Delaware blends a traditional hometown atmosphere with a modern, independent spirit. Its 212-year historyincludes being the seat of government for Delaware County, one of the fastest growing counties in thenation. Families and businesses find its historic and vibrant downtown, established neighborhoods anddiverse cultural and recreational opportunities attractive. Over the past two decades, the city hasexperienced a 43-percent population increase, to 42,000 residents, as well as continued residential andcommercial development. Delaware has established itself as a place where both traditional andentrepreneurial businesses can flourish. The local economy features high-tech and manufacturing,government, health care, education, financial institutions and several commercial districts. Ohio WesleyanUniversity recently opened a first-of-its-kind entrepreneurial center in partnership with the city and county.Delaware is a Main Street Community and the downtown was recognized in 2019 as a "Great Place inAmerica" by the American Planning Association.

Delaware is located in central Ohio and is a 30-minute drive from Columbus, providing easy access to thenation’s 15th largest metropolitan area. With a current population of 2.1 million, the region is projected to add1 million new residents by 2050. The region boasts world-renowned health care systems and is home tomany institutions of higher education, including The Ohio State University. Central Ohio has many culturalofferings including a vibrant arts scene, a lively culinary scene, first-rate entertainment venues, and thenationally renowned Columbus Zoo and Aquarium. College and professional sports teams in the regioninclude Ohio State, the Columbus Crew Soccer Club and the Columbus Blue Jackets NHL team.

Delaware was founded in 1808 and adopted its Charter in 1951. The Charter provides for a Council-Managerform of government, combining the leadership of elected officials with the professional experience of anappointed manager. The seven-member City Council performs the legislative functions of government. Itsmembers are elected to four-year terms through nonpartisan elections, with four elected by ward and threeat-large bi-annually. The mayor and vice-mayor are selected by their peers from the three at large positionsat the conclusion of each bi-annual election. Council members appoint the City Manager, who is the chiefexecutive officer. The manager and his team manage the operations of a full-service city. The City’s annualoperating budget is approximately $71 million and employs over 340 dedicated employees.

QUALIFICATIONSTHE IDEAL CANDIDATE

Juris Doctorate degree.

Attorney-at-law in good standing and duly

authorized to practice of law in the State

of Ohio; federal license is desirable.

Five to ten years of progressive

experience in municipal legal affairs.

Residence within the City is encouraged.

Outstanding relational andcommunication skills coupled with anapproachable and participatory style. Knowledge of municipalgovernment’s function, “Home Rule,”Title VII of the Ohio Revised Code, otherFederal, State and local laws.Strong skills in interpreting and advisingon the application of policies, proceduresand standards, translating legal termsand documents, negotiations, andrendering clear and understandablelegal opinions. Ability to analyze and solve a variety ofstrategic and tactical issues creativelyand with foresight.Community commitment to oversee anddefend legislation for the betterment ofservices for citizens.A strong work ethic to get the job doneand adapt to ongoing change.

The City of Delaware is seeking a well-rounded, innovative, strategic and responsive professional toprovide general legal counsel to a full-service municipality. Under direction of the City Manager, theCity Attorney provides legal guidance to City Council, City boards and commissions, the CityManager’s office and City departments including Planning and Development, Safety Forces, HumanResources, Public Utilities, Public Works and Parks.

Major areas of responsibility include legislation, legal advice and formal opinions, litigation, contracts,real estate, land use, employment, civil rights and administrative law. The City Attorney oversees aparalegal and dependent on experience, may oversee the Municipal Prosecutor's office.

SalaryThe annual salary range for the City Attorney is $110,000 to $130,000 and is dependentupon the qualifications and experience of theapplicant. The city provides an excellentbenefits package including:

RetirementThe employee contributes 10% of salary andthe city contributes 14% to the Ohio PublicEmployees Retirement System. Theemployee may also contribute to OhioDeferred Compensation.

Health, Dental & Vision InsurancePlans available for employee, spouse anddependents with a low out-of-pocket annualmaximum. The city pays 85% of the cost ofhealth & dental plans. Out-of-pocket costsare about $1,200 per year with familycoverage (no deductible).

Other Benefits Life insurance, paid leave plans (sick,vacation, personal, holiday), cell phoneallowance, employee assistance program,tuition reimbursement and employeewellness program.
