Communications & Marketing Amidst the excitement of the election, this week our Division finalized the stories for the upcoming newsletter
and is working on materials for our Be Local Buy Local campaign. The new Buy Local webpage is now available
at www.PalmCoastBAC.com.
We staffed the Council meeting and did an announcement for road closures. A news release went out about our
Veterans Day office closing this Monday, Nov. 12. We hope everyone will join us at the Veterans Day ceremony at
Heroes Park at 8 a.m. Monday. Our speakers will be State Rep. Paul Renner, Edward Beier of the American
Legion Post 115 and Palm Coast Mayor Milissa Holland. We also will have patriotic music and the ceremonial
presentation of the wreaths at our military memorial. Please help us honor our military veterans.
Graphic design this week included design of an ad for Birds of a Feather Fest, design in progress for the Be Local
Buy Local ads, design of the new BAC Business Guide, and design of the Mayor’s new PPT presentation.

DEPARTMENT ACTIVITIES Flagler Palm Coast High School students have a total of 5 “Ride-Along” hours this week.
The department is committed to improving the mind, body and soul of the department members. We hosted the Assisting Individuals in Crisis and Group Crisis Intervention class to address PTSD and critical incident stress management. In addition, our Peer Fitness Trainers kicked off their wellness management classes.

The digital version of our Winter/Spring 2018-19 Activity Guide has been completed and is available at the link
below. This digital guide can be flipped through like a magazine and has clickable links to our Civic Rec registration
system. It is as simple as if you see a program you like, you click on it and it takes you right to the registration page.
The digital guide was published on Nov. 5 and it has already received 435 reads, 966 impressions, and 317 link outs.
We started a Facebook/Instagram campaign for our upcoming Thanksgiving Feet to Feast 5K. Over the summer, our
Recreation Supervisor of Marketing and our Marketing Intern went around to all of the parks and took abstract
photos with our official mascot, Wishbone Jones. The public has to try and guess what park they think Wishbone
Jones is in and if they get the correct guess, they are entered to win a Parks & Rec prize pack. We have already
handed out three prizes! The engagement with this campaign should help increase our daily engagement with our
other content. This campaign is also helping to promote our parks.
A few months back, our Recreation Supervisor of Athletics, Brandon Washington, led his own educational session in
the FRPA Annual Conference. He presented on “Young Professional Supervisor-What’s Your Style.” The survey
results came in from those who attended this session and Brandon received very high marks, scoring an overall
3.6/4! Feedback included: “Young and inspiring,” “Extremely great speaker, super informative and inspiring,” “Very
unique, young professional speaking style,” “It was great and what I needed to be a better supervisor.” Congrats to
our very own for representing Palm Coast Parks & Recreation so well and inspiring other recreation professionals!

Unidirectional flushing operation continued this week concentrating on Section 30 which includes the streets
surrounding Rae Drive. The operation will not continue next week, however the operation will resume the week starting December 4th, concentrating on areas in the south end in close proximity of Water Treatment Plant #2.
The average water demand for this week was 7.778 million gallons per day.
The average wastewater flow for the week was 6.724 million gallons per day.
Water Distribution crews installed 48 new water meters and 6 reuse meter.
There are 245 new meter installations pending with 63 cleared and an average installation time of 4 weeks.
Wastewater Operations installed 9 new PEP tanks and replaced 4 tanks.
There are 24 new PEP tanks pending and 5 PEP tank replacements pending. Currently all new tanks are being installed within 6 days of site ready.
There were 43 calls after hours.
Water Distribution crews repaired 5 water service lines, 4 manifolds, completed 3 meter pit adjustments/replacements and tested and repaired 125 backflow preventers.
Wastewater crews installed 3 risers, replaced 25 PEP pumps, 52 floats, 4 cleanout caps, 1 ball valve and 1 box, 11 PEP pump assemblies and 11 PEP pump electric assemblies and repaired 1 service lateral. Also inspected via CCTV 3,375 feet of gravity sewer, 20 manholes and completed annual inspections on 4 pump stations.
On November 4th and 5th , staff from Water Treatment Plant #1 performed water quality analyses on shallow wells 27, 29, 31, 32, 33, 36, 41, 42, 60, 62, 105, 106, 107, 115 and 136.
On November 2nd, Paralee finished the annual calibrations on all the flow meters and transmitters located at Water Treatment Plant #2.
November 5th, staff from Water Treatment Plant #2 performed water quality analyses on limestone wells LW-14, 17R, 19, 23,30,31,32,105,106,107 and 108.
PBM Constructors returned the repaired disk filter #4 to Wastewater Treatment Plant #1 and removed disk filter #2 for rehabilitation as well.

On November 6th, staff from Water Distribution replaced a leaking post hydrant located on Random Place. There were 7 homes issued a 2 day boil water notice. On November 7th, another post hydrant was replaced as well, located on South Cloverdale Court. There were 28 homes issued a 2 day boil water notice.
The post hydrants were replaced with a new in-ground brass flushing system, which is referred to as a blow-off hydrant. The hydrants are used for flushing water lines to maintain water quality.
The post hydrants located throughout the City have been in operation for many years, and over time they begin to deteriorate due to aging and other conditions. The post hydrants are obsolete and replacement parts are no longer available.
The (blow-off hydrant) is installed underground in a meter box which prevents possible damage from vehicles, etc. This also protects the hydrant from weather conditions. It is designed and engineered to be parts free. Being that the hydrant is installed beneath the ground, it is unnoticeable to the community.

RENEWALS AND REPLACEMENTS (R&R)
POST HYDRANTS
On Monday November 5th, at approximately 2:00 PM Water Distribution was notified of a 12” water main break on a utility easement that runs between Citation Boulevard and Seminole Woods Parkway. The water main was damaged by a logging contractor while clearing trees. Staff repaired the 12” water main, but due to logging activity the dirt roadway was inaccessible for vehicles within a quarter mile of the break site. Staff had to move parts and equipment to the break site using the front end loader and a trac-hoe. With the lack of accessibility and power to the break site, the completion of the repair continued until 2:00 AM on Tuesday morning. Trac-hoe lights and flashlights were the only source to see after dark.
There were no homes
affected by this shutdown, therefore no boil water notice was issued. However, samples were taken to ensure the quality of the water was maintained.
HIGHLIGHTS WATER DISTRIBUTION WATER MAIN BREAK
Nov. 9, 2018 Temporary road closures: Porter Lane on Nov. 13; Priory Lane on Nov. 15 Palm Coast – The City of Palm Coast Public Works Department is planning two temporary road closures in the coming week as it installs new drainage pipes. From 7:30 a.m. to 3:30 p.m. Tuesday, Nov. 13, the roadway in front of 7 Porter Lane will be closed for a pipe replacement project. From 7:30 a.m. to 3:30 p.m. Thursday, Nov. 15, the roadway in front of 7 Priory Lane will be closed for a pipe replacement project. Residents will have access to their homes, but the roads will be closed to through traffic at those locations while the work is being done. The City of Palm Coast appreciates the patience and cooperation of residents and motorists during these important drainage improvement projects. For those who do not frequent animal shelters often, it is often assumed that a reason for dogs being in a shelter are because of issues with aggression. Dog aggression is such a complex subject because their behaviors can be so similar to humans in this sense. Dogs are not automatically aggressive when they are born, it is a learned behavior due to outside factors. Information about what dog aggression really is and what causes it might shed a different light on the topic. Before automatically assuming that there is no hope for aggressive dogs, assess any interactions in the past that might give the dog a reason to be aggressive. Find out their trigger and work towards honing in on resolving the real reasons for this behavior. As an owner it is best to think about why a dog is acting this way because one must figure out what the dog hopes to gain from showing signs of aggression.
