Describe your Entity and its Services:
The Mosier Farmers Market is a vibrant cornerstone of the community. The Mosier Farmers Market provides food producers with an outlet for sales, and consumers with the opportunity to support local farms and food makers. The Market is held in downtown Mosier on every Sunday from June – mid October. 2020 will be the Mosier Farmers Market’s 11th year in operation, and 6th year managed by Gorge Grown Food Network. By bolstering this market, our goal is to amplify the existing benefits that this market provides: healthy food access (a #1 need in the community), economic development, a fun tourist destination that reflects the agrarian history of the region. The Farmers Market transforms a parking lot into a festival weekly. Farmers bring meat, flowers, berries, cheese, seasonal vegetables, and value-added products to sell, trade, and share. Crafters sell unique products like hand-forged kitchen knives. Youth enjoy activities and samples of fresh vegetables. With just a little more support and promotion, Mosier Farmers Market will become an even more integrated, diverse, and lively gathering place. A secondary benefit of the farmers market is workplace development: when local businesses thrive, they may have the opportunity to hire more help or increase wages.
Description of Need Describe your appropriations need and why it merits support:
According to a survey conducted by the Columbia Gorge Health Council, 1 in 3 residents in the Columbia River Gorge worry about where their next meal will come from, while 1 in 5 skip meals because they do not have enough food to eat. Meanwhile, 96% of the food consumed in the Gorge is imported; 98% of food grown in the Gorge is exported from the area. This can leave all Gorge residents in a precarious place, but especially those who already live with food insecurity in isolated towns like Mosier. Therefore, the Columbia Gorge Health Council of the local Coordinated Care Organization has deemed food access a #1 priority to improve health - and resilience - in the Columbia River Gorge.

Moreover, according to Travel Oregon, 23% of visitors to Oregon state seek out Farmers Markets to visit. By promoting the Mosier Farmers Markets, visitors will be more likely to make the trip to Mosier, and patronize other local businesses.
The Market is beloved by the Mosier community. However, sales and attendance have fluctuated over the years. There is a need to increase support and promotion of the market, reach a more diversified population of shoppers including low-income residents and tourists, and to increase sales and attendance to ensure continued vendor participation.

May 4, 2020 City of Mosier Attn: Mayor ********** ********** RE: Tentative Abandonment Pursuant to ORS 366.300(3), the State may abandon portions of the right-of-way of the former route of a state highway that are no longer needed for public road use and are not owned by the Department of Transportation in fee. This Office proposes to abandon the following portions of old alignment of the Hood River to Mosier Section of the Historic Columbia River Highway, No. 100 in Wasco County, approximately as shown on the attached map: TL 4600 – 292 sq. ft. TL 4800 – 185 sq. ft., and TL 4900 – 150 sq. ft. & 5000 – 31 sq. ft. Pursuant to ORS 373.015, we are requesting that your office indicate below whether or not the City has any objection to such abandonment.
