City Commission Pushes Plans to Save Sabal Point for Park The move to preserve Sabal Point as a public recreation area was bol- stered by action at Tues- day's City Commission meeting. The City Commission has gone on record as urging the establishment of the area as a state or federally supported recrea- tion area. Generally speaking, the area in- volved is the point at the north side of the Boca Raton Inlet and east of the new inlet bridge. Noting the historic inte- rest in the site and its natural beauty, the com- mission has urged its preservation for public use. Tuesday, the City Commission adopted a resolution formally es- tablishing a Sabal Point Preservation Committee and naming five members. The resolution specifies that the membership shall consist of three citizens, plus two members of the Florida Atlantic Univer- sity staff whfr are also citizens of Boca Raton. Dr. John Alley was nam- ed by Mayor Joe DeLong to serve as temporary chairman of the group. Members are Mrs. Homer Gwinn and Mrs. Willard Machle and Fred H- Gard- ner and C. Fred Haeflin- ger of the FAU staff. DeLong urged the group to hold an organizational meeting as soon as possi- ble. The Sabal Point preser- vation plan has also won the support of County Commissioner George V. Warren of Delray Beach. Warren has reportedly gained the support of area legislators to push passage of a state park proposal in the legisla- ture at Tallahassee. Although no negotia- tions have been started, cost of the 32-acre tract, owned by the Arvida Corp., has been estimat- ed at as much as $6 million. In other Sabal Point action Tuesday: Mayor DeLong urged local civic organizations to study the proposal, consider passage of a resolution endorsing the Sabal Point park plan, and forward the endorse- ments to members of the Palm Beach County Leg- islative delegation and the governor. Commissioner Sidney Brodhead introduced a motion which won quick approval for a plan to send copies of the Boca Raton resolution to neighboring cities north to West Palm Beach ask- ing their support of the plan. - Agreed to forward the Boca Raton resolution to the meeting of the Florida Shore and Beach Preserva- tion Association's annual meeting next week. May 3, the winners will take over the reins of government in the Com- mission chambers. Principal Charles Godwin, of the new Boca Raton High School, will coordinate the stu- dent activities. VOL. 8 NO. 21 Ward Risvold Dies in Calif. Funeral services were held Wednesday for Ward J. Risvold, veteran news- paper man and former publisher of the Boca Raton News. Mr. Risvold, 52, died suddenly last Friday at the home of his brother in Banning, Calif. He re- cently left Boca Raton to return to business in California'Where he had been active for many years in the newspaper business. He was a part- ner with Oliver B. Jaynes in the Boca Ra- ton News and in the Desert Sun in Palm Springs, Calif. "We were shocked to hear of his sudden death," Jaynes said. "Mr. Risvold was a pro- fessional newspaperman and his loss will be felt both by the profession and his many friends." Mr. Risvold was pub- lisher of the Banning (Calif.) Record in 1950- 51, the Palm Springs (Calif.) Desert Sun from 1951 to 1960, and the Boca Raton News from 1960 to 1963. The new committee is intended to "aid in a new supplement to existing building, plumbing and electrical codes" for Boca Raton. Edward Balme was named tempo- rary chairman by Mayor Joe DeLong. Members of the commit- tee will include: Balme and Eric Kohtz repre- senting the plumbing trade; Lee Lawson and Glen Willocks represent- ing the electrical trade; Glen Smithson and Jack Myers representing the general contractors; • and Club will be guest speak- er at the Boca Raton Chamber of Commerce Coffee Club, Thursday, April 25, at 8:45 a.m. Mrs. James, who heads the committee that is^ re- cruiting sponsors for memorial tree plantings in the south end of the City, " will report on the success of that project and is expected also to give an overall picture of the Garden Club' Nicholas Dracos repre- senting the architects and engineers. The City Commission Tuesday also heard a report from Black Crow and Eidsness, the city's consulting engineers on water and sewer projects. The engineering firm suggested that some ave- rage figure might be used A Dog's Life Dogs and golfers may have nothing else in common, but the City Commission seems to feel they're both messing up the public green. The Commission Tues- day received a memo from the City Parks Department objecting to the offending parties. Seems folks are walking their dogs in the parks and parkways throughout the city and this isn't making things any easier for the park department. Golfers, it seems are using the ball park to practice their drives. The Commission in- structed the City Attor- ney to draft the necessary documents to prohibit such activities. Well, it's a dog's life. Golden Harbour Signs For Schrafft Franchise Robert P. Bryant, vice president of Frank G. Shattuck Co. (Schrafft's) has announced the sign- ing of a franchise for a Schrafft's Restaurant in conjunction with the Gold- en Harbour Motor Inn in Boca Raton. The franchise owners- are Malcolm H. Lazarus, Samuel P. Lazarus, Mor- ris H. Lazarus, and Char- les F. Crockett of Har- bour Associates, who planned and developed the waterfront communi- ties of Boca Harbour, Harbour East, Harbour Island, Venetian Har- bour and the Harbour Ter- race Condominium Apart- ments, and currently ac- tive in the building and developing of waterfront communities in Boca Ra- ton and Pompano Beach. The 100-room Golden Harbour Motor Inn will be located on U.S. 1 in North Boca Raton, one mile from the new Flori- da Atlantic University. The architect for the mil- lion dollar facility is Gilbert Fein and Asso- ciates. Decorating for the motel, restaurant and lounge will be done by Mimi Swiman, A.I.D. The motor lodge and restaurant is expected to be completed in early fall. The restaurant and cocktail lounge will seat over 200, and there will also be a meeting room available for private functions. Under the terms of the franchise agreement, there will be a resident Schrafft's Restaurant manager, but the rest of the staff will be employ- ed locally. The tradi- tionally American food for which this chain of rest- aurants is known will be featured in the new ope- ration, and Schrafft's ice cream, special blend cof- fee, tea, and other pro- ducts will be served ex- clusively. The Frank G. Shattuck Co. (Schrafft's) operates restaurants and motels from New York south to Florida. Presently there are seven franchise rest- aurants and one motor inn and restaurant in opera- tion. Four motor inns and restaurants and two rest- aurants are scheduled for opening in 1963. The city Easter Egg Hunt has become a traditional part of the season in Boca Raton — thanks to the city's Teen Age Center. Members of the center sup- port the project, buy the eggs, cook them, dye them and hide them. Funds for the project come- out of the center's treasury and from the teenagers' various fund-raising projects during the year. This year some 1,500 youngstes - 200" at Roadman School - r a c e d for 4,000 eggs and the prizes which went with some special colors. Zoning Group To Meet Weekly The City Planning and Zoning Commission has scheduled weekly meet- ings for an indefinite period "to catch up.and get organized." Meetings are scheduled for 7:30 p.m. in the Com- mission Room at City Hall. John Flancher has been elected chairman of the commission which now consists of all new members. Otto Yark is vice chairman and Howard McCall is secretary. Membership of the com- mission now consists of Carl F. Beimly, Valen- tyne Brennan, Herbert S. Mead and Harold V. Maull. Alternate members are Harold Waite and Robert M, Feltner.

On behalf of "BocaRaton Baseball and YouthDay, the occasion April6th, at the Stadium,West Palm Beach, Iwish to express gratitudeand sincere thanks to allconcerned, for the spon-taneous and thoughtfulresponse, for the contri-butions both material andin the form of great moralsupport. All this can leadtowards the future accom-plishment of an objective,of vital national impor-tance.

Over 100 of OUT youth-ful citizens, some guests,others accompanied bytheir parents and friends,were surrounded by a finerepresentative delegationwhich included our citycommissioners and offi-cials. Total 191 persons.

We were blessed withfine weather and witness-ed a contest between theNew York Yankees andthe home team, the Mil-waukee Braves , whichwas well played and ofbig league caliber.

The Braves' officialsexpressed their apprecia-tion to Boca Raton forsending the first largedelegation from any place

to attend a game in theirnew Florida home groundsand promised better facil-ities next year in the na-ture of approaches to thestadium and concessionactivities.

Ourneighbors from Deer-field Beach, responded toour invitation to attendthis game by sendingtwenty two boys escortedby Police Chief ErnestPeters, sponsored by theircitizens.

We take this opportuni-ty to thank the city com-mission for their officialrecognition of this en-deavor and their ordain-ing the occasion of BocaRaton Baseball and YouthDay as an annual affair.

Because matches andsmoking account forclose to 25 per cent ofall fires of known ori-gin, their real and poten-tial danger cannot beemphasized often enough.

In the home, the smol-dering cigarette, dumpedinto a waste basket, ordropped into a chair's up-holstery or onto the bedwhile you doze, can easi-ly set the fire that willdestroy your home, possi-bly take your life.

Here are some precau-tions to follow. Keeplarge, non-combustibleashtrays handy, and ifyou do not have anyavailable they are freefor the asking at yourfire department. Whenyou get these ashtraysuse them. Never useplastic coasters.

Never toss a lightedmatch away. After using

one, hold it a second,then put it in an ashtray.Do not toss it into awastebasket. Matchesthat seem out, some-times are not.

When emptying ash-trays, make sure all to-bacco and matches areout. You might evensprinkle water over con-tents, or empty it in thetoilet. Never strike match-es or carry lighted match-es or candles in closets,attics or other confinedplaces where clothing orother combustibles arekept.

The $1,000 scholar-ship which she presentedlast Wednesday night tothe National Employ theHandicapped Committeein Pt. Lauderdale, isthe first of its kind inFlorida.

Handicapped personscan use the loan for tui-tion, transportation,books or subsistance.It can be paid back whenthey are tvorking, Mrs.Edelhoff explained.

She pointed out thatmost handicapped per-sons don't want "hand-outs". They want to beself supporting, she said,and have proved them-selves to be loyal andfaithful workers. Employ-ers are beginning to rea-lize it, she added.

of our city. With a few unsightlyexceptions, it 's probably as prettya city as you'll find anywhere.

If there are exceptions, they arebecoming fewer by the day andthey certainly won't be around for-ever.

With due respect to all of thecity's property owners who keeptheir own premises in good shape,the lion's share of honors must goto the city's park department.With a boost from the local gardenclubs and hundreds of donated

plants, the department does afirst rate job.

The plantings which have beencompleted on Federal highway areexcellent and more are in the off-ing. Sanborn Square is as prettyas a picture. There are many others.

A few weeks back, we werewatching what seemed to be streetrepairs just off Federal highwayand were pleasantly surprised todiscover a few days later a land-scaped median on 15th Terrace.Not a few of us envy the city'sgreen thumb.

'Hot Line' to MoscowWhat could be the first break-

through toward making this a saferworld has been achieved at theGeneva disarmament conference,where the Soviet Union declareditself "ready to agree" to anAmerican proposal for a "hot line"of direct and instant communicationbetween Washington and Moscow toreduce the danger of war by acci-dent. This is not yet disarmament;the mighty military machines of Eastand West remain poised againsteach other and the armament racecontinues. But a direct line be-tween the two major capitals ofworld power could help to stem anunpremeditated use of their atomicarsenals and avert escalation ofan untoward incident into a nuclearholocaust.

The American proposal was madea year ago, but the Soviet accep-tance of it is evidently a result ofthe Cuban crisis. It showed that inan age of potential pushbutton war-fare, when minutes could determinesurvival or destruction for millions,existing communications throughdiplomatic channels are inade-

quate. A modern direct line is theobvious solution of this problem.

The Soviet agreement can bealso welcomed for two additionalreasons. It tends to confirm thatSoviet Russia wants to avoid anuclear war, at least as long asthe West remains too strong to be-come the victim of a Russian sur-prise thrust. It also tends to showthat the Soviets are not whollynegative and that this first step,small as it is, might be followedby others to ease world tensions.

Agreement on communicationsdoes not, of course, eliminate thewide gulf separating East andWest. The West will have to remainon guard against misuse of the di-rect line for subterfuge and deceitand against misrepresentation thatthe United States is dealing withPussia behind our allies' backs.The sole purpose of the "hot line"is to improve the chances thatthere will still be a world to moveforward toward peaceful coopera-tion of all peoples.

Olderresidents have followed the progress of the libraryfrom a small room in City Ball'to the new buildingwhich was dedicated Nov. 10, 1961, with funds rais-ed and donated by Private individuals.Building, land, books and furnishings have a total

value of $82,000, no small credit indeed to thosewho workedso hard on the project.

Newcomers may not be aware that the library onN.W. Second Avenue, near the police station, is awell stocked one, with excellent reference books.

The librarians are pleasant, courteous and sohelpful, and went all newcomers to become acquaint-ed with what Boca Raton has to offer for their read-ing enjoy rrent.

At the last inventory there were 8,308 adult bookson hand and 2,460 juvenile books, 737 pamphlets,479 paperbacks, 1,260 pictures and clippings and 55maps.

There are 915 paid adult memberships and 600juvenile free membership.

"The written word serves as the fuel to feed theburning flame of inauiring minds," Governor FarrisBryant said when he issued the proclamation forLibrary Week.

"I hope very much that National Library Week willhave widespread citizen participation and that itwill serve to encourage all of us to improve libra-ries and to stimulate reading throughout the nation,"President John F. Kennedy said recently.

The Brazilian plume isa strikingly handsomeplant with its flamingo-pink and deep rose flowerclusters and is a realeye-stopper at CypressGardens.

It is known by manynames, including King'sCrown, Justlcia and Ja-cobinia. jacobinia carneais the proper Latin desig-nation, but Brazilianplume best describesits beauty.

It is an upright plant,reaching as much asfive feet in height. Thismakes a good backgroundplant the year 'round.The flower clusters orplumes grow as large asseven inches in lengthfrom base to apex. Cop-per-tone and grayish-green leaves in a stain-textured pattern provide aperfect frame for the
