    KEYFINDINGS:

    1. AnoverwhelmingmajorityofresidentsoftheCityofBethlehemratequalityoflifeinthecityaspositivewithabout1in3residentsdescribinglifeinBethlehemasexcellent.

    2. Threeoutoffourcityresidentsviewthequalityoflifeintheirneighborhood

    aseitherexcellentorgood,withabout1in4describingthequalityoflifeintheirneighborhoodinnegativeterms.

    3. WhilemostcitizensratedpublicsafetyandpoliceservicesinBethlehem

    positively,over1outof3residentsfeelthatpublicsafetyinthecityiseitherfairorpoor.

    4. Over2outof3individualslivinginBethlehemhavenegativeviewsabout

    streetconditionsofthecity,with3in10ratingthequalityofstreetrepairas

    poor.

    5. Bethlehemresidentshavefairlynegativeviewsaboutthecityshandlingofsidewalkmaintenanceandsnowplowing,withamajorityofthosepolledratingthecityseffortsintheseareasaseitherfairorpoor.

    6. ThecitysfireprotectionandEMSservicesreceivepositiveratingsfrom

    Bethlehemresidentswiththreeoutoffourcitizensindicatingthattheseservicesareeitherexcellentorgood.

    7. Improvedstreetrepairsandsnowplowingarethetwoissuesthatcity

    residentswouldmostliketoseethecityimproveuponinthefuture,withcrimepreventionandeconomicdevelopmentalsocommonlymentionedasissuesthatthecityshouldfocusonincomingyears.

    8. MostresidentsofBethlehembelievethattherecanbeimprovementsinthe

    areoftrashremoval,withamajoritysupportiveofthecityadoptingasingletrashhaulerifsuchamoveresultedinlowerscostsandimprovedtrashremovalservices.

    9. Amongthethingsthatcityresidentswouldmostliketoseechangedare

    improvedappearance,betterlawenforcement,lowertaxesandimprovedtransportationinfrastructure.

    10.Bethlehemresidentsviewthecitysparksanddowntownastheirfavorite

    placeswithinthemunicipality.

    SUMMARY:Theresultsofthe2011CityofBethlehemCitizenSatisfactionSurveyprovideevidencethatresidentsoftheLehighValleyssecondlargestcityhaveagenerallypositiveviewoflifeinthecitybutdesireimprovementsinanumberofkeyareasrelatedtocityservices.FromabroadperspectivecitizensofBethlehem

    seeboththeircityandneighborhoodsasgoodplacestoliveandwork,withmostresidentsobservingimprovementinthequalityoflifeoverthelastdecade.UnderlyingthesepositiveappraisalsofthecityarefavorableviewsofBethlehemsrecreationalfacilities,artsandculturalprogramsanddowntowndistrict.AgainstthisbackdropofgenerallypositiveviewsaboutthecityareconcernsandpoorappraisalsofaspectsofBethlehemsinfrastructurequalityandmaintenance,andinparticularstreetrepairsandsnowplowing.

    METHODOLOGY:Theresultsreportedinthisstudyaredrawnfromasurveyof1573residentsofthecityofBethlehem,Pennsylvania.Thesurveyinstrumentwas

    developedbyrepresentativesofthecityofBethleheminconsultationwiththeMuhlenbergCollegeInstituteofPublicopinion.Arandomsampleof5000householdswithinthecitywasselectedtoreceivethesurveyinthemail.EachhouseholdthatwasselectedwasgiventheopportunityofcompletingapapersurveyandreturningittothecityviamailortocompletethesurveyelectronicallyviaalinkontheCitywebsite.SurveysweremailedbytheCityofBethleheminJulyof2011.Throughthissamplingprocess1477surveyswerecompleted.Anadditional96surveyswerecompletedviatheCityswebsitebyresidentswhooptedtoparticipateinthesurveywithoutbeingselectedintherandomsamplingprocess.Thenumberofcompletedsurveysinthesurveyresultsinamarginoferrorof+\-3%ata95%levelofconfidence.Thedatainthesurveywasweightedbyage,ethnicity,race,educationalattainmentandgender.Theweightingwasbaseduponthe2010Censuspopulationestimatesforthecity.TheanalysisandreportwereconductedbytheMuhlenbergCollegeInstituteofPublicOpinionunderthedirectionofDr.ChristopherBorick.

    PERCEPTIONSOFQUAITYOFLIFE:ResidentsofBethlehemprovidesolidappraisalsofthecityandtheirneighborhoodsasplacestolive.Over8outof10citizensinthecityratedqualityoflifeinBethlehempositively,with32%statingthatthecityisanexcellentplacetoliveand53%callingthecityagoodplacetolive.

    Similarly,residentsofthecitylookfavorablyupontheirneighborhoodsasaplacetolivewith3outof4ratingtheareasofthecitywheretheyliveaseitherexcellent(30%)orgood(45%).ResidentsofBethlehemareslightlymorenegativeaboutthequalityoflifeoftheirneighborhoodsthantheyarewiththecityingeneral,with23%providingnegativeappraisalsoftheirneighborhoodsincomparisonwith13%holdingnegativeviewsofthecityasawhole.

    Therearesignificantdifferencesinviewsonqualityoflifeinneighborhoodsintermsofwhatareasofthecityandindividuallivesin.MostnotablyresidentsofthesouthsideofBethlehemweresignificantlymorelikelytohavenegativeappraisalsoflifeintheirneighborhoodsincomparisonwiththeircounterpartslivingonthe

    northsideoftheLehighRiver.While46%ofcitizensofthesouthsidesaidthatlifeintheneighborhoodwasfairorpoor,only14%ofresidentsinthenortheastpartofthecitymaintainedsuchviewsandjust21%ofcitizenslivinginthedowntownorwestBethlehemneighborhoodsprovidingnegativeviewsoflifeintheirareas.

    INFRASTRUCTUREMAINTENANCEANDREPAIR:OneoftheareaswhereBethlehemresidentshadtheleastsatisfactionisthecitysinfrastructure.InparticularcitizensofthecitydemonstratesignificantconcernswiththeconditionandmaintenanceofBethlehemsroadsandsidewalks.Twooutofthreecityresidentsratedthecitysstreetrepairasonlyfair(38%)orpoor(29%).AlongwithgenerallynegativeperceptionsofstreetrepairBethlehemresidentsareunsatisfied

    withaspectsofroadmaintenancesuchassnowplowingandstreetcleaning.Only33%ofcitizensgavesnow-plowingeffortsinthecitypositivereviews,andjust43%ratedstreetcleaningaseitherexcellentorgood.

    PUBLICSAFETY:AsinmostcommunitiespublicsafetyisoneofthemostimportantissuesfacingtheresidentsofBethlehem.Ingeneral,theBethlehemPoliceDepartmentandthecityseffortstopreventcrimedrawfavorableresponsesfromcityresidents,althoughtheirareimportantdifferencesintermsofkeydemographiccategories.Inevaluatingtheoveralleffortsofthecitytopreventcrimethesurveyresultsdemonstratethatjustunder2outof3Bethlehemresidentshaveapositiveviewofthecitysworkinthisarea.Converselyabout3in10residentsinthecityprovidesubparevaluationsofcrimefightingefforts.Aswithanumberofotherfindingsinthesurvey,therearesubstantialdifferencesintheratingofthecitysefforttopreventcrimebytheareaofthecitythattherespondentlivesin.Ingeneral,southsideresidentsgivelowerscorestothecityintermsofitsattemptstoaddresscrimeinBethlehemthanresidentslivingnorthoftheLehighRiver.Evenwiththe

    relativelylowerscores,moresouthsideresidentsgavepositiveratingsofcrimefightingeffortsthannegativescores.

    CITIZENPRIORITIESandSATISACTION:OneofthecentralpurposesofthesurveyprojectwastodeterminetheprioritiesofBethlehemcitizensintermsofcityservices.Surveyrespondentswereaskedtoidentifythefivemostimportantissuesthattheywouldlikethecitytoaddressfromalistofoptions.Thetwomostprominentissuesmentionedbyresidentsweresnowplowingandstreetrepair

    residentsonlifeintheircityandtheeffortsofcitygovernmenttoaddressproblemsandimprovequalityoflifeinthishistoriccityineasternPennsylvania.TheresultsofthisresearchindicatethatcitizensoftheChristmasCitymaintainlargelyfavorableviewsaboutthequalityoflifeintheirmunicipalityandthatthecityisbatterplacethanitwasadecadeago.Theyarepleasedwithmanyaspectsofthecityincludingitsparks,drinkingwater,recreationalfacilitiesandcultural.resources.Residentslookfavorablyuponmanyprogramsandservicesprovidedbythecityincludingpolice,emergency,recyclingandsewerservices.AmidstthegenerallyfavorableperceptionsofthecitylienotabledissatisfactionwithaspectsoflifeinBethlehemincludingthequalityoftransportationinfrastructureandmaintenance.Inadditiontherearesubstantialdifferencesinperceptionsofthecity

    betweenitsresidentslivingonthesouthsideandthoselivingonthenorthsideoftheLehighRiver.Thesurveyfindingsprovidebenchmarkmeasuresthatthecitycanseektoimproveuponthroughpolicyinitiatives,withfutureevaluationsprovidinganopportunitytoassessshiftsincitizenviewsonlifeinBethlehem.
