EXECUTIVE SUMMARY
Coordinating Council is asked to consider future approval of the Grossmont Conference’s proposal to eliminate the divisional placement provision allowing schools to petition to move up one division following the release of the initial postings as shown in the Executive Summary below:
Sports have completed, or are this year completing, a five year cycle of divisional placement based upon a historical weighted data formula. The integrity of those rankings is being compromised by schools moving up a division and perhaps more so by schools subsequently moving down a division.
One example for 2016-17 is from baseball. Upon the release of the July 15, 2016 divisional placements, the #22 and #28th ranked teams (DII #2 and #8) requested to move to DI. The Commissioner asked schools beginning with #20 and working upward in DI if they wanted to move down. Schools #18 and #14 agreed to move down.
It is our opinion that the historical rankings are now accurately ranking teams and allowing such a large degree of movement devalues those rankings.
RECOMMENDATION/ ACTION READ: Coordinating Council is asked to approve the Revision of CIFSDS Bylaw Article VII.1 A,12,b. allowing schools to petition to move up one division following the release of the initial postings. Coordinating Council is asked to consider future approval of the Grossmont Conference’s proposal to: For the “Open” Division playoffs in the sport of football, the financial game split for the first round of the playoffs be changed to home team receiving 20%, visiting team receiving 20% and CIF receiving 60% as shown in the Executive Summary below:
Rationale:
Although this is a small percentage adjustment from the current format, it would allow schools to gain some finances. The “Open” Division is comprised of the top 8 teams in
Division 1. What this results in is teams seeding 5,6,7, and 8 in the “Open” division not receiving a first round “home” game in the playoffs. Under the old no “open” division
format, these teams would all receive a first round home game. In the sport of football schools receive revenue from admission as well as concessions. Currently, teams seeded 5, 6, 7, and 8 do not have the opportunity to receive any concession monies, which for most schools amounts to $2000-$5000. The change in financial split would allow seeds 5, 6, 7, and 8 to make up some of the lost concession stand revenue. This would only involve the first round game in the “Open” division in the sport of football.
RECOMMENDATION/ ACTION READ: Coordinating Council is asked to approve the Revision of CIFSDS Bylaw Article VII.1 R, 4, b., for the “Open” Division playoffs in the sport of football, the financial game split for the first round of the playoffs be changed to home team receiving 20%, visiting team receiving 20% and CIF receiving 60%tem was reviewed by Coordinating Council as a first read at the meeting of December 14, 2016. EXECUTIVE SUMMARY
Coordinating Council is asked to consider future approval of the Grossmont Conference’s proposal as shown in the Executive Summary to: Change this bylaw to read as follows; It is mandatory that an emergency rescue vehicle, as well as a physician, a paramedic, or a certified trainer, OR two (2) of a physician, a paramedic, or a certified trainer be available at all football playoff games.
We believe the requirement to have an emergency rescue vehicle present at a game is outdated. The three listed personnel already render appropriate immediate emergency aid while ambulance response time is equivalent to that time it takes to load and transport the athlete whether initially present at the field or not.
RECOMMENDATION/ ACTION READ: Coordinating Council is asked to approve the Revision of CIFSDS Bylaw 1900.1, 9.,i. NCC FOOTBALL PROPOSAL It is the belief of the member schools of the North County Conference that the Football Open Division
needs to be four teams. The members also strongly believe that, without change, the 2018 CIF State Football
Calendar puts student-athletes in an unsafe situation. To address both those issues, this proposal eliminates one
round of the CIF playoffs, limits the Open Division to four teams, and expands the number of playoff divisions
in order to maintain an eleven-week regular season schedule with a safe amount of pre-season practice days.
To keep virtually the same number of teams participating in the playoffs, we would add one division.
The state qualifiers would come from the champions of the top six divisions. By grouping the pools of teams
that make up each division, as we currently do for the Open & Division I teams, at the season’s outset every
team in CIFSDS has the opportunity to play themselves in to a state qualifying playoff division.
To accomplish this, we place our top 22 teams, based on the current CIF Divisional formula, in Group
A. In Group B we place the next 22 teams. And, in Group C we place the remaining 41 teams. The Group A
teams are rewarded for the annual strength of their programs as 91% of them will make the Open, Division I, or
Division II playoff brackets. In Group B, 73% of teams make the Division III & DIV playoff brackets. With
sub-proposal A, 56% of the Group C teams make the Division V & Division VI playoff brackets.
With a four team Open Division participants would play a total twelve games if they make the CIF
Championship; the winner could potentially play a total of 14 games, versus the 15 they may reach now. In DI
through DV, the eight team brackets have no bye weeks. The teams playing in the CIF Championship would
play thirteen games, which is what a top four seed with a bye week plays currently.
For DVI, we propose a four-round, 16 team bracket with no bye weeks, where the CIFSDS
Championship would be played the same week as the first round of the State games (option “a” in yellow
below). If playing an additional round for the non-state-qualifying division is unamenable then the second
option (option “b” below highlighted in green) is to mirror the other divisions and play an 8 team playoff
bracket. A plus side of the eight-team brackets is that more schools will have their multi-sport athletes out to
winter sports sooner. However, it does significantly drop the percentage of Group C schools participating in the

EXECUTIVE SUMMARY Coordinating Council is asked to consider the future approval of the North County Conference 3 year weighted average for football divisional placement as shown in the Executive Summary below: We believe that the use of a 3-year weighted average is a more accurate indicator of the state of a school’s program. The 5-year model has students impacted by the records of athletes who graduated before the current students attended high school. The move to a 3-year system, with the most recent year weighted as 50%, two years prior 30% and three years prior 20%, provides the chance of more fluctuation between divisions. As the last two seasons would be 80% of a team’s weighted average, the proposal allows for a quicker, natural correction when a class of student-athletes graduate. RECOMMENDATION/ FIRST READ: This information item is being presented as first read and the Council’s consideration, and will be resubmitted for Coordinating Council approval on March 1, 2017. If approved, this item will then be presented to the Board of Managers for first read on April 5, 2017.
