PUBLIC WORKS Major Projects:

Peeler Road Sidewalk- Construction 57 installed a storm drain crossing under Peeler Road, completed 85 feet of sidewalk and began building the second retaining wall. There will be minor traffic delays on Peeler Road.

Tilly Mill Sidewalk- Lewallen Construction is continuing the installation of the stormwater pipe on Cherring Drive.

Spalding at Chamblee Dunwoody Intersection- AT&T has relocated most of their overhead lines and is expected to complete this work in February. Construction 57 has installed the silt fence north of the intersection. The tree removal on the eastside of Spalding Drive has been planned for the week of January 25th.

Other Highlights:

Winters Chapel Path Phase 1- The easements are being negotiated with property owners for Phase 1 of the project.

Tilly Mill Road at Mount Vernon Place Intersection Improvement- The final draft of design plans for the intersection improvements is in review.

Workload/Activities:

The stormwater repairs have been completed on Maclaren Circle and Leisure Lane.

The sidewalk repairs are in progress on Peeler Road and Mount Vernon Road.

The department has completed 9 signal repairs and 15 sign repairs.

POLICE Other Highlights:

An officer was involved in a side swipe crash on I-285 while trying to block traffic to protect a man on foot who was experiencing a mental health crisis.

Workload/Activities:

Officers received a License Plate Reader (LPR) hit on a stolen tag and were able to locate the vehicle in a parking lot and recover the stolen tag.

Officers responded to a graffiti call at Brook Run Park where unknown persons sprayed graffiti on the walls of the men’s restroom at the skate park.

Officers responded to a call that someone wanted to turn in some grenades, but turned out to a swatting call.

Officers received a License Plate Reader (LPR) hit on a wanted person. The vehicle and wanted person were located in a parking lot and the suspect arrested.

An unknown person spray painted the female restroom at Brook Run Park.

Officers received a License Plate Reader (LPR) hit on a wanted person and the vehicle and suspect were located. The suspect had multiple felony warrants for Burglary, Larceny and Forgery from three different agencies.

Officers responded to a call with a subject threatening to jump off the parking deck at Perimeter Mall.

Officers responded to an indecent exposure call at Wal-Mart and the suspect was shoplifting also. The suspect was located and transported to the hospital for treatment due to drug and alcohol use.

Officers responded to an armed robbery call at Macy’s in Perimeter Mall. The mall’s Loss Prevention Officers confronted a shoplifter and the suspect produced a gun and pointed it at them. The suspect fled the scene.

Officers responded to a person shot call on the MARTA platform, but no one was located. Another call came in of a person shot in the parking lot of Wal-Mart where the victim was located and the incident was found to have happened on the MARTA platform. The victim was possibly struck by shrapnel or concrete from an accidental discharge of a firearm. The incident was turned over to MARTA Police Department.

Officers responded to a domestic dispute at an apartment complex. When Officers arrived to the scene they found the victim who stated she had been choked by the suspect and shot at her, but missed. The suspect fled the scene.

Officers responded to a call of a person experiencing a mental health crisis. The subject was highly agitated and damaging property. He was transported and admitted to a hospital.

Officers responded to a domestic dispute call where a male subject provided a false name. After finding out the subject was wanted for a probation violation for armed robbery and a parole violation for aggravated assault, Officers

attempted to take the subject into custody. A fight ensued and the subject was tasered.

Officers responded to a medical call where a subject was apparently electrocuted while working. CPR was started and he was transported to the hospital while unresponsive.

Officers responded to a call from a homeowner who observed 4 armed people with masks breaking into his vehicle. Officers located the vehicle, which fled south into Chamblee where Chamblee Police Department chased the vehicle, which crashed. Two suspects were arrested and a gun was recovered. The vehicle had been stolen out of Sandy Springs.

Officers responded to a shots fired call at Gilly’s when a customer became upset at last call. The customer retrieved a gun out of his car and fired it into the air, but the suspect was gone prior to Officers arrival.

Officers responded to an entering auto call at a business on Ashford Dunwoody Road. A total of eight cars were broken into.

Officers responded to an overdose call and found a subject unresponsive and transported to the hospital.

Officers responded to a possible DUI, which was upgraded to a vehicle crash. An officer confronted the driver and was attacked and struck in the face. The suspect was arrested with no injuries.

Officers responded to a possible overdose at a local hotel where a 42-year-old female was found deceased. The Detectives are investigating.

There were several thefts that occurred at a fitness center with one victim’s car stolen.

Officers received a License Plate Reader (LPR) hit on a missing person and Officers were able to locate the person.

Officers responded to a shoplifting call at Wal-Mart and determined the suspects had committed another offense on a previous day. The suspects were arrested for multiple thefts.

An unknown person(s) broke into six vehicles at the Crown Plaza Hotel.

PARKS

Major Projects:

Brook Run Skate Park Murals: The artists have been secured to showcase 4’ x 8’ murals at the Brook Run Skate Park in February for Black History Month and in March for Women’s History Month. A total of 6 murals will be displayed in February and 9 in March.

Installation of new Park signs 95% completed: The new signs at Brook Run Park, Pernoshal Park, Windwood Hollow Park, Dunwoody Nature Center, Vernon Oaks Park and N. Shallowford Annex will showcase applicable Community Partner logos and park address.

Austin School Site demolition continues: The department is waiting for the final land disturbance permit from Georgia Soil and Water to remove footers and sight work.

Other Highlights:

The “Busy-Eyed Day” StoryWalk® has been placed along the Dunwoody Trailway, in partnership with DeKalb County Public Library and the DeKalb Library Foundation, along a portion of the Dunwoody Trailway. The bi-lingual StoryWalk® and “I Spy” game can be found along the trail within Brook Run Park, near the Pernoshal Park connector split. The current book will be on display until the end of March.

The registration for the current season’s programs are progressing. The CPR and First Aid program has ten participants, new online coding class with Code Wiz has two participants and the Kickball and Flag Football leagues with Atlanta Sports and Social Club are full.

Martin Luther King Day of Service: The department collected over 19,000 pounds of non-perishable goods during the “Souper Bowl of Caring” event from December 21st thru January 18th. A total of 350 volunteers planted 5,000 daffodil bulbs, 140 trees and painted the remainder of the plaza at Spruill Arts Center.

Workload/Activities:

The field rental inquiries continue to increase, specifically in regards to half and full day pricing structures, therefore the department will review for potential changes to this in the future. The current season’s “Free Play” hours have been updated on the Park’s website and program boards.

The Owl Camera and license plate reader installation at Brook Run Park, Pernoshal Park, Georgetown Park and Dunwoody Cultural Arts Center is ongoing.

The department coordinated with LMI Electric to install photocells at all Brook Run Park gazebos and repair cells at Georgetown Park as well as Windwood Hollow Park.

The department has scheduled repairs of the parking lot lights at Brook Run dog park with Georgia Power.

COVID-19 Update:

The staff continues with daily disinfection of all playgrounds and after hours’ bathroom cleaning.

The crews continue to wear masks when 6 ft. social distancing cannot be followed.

COMMUNITY DEVELOPMENT Major Projects:

The first reading of 84 Perimeter Center East rezoning to PC-2 for a mixed-use project was heard by City Council, which will include senior apartment homes, restaurant and retail.

The rezoning of 301 and 303 Perimeter Center North to PC-2 was approved by City Council for use as an educational facility.

The department completed 153 building inspections over the last two weeks.

The department issued 58 new permits.

The code enforcement staff removed 11 signs from the right-of-way as well as other areas throughout the city.

The department had the third sign committee meeting and reviewed the draft sign code, which go to the public hearing in April.

Other Highlights:

The Zoning Board of Appeals (ZBA) has 4 cases for February.

The city engineer and erosion control team had 23 site inspections.

The code enforcement officers had 21 inspections and issued 10 warning notices.

Richard Fernandez and Jeff Harris attended the Level B1 of Georgia Soil Water

Conservation C training for inspection certifications.

The department continues the re-review of High Street and Lazy Dog restaurant

at Perimeter Mall.

The Sustainability Committee held further discussion of the Sustainability Plan

with a vote expected in February.

Workload/Activities:

The department had 75 new applications for plan submittals.

The department submitted the semi-annual LIA (Local Issuing Authority) report

to DeKalb Soil and Water Conservation District.

A property owner was ordered by the court to pay $3,000 for tree removal in the stream bank without a variance.

COVID-19 Update:

The code enforcement team, building official and permit coordinator has been in the office or field every day.

The Planners have been in the office several days working with the new staff.

ECONOMIC DEVELOPMENT Major Projects:

The Dunwoody Art Commission members have been selected and the first meeting is scheduled for January 28, 2021.

CARES Act Funding - The City Council approved the CARES Funding for Economic Assistance on November 9, 2020:

o Small Business Assistance Grant – The application portal went live on December 18th. The applications have been qualified through the Dunwoody CARES Website and funding in the amount of $1.5 million has been allocated. The Phase I applications are being processed for payment and the on-line portal will re-open Friday, January 29, 2021.

o Al Fresco Matching Grant – The Grant is open and 12 applications have been received with a value of $35,457.

o Entrepreneurship Program – This program is coming soon. o Tourism Marketing Campaign – The campaign is underway.

The Economic Development Department is kicking off the process to update the City’s Economic Development Strategy in January.

Workload/Activities:

The department conducted 47 business retention calls.

The department conducted 10 business recruitment calls. COVID-19 Update:

The Economic Development Department is monitoring future Federal Stimulus Programs and working on criteria for the disbursement of Small Business Grant funds from CARES Act.

INFORMATION TECHNOLOGY Major Projects:

Workspace One MDM (Mobile Device Management) Solution/AT&T FirstNet: The final phones will be migrated when a schedule with users’ availability can be determined.

Police Fleet New Laptops: The final stages of the new laptops and delivery of the remaining docks should be completed next week.

The transition of desktops to laptops continues to move forward.

Art Center Camera Project: The final step for this project is scheduled the first week of February.

Migration to cloud for email and Barracuda – The project planning and first steps of the migration is progressing.

Final FortiClient configurations – The department has scheduled the configurations for the first week of February.

Workload/Activities:

The department currently has 93 helpdesk tickets opened for this period.

The department has successfully closed 94 helpdesk tickets for this period.

The department has hosted 11 zoom meetings.

COVID-19 Update:

The department will continue to Host Hybrid and Virtual-Only Zoom Meetings.

A member of the staff is working on site most days this period and for all hybrid meetings.

COMMUNICATIONS / MARKETING Major Projects:

The Dunwoody Ambassadors are ready to launch with the logo, t-shirt, video, web page and registration form.

The department has additional training to develop web microsites for parks, community development and economic development.

The department is designing a presentation of the parks input survey for the Austin Elementary school site.

FINANCE Major Projects:

The on-boarding transition to the newly awarded municipal services contractors has been successful and continues.

The accountant position was filled by Jacobs with employment start date on January 19th.

The Risk Manager position with Jacobs will start on February 1, 2021.

The iWorQ testing continues with the Community Development department for online options; data has been uploaded into iWorQ and online options are being streamlined. A creation for portal applications and import associated fees are being generated.

Other Highlights:

The department is working on year end work papers and close-out, including 1099’s and W-2’s.

The department submitted the 2021 Budget Book to GFOA (Government Finance Officers Association) for review of the Award.

The department is reviewing non-profit applications for CARES Funding Grants as they come in and reviewing information of Small Business Grants that have been approved by Mayor and Council.

Working with multi-family units to ensure compliance with annual inspections.

The Dunwoody Nature Center Drainage Improvement Project contract was issued to Freese & Nichols.

The detention pond assessment contract for 5330 Redfield Drive was issued to Dewberry Engineering.

The contracts for two city projects was issued to Practical Design Partners; the design of the new sidewalk from Oakpointe Place on Chamblee Dunwoody Road to Dunwoody/Springs City limit on Dunwoody Road. The second project was the new sidewalk design from Parliament Drive to the Vermack Swim Club along Vermack Road.

COVID-19 Update:

The front desk reception is open on Monday and Friday from 8 a.m. to 12 p.m. and Tuesday, Wednesday and Thursday from 8 a.m. to 5 p.m.

The back office staff continues to work staggered schedules on-site and remotely to minimize in person contact.

Supplies are routinely ordered for COVID sanitation, which include disinfectant wipes, face masks and sanitizer.

MUNICIPAL COURT Workload/Activities:

The department disposed of over 56 cases and reset 12 cases.

The department is conducting an internal audit of failure to appear cases as well as any probation cases.

The department has started an internal audit of cases with cash bonds pending.

CLERK Other Highlights:

The staff provided OnBase training for all employees in Community Development and Economic Development Business Retention Manager.

Workload/Activities:

The department processed 178 Open Records Requests from January 11th to January 22nd.

The City Clerk facilitated the signing of nine contracts, agreements, resolutions

and ordinances.

The department drafted the summary and minutes of the January 11, 2021 City Council meeting.

The department published the agenda for the January 21, 2021 Development Authority Meeting.

The department published the agenda for the January 25, 2021 City Council Meeting.

HUMAN RESOURCES

Other Highlights:

The Human Resources department published the First Amendment Audit training for the new Community Development team.

The City is recruiting for four new Police Officers and a conditional offer has been extended for one position.

The Human Resources department published Part I of the first video in the 2021 Nutrition Series, which was sponsored by the Wellness Committee.

COVID-19 Update:

The department continues to manage report intake, contact tracing and recordkeeping for seven COVID-19 cases.

The department participated in COVID-related training to stay up-to-date on current legal guidance and best practices.

Human Resources will publish Part II and Part III of the first video in the 2021 Nutrition Series in the coming weeks.
