CIRCULAR TO PROFESSIONAL INSTITUTES

REVISION TO THE CHANGE OF USE LODGMENT SCHEME

1 I am pleased to inform you that we have expanded the Change of UseLodgment Scheme to include more buildings.

2 Under the lodgment scheme, change of use proposals which comply withthe lodgment criteria can be lodged with URA to obtain instant approval.

3 The revisions to the change of use lodgment scheme are as follows:

a an additional 106 selected buildings in addition to the 403 buildingsalready in the scheme (i.e. total 509 buildings);

b more shophouse streetblocks are now eligible for lodgment forchange of use at the 1st-storey shop units (about 2120 shop units intotal); and

c change of uses within community centres and community clubs canbe lodged provided the commercial quantum does not exceed 20%of the total GFA and prior consent from the People's Association isobtained.

4 In addition, to facilitate more electronic submission of lodgment,applicants are no longer required to submit the consent letter from theowner. However, they are still required to submit a declaration thatowner's consent has been obtained.

5 The list of all the types of building eligible for lodgment and the respectivelodgeable uses are given in Appendix 1. A revised Building Use Table isattached in Appendix 2.
