The City of Crescent City

The City of Crescent City resides in Del Norte County has a population of 4,260 and is located on the pristine northern California coast about 20 miles south of the Oregon border. The population of Del Norte County is approximately 28,000.

The area offers an abundance of outdoor activities due to the proximity of the Pacific Ocean, the Smith and Klamath Rivers (two of the best salmon and steelhead fishing streams on the Pacific Coast) and

is surrounded by the beautiful Redwood National and State Parks and Smith River National Recreation Area. The climate is mild throughout the year, with winter temperatures averaging 40-50 degrees and 60-70 degrees in the summer; average rainfall is approximately 80 inches. Weather is often 10-20

degrees warmer just 10 miles up the Smith River.

The City was incorporated in 1854 and consists of 70.75 full-time and 20 part-time employees with a $21.7 million dollar budget. The City operates water and sewer utilities, a housing authority and provides a full range of services including police, public works, community development, planning, building, engineering and

inspection. Fire services are provided primarily by volunteers of Crescent City Fire and Rescue.

The City of Crescent City will promote health, safety, quality of life and community pride for our residents, businesses and visitors through leadership, teamwork and values.

The purpose of the City of Crescent City is to promote a high quality of leadership, services and life to our residents, businesses and visitors by providing the most efficient, innovative and economically sound

municipal services, based on our diverse history, culture and unique natural resources.

The Position and Things to Look Forward to: This is a contract management position. The City Manager will join Crescent City during an exciting time. Current undertakings include the new re-location and renovation of City Hall, multiple large scale infrastructure projects and disaster preparedness and economic development planning and there is currently a need to re-evaluate the Strategic Plan. The City is in collaboration with the County of Del Norte in developing a Sister City Program with the City of Rikuzentakata, Japan. Financial recovery and stability continues to be a critical issue for both the immediate and ongoing future of city operations. Labor contract considerations must be addressed in a manner that helps accommodate employee needs while maintaining the fiscal balance that the City has worked tirelessly to achieve. The City is also in the midst of a sewer rate increase and is evaluating its stance on marijuana and the implementation of Prop 64.

Essential Duties Administers all operations of the City; develops, recommends and implements policies, program planning

and fiscal management of all City functions, programs, grants and services. Enforces and administers the provisions of the laws and ordinances governing the City. Enforces all provisions of franchises, leases, contracts, permits and privileges granted by the City. Directs, coordinates and participates in the preparation and proposal of the annual budget. Makes recommendations to the City Council for adopting measures and

ordinances as deemed necessary. Plans, coordinates, directs and participates in the planning for the orderly

development of the City and to promote a thriving local economy. Supervises the personnel program for the City, including the review and

revision of personnel policies and procedures. Participates in conferences and meetings with other governmental officials

to arrive at solutions to mutual problems. Strives to support quality services, community safety and health to enhance the quality of life and experience of our residents and visitors. Provides leadership and general supervision for all departments for the purpose of obtaining the highest level of organizational effectiveness.

Knowledge of: Public administration and organization with particular reference to municipal administration, including the basic

principles applied in the development and management of organizations providing various municipal services. Functions of municipal government and the personnel, methods, materials and techniques employed in the operation of such government. Knowledge of general laws, ordinances, regulations and municipal corporation. Personnel procedures and employment law, including labor negotiations, employer-employee relations issues and employee performance evaluation standards. Best practices in municipal financial management and fiscal policies and internal controls. Complex public policy issues and intergovernmental relations. Federal, tribal, state and regional local jurisdictional partnerships.

City’s municipal code and policies, California Government Code and Civil Code, California Redevelopment Law,

Health and Safety and the Public Records Act.

The Ideal Candidate: The new City Manager will be a proven leader who possesses experience in municipal finance and budgeting, economic development, sustainability and transparency within a local government agency. Will have assertive leadership skills, is action-oriented, takes initiative and communicates and tackles issues in a confident, constructive and solutions-oriented manner.

The ideal candidate should be highly motivated, creative, proactive and a forward-thinking visionary. The new City Manager will provide clear direction for staff and create and implement more effective work practices and have a meaningful impact on the community. Promoting the well-being of the City, both internal and external to the organization, should be one of the Manager’s overarching goals. The ideal candidate should possess the ability to work on a variety of complex issues while focusing on quality

customer service. The new City Manager will need to have the ability to involve and engage any number of groups and individuals with different perspectives and interests. Will conduct oneself with integrity; knows right from wrong and stands firm in the face of pressure. Is self-confident and empathetic; listens and shows understanding; is positive, calm and composed. The new City Manager will understand and apply the principles of effective coaching, commits to mentoring and development of subordinate staff and has a proven track record of effective mentoring relationships. Direct experience working with a Council, Board or Commission is highly desirable. The Selected City Manager will Possess the Following Qualifications: An executive public sector background with personnel management experience. Exceptional administration and management skills with expertise in the areas of finance & budgets, economic development and labor relations. Extensive progressively responsible managerial or administrative experience with a public agency, organization or utility. Excellent oral and written communication skills demonstrating an ability to convey messages to a variety of audiences in an effective, clear and calm fashion. Experience performing responsible redevelopment or related work is desirable. An educational background that includes a Bachelor’s degree from an accredited college or university, with a MS/MA degree is highly desirable.

Compensation and Benefits

Wage: $98,795.03—$126,238.60 Annual Salary DOQE, paid bi-weekly Retirement: The City participates in CalPERS with a 2.5% at 55 formula for Classic Employees, with an employee contribution of 8%. For employees covered by PEPRA, the retirement formula is 2% at 62. City pays the employer share and employees contribute 6.25%. Health: The City provides up to $1,540 a month in a flexible spending account to apply towards health benefits, including medical, dental, vision, air ambulance, long-term disability and life insurance. Vacation: Vacation is accrued at 4 hours bi-weekly upon employment and increases with time in service. There is an accumulation limit. Sick Leave: Sick leave is accrued at 4 hours bi-weekly with an accumulation limit. Holidays: 12 paid holidays per year, plus 2 floating holidays per fiscal year. Administrative Time Off: 80 hours per fiscal year Deferred Compensation: 457 Deferred Compensation Plan Fitness: Pool Pass for employee and eligible dependents Employee Assistance Program is offered to employees and eligible dependents
