Arvada’s land encompasses nearly 40 square miles. Three proximate interstate highways provide easy access to the larger metropolitan region and Denver International Airport. An extraordinary trail system links with Denver trails on the east and the foothills of the Rocky Mountains to the west, punctuated with thousands of acres of parks and open spaces.

The citizens of Arvada have a great deal of pride in their city. The city is home to one of Colorado’s top 10 wealthiest zip codes and has been the recipient of state and national level awards for its business retention program. Arvada offers unique entertainment and cultural amenities. Historic Olde Town Arvada, listed on the National Register of Historic Places, provides

an eclectic shopping and dining experience. The city is home to the Arvada Center for the Arts and Humanities, one of the largest multi-disciplinary art and cultural centers in the country. The Center offers everything from award-winning theater productions and concerts to educational classes, as well as a large banquet facility for corporate and social gatherings. The city hosts a variety of popular events and festivals each year, including Trails Day, a 4th of July Celebration, Arvada on Tap, Cheers for the Holidays, Winterfest, High Tea for Seniors, Arvada Kite Festival, the Harvest Festival and Parade, Festival of Scarecrows, the Annual Chocolate Affair, and Second Saturday Sounds of Summer, held on second Saturdays from June through August.

The Arvada neighborhood parks system gives every Arvada resident the opportunity to live within a 10 minute walk to the nearest park. There are 122 parks within the city limits, encompassing 3,900 acres of parks, open spaces, and 149 miles of trails. Amenities include skate park facilities, a dog park, disc golf courses, a tennis center, golf courses, playgrounds, sports fields, a splash pad, an interactive fountain, sports complexes, plenty of undeveloped open space areas, the Two Ponds National Wildlife Refuge, indoor and outdoor equestrian centers, and the Majestic View Nature Center.

THE COMMUNITY There are several large-scale projects taking place in Arvada. In the last two years, Arvada has welcomed its first full-service hotel, Hilton Garden Inn, right outside Olde Town Arvada, as well as its first Walmart, along with additional retail/restaurants in the Ralston Creek area. Harkins plans to open a luxury theatre in Arvada on April 26, 2018, and King Soopers is planning to open a new location in May/June in the Candelas area.

Arvada will soon be home to several commuter rail stops. The G Line commuter rail brings Regional Transportation District (RTD) train service through northwest Denver, Adams County, and Arvada with the end-of-line stop in Wheat Ridge. It has long been planned by the near northwest suburbs and Denver and will provide a rapid transit alternative for travel along the I-70 West Corridor. The G Line is part of RTD’s 2004 voter-approved FasTracks plan to expand transit across the Denver metro region. The 11.2-mile electric commuter rail line will connect Denver’s Union Station to Wheat Ridge, passing through northwest Denver, Adams County, and Arvada. Olde Town Arvada will be one of the stops along the G Line. The City has already worked with RTD and developers to build the Olde Town Transit Hub, and the city is actively pursuing transit-oriented development (TOD) to compliment this regional hub. TOD is characterized by a pedestrian-oriented environment that allows people to live, work, shop, and play in places accessible by transit. Area students are served by Jefferson County Public Schools, which has been providing educational excellence for more than 60 years. Approximately nine percent of all K-12 students in Colorado attend a Jefferson County school, which is over 86,000 students at 155 schools on 168 campuses. The district’s mission is to provide a quality education that prepares all children for a successful future.

For those seeking higher education, residents and businesses have easy access to world-class research institutions including the University of Colorado and Colorado School of Mines. Additionally, Arvada is home to a Red Rocks Community College campus located northwest of I-70 and Kipling Boulevard. In August 2016, RRCC Arvada opened its $22.5 million campus expansion that tripled the size and capacity of the location. This campus features two-year associate degrees and foundation courses that transfer to four-year universities, a SmartTrack program with pre-scheduled sequences of courses, a nursing partnership with Colorado University, and all of the college’s health science programs, including a master’s degree in physician assistant studies.

Arvada has a median income of $70,950, a median home price of $357,750, and a mill levy of 4.31 per $1,000 of assessed value.

GOVERNANCE AND ORGANIZATION

The City of Arvada is a home rule city operating under a council-manager form of government. Voters elect the Mayor and six City Council members who serve four-year terms. Elections are held in November of odd-numbered years. Terms are staggered so that the seats for District #1, District #3, and one at-large seat are elected in one election cycle and District #2, District #4, the Mayor’s seat, and one at-large seat are elected in the next election cycle. Council members are limited to three four-year terms for a specific seat.

The Arvada City Council adopted the Revised 2017-2018 Biennial Operating and Capital Budget in October of 2017. The revised total for all funds budgeted for 2017 is $254,866,754 and for 2018 is $210,561,283. There are 692.05 total budgeted positions.

The City has also received the Denver Post Top Workplace award each of the three years it has participated (2012, 2015, and 2018).

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to the City of Arvada by the Government Finance Officers Association (GFOA) for its comprehensive annual financial report (CAFR.) The City has also enjoyed a AAA bond rating with Fitch Ratings for the past several years.

ABOUT THE DEPARTMENTThe Arvada Police Department sets the standard for excellence in policing. The Arvada Police Department was the first Colorado law enforcement agency and 18th agency in the United States to achieve accreditation through the Commission on Accreditation for Law Enforcement Agencies (CALEA). In order to achieve accreditation status, Arvada’s police department must meet 459 standards developed by CALEA. Arvada achieved its 10th Accreditation in 2017 and has been accredited for 30 years. Arvada is a CALEA Flagship agency, one of the highest honors bestowed upon a police department through the accreditation organization.

ABOUT THE POSITIONThe Police Chief plays a key role in strategic planning and policy development for the City of Arvada and leads such efforts for the police department, providing overall leadership and direction for the department and its divisions (operations and field services).

) Serves as an effective and contributing member of the executive management team by providing input and counsel to the City Manager on a wide range of community and organization-wide topics and issues

) Reviews and interprets information and renders decisions or opinions compliant with city, state, and federal policy, standards, and law

) Proposes, prepares, and implements new city code and policies and the revision of existing code and policies

The Police Chief directly supervises six full-time staff: Executive Assistant, Deputy Chief of Operations, Deputy Chief of Field Services, Internal Affairs Sergeant, and Public Relations Coordinator.

The Arvada Police Department is a very young department, with a number of officers nearing retirement and only a few mid-career officers. The new Chief will develop and implement a sound succession plan, providing development opportunities for current staff and attracting new, highly skilled recruits. The new Chief will also work continuously to improve communication throughout the organization.

IDEAL CANDIDATEThe City of Arvada seeks a visionary, relatable Police Chief with a proven track record of success. The ideal candidate will be a strategic thinker and team player who works well with other city departments and is engaged with the community. Politically astute, but never political, the new Police Chief will be a highly credible professional with an impeccable reputation who will be dedicated to forging strong relationships with all segments of the community. It will be important for the Chief to utilize best practices and pursue innovative solutions that make the best use of the city’s resources.

The chosen candidate will have a sound business acumen, managing the department in a business-like manner and utilizing cost-benefit analysis processes. The next Police Chief will be an analytical thinker and creative problem solver who can apply complex business management principles and make evidence-based decisions that make the best use of staff and financial resources. The selected individual must have a good grasp of law enforcement, fit in well within the organizational and community culture, and must be able to manage both service delivery and the perception of safety among residents to ensure the successful performance and delivery of policing services.

Arvada’s new Police Chief must have the energy, intellect, and social skills to adapt to constant change while providing exceptional police services to a dynamic city. The Police Chief will be respected by peers, subordinates, and members of the community and must be highly engaged with citizens and organizations in order to gain an understanding of this diverse community. The ideal candidate will be community-oriented and able to work effectively with all segments of Arvada’s population. The next Chief will be the face of the Police Department and will continually develop healthy relationships with residents and staff, as well as with local, regional, state, and other governmental partners to the benefit of the citizens of Arvada.

The Police Chief will have exceptional interpersonal skills and the flexibility needed to perform at a high level in an environment of change. The successful candidate will be able to lead, motivate, and develop Police Department personnel and will foster an environment of accountability and continuous improvement. The Chief will serve as a visible spokesperson for the Police Department and must handle all interactions with tact and diplomacy. An experienced public speaker with excellent communication skills and a command presence, the selected individual will be comfortable speaking and representing the Police Department and city with the utmost integrity and professionalism.

EDUCATION AND EXPERIENCEThe selected individual must hold a master’s degree in public administration or a related field and have ten (10) years of experience in areas relating to policing, including five (5) years of command officer experience. An equivalent combination of education and related experience that provides the required knowledge and skills will be considered. POST police officer certification is required within 12 months of hire. A valid Colorado driver license will be required.

COMPENSATION AND BENEFITSPolice officers participate in the Police Money Purchase Plan (PMPP), a 401a defined contri-bution plan. Sworn officers contribute 10% of their salary, and the City contributes 10%. Sworn officers are vested after 7 years of active duty. A supplemental 457 deferred compensation pro-gram is available to all employees. Another 457 deferred compensation program is available to sworn police personnel through the Fire & Police Pension Association (FPPA). A full range of leave and insurance benefits is also provided
