AN ORDINANCE CONVERTING ITAAS ELEMENTARY SCHOOL-NBP ANNEXIN SOUTHVILLE III, BARANGAY POBLACION, CITY OF MUNTINLUPA,METRO MANILA INTO AN INDEPENDENT ELEMEIJTARY SCHOOL TO BEKNOWN AS "POBLACION ELEMENTARY SCHOOL".

WHEREAS, Article ll, Section 17 of 1987 Philipplne Constitution providt, "the state shall give piority to education, science and technology, a
culiure and spofis to toster patriotism and nationalisnr, aacelerate social progressto promote total human liberation and development'',
WHEREAS, education is one of the priority piograms of the present
adminiskation of the City Government of Muntinlupa;
WHEREAS, the Depaftment of Education liuntinlupa has advocatedand recommended the separation of the Eleinentary p.rinexes in accordance with
the prcgram of the Department of Education to have a free and inciependent
educational program under the K-12 Curriculum which :Ire suitable to the needsof the pupils, parents, and of the conrmunity;
WHEREAS, lhe Hon. Congressman Rodolfo G. Biazon, filed House BillNo. 511, entitled "an act separating ltaas Elementery Schcol-NBP Annex inSouthvitle tlt, Ba:'angay Poblacion, City of Muntiniupa, L4etro Man!!a, from ltaas
Elementary School,- converling it into an indepenrient'Elementary Schoal to be
known as Poblacion, Eiententary schaa!. and apprcprlaling funds therefor, and
fcr cther purposes.'',
WHEREAS, in compliance with lirc mandate for the
sepa;.ationrestablishment of a new school the proponents subn ritted the following
iequirernents for the establishment of Poblacion Elementary School;
1) Copy at the Bit! with Explanatory i'!'-'le;
i) Favorable endorsenent from the Depadment of ECucalicn

3) Resolution from the Community (PTA, Civic clubs,studenUteaching organization and Local Govemment Unit);
4) Accomplished Profile of the Candidate School;5) Feasibility Study (Financial projections, stalisfics,
organization $tructure, plans and ciesigns) for establishmentof new schools;
6) lf the schoo/ is named after an indilidual other than statedhere, submit a ceftification that the schoo/ namememoializes a depafted person;
7) Copies of Transfer Ceftificate of Titles (TCT);
WHEREAS, the following reasons in the establishing the PoblaElementary Schoo/:
1) Establishment of the school as ir'dependent from thschool provides a wider means of support from thegovernment and the Departmenl of Education;

4) Atl adiacent communities that surround the school vicinitywere enrollees of the ltaas Elementary School NBP-Annex'
WHEREAS, the ,taas Etementary School NBP'Annex is the site of
opportunity for its pupils with a population of 5,693 and is still growing in numbers
because of possible enrollees living in nearby places;
WHEREAS,theSchoolsDivisionSuperintendent(SDS)oftheNluntinlupaDivision, Mr. Mauio De Gulan, strongly recommends1hat the ltaas Elementary
scnoot Ngp-Rnnex to be a single entity to be established in order to give quality

Mission and Vision;
2) lt wiil provide wider avenues for the administrators, fa ulty,s(affs, students, parents and the communities for inno tionand developmenl and improvement;
3) lt will prove the commitment of the government to Pro decurricular status in innovations that is affordableavailabte to all citizens regardless of their economicsince ltaas Elementary School NBP-Annex is the third pu

WHEREAS, the ltaas Elementary Scfiool l,lBp-Annex in considerationof existing 139 Permanent Teachers consisting of the fotlowing: one (1) SchoolHead, two (2) Master Teachers, Fifteen (15) Teacher r/, Nine (9) Teacher il,and One Hundred Thirteen (113) Teacher t, and 5,749 enrollees meets thenecessary requirements to become an independent school that will allow andimplement essential programs and curriculum suitable to the very needs of thepupils in the community within which this school will provide its services;
WHEREAS, the faculty as the teaching force are qualified in the higheststandards and competence to meet the basic requirernents of illegibility;
WHEREAS, the administration, facuity and staff of the soon to bePoblacion Elementary School commit tc the fulfillnrerrt of the mission andvision oi the DepEd and City Government of Muntinlupa in the delivery of qualityaffordable basic education tc its client;
NOW THEREFORE, ORDAIN, AS lT lS HEREBY ORDAINED, by the 7th
Sangguniang Panlungsod of Muntinlupa, to convert itaas Elementary School-NBP Annex in Southville lil, Barangay Poblacion, City Of MuManila, into an independent Elementary School to be knownElementary School".
