23rd and first budget meeting will be likely May 14th. February Financials will be in dropbox tomorrow. Planning Department Amy Stevenson: 2014 Year-end report. Council asked questions. Amy answered. Councilor Garcia requested for

Public Comment: None Council Discussion: Tim Balfour presented the new hours of operations and restructure for the Chamber of Commerce. Council asked questions. Tim and Jeff answered.

Public Comment: Dirk Siedlecki – 143 Skyhawk Dr., Eagle Point, Or. 97524 - Dirk asked if this was going to apply to all volunteers in the City of Jacksonville. Jeff explained this would apply to all the volunteers that the City requests.

Tony Hess – 600 Jackson Creek Dr. Central Point, Or 97502 – Tony feels this will work well and will boost volunteers even more. Council Discussion: Jeff presented the volunteer program again to council to answer questions from the February 17, 2015 City Council meeting. Council asked questions. Jeff and Kim answered.

for April 21st. The bee population is on the verge of collapse. In the media beekeeping rules are being considered by regional municipalities. Sarah Red-Laird, Executive Director of Bee Girl organization, has been working with some of these municipalities about what kind of standards apply to beekeeping. She would like to talk to us about this topic. Councilor Garcia feels we need to have code that will apply to hives that may grow in

Proclamation

Mayor’s Proclamation In Recognition of Larry Smith for his 25-year Advocacy for Jacksonville’s Historic, Cultural and Natural Heritage. Whereas, Larry Smith has been a member of the Jacksonville Woodlands Association for 25 years as a Founding Board Member, President, and Vice-president, and now serves as Association’s Executive Director, and

Whereas, Larry’s tireless energy and dedication to the protection and preservation of Jacksonville’s cultural and natural heritage culminated in the establishment of the Jacksonville Woodlands Historic Natural Park and Trail System in 1999 protecting 255 acres of woodlands habitat interconnected by 16 miles of hiking trails, and

Whereas, as a result of Larry’s leadership, the historic Rich Gulch Mining District was listed on the National Register of Historic Places and the Sarah Zigler Interpretive Trail was listed as a National Recreational Trail, and

Whereas, Larry introduced open space preservation efforts to students and youth groups by guiding student groups on narrated hikes along the Woodlands trails to learn about the Woodlands habit, plants and wildlife and by bringing students and youth groups into the Jacksonville Woodlands to work on the Jacksonville Woodlands trails, to build historic and educational interpretive displays, and to maintain existing historic and cultural resources, and

Whereas, Larry has annually served as program lead for the Jacksonville Woodlands Association Spring Hike-A-Thon event where Larry guides participants on a narrated hike along Woodlands trails, revealing the historic, cultural, and natural features therein, and

Whereas, Larry is recognized as the Jacksonville Woodlands ambassador introducing the historic and natural features to groups of every character and size.

Now, Therefore, be it resolved that the City of Jacksonville commends the service of Larry Smith for his conservation efforts in the protection and preservation of Jacksonville’s historic, cultural, and natural resources and for Larry’s continued volunteer efforts on behalf of the residents of the City of Jacksonville.

SUBJECT: Council Initiation of Comprehensive Plan Amendment and Zone Change on Two Separate Pieces of Property

CEMETERY PROPERTY Map ID - 37-2W-29C Tax Lot 1401

In September of 2010 the City acquired a 10.55 acre piece of property for the purposes of expanding the existing cemetery. In order to develop the property as a cemetery, a comprehensive plan map amendment and zone change must be done on the property. The property is currently zoned Hillside Residential; the City seeks to rezone the property to Special Protection, the same zone as the existing cemetery. The Council must initiate the action by a formal motion and a majority vote.

1. Minor Revision to the Comprehensive Plan Map - Change the Comprehensive Plan Designation from Hillside Residential to Special Protection and subsequent zone change from HR-1 to SP.

COURTHOUSE PROPERTY Map ID - 37-2W-32BA Tax Lot 3800

In November of 2012 the City acquired the 0.93 acre property containing the historic county courthouse. The City desires to use the first floor of the courthouse fo City offices and use the second floor for events of all kinds, theater, music, conferences, weddings etc… In order to conduct some of these uses on the property the current zoning designation of Special Protection needs to be changed to the Historic Core zone. This zone allows any possible future use that the City would contemplate on the property. The Council must initiate the action by a formal motion and a majority vote.

2. Minor Revision to the Comprehensive Plan Map - Change the Comprehensive Plan Designation from Special Protection to Historic Core and subsequent zone change from SP to HC.

With a positive motion by the Council, the City’s consultant will then prepare the applications.

SUBJECT: 2015-2016 HPF Grant Cycle Amount _________________________________________________________________________________________________________

At the March 18th HARC meeting the HARC voted unanimously to forward a recommendation to the Council requesting $50,000 for the next HPF Grant Cycle. The Planning Department is receiving phone calls, as we do every year, asking when the grant applications will be available. As usual it is a greatly anticipated program. Staff recommends that the Council approve the requested $50,000 as described in Resolution R2015-004.

RESOLUTION NO. R2015-004 A RESOLUTION AUTHORIZING THE BUDGET ALLOCATION FOR THE 2015 HISTORIC PRESERVATION FUND GRANT PROGRAM CYCLE FOR THE CITY OF JACKSONVILLE WHEREAS, Resolution No. 946, passed on December 5, 2006, adopted the Historic Preservation Fund Grant Program; and, WHEREAS, the Historical and Architectural Review Commission (HARC) has successfully managed the grant program since its inception; and, WHEREAS, the HARC annually receives a number of applications for grant requests for Eligible Contributing structures on the Landmark List; THEREBY, the HARC hereby requests that the HPF Grant amount for the 2015 grant cycle should be a total of $50,000. NOW, THEREFORE, BE IT RESOLVED by the City Council of Jacksonville, Oregon: Hereby adopts by resolution to delegate authority to the Historical and Architectural Review Commission to allocate $50,000 for the 2015 Historic Preservation Grant Cycle for the City of Jacksonville.
