Fixture Schedule: Fixture Type G shall accept voltages from 120-277V
(MVOLT).
3. Main Distribution Panel MDP: The 350A/3P Circuit Breaker for the Future Baler shall
remain as a SPARE.
R. Sheet E403 – Power Distribution Diagrams (not reissued)
1. Clarification: Bid Schedule Items #12 & #14 shall be completely separate Bid Items. Do
not include #14 with #12.
0.10 GENERAL CLARIFICATIONS
A. Construction Materials Testing services paid by the design Team as follows:

1. Earthwork Density testing

All other tests and inspections are the responsibility of the Contractor according to the Standard
General Conditions and Supplementary Conditions.
B. Regarding Bid Schedule Items: Items on Drawings not specifically labeled with a Bid Schedule
Item number shall be included in Bid Schedule Item 1 “Baler Building Expansion”
C. Regarding the basis for awarding the project: The project will be awarded based on the combined
total price of every bid schedule item, to be listed on the Bid Schedule as “TOTAL BASE
BID”. The Owner reserves the right to accept or reject any bid items on the schedule. The
contract amount will be the combined total of every accepted bid item.
D. Regarding Davis-Bacon Wage rates: If a classification is missing from the wage determination,
contractors/subcontracts will need to submit a “Request for Authorization of Additional
Classification and Rate, as instructed at https://www.wdol.gov/db_confrmnce.aspx
PRODUCT APPROVALS:
The manufacturers and products, which are listed in the following texts, are approved for bidding. Final
acceptance is contingent upon receipt and approval of final shop drawings. Manufacturer shall conform
to all warranties, performances, size, etc., as the item specified. The burden of proof of the merit of the
proposed substitution is upon the proposer. Those items not specifically listed by addendum shall not be
approved for bidding.

1. Introduction
2. General discussion of the project
3. Submittals per project manual – all materials to be used for construction must be approved prior to construction.
1. Shop Drawings: two sets reviewed and annotated by the contractor. The Bid Documents
specify Electronic Submittal Procedures, for the contractor to use Submittal Exchange
for the project. Other systems like Procore will be acceptable for the electronic submittal
procedures. Refer to Specification section 013323
2. Materials Lists including manufacturer’s name and catalogue number.
3. Submit Contractor/Sub-Contractor credentials for Owner’s approval for all sections as specified.
4. Submit Manufacturer’s printed installation instructions for each product requiring special installation techniques.
5. Proposed schedule for construction as well as a schedule of values.
6. Bonding Requirements 1. Bid Security in amount of 5% of total maximum bid. 2. See Section “Instructions to Bidders”
7. Bid Date/Addendum 1. March 13, 2018 until 2:00 PM, then read aloud. 2. There will be a 5% Wyoming Contractor preference.
8. Contract Time 1. Substantially Completed by 420 calendar days. 2. Ready for Final Payment 30 calendar days following substantial completion.
9. Funding Agencies 1. SRF funding 2. MRF separate The other bid schedule items are from a separate funding source as
well. Payment applications will need to have any bid schedule items accepted
separated so the appropriate funding source can pay for their respective parts.
10. Payment Procedures 1. Progress Payments need to be turned in to Architects in time to allow review and
submittal to the City by the 25th of each month;
11. Compliance with Federal Labor Standards and safety of job site 1. Contractor is responsible for the safety of his crew and his sub’s crews
12. Liquidated Damages 1. Liquidated damages will be included in the contract, details can be found in the
Standard Form of Agreement between Owner and Contractor, Article 3, Section 2, $1000.00 per day for each day past Substantial Completion and an additional $200.00 for each day past Final Completion.
General Questions / Answers:
• What is the design for the solar panel system. Solar Panel and inverters are specified in
Section 263100. The associated disconnects and wiring is identified on the Electrical
drawings.
• Are work hours limited to the City’s operation hours? The City will provide contractors
access to the project site so work can take place beyond the normal operational hours.
• Is the Engineered Metal Building open to any metal building suppliers? Yes, however
they would have to comply with the Buy American / Use of American Iron and Steel
requirement for the project.
• Please clarify the electrical requirements for the future baler. The future baler in the MRF
has not been purchased by the City yet and is not included in this contract. We will
clarify what electrical items related to the future baler will be required for this project.
Look for that in an upcoming addendum.
• Explain the testing requirements for the methane barrier. The Design team will have an
engineer to assist with the testing and inspection of the methane barrier. The Contractor
will be responsible for the smoke testing of the methane barrier components. The
methane barrier will have to be tested prior to installation of the concrete slab. Details
on the methane protection system are explained in the CQA plan in the specifications.
• Would an alternate for concrete paving in lieu of asphalt paving be considered? Yes,
substitutions would be considered if submitted.
• Is the AISC certification required for steel erection / fabrication? The certification will be
waived.
• Where will extra dirt and the demolished concrete / asphalt be taken? We will provide a
map to the locations on site for those materials to go.
• Will there be any fees to dump the removed materials? The City will waive the fees for
the project since it is within the landfill property. A site tour followed the meeting. A list of attendees is attached. End of Document.

SECTION 033600 - POLISHED CONCRETE FINISHING
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes polished concrete finishing, including staining.
1.2 ACTION SUBMITTALS
A. Product Data: For each type of product.
B. Samples: For each type of product requiring color selection.
1.3 QUALITY ASSURANCE
A. Field Sample Panels: After approval of samples, produce field sample panels to demonstrate the approved
range of selections made under Sample submittals. Produce a minimum of three sets of full-scale panels,
approximately 48 by 48 inches (1200 by 1200 mm) minimum, to demonstrate the expected range of
finish, color, and appearance variations.
1. Locate panels as indicated or, if not indicated, as directed by Architect.
2. Maintain field sample panels during construction in an undisturbed condition as a standard for
judging the completed Work.
3. Demolish and remove field sample panels when directed.
PART 2 - PRODUCTS
2.1 STAIN MATERIALS
A. Penetrating Stain: Water-based, acrylic latex, penetrating stain with colorfast pigments.
2.2 LIQUID FLOOR TREATMENTS
A. Penetrating Liquid Floor Treatments for Polished Concrete Finish: Clear, waterborne solution of
inorganic silicate or siliconate materials and proprietary components; odorless; that penetrates, hardens,
and is suitable for polished concrete surfaces.
PART 3 - EXECUTION
3.1 POLISHING
A. Polish: Level 3: High sheen, 800 grit.
B. Apply polished concrete finish system to cured and prepared slabs.

1. Machine grind floor surfaces to receive polished finishes level and smooth.
2. Apply reactive stain for polished concrete in polishing sequence and according to manufacturer's
written instructions.
3. Apply penetrating liquid floor treatment for polished concrete in polishing sequence and according
to manufacturer's written instructions, allowing recommended drying time between successive
coats.
4. Apply penetrating stain for polished concrete in polishing sequence and according to
manufacturer's written instructions.
5. Continue polishing with progressively finer-grit diamond polishing pads to gloss level, to match
approved mockup.
6. Control and dispose of waste products produced by grinding and polishing operations.
7. Neutralize and clean polished floor surfaces.
3.2 STAINING
A. Newly placed concrete shall be at least 30 days old before staining.
B. Prepare surfaces according to manufacturer's written instructions.
1. Clean concrete thoroughly by scraping, applying solvents or stripping agents, sweeping and
pressure washing, or scrubbing with a rotary floor machine and detergents recommended by stain
manufacturer. Rinse until water is clear and allow surface to dry.
2. Test surfaces with droplets of water. If water beads and does not penetrate surface, or penetrates
only in some areas, profile surfaces by grinding, sanding, or abrasive blasting. Retest and continue
profiling surface until water droplets immediately darken and uniformly penetrate concrete
surfaces.
C. Allow concrete surface to dry before applying stain. Verify readiness of concrete to receive stain
according to ASTM D 4263 by tightly taping 18-by-18-inch (450-by-450-mm), 4-mil- (0.1-mm-) thick
polyethylene sheet to a representative area of concrete surface. Apply stain only if no evidence of
moisture has accumulated under sheet after 16 hours.
D. Penetrating Stain: Apply penetrating stain to concrete surfaces according to manufacturer's written
instructions and as follows:
1. Apply first coat of stain to dry, clean surfaces by airless sprayer or by high-volume, low-pressure
sprayer.
2. Allow to dry four hours and repeat application of stain in sufficient quantity to obtain color
consistent with approved mockup.
3. Rinse until water is clear. Control, collect, and legally dispose of runoff.
