Remodelling of Adult Social Care – an update

The Health Social Care & Well Being Overview & Scrutiny Board met on 11th January to discuss how adult social care could be remodelled to deliver more “person centred” services. They received a presentation which can be viewed on the Scrutiny web pages at www.swansea.gov.uk/media/pdf/l/3/Public_Agenda_Pack.pdf

Originally the plan was to investigate the setting up of a social enterprise, but EU procurement legislation does not allow in-house services to be directly transferred to a newly-created social enterprise. The options currently under consideration are:

• services remain in house; • develop an arms length company; • open procurement to purchase adult social care on the open market.

The results of a SWOT analysis workshop on these options will be included in a report to Cabinet in February where the Cabinet Member for Social Services will seek the agreement of Cabinet to move forward with a full business case for the preferred option for service remodeling, to be completed by April 2012. Because of the potential significance of the changes involved, this report is also to be subject to further scrutiny by the Board

Helping Older People in Swansea keep better informed Norton Lodge Information Centre is continuing its programme of Thursday afternoon information sessions for the public this spring. The January topics are chiropody, community transport and legal advice, while four sessions in February will cover hearing loss, social services, energy advice and support for carers. Making Connections in the Community At the end of November, around 40 people attended a workshop to consider how we can ‘Make Connections’ and to find out more about what is going on in communities in Swansea. Participants were from Social Services, Community Regeneration and the Voluntary Sector. The Community Regeneration Unit Co-ordinator, Caroline Carter, explained about the many Communities First areas and Community Trusts in Swansea, and the work that is being done in these neighbourhoods. Social Services colleagues outlined the importance of the ‘3rd pillar ‘ to the Transformation of Adult Social Services, and some of the work that has been going on in Gorseinon and in the West. Locality based multi-agency groups spent the second half of the morning finding out more about each others’ work and exploring ways we could work together in the three localities.
