AGENDA ITEM: APPOINTMENT OF A PLANNING ADVISORY COMMITTEEFOR THE MILL CREEK BOULEVARD LAND USE ANDINFRASTRUCTURE SUBAREA PLAN

PROPOSED MOTION:

Appoint members to serve on the Planning Advisory Committee for the Mill Creek BoulevardLand Use and Infrastructure Subarea Plan.

KEY FACTS AND INFORMATION SUMMARY:

Mill Creek Boulevard Land Use and Infrastructure Suba1'eaPlan

Consistent with the City’s adopted biennium budget, the City has started to prepare a land use andinfrastructure plan for the Mill Creek Boulevard Subarea.

The purpose of Subarea Plan is to prepare for the eventual redevelopment of the Mill CreekBoulevard Corridor in the area between Town Center and 164"‘Street SE. The properties in thiscorridor are currently zoned Business Park and Community Business. The parcels along thecorridor were developed in the 1980s and include numerous two—story walk up office buildingsoccupied by small to medium sized off1ce—basedbusinesses and single—storyshopping centers

(Mill Creek Plaza, Mill Creek Square, Maple Leaf Square and Village by the Creek). Whileredevelopment of the parcels in the corridor is not imminent, the City wishes to collaborativelyengage with its citizens, its business community, and the affected property owners in thepreparation of a Subarea Plan that identi?es the highest and best future land uses for the area.Once completed, the Subarea Plan will be the basis for amendments to the Mill CreekComprehensive Plan and Municipal Code that will facilitate future redevelopment within theSubarea. In addition the Subarea Plan will provide a framework for coordination and designingmultiple planned capital improvements, including: intersection improvements at 164th Street,161st Street, Main and SR 527; repair of surface water aging infrastructure failures identi?ed in a2018 study; water quality treatment, pavement preservation and roadway re—con?gurations to

better support Community Transit‘s bus rapid transit (BRT) lines.

On April 23, 2019, the City Council authorized the City Manager to execute a professionalservices contract with The Otak Team to prepare the Subarea Plan. The approved scope of workincludes the formation of a Planning Advisory Committee (PAC) to serve as a steeringcommittee for the project. While the PAC can have as many members as necessary to representthe community, staff is recommending that membership be limited to approximately 15members.

On April 23, 2019, during the discussion with the City Council regarding the contract with Otak,staff recommended that the PAC represent the following segments of the community/interests:

After the discussion, the City Council agreed that the composition of the PAC should be asrecommendedand asked staff to solicit letters of interestfrom the various City boards, businessorganizations,property owners, affected agenciesand the generalpublic. Council recommendedthat staff reach out to Rotary and Kiwanis clubs to see if any of their members would beavailable to serve.

On May 9"‘,initial notice of the opportunity to serve on the PAC was made through a pressrelease, social media, direct email to City boardmembers, and a direct mailing to the affectedproperty owners. The Rotary and Kiwanis Club members were also noti?ed of the opportunityto serve on the PAC. The Notice stated that interested individuals should submit a letter ofinterest that includes their availability over the life of the planning project (approximately 1year). The letters of interest were due by May 28. Twenty individuals have asked to beconsidered for appointment to the PAC. The names, affiliation, availability, and contactinformation for those to be considered are included on the attached table. The names aregrouped by their affiliation. The letters of interest that were submitted to the City are alsoprovided for your review.

Once the PAC members are selected, an initial meeting of the PAC will be scheduled.

CITY MANAGER RECOMMENDATION:

Review the letters of interest and make appointmentsto the Planning Advisory Committee forthe Mill Creek Boulevard Land Use and Infrastructure Subarea Plan.

There isgreat opportunity to developa longterm visionfor this area whichsupports the property owner's needs while maximizedthe value to the community. Thearea has relativelyhigh vehicletraffic volumes,name recognition and great proximityto a regional trail, and North.Creek. Awell-developedplan willbe a great catalyst for redevelopment of the subarea. Ideallywe can develop a planwhich moderates vehicletraffic, buildslong term businessopportunities and improves the sense of community. I haverecently been reappointed to Planning Commission and am very familiar with comprehensive planning,sensitive-areapermitting, traf?c calming and municipalengineering. Ithink there aremanyways we can maintain and improve the essence of our city. I love the fantasticMillCreek Town Center, the North CreekTrail,and theiraccessibilityfor everyone. They were some ofthe main aspects of MillCreek which led us tosettle here in the ?rst place. Dear Tom Rogers:1would like to express my interest injoining the AdvisoryCommittee for shaping the future of thegreater Mill Creek Boulevard area. As a current resident of Mill Creek, even residing on Mill Boulevard,my family and I will be major benefactors of this project’s success. I believe that my work experience,membershipin community-based organizations, knowledge and education I received from WashingtonState University, and my desire to see the Mill Creek community thrive for generations to come give me avariety of skills and tools that will be helpful for shaping the ?rture of the Mill Creek Blvd subarea.

Almost exactly one year a?er I have graduated from Washington State University, I am eager to volunteerto serve my community in any way that I can. I am currently an Office Assistant for the SnohomishCounty Superior Court. The early stages of my career in civic experience,grant me insight to andknowledge of local government as well as access to many community resources.

Since moving to Mill Creek in September 2018, I have participated in a diverse variety of community-based events and trainings. I recently attended the Communities of Color of Snohomish County’sConference on Race. I have attended trainings on how to better acknowledge implicitbiases. ThroughSnohomish County, I have also attended trainings on motivational interviewing, community organizing,as well as data collection,retention, and organization.

I earned my Bachelor of Arts in Political Science with a minor in Global Studies in May 2018. During mytime at WSU I served as President, Vice President of Community Programing, and Director ofCommunity Service of Sigma Tau Gamma Fraternity. These roles strengthened my skills, abilities, anddesire to make a meaningful impact on the community where I live. While I am still young in myprofessional career, I believe my experiences have helped me continue to develop my organizationalplanning, communicationand administrative skills. I believe that my strong interest and desire indeveloping my community grants me a uniqueand enticing point of view for the future of Mill Creek.

I am interested in serving on this advisory committee, as I believe that I can offer many skills and resourcesto benefit the development of the greater Mill Creek Blvd. area. I have a strong passion for civil service,community development, and serving in local government. This paired with my youthful insight willprovide a uniqueperspectiveon the advisory committee.I have a strong attention to detail and am willingto do whatever it takes to improve my community. I believe that the city of Mill Creek is a vibrant districtthat is developing, growing, and is being recognizedin one of the best communitiesto live in in WashingtonState.
