CIP Eco-Innovation Initiative: E-Survey of Project Coordinators Background The Eco-innovation Initiative, part of the EU’s Competitiveness and Innovation Framework Programme (CIP), was launched in 2008 with the purpose of bridging the gap between research and the market. The Initiative, managed by the Executive Agency for Competitiveness and Innovation (EACI), supports projects which aim to commercialise tested ideas for eco-friendly products or solutions and place them on the market. EU support is made available in the form of grants, which usually amount to 50% of eligible project expenditure. The initiative currently has five main strands: · Materials recycling and recycling processes; · Sustainable building products; · Food and drink sector; · Water efficiency, treatment and distribution; and · Greening business. Calls for proposals are launched annually, with a total budget of about €200 million between 2008 and 2013. The current assessment In order to determine the extent of the economic and environmental benefits that can be achieved from the portfolio of projects funded through the Initiative - and to support the preparation of future calls - EACI has commissioned an external review of project outcomes achieved to date . The work is being led by GHK in collaboration with VITO and UNU-MERIT. In this context, GHK has prepared a survey for project coordinators to help us gain better insights into project specific impacts, including market replication potential, direct commercial benefits and wider economic impacts. The survey also contains a separate module on environmental impacts. Inputs from project coordinators will help us to monitor and evaluate the performance of projects under the Initiative, and to draw conclusions and recommendations concerning future European Commission interventions in this area. Your contributions will also be instrumental in preparing the successor to the current Eco- innovation Initiative. Please note that all responses to this study will be treated as strictly confidential, anonymised and aggregated. It is also important to point out that your answers will have no impact on payments or your future eco-innovation grant prospects. How to participate? CIP Eco-Innovation Initiative: E-Survey of Project Coordinators

Background

The Eco-innovation Initiative, part of the EU’s Competitiveness and Innovation Framework Programme (CIP), was launched in 2008 with the purpose of bridging the gap between research and the market. The Initiative, managed by the Executive Agency for Competitiveness and Innovation (EACI), supports projects which aim to commercialise tested ideas for eco-friendly products or solutions and place them on the market. EU support is made available in the form of grants, which usually amount to 50% of eligible project expenditure. The initiative currently has five main strands:

· Sustainable building products; · Food and drink sector; · Water efficiency, treatment and distribution; and · Greening business. Calls for proposals are launched annually, with a total budget of about €200 million between 2008 and 2013.

The current assessment

In order to determine the extent of the economic and environmental benefits that can be achieved from the portfolio of projects funded through the Initiative - and to support the preparation of future calls - EACI has commissioned an external review of project outcomes achieved to date . The work is being led by GHK in collaboration with VITO and UNU-MERIT. In this context, GHK has prepared a survey for project coordinators to help us gain better insights into project specific impacts, including market replication potential, direct commercial benefits and wider economic impacts. The survey also contains a separate module on environmental impacts. Inputs from project coordinators will help us to monitor and evaluate the performance of projects under the Initiative, and to draw conclusions and recommendations concerning future European Commission interventions in this area. Your contributions will also be instrumental in preparing the successor to the current Eco-innovation Initiative.

Please note that all responses to this study will be treated as strictly confidential, anonymised and aggregated. It is also important to point out that your answers will have no impact on payments or your future eco-innovation grant prospects.

How to participate?

Please be aware that the survey will take a significant amount of time for you to complete: we estimate a minimum of 7 hours, primarily due to the need to collect information from records as well as project partners (where appropriate). Our time estimates for each section of the survey are as follows and will depend greatly on the scale and complexity of each project:

It is important to note that the time you spend on answering the questionnaire (and subsequently talking with us) will be an eligible component of project expenditure as part of your grant contract with EACI; it may also be part of the 3 days (maximum) that you could set aside for dissemination activities. To answer some questions you may need to consult your colleagues or your consortium partners. A printable copy can be provided upon request to facilitate this information exchange. Alternatively, you can supply your colleagues or partners with the username and password and ask them to fill in specific questions.

Timing

The pilot survey will run from Tuesday 17 April 2012 to Monday 30 April 2012. It would be very helpful if you could work through the survey by this deadline. Once you are finished, we would like to arrange a convenient time to talk through the survey with you.

The application of Best Available Techniques (BAT) is the central requirement of the IPPC Directive: the policy objective is to stimulate the diffusion of state-of-the-art environmental technologies across industry.
