Mr. Schniepp informed the board of a parent email regarding the CIFSDS sit-out period.

8. COMMISSIONER’S REPORT ............................................................................................................ Jerry Schniepp, Commissioner

Mr. Schniepp informed the board of the Auditor Engagement Letter and the selection of the auditing firm,

ADG CPA, for the CIFSDS. The firm Auditor, Mr. Andres Garcia, is familiar with working with non-profit

organizations and has started the process with our section’s audit. The Auditor service fees (CIFSDS Audit and

Taxes) will cost the section under 10K. Mr. Schniepp thanked the board and the Finance Committee (Suzanne

O’Connell; Scott Patterson; Rick Schmitt) for their assistance and direction.

Mr. Schniepp informed the board with the information of the CIFSDS Actuarial Report. The cost of the completed report (5K) and the information of the section’s liabilities/health care (Actuarial Repot) went well. The completion of the report and information was done by the consulting firm (Wm Yee Actuarial Consulting).Mr. Schniepp believes the unfunded liability of the section will be paid in the next 2 years.

Mr. Labeta presented the board with a demonstration of the new CIFSDS website.

Mr. Schniepp presented the board with the information of the 2013-2014 CIF Year-In Review (PowerPoint). 2600.1 SWIMMING AND DIVING – SAN DIEGO SECTION SPORT REGULATIONS 2. PLAYOFFS: a. There will be two playoff divisions based upon total student population. Any Division I school not qualifying an athlete in an individual event in the previous year’s championship will not be

counted when determining the number of teams in each division. (Approved Board of Managers January 31, 2006) b. Time Standards and marks for all events will be set by the advisory committee. Athletes meeting or bettering an "automatic" standard at any level of competition during the season may be entered in the CIFSDS Prelims. Athletes whose seasonal marks fall within the "consideration" zone of the standards will be considered for entry into the Prelims. c. Athletes who have not met the "consideration" standards will not be entered into the CIFSDS Prelims. d. The six eight fastest swimmers in each event in the CIFSDS Prelims will advance to the Championship Final. The next fastest six eight will be advanced to the Consolation Final in each swimming event. e. An athlete must have participated for his/her school of enrollment in more than one-half (1/2) of the CIFSDS permissible maximum individual points of the sport in order to participate in the CIFSDS championship tournament. f. Scoring will be done through 12 16 places.

EXECUTIVE SUMMARY The Board of Managers is asked to consider the future approval of the Boys Lacrosse playoffs (REVISED start date) as shown in the Executive Summary below: The Boy’s Lacrosse coaches advisory is requesting that the Boy’s Lacrosse playoffs start one week earlier (Saturday, May 24, 2015) than the designated master calendar date of Saturday, May 31, 2015. The present championship date (Saturday, May 31, 2015) has adverse effects on our programs, other school programs and club lacrosse teams. The girl’s lacrosse championship is two weeks before the boy’s. It seems logical and consistent to bring the two dates closer together, if not at the same time. Thank you for considering this proposal. RECOMMENDATION/ ACTION: The Board of Managers is asked to approve the Boys Lacrosse Playoffs (REVISED start date). EXECUTIVE SUMMARY The Board of Managers is asked to consider the future approval of the North County Conference proposal to amend CIFSDS Bylaw 506, Practice Time Allowance as shown in the Executive Summary below and attached supplement(s): It is the belief of the North County Conference that the current practice time limitations create an unsafe situation for students playing football. It is our proposal that, for the sport of football, practice time restrictions move from eighteen hours a week to twenty-four hours a week for two weeks prior to the first day of school. During these twenty-four practice weeks, teams would be limited to eighteen on field hours. (Please see attached Item # 12) RECOMMENDATION/ ACTION: The Board of Managers is asked to approve the North County Conference proposal to amend CIFSDS Bylaw 506, Practice Time Allowance. In their capacity as such, the Coaches believe the current eighteen-hour-a-week practice limitation puts the safety of our athletes at risk. Once school has started, the eighteen-hour limitation properly serves its purpose. However, at the season’s beginning, prior to the start of school, the limitation does more harm than good. By restricting teams to eighteen hours, coaches are forced in to a position where they must choose between stretching or team meetings, fundamental or team periods, conditioning or weight training. This puts the students-athletes at risk. If a team doesn’t have time to properly train their bodies, injuries will occur. If a team doesn’t have time to properly train their minds, injuries will occur as well. The time allowance is a problem at all levels, but especially with Freshmen teams. These novice groups, with a population that contains many who have never played the game before, need more time to be taught the nuances of the game, more time to learn how to properly wear and adjust their equipment, more time to learn proper blocking and tackling techniques. Instead of solely pointing out a problem, the NCC Head Football Coaches propose a solution. For two weeks prior to the start of school, change the limitation from eighteen hours to twenty four hours. Include with that the caveat that of the twenty four hours no more than eighteen hours can be spent on the field. By allowing an additional twelve hours of practice over a two week span coaches will much better be able to prepare their athletes to safely participate in high school football. CIFSDS Proposal: Re-Classification of Financial Secretary to Operations Coordinator

The Financial Secretary position in the CIFSDS is a very unique position that is difficult to equate to any within a school district. In addition to many typical financial secretary/accounting clerk type duties, the CIFSDS Financial Secretary has the following responsibilities unrelated to finances:

Cross-Country Championship Liaison Championship Event logistics Eligibility Reports Media Passes Playoff Ball Management Playoff Bracket Compilation Championship Event Tickets Tournament Sanctioning Boy’s Track and Field Championship Liaison Wrestling weight management Program Championship Awards Courtesy Cards

The CIFSDS Financial Secretary now has a clearly defined, vital role on the CIFSDS staff. The current position responsibilities are not commensurate with the compensation for the position of Operations Coordinator.

The Financial Secretary’s annual salary is $40,985. The job is varied, includes many responsibilities that are financially related but many are unique to the CIFSDS office. A Financial Technician is a common position in a school district that has similar responsibilities. A financial technician has responsibilities that include more accounting duties than the CIFSDS position but the position in the CIFSDS office has many athletic/championship responsibilities that financial technicians do not. The title of Operations Coordinator and comparison in level of responsibilities to a Financial Technician is an appropriate comparison.

Proposed Football Regional and State Bowl Game Format Revision AMENDED

1.) This proposal will advance all Section champions, if they choose to participate, to a CIF Regional

Football Championship Bowl Game. If a team from a Section does not wish to participate in the CIF Football Championship Bowl Games, they must notify their Section commissioner by the start of the 2nd week of their Section playoffs.

2.) CIF Sections with an “Open Division” will be allowed to replace one or more of their Section champions from another division with a team that participated in that Section’s Open Division. That Section Open Division team may only replace a Section Champion from the division in which they would have been slotted if they had not been selected for the Section’s Open Division.

a. Sections with an Open Division choosing to utilize this provision must have a policy in place (adhering to the above language) which outlines the process the Section will use to replace champions from their Section divisions with non-champions from their Open Division.

3.) All teams in the CIF Regional Football Championship Bowl Games will be slotted based on

“competitive equity.” See the sample mock selection below using the 2013 Section Champions. a. Due to the number of Section divisions, there will be one play-in game in the north.

The two teams will be selected from those Section division champions that complete play prior to week # 14.

4.) There will be two (2) Open Divisions.

a. The first will be open to all teams regardless of enrollment that have qualified through their respective section playoffs. The best team for the north and the best team from the south will be selected to participate and will receive byes directly to the CIF State Football Championships Bowl Open Division game.

b. The second will be open to all teams with an enrollment of 1,250 students or less that have qualified through their respective section playoffs. These teams will participate in the CIF Regional Football Bowl Games with the winner advancing to the CIF State Football Championship Bowl Game (1,250 or less)

5.) In order to balance the number of teams from the north and the south, Central Section Divisions I,

III and V have been slotted in the north and Central Section Divisions II, IV and VI have been slotted in the south. The Central Section teams will be slotted in their respective regions in a manner to ensure that two teams from that Section would not play each other in a CIF State Football Championship Bowl Game.

EXECUTIVE SUMMARY The CIFSDS Master Calendar has been developed for the 2015-2016 school year with two (2) proposed spring start dates. The proposed Master Calendar (Proposal #1, RED Draft of Spring 2015-2016) is proposed with all spring sports starting on February 13, 2016 from the CIFSDS office to begin all spring sports on the same date due to scheduling conflicts (graduation ceremonies, senior activities, etc.) and CIFSDS championship finals. The alternate proposed Master Calendar (Proposal # 2, BLUE Draft of Spring 2015-2016) will have all spring sports starting on February 20, 2016 with the exception of a February 13, 2016 start date for Boys Golf, Swimming & Diving, and Boys Tennis. The calendar is developed from the State CIF and NFHS calendars. This is a first read/action item so that schools with fall sports programs may set their schedules accordingly. The move for all sports programs will be effective fall, 2015. In addition, it is requested the girls softball program move into the Coastal League for the Spring, 2015 season. This specific item for softball was presented at the Coastal Conference meeting of September 15, 2014, and was approved pending an initial discussion of the leaguing committee on September 17, 2014. Leaguing committee reviewed the request on September 17, 2014. If approved by the leaguing committee, the item would be brought forth as an action item for the Coordinating Council on March 11, 2015. RECOMMENDATION/ FIRST READ: The Board of Managers is asked to consider the future approval of the Coastal Conference’s request of Guajome Park Academy in joining the Coastal Conference as a member school effective fall, 2015. Information Items

24. Battle of the Fans

The CIFSDS had initiated a section-wide competition amongst basketball rooting sections. The competition will include a submission of a video and a demonstrated emphasis on positive reinforcement toward each section’s own team. Finalists will be selected based on the criteria defined on the CIFSDS website and the winner will be honored at the CIFSDS basketball championships.

25. Fall Championships

The 2014 fall championships were very successful with outstanding competition, attendance and weather. Hosts Southwestern College (football), Cathedral Catholic (volleyball), Otay Ranch (field hockey), Morley Field (cross-country), The Barnes Center (tennis), Coggan Pool-La Jolla High (water polo) and Admiral Baker (golf) were all great venues, were gracious and had outstanding staffs.

26. Coordinating Council

The Coordinating Council of the CIFSDS does not always have representation that reflects the demographics of the San Diego Section. The CIFSDS office would like to draft a proposed bylaw that would allow the section office to ensure that the structure of our governing bodies (Coordinating Council and Board of Managers) is reflective of the demographics of the student population in the Section.

27. CIFSDS Ejections

The CIF San Diego Section has an effective, transparent ejection policy and process in place for athletes, coaches and fans that imposes appropriate penalties for unacceptable behavior in athletic contests and deters inappropriate actions. A community member has questioned the process and perceived potential bias in the process and the CIFSDS office would like to analyze readily available ejection data and discuss the collection of additional data.

28. CIFSDS Audit Update

The 2013-2014 audit of the CIFSDS is complete and will be presented to the CIFSDS Audit/Finance Committee prior to the Board of Managers Meeting on April 22, 2015. The Audit/Finance Committee will then present the audit report to the Board of Managers.
