I. Introduction

The City of Alpena,Michigan, located on theshores of Lake Huron’sThunder Bay, is theowner of a 143-slip full-service marina. Overthe years, this privately-

managed property hasbeen both expanded andupgraded with an eyetoward better serving the Great Lakes boating community and thereby attractinggreater numbers of tourists to the City and its outlying areas. The City is amember of the Alpena Area Convention and Visitors Bureau (CVB) and worksclosely with the Bureau, the Alpena Area Chamber of Commerce, the Downtown

Development Authority, and other organizations to promote the use of themarina and the City’s waterfront in a manner which will benefit both residentsand visitors. Part of that effort has involved the use of marketing programs thattarget boating and fishing publications, including the Great Laker  and  MichiganBoating magazines The Marina has also been considered a vital element in the

II. Community Profile

The City of Alpena, with a population in excess of10,000, is located on the west shore of Lake Huronat the mouth of the Thunder Bay River. As theprincipal city in northeastern-lower Michigan—atthe intersection of US 23 and M-32—Alpena servesas a regional center for business, transportation,health services, and higher education. The area

including Alpena’s adjoining counties (PresqueIsle, Oscoda, Montmorency, and Alcona) claimsapproximately 73,000 residents. From Alpena,Mackinaw City is 95 miles to the northwest; the

City of Gaylord and I-75 are 70 miles to the west; and the tri-city area of Bay City,Midland, and Saginaw is approximately 140 miles to the south.

Alpena County Regional Airport (approximately 5 miles west of the City) servesthe commercial and general aviation needs of the area, with Delta-Northwestproviding daily flights to and from Detroit. It is also home to the Air NationalGuard’s Alpena Combat Readiness Training Center. The CRTC has a dormitorycapacity of 1 100 providing specialized training for 10 12 000 individual service

document missing Great Lakes shipwrecks, making Alpena the regional centerand the Sanctuary a valuable resource for the Lake Huron professional and sport

diving community.

Alpena Regional Medical Center, in the northwestern sector of the City, is theregion’s premier health care facility. In addition to its emergency room andcardiac care program, it provides comprehensive rehabilitation services, a fullrange of dialysis care, a behavioral health program, fixed MRI equipment, andfull-service cancer treatment in partnership with the University of Michigan

Health System. Furthermore, to better serve the Thunder Bay diving community,ARMC cooperates with NOAA in the operation of two hyperbaric chambers.

The eastern edge of the City’s downtown is a two-block walk from the Marina. Itand the City’s “Old Town” offer a variety of dining, shopping, and sightseeingopportunities. Historic homes, businesses, and churches are within the area’swalking distance, as are movie theaters, two live performance theaters, and anart gallery. The Jesse Besser Museum for Northeast Michigan and its planetarium

(the only public planetarium in northeast Michigan) are in the northern part ofthe City and are well worth a visit. Grocery supplies and laundry facilities areavailable just a block from the Marina store.

III. The Marina Site

A.  Location: at the channel entrance to the Thunder Bay River, at the north-west point of Thunder Bay (Latitude 45˚ 03’ 32” N, Longitude 83˚ 25’ 17” W).

E.  References. The proposing management team shall submit informationconcerning operations and/or projects engaged in during the past five

years including:1.  Names and addresses of operations and/or project sites2.  Operations and/or project descriptions3.  The name and phone number of each operation’s and/or project’s

current manager4.  The name and phone number of a local government contact involved

with or knowledgeable concerning each referenced operation and/or

project, if applicable

F.  Copies. A total of three (3) copies of the completed proposal shall besubmitted to the City of Alpena’s Building Official at the address listed atthe conclusion of this document. Faxed copies will not be accepted.

G. Due Date. Proposals shall be due no later than 4:00

P.M., Monday, November 8, 2010.

V. Selection Process

A.  Selection Committee Review. A Selection Committee appointed by theAlpena City Council will review the submitted proposals and select a“Preferred Management Team” based on the following:

1.  A review of the submitted proposal including comprehensiveness,

creativity, clarity, experience, financial capability, and other factorsdeemed relevant and appropriate by the Committee

2.  Interviews. Based on the review of the proposals, selected proposerswill be interviewed directly by the Committee. Those selected will be  judged on their ability to clearly and accurately project the vision oftheir proposals and to satisfactorily answer the Committee’s questions.

3.  A financial review of the preferred manager or of all individuals

and/or companies comprising the preferred management team4.  Reference checks and possible site visits to the selected manager’s or

management team’s referenced operations and/or projects

3.    In the event the City and the selected manager or management teamare unable to negotiate an agreement, the City has the right to select 

another manager or management team or to reject all proposals.
