1 INTRODUCTION
NAVI MUMBAI
The city of Navi Mumbai was set-up as a counter magnet to
Mumbai, with an objectives :
■ Divert systematically growth in population of Mumbai
■ Support state-wide industrial location policy
■ Raise living standards by providing physical & social services
Started in 1970, the largest new town development in the world,
Navi Mumbai is spread over 344 sq. km. Navi Mumbai is a planned
modern metropolis designed to cope with growing needs of life
and commerce in 21st century. City And Industrial Development
Corporation Ltd (CIDCO), a company fully owned by Govt. of
Maharashtra has carved out 14 nodes/townships strung along a
mass rapid transit corridor with a view towards facilitating
comprehensive development. These nodes are Airoli, Ghansoli,
KoparKhairane, Vashi, Sanpada, Nerul, CBD Belapur, Kharghar,
Kamothe, New Panvel, Kalamboli, Ulwe, Dronagiri, Pushpak.
CIDCO has developed high-quality infrastructure facilities in Navi
Mumbai area including housing complexes, industrial
infrastructure, business districts, road & railway linkages,
educational and recreational facilities, etc. The city is now being
established as a 21st Century SMART City.
SMART City initiatives CIDCO’s vision of SMART City is anchored around people and
processes. Mega projects like the proposed Navi Mumbai International
Airport (NMIA), Mumbai Trans-harbour Link, NMSEZ, Navi Mumbai
International Airport Notified Area (NAINA), a new planned city in
Raigad district on the banks of Kundlika river, Corporate park at
Kharghar, doubling of capacity at JNPT, shall create immense
opportunities for investment in the region and create new jobs. In the
coming decade, Navi Mumbai is slated to become the new epicenter
of investment in India, with the commissioning of these mega

projects.
2 PROPOSAL BACKGROUND
The function of the Marketing Department is disposal of tenements for various
income groups through lottery process; dispose of plots on lease for residential,
commercial, Commercial-cum-residential & other uses and to dispose of
constructed premises through tendering process. One of the latest endeavor’s
undertaken by CIDCO is the development of a mega housing project construction
comprising 90000 tenements in Mega housing scheme under PMAY housing
scheme located at multiple nodal locations of Navi Mumbai.
This mega housing scheme was envisioned by CIDCO to address the needs of
the rapidly growing urban housing demand of the cross sections of the society.
3 PROJECT OBJECTIVES Get entire scheme constructed with highest quality, in time and
within stipulated budget
Develop a robust marketing, branding and sale plan and successfully execute to generate desired income by selling EWS, LIG and shops with appropriated targeted rates
Make the scheme financially feasible deliver best product to customers and have successful financial closure
4 SCOPE OF WORK
A. PRE LOTTERY
1. Branding – Create a brand for CIDCO mega housing development and facilitate its promotion through media. 2. Demand Survey - Undertake macro and micro market survey and research to provide an in-depth analysis of the market trends, pricing models, methods of operations, accessibility etc. for the proposed residential and commercial projects. 3. Advertisement Advise on various advertising options including Print media, Social Media, Collaterals, Exhibitions, stalls etc to optimize the exposure and impact.

4. Marketing strategy - Evaluate the sale potential of the project location wise and scheme wise, and prepare a strategy considering size, location, specifications, amenities provided etc. for its execution. Assist CIDCO in Lottery Scheme for sale of Units. Prepare a strategy including a bulk sale strategy to government, quasi government, private institutions etc., that will ensure wide reach in micro market and prospective buyers. The project should be self-funding to raise appropriate funds to augment the ongoing constructions. Prepare and present a detailed presentation of the study with statistics and provide with observations/ suggestions and recommendations to CIDCO during phases of the project. 5. Help Desk - Maintain and manage a help desk for submission of applications – Assist applicants in filling and submitting lottery application. 6. Call Center – Assist in the appointment of appropriate call center to and coordinate with the call center to ensure that call center provides a smooth communication with the applicants and also assists the applicants to smoothen the process. 7. Grievance Portal - Manage, maintain, and monitor the grievance portal to solve the applicant’s grievances 8. Web Portal – Manage, maintain, monitor and develop a separate website which provides a brief description of the project and for implementation of related activities. 9. Mobile App– Manage, maintain, monitor and develop a separate mobile app for the registration, status of application information, payment, mortgage NOC etc. activities. 10. Assist Marketing Department – To coordinate with various related department, generate various reports as per requirement, data analysis as per requirement and any other activities assigned by Marketing Department 11. Pricing in case of open market sale of flats - Strategy for deciding the approximate price for the flats which are to be marketed in the open market, to enable further subsidizes for the EWS houses etc. B. LOTTERY Organize and conduct the lottery event for sale of tenements. Give wide Publicity for the event in consultation with PRO department.

C. POST LOTTERY To facilitate the customers for the activities after the lottery draw, such as submission of documents for scrutiny and providing necessary information about status of application and timelines. Customer relations shall be maintained throughout the tenure of the project i.e. right from registration, lottery, scrutiny, letter of allotment, payments ,bank loans, sending reminder about the payments, following up for smooth payments from purchasers till successful recovery of full amounts, informing purchasers about progress of works, agreement execution, handing over possession and after sales service. Part 1 – 1. Bank Loan - Identify and Facilitate predefined/ pre-approved bank loans in coordination with the banks and financial institutions. 2. Call Centre (Mail, Calls, Physical Desk) – Set up the call centre for helping the customers, resolving the issue. 3. Refunds – Process the EMD refund on time and reconciliation of the data and submit the report to accounts department etc. 4. Coordinate with the Customers , SAP ,Probity Soft Pvt. Ltd. & NIC Pune (CIDCO appointed agencies for execution of Project) - Coordinate and complete all necessary activities in the software by appointing suitable number of technical experts for customer creation, property creation, payment verification, follow up, mortgage NOC, Letter of Intent, Letter of Allotment, Addition of Co applicant, Name Change ,agreement execution, and departments for smooth functioning of the department regarding project. 5. Mortgage NOC – To help applicants for submission of application and submission of related documents and issuance of mortgage NOC. 6. Customer Payments – Following up for smooth payments from purchasers till successful recovery of full amounts. Generation of related reports time to time. 7. Agreements –To help for the smooth functioning of online agreement execution 8. Possession - Attend the snag lists post completion and coordinate with PMC/ Contractors for compliance’s of defects corrections for two years post hand over. 9. Resolving the sales related disputes, if any with the assistance/ guidance of CIDCO and its stakeholders. 10. Assist Marketing Department – To assist the marketing department for completion of all related activities of the Project

Part 2 – 1. Customer relations after possession - Attend the snag lists post-handover and coordinate with PMC/ Contractors for compliance’s of defects corrections for two years post hand over. 2. Resolving the sales related disputes, if any with the assistance/ guidance of CIDCO and its stakeholders. 3. Grievance Handling after the possession
If a situation arises wherein housing lotteries get poor responses, then an option for allotment of these tenements to Government/ PSU/ Private entities can be evaluated and appropriate remuneration will be decided for the same at a later stage. The scope of work defined above is brief and Corporation reserve rights to add or delete the activities.
5 COMPETITION PROCEDURE
CIDCO is inviting proposals from the reputed Real Estate Marketing and Adviser Consultant who specialized in marketing, branding, sale & after sale services for the residential and commercial units of Mega Housing Project(approximately 90000) developed by CIDCO under PMAY housing scheme located in and around Navi Mumbai, Maharashtra – India.
CIDCO is inviting proposals from interested parties as per the laid out norms in this Expression of Interest (EOI). Prospective applicants are advised to read the EOI and comply with the terms & conditions for submission of the proposal as defined in this EOI document. Firms interested in offering professional services shall provide the information on qualifications and experience to perform the services, etc. as mentioned in the EOI.
6 ELIGIBILITY CRITERIA
Bidders are allowed to submit an application as Sole Proprietor/ Firm/ private limited / Company, or, as a Consortium/ Joint Venture.
In case of the Consortium/ Joint Venture application, the aggregate minimum qualifications criteria shall meet the eligibility conditions. A. The eligibility criteria includes experience in the marketing, branding, and the sale of residential units in mass housing / residential / mixed use / group housing projects of sizable scale over a period of last 10 years along with experience in Digital Marketing in last 8 years. These projects shall be completed on the date of submission of RFP in India.

B. The Agency shall fulfill the following Financial Criteria –
a. Working Capital – approx.12.5 crore b. Profitability – Profit after Tax should be positive for last three financial
years. c. Net Worth – approx.15 crore d. Annual Turnover – approx.50 crore
Please note that, the above criteria is indicative however all interested bidders can participate.
C. The Agency shall have an understanding of this scale of projects and also it shall have comprehensive experience in the marketing, branding, and the sale of residential units in mass housing / residential / mixed use / group housing projects of sizable scale. The agency shall understand the local market and its success potentials. The agency should have an experience of working on projects of similar nature.
D. The Agency shall not be blacklisted by any Central/ State Government/Public Sector Undertakings and shall not have been involved in any major litigation that may have an impact that affects or compromises the delivery of services required. (An undertaking to that effect should be submitted).
Note: the photocopies of relevant Certificates / Documents to support the qualification claim / fulfilment of eligibility criteria must be submitted. Availability of Key Personnel: The prospective bidder shall offer and make available all Key Personnel required to execute the project as illustrated below.

Conditions of Eligibility for Key Personnel:
Each of the Key Personnel must fulfil the following Conditions of Eligibility: i) Eligibility Experience
All above professional personnel should have experience in similar type of projects as mentioned above, post the completion of educational qualifications. Similar project means mass housing / residential / commercial and mixed used development real estate project of a sizeable scale.
(ii) Eligible Assignments
All key professional personnel from Sr. No. 1 to Sr. No. 13 to have similar professional experience in projects worked, with at least one of the projects completed in India.
(iii) Organization Chart
Submit company organization chart and Project Specific Organization Chart
7 DETAILS OF SUBMISSION OF EOI
The firm will submit the information as per the formats given in
this document.

8 CIDCO’s RIGHTS REGARDING EOI
Notwithstanding anything contained in this EOI, CIDCO reserves
the right to accept or reject any entry or to annul the competition
or reject all entries at any time without any liability or any
obligation for such rejection or annulment and without assigning
any reasons.
CIDCO reserves the right to change/modify any or all of the
provisions of this EOI. CIDCO also reserves the right to change,
modify, add or alter the competition at any stage.
CIDCO may cancel the competition at any stage without assigning
any reasons whatsoever and will not be liable to compensate any
participant on any grounds whatsoever. The participant shall not
be entitled to refund of cost of documents or other costs in case
the competition is cancelled for whatsoever reason or without
assigning any reason, at any stage.
9 TERMS AND CONDITIONS
The applicant, individual and/or firm and/or team, mentioned in
the EOI agrees to abide by the rules of the competition as
determined by CIDCO.
CIDCO reserves the right to reject the EOI submitted if it does not
comply with the submission requirements.
The decision of CIDCO in short-listing the firms shall be final and irrevocable.
Any entity which has been barred by the Central Government,
any State Government, a statutory authority or a public sector
undertaking, as the case may be, from participating in any project,
and the bar subsists as on the date of Proposal, would not be
eligible to submit a Proposal either by itself or through its
Associate.

During the last five years, the firm or its Associate should have,
neither failed to perform on any agreement, as evidenced by
imposition of a penalty by an arbitral or judicial authority or a
judicial pronouncement or arbitration award against the firm or its
Associate, nor been expelled from any project or agreement nor
have had any agreement terminated for breach by such firm or
its Associate
It shall be the responsibility of the Firm to ensure that EOI
reaches CIDCO within the stipulated time. Any submission
beyond the date shall not be accepted.

Annexure – VI : The Scale, requirements and strategies for performing the
assignment
The descriptive part of submission under this will be detailed precisely under the
following topics. This will be evaluated while evaluation of technical proposal by
Technical Evaluation Committee.
1) Understanding the Project requirements
The Bidder will submit his understanding of the project scale and
requirements specified in the EOI in a brief manner underlying the crucial and
important aspects of it. The Bidder may supplement various requirements of
the Scope of services if he considers this would bring more clarity and
improvements over the existing requirements and assist in achieving the
various tasks laid down in the Scope of Services section of EOI.
2) Methodology
The Bidder will submit his methodology in brief for carrying out this
assignment, outlining his approach toward achieving the Objectives laid down
in the project brief EOI. Scope of Services laid down in the EOI is indicative
for achieving the specified Objectives. The Bidder should briefly explain how
he will build upon them once the consultancy is awarded to him
3) Work Plan
The Bidder will submit a brief write up on their proposed team of personnel
explaining how various Fields of Expertise and experience needed for this
assignment has been fully covered by their proposal. The Bidder shall specify

1. Definitions and Interpretations
In this Agreement, the capitalized terms shall, unless the context
otherwise requires, have the meaning ascribed thereto under the Bid.
2. Joint Venture
2.1 The Parties do hereby irrevocably constitute a Joint Venture (the “Joint
Venture”) for the purposes of jointly participating in the Bidding Process
for the Work.
2.2 The Parties hereby undertake to participate in the Bidding Process only
through this Joint Venture and not individually and/ or through any other
Joint Venture constituted for this Work, either directly or indirectly.
3. Covenants
The Parties hereby undertake that in the event the Joint Venture is
declared the selected Bidder and awarded the Work, it shall enter into an
Contract with the Employer for performing all its obligations as the
Contractor in terms of the Contract for the Work.
4. Role of the Parties
The Parties hereby undertake to perform the roles and responsibilities as
described below:
(a) Party of the First Part shall be the Lead member of the Joint Venture
and shall have the power of attorney from all Parties for conducting
all
business for and on behalf of the Joint Venture during the Bidding
Process and until the Appointed Date under the Contract;
(b) Party of the Second Part shall be {the Member of the Joint Venture}
5. Joint and Several Liability
The Parties do hereby undertake to be jointly and severally responsible for
all obligations and liabilities relating to the Work and in accordance with
the terms of the Bid and the Contract, till such time as the completion of
the Work is achieved under and in accordance with the Contract.
6. Share of work in the Work
The Parties agree that the proportion of construction in the Contract to be
allocated among the members shall be as follows:

Further, the Lead Member shall itself undertake and perform at least 30
(thirty) per cent of the total cost put to the bid as mentioned in NIB if the
Contract is allocated to the Joint Venture.
7. Representation of the Parties
Each Party represents to the other Parties as of the date of this
Agreement that:
(a) Such Party is duly organized, validly existing and in good standing
under the laws of its incorporation and has all requisite power and
authority to enter into this Agreement;
(b) The execution, delivery and performance by such Party of this
Agreement has been authorized by all necessary and appropriate
corporate or governmental action and a copy of the extract of the
charter documents and board resolution/ power of attorney in favour
of the person executing this Agreement for the delegation of power
and authority to execute this Agreement on behalf of the Joint Venture
Member is annexed to this Agreement, and will not, to the best of its
knowledge:
(i) require any consent or approval not already obtained;
(ii) violate any Applicable Law presently in effect and having
applicability to it;
(iii) violate the memorandum and articles of association, by-laws or
other applicable organizational documents thereof;
(iv) violate any clearance, permit, concession, grant, license or other
governmental authorization, approval, judgment, order or decree
or any mortgage agreement, indenture or any other instrument to
which such Party is a party or by which such Party or any of its
properties or assets are bound or that is otherwise applicable to
such Party; or
(v) create or impose any liens, mortgages, pledges, claims, security
interests, charges or Encumbrances or obligations to create a lien,
charge, pledge, security interest, encumbrances or mortgage in or
on the property of such Party, except for encumbrances that
would not, individually or in the aggregate, have a material
adverse effect on the financial condition or prospects or business
of such Party so as to prevent such Party from fulfilling its
obligations under this Agreement;
(c) this Agreement is the legal and binding obligation of such Party,
enforceable in accordance with its terms against it; and
(d) there is no litigation pending or, to the best of such Party's knowledge,
threatened to which it or any of its Affiliates is a party that presently
affects or which would have a material adverse effect on the financial
condition or prospects or business of such Party in the fulfillment of its
obligations under this Agreement.
8. Termination
This Agreement shall be effective from the date hereof and shall continue
in full force and effect until Work completion (the “Defects Liability
Period”) is achieved under and in accordance with the Contract, in case the Work is
awarded to the Joint Venture. However, in case the Joint Venture is either not pre-
qualified for the Work or does not get selected for award of the Work, the Agreement will
stand terminated in case the Bidder is not pre-qualified or upon return of the Bid Security
by the Employer to the Bidder, as the case may be.
9. Miscellaneous
9.1 This Joint Bidding Agreement shall be governed by all prevailing laws.
9.2 The Parties acknowledge and accept that this Agreement shall not be amended by the
Parties without the prior written consent of the Employer.
