Fleet Services

Fleet Services ensures vehicle reliant City services meet their commitment to

residents by tendering, acquiring, disposing, and maintaining the fleet in a

cost effective and efficient manner.

• Current fleet of vehicles – 400 units

• Annual Fuel Budget - $1.0 million dollars (about 20% of total operating costs)

• City Fleet Emissions = 38% of 2009 Corporate GHG in tonnes

• Awarded “Silver Status” from E3 Fleet (energy, efficiency & excellence)

Fleet Services

Provision of support services to procure, dispose, and maintain a fleet of

emergency response vehicles.

1. Provide Fleet Management Services to the City RCMP Fleet of 62 vehicles

2. Provide Fleet Management Services to Fire Services – 28 units

3. Provide contracted Services to RCMP North District (45 detachments) for the

provision of retrofitting (Post Garage) of new police cars – annual net revenue

$30,000/year

The Green Fleet Strategic Plan is aligned with and supports City Council’s

Strategies and Policies, Core Focus Areas, and the Corporate Work

Plan by:

• Implementation of the Sustainable Procurement Policy (2010);

• Focus on the Core Focus Area to “Protect our Air, Water, and Land” (City

Council Strategic Plan);

• Alignment with Environmental Policy Statement (myPG);

• Focus on policy directions relative to clean air, green

practices, green energy, and reducing carbon

emissions and;

• Establishment of “key progress targets” relative to

emissions and corporate initiatives.

What is a Green Fleet?

Focus on two overarching goals:

• Optimize the efficiency of vehicles and equipment, resulting in decreased

fuel consumption and exhaust emissions and;

• Maximize the use of alternative fuels and/or technologies within the financial

capabilities of the organization.

Green Fleet Strategic Plan

Purpose: Develop formal framework to achieve GHG emission reductions by

implementing initiatives from two (2) streams:

• Fleet Purchasing – Right sizing, life cycle costing, alternative technologies

(battery, hybrid, electric, propane);

• Operation of the equipment - reduced idling, route management,

preventative maintenance, fuel use, and driver safety.

Result – A three year (2011 to 2013) plan and associated action plans for

achieving the corporate green fleet objectives.

• Providing the context and framework for a long term approach to a green fleet.

• Working towards achieving Gold E3 Fleet Status from the Fraser Basin Council.

• Assessing the costs and benefits of fleet purchases based on life cycle costing.

• Establishing the groundwork for our green fleet strategy to obtain organizational

buy-in towards the Plan.

• Developing guiding policies, procedures, and strategies supporting action plans.

• Council approved Sustainable Procurement Policy

• Includes a process to acquire goods and services in a way that gives preference to

suppliers that generate positive financial, social, and environmental outcomes

• Key focus areas of Sustainable Procurement are:

Key Strategies to Support Green Fleet

• Create and implement organizational wide communications and training plan to

focus on Green Fleet

• Implement Driver Efficiency Training Program to improve driver safety, fuel

efficiency, safety technique, and emission reductions

• Implement systems to measure idling times on City fleet to support reduction of

fuel use and emissions

• Implement energy efficient vehicle purchasing strategies (e.g. electric vehicles

and propane conversions)

• Examine alternative fuels (e.g. propane)

• Optimize use of assets through “right sizing” and

“route management” assessment and monitoring

Guidelines for staff and contractors to the City

• Tire Management Program implemented that regularly

measures tire pressure on City vehicles resulting in lower

fuel use

• Pilot project to measure and monitor idling times

• Objective – Investigate a community driven approach

to joint cost-sharing for an electric vehicle

Propane Fuel Conversion Program

• Pilot Project in 2012 – Five (5) city vehicles.

• Significant reductions in GHG emissions and fleet

operating costs. Propane operated vehicles produce

much less GHG compared to gas engines and the cost

of propane is much lower.

• Project payback on conversion costs ($5000/unit) is

about 14 months.

• Goal - Examine and consider if program should be

enhanced in 2013.

COBI (Computer on Board Information)

• Install small on board computer in 40 city vehicles to

“measure and report” on idling time.

• Compare idling times against baseline data.

• Goal is to focus on equipment that is operating above

average idling time in order to reduce fuel use and

emissions.

• Target is to reduce fuel use by 10% by 2013.
