17th Annual National Behavioral Health Information Management Conference and Exposition: Addressing the Needs of Mental Health, Alcohol, and Other Drug Programs

The 17th Annual National Behavioral Health Information Management Conference and Exposition has an exciting list of sessions this year that address many of the issues impacting work with the substance use disorder (SUD) population. Several of the sessions with a substance use treatment focus are noted be-low, but also check out the complete program for other sessions that maya be of interest. Register here.

1. Forecasting the future: How to prepare for new value-based models of care from the federal Centers for Medicare and Medicaid Services and SAMHSA. This session will overview several new federal initiatives to enhance care coordination and integration, and discuss how to prepare your organization and its information management systems for these initiatives and a successful future.

2. Improving care coordination between primary and behavioral health care services; opportunities and challenges. Mental health, substance use and physical health care services are focused increasingly on care coordination between these services for their clients. Presenters in this session will explain the forces driving this focus at the health plan and provider levels and through federal, state and county initia-tives, including challenges of data exchange.

3. Collaborative Documentation: How to streamline chart documentation and include clients in the process. Presenters will describe how clinicians can enter their progress notes into the Electronic Health Record during the session, show the notes to the client and invite discussion from the client about reaction to the notes to help strengthen the therapeutic alliance.

4. Emerging and ongoing data privacy and security challenges for behavioral health care in the evolving health care system. A dynamic, interactive panel of privacy and security experts will overview several of the major challenges to complying with privacy and security regulations for behavioral health data (HIPAA, Phase 2 audits, 42 CFR, Part 2 and the SAMHSA revisions).

5. Consumer-driven use of technologies to enhance treatment and recovery: Mobile devices and portals to support use of social media, texting, apps, bots, and more. Presenters will summarize the range of technologies that consumers are using, including: texting, bots, apps, web-based portals, GPS-

6. SAMHSA enacts the first Revise of 42 CFR, Part 2: A look at the new regulations for privacy of substance use treatment data. Presenter, Dr. Kimberly Johnson, is the Director for Center for Substance Use and Treatment and the HIT Strategic Initiative Lead at SAMHSA. Dr. Johnson will explain the revisions and opportunities presented by electronic health record systems for improved care coordination, challenges to client data privacy and the revisions’ hope to strike a new balance in protecting client data privacy while facilitating easier electronic health record data sharing.

7. Year two of California’s 1115 Drug Medi-Cal Waiver pilot: How information technology and health information exchange are helping build an organized delivery system for treatment of substance use disorders.

8. Extending the connectivity to EHRs beyond the desktop via mobile and web based technologies. Presenters in this session will explore the creative and innovative ways organizations are extending their EHRs into the field for clinical use through mobile and web-based technologies such as smart phones, tables, and laptops. They will offer solutions and best standards of practice for communicating PHI via remote devices.

9. Substance use instruments for screening, assessment and measuring outcomes: An overview of approaches. Presenters will review several of the most widely used screening and assessment instruments that can be used for matching clients to appropriate treatment, adjusting treatment to the changing needs of the client, measuring outcomes and also assist providers in treatment planning.

Request for Consultants

Drug-Medi-Cal Organized Delivery System (DMC-ODS) Training Project

The California Institute for Behavioral Health Solutions (CIBHS) Drug-Medi-Cal Organized Delivery System (DMC-ODS) Project seeks independent contractors/consultants to provide training and

curriculum development services to the Substance Use Disorder (SUD) unit at CIBHS. In addition to applications from individuals, a group of consultants may apply under their consulting business.

Duties

Qualified applicants may apply for curriculum development, training delivery, or both. • Technical writing, research, and curriculum development for topic areas of Selective Contracting, Waiver Assessment of Modalities of Services, and/or Quality Assurance• Training on topic areas of Selective Contracting, Waiver Assessment of Modalities of Services

(MOS), Quality Assurance (QA), and/or other topics associated with the Drug Medi-Cal Waiver• Consulting with known experts in the SUD field• Providing project updates to CIBHS on a bi-weekly basis• Regular communication with project managers• Review of the DMC-ODS training plan and 2016 DMC-ODS Annual Report and Evaluations

Minimum Requirements

Any combination of education and experience that demonstrates expertise in the following areas will be considered.

• Extensive experience in the area of behavioral health services, government services, and/or substance use disorder (SUD) treatment

• Subject matter expertise in the area of substance use disorder treatment• Proven ability to write curriculum, including the development of training handouts and PowerPoint presentations • Ability to deliver technical writing projects within a negotiated time frame, including the submis-

sion of draft, revisions, and final product (PowerPoint and handouts). • Detailed knowledge of the 1115 Waiver

• Ability to source complex regulation documents to draft curriculum• A consultant applying to deliver training must be able to demonstrate a history and ability to provide training services to a diverse audience, respond to audience questions, and deliver trainings consistent with approved training curriculum.

Compensation

Training and curriculum development activities will be reimbursed at an hourly rate of $90/hour. Travel and expenditures associated with training delivery will also be reimbursed, subject to reimbursement rates established by CalHR. Trainings are scheduled as needed, and there is no guarantee as to the number of trainings that will be contracted.

CIBHS DMC-ODS Curriculum Topics

Qualified applicants may indicate interest in one or more of the following. • Development of curriculum for Waiver Assessment of Modalities of Services – (B), the second

course in the MOS series• Development of curriculum for Selective Contracting – (B), the second course in the SC series• Development of curriculum for Quality Assurance – (A), the first course in the QA series

At the sole discretion of CIBHS, a request to draft curriculum for the next training course in a series may be issued upon the completion of the first draft deliverable. Delivery Timeframes

The selected consultant must provide draft curriculum by the following dates, or as negotiated. • Waiver Assessment of Modalities of Services – (B) - June 1, 2017• Selective Contracting – (B) - July 15, 2017• Quality Assurance – (A) - July 30, 2017

After submission of draft curriculum, the selected consultant must provide up to 9 hours of revision, if indicated. The final draft must be placed into an approved PowerPoint template. The curriculum must support a training that can be delivered in the suggested amount of time. The consultant may recommend handout materials that enhance the Power Point training.

Substance Use Disorder (SUD) Training and TA ProjectPresents training opportunities through October 2017

The Substance Use Disorder (SUD) Training/TA Project will be approving several trainings through October 2017. SUD providers should consider scheduling as soon as possible.

Please note that this project is distinct from the CIBHS DMC-ODS Waiver Training Project.

Target Audience

SUD Providers throughout the State of California.

Targeted Training Subset By contract, four remaining slots are held for Northern California and 11 are earmarked for the region of Santa Barbara/Bakersfield down to Southern Orange County. This is a subset of trainings, not the total number of training opportunities available.

How to Request a TrainingA training request form is located on the CIBHS website: SUD Training/TA request form. You can also contact Maleah Novak. Trainings will be provided now through October 2017 on a first-come, first-served basis to eligible applicants.

Cost

Due to an award from the California Department of Health Care Services (DHCS), these trainings are provided at no cost to the SUD program or training participants. Trainings on Evidence Based Practices These topics are of keen interest due, in part, to the requirements that SUD providers integrate at least two EBP’s into their treatment systems.

In addition to the above, there are other training topics available such as Treatment Planning and Screening, Assessment, and Brief Intervention. Drug Medi-Cal Organized Delivery System (DMC-ODS) Training Project

The 1115 Waiver offers an opportunity to use Drug Medi-Cal Organized Delivery System (DMC-ODS) funds to transform the current alcohol and drug service delivery network in California. With the support from a grant from the California Department of Health Care Services (DHCS), CIBHS offers trainings that will support counties and Substance Use Disorder (SUD) providers as they create systems which will provide DMC-ODS continuum of care elements. More than 100 on-site trainings and 6 webinars will be provided in 2017, reaching counties in all phases of their implementation.

Dr. Bill Manov April 23, 1951 to February 21, 2017

Dr. Bill Manov died in a tragic automobile accident on February 21, 2017. At the time of his death, he was providing independent consultant services to the California Institute for Behavioral Health Solutions (CIBHS).

Recently, in September 2016, Bill Manov retired from the Santa Cruz County Behavioral Health Services.

Like so many thousands of other days of his career, he awoke that morning leaving his home to give his best to the Substance Use Disorder (SUD) field. And his best was remarkable! His training evaluations were consistently excellent. After one of his recent trainings, he received a perfect score from the audience. The evaluations consistently acknowledge his experience, ex-pertise, and practical advice. He knew the issues, and it showed. He always allowed significant time in his trainings for feedback and discussion.

We all benefited from his contributions. The clients who walk through the doors into substance use disorder treatment benefited most of all because they were better served due to his planning skill, expertise, and enormous efforts. That is what he wanted, and that was what he accomplished.

His service reflected his life filled with friends, family, the SUD field, government workers, and musicians. Bill was a musician and his service ended with his composition- Funky Tin Man. None of us know what will happen on any given day. There will be days of sorrow. February 21, 2017 was a day of sorrow. CIBHS is comforted by the memory of how Bill Manov lived. He was doing the things he loved, giving of his time and expertise, living a life with meaning and purpose. His life was filled with hard work, drive, and accomplishments, yet he found time for joy. He found time for us.

CIBHS Substance Use Disorder Staff Profiles

Victor KoglerVictor Kogler is Vice President of CIBHS. Mr. Kogler has worked in the substance use disorder field in California since 1971. He served as Alcohol and Drug Program Administrator of Santa Barbara County for twenty years and is a past president of the County Alcohol and Drug Programs Administrators Association of California. Mr. Kogler had been the Executive Director of the Alcohol and Other Drug Policy Institute (ADPI) for 8 years prior to the merger of that organization with the California Institute for Mental Health which created CIBHS. In addition to his senior management role, Mr. Kogler oversees the growth and operations of the CIBHS portfolio of services for SUD systems, providers and staff.

Amy McIlvaine

Amy McIlvaine, supervised by Victor Kogler, has nearly 25 years of leadership and management experi-ence. Her primary areas of expertise include innovation design, change management, process

improvement, and business operations. She is passionate about mentoring and training behavioral health teams to become innovative change leaders who are resilient, lead effective change teams and implement changes that result in improvements.

Amy relocated to Los Angeles in October 2017. She is the project manager for the Los Angeles County’s Substance Use Disorder Organized Delivery System project. The current focus of the project is to prepare providers for the new payment system going into effect on July 1, 2017. Training is geared toward helping providers successfully complete the Drug Medi-Cal application, understanding how to project budgets and utilization, and enhancing clinical documentation using ASAM to reflect person centered recovery treatment plans and medical necessity. After July, training will shift to meet ongoing provider needs to in-crease capacity and improve outcomes.

Prior to working for CIBHS Amy was the Director of Training and Education for NIATx (Network for the mprovement of Addiction Treatment) at the University of Wisconsin-Madison. Amy developed the

nationally renowned NIATx Change Leader Academy designed to teach behavioral healthcare profession-als how to lead teams through successful change in today’s turbulent behavioral health landscape. She has trained and mentored over 1,000 change leaders working in health and human services throughout the United States. In addition to teaching change management Amy was a project manager on several SAMH-SA projects in the following areas: Integration with Primary Care, Leadership Development Skills, Process Improvement, Innovation and Design and Business Operations.

Amy has consulted and trained in and with local, state, and national regulatory agencies, managed care organizations, and healthcare providers around the country.

Yvonne FrazierYvonne Frazier works under the supervision of Victor Kogler, CIBHS Vice President, as the Drug Medi-Cal Organized Delivery System (DMC-ODS) Training Manager. She is responsible for the coordination of the training and technical assistance project in support of county-implementation of the 1115 waiver. She began working as an independent contractor with CIBHS in March 2016 and became an employee in October 2016. She works with the CIBHS DMC-ODS staff and county SUD and Behavioral Health Staff to coordi-nate training activities. She is the primary liaison with the Department of Healthcare Services (DHCS) for the project and in that capacity, writes monthly and annual reports. She participates on monthly conference calls with the Department and the team regarding the successes and challenges of the project. Yvonne Frazier has worked in the field of Substance Use Disorder (SUD) treatment for more than 40 years in a variety of capacities including Executive Director of an SUD program, County Alcohol and Drug Administra-tor, Independent Consultant, grant writer, and other roles. She has an excellent working knowledge of the DMC-ODS Waiver Terms and Conditions. She is proud of the accomplishments of the project at the close of 2016 which reported 3,682 individuals were trained at 94 trainings statewide reaching all phases of waiver implementation. The topics of the trainings include Waiver Assessment and Modalities of Services, Selec-tive Contracting, American Society of Addiction Medicine (ASAM) Criteria, Medication Assisted Treatment (MAT), and Continuum of Care (COC). She recognizes that the success of the CIBHS DMC-ODS Waiver Training Project requires extraordinary collaboration among DHCS, CIBHS, Counties, and SUD providers. She works with the team to keep the focus on the intended outcome of these services which is to improve quality and performance of SUD treatment, recovery, and detoxification services in California.

Kim Waterman Kim Waterman joined CIBHS in May 2016 as Project Coordinator of the statewide Drug Medi-Cal Organized Delivery System (DMC-ODS) training project. She reports to Victor Kogler and Yvonne Frazier. At the DMC-ODS project’s inception, she was responsible for creating the infrastructure to organize the project, including establishing the event management database and communications plan to manage 94 trainings in the final two quarters of 2016. She works extensively with training contractors and county contacts across the state to coordinate and support DMC-ODS trainings. In addition to coordinating training events, she is responsible for drafting marketing material, reviewing curriculum, editing monthly and annu-al reports, and keeping the SUD field apprised of DMC-ODS training updates. She maintains the CIBHS DMC-ODS waiver training project training list, which is the control document for all approved trainings state-wide. Prior to joining CIBHS, Kim worked at the County of Sacramento, providing employment services and coaching to recipients of CalWORKS.

Elizabeth Stanley-SalazarMs. Stanley-Salazar has a distinguished and long career in the SUD field. As a Registered Nurse and Group Home Administrator with a Master’s in Public Health, she began her career in the substance abuse field at Behavioral Health Services in Torrance, California, as the Vice-President of Alcohol Services and Administrator of Redgate Memorial Hospital. She left BHS in 1987 to join the Monterey County Public Health Department as the County Alcohol and Drug Program Administrator. She was appointed as the Chief Deputy Director of the State Department of Alcohol and Drug Programs and worked in that capacity from 1990 through 1994. She then began her tenure of 20 years with Phoenix House of California serving in a variety of capacities.

In May of 2016, Ms. Stanley-Salazar became an Independent Contractor with CIBHS as the Project Manager for the CIBHS DMC-ODS Waiver Forum. Working with the support of the Blue Shield of Califor-nia Foundation, the CIBHS DMC-ODS Waiver Forum created a collaborative think tank to support county behavioral health and substance use disorder leaders in the planning and implementation of the Drug

Medi-Cal Organized Delivery System (DMC-ODS). Working with the California Behavioral Health Directors Association (CBHDA) Substance Abuse Prevention and Treatment (SAPT) Committee, the first forum was held in September 2016 and focused on the transition from the current county alcohol and drug services administration to a specialty managed care organization. In November 2016, a two-hour small group collab-orative discussion on next steps was held at the SAPT Committee meeting. The CIBHS DMC-ODS training program has worked closely with the Build Shield of California Foundation CIBHS DMC-ODS Waiver Forum project. Additionally, as Manager of the Blue Shield Project, Ms. Stanley-Salazar worked with the waiver training project to plan and moderate a Webinar for Selective Contracting in 2016. She also moderated a webinar early this year on Confidentiality and Release of Information. The collaboration of the CIBHS DMC-ODS Training Project and the CIBHS DMC-ODS Waiver Forum strengthens the impact of the proj-ects, fosters professional collaboration, and gathers perspectives from various stakeholders. This project is creating an inventory of documents such as RFP’s, etc. She will continue planned group activities at the upcoming SAPT meeting in March 2017.

Paige D’AngeloPaige D’Angelo joined CIBHS and the DMC-ODS Waiver project in January 2017. As a Project Coordina-tor, Paige works closely with Elizabeth Stanley-Salazar, Project Manager on the Blue Shield of California Foundation grant, and Amy McIlvaine, Project Manager on Los Angeles County’s Substance Use Disorder Organized Delivery System project.

Paige is responsible for the coordination of training programs within the DMC-ODS Waiver project. In addition, Paige supports outreach efforts of the program to make the community aware of the training, expertise, and support provided by the DMC-ODS Waiver Forum. She also assists with planning regional forums.

Prior to working with CIBHS, Paige was a Public Information Officer and Training Outreach Coordinator at a non-profit organization where she managed the training calendar and seminar development of a statewide team delivering over 300 trainings and a statewide conference each year.

Maleah NovakMaleah Novak has 29 years of experience in the SUD field, seventeen of which was at the State Depart-ment of Health Care Services’ Driving-Under-the-Influence Program Branch.

For the last 12 years, she has consulted for six County Administrators monitoring their DUI Programs and PC1000 Treatment Programs. As Project Coordinator for CIBHS, she coordinates requests for technical assistance and training for SUD facilities and/or counties.

Maleah also has extensive experience in program monitoring, including knowledge of regulations and stan-dards for programs licensed by DHCS, development of county-wide standards, conducting training for staff on DUI program topics, as well as acting as liaison with the Superior Court, and as a part of an executive team in the development of a DUI Court.

The training/TA contract managed by Maleah Novak provides a variety of trainings for SUD providers statewide. Maleah Novak works closely with the DMC-ODS DMC Waiver Project by providing trainings that directly relate to the waiver readiness goals such as in the area evidence based practices. CIBHS Training Contracts

CIBHS contracts with Behavioral Health Services (BHS) and UCLA Integrated Substance Abuse Program (UCLA-ISAP) to provide training. Each of these organizations has a list of approved trainers. In addition, CIBHS has a contract with independent contractor Jan Tice. Victor Kogler, Vice President of CIBHS, is also an approved trainer for this project.

UCLA Integrated Substance Abuse Program (UCLA-ISAP) The UCLA Integrated Substance Abuse Program was founded in 1999 to formally merge the expertise, resources, and activities of several organizations involved in substance abuse research and treatment in Southern California. Supported by dozens of prominent colleagues, M. Douglas Anglin, Ph.D., Walter Ling, M.D., and Richard Rawson, Ph.D., together formed a unified, multidisciplinary consortium of researchers and clinical professionals investigating substance abuse and its treatment. The resulting organization, now co-directed by Drs. Christine Grella and Thomas E. Freese, has brought to bear a uniquely coordinated, comprehensive approach to the study and treatment of substance abuse. Nearly one decade of ISAP activities has yielded results that significantly advanced the knowledge base regarding substance abuse, its consequences, and its treatment, with salient impacts on practice and policy at local, regional, national, and international levels. ISAP is the organizational home of the Pacific Southwest Addiction Technology Transfer Center (Pacific Southwest ATTC), one of 14 regional centers supported by SAMHSA’s Center for Substance Abuse Treatment. The Pacific Southwest ATTC, which covers California and Arizona, provides training, information, and collaborative promotion of empirically proven substance abuse treatment practices. The Pacific Southwest ATTC increases knowledge about and improves the delivery of effective treatments for substance abuse providers. More information on the Pacific Southwest ATTC’s major training activities is available at www.psattc.org. UCLA provided 56 DMC-ODS trainings in 2016.

Behavioral Health Services, Inc. (BHS)Behavioral Health Services is a not-for-profit community-based healthcare organization providing medical services, substance abuse, mental health, drug-free transitional living, housing for women with HIV, and prevention services for the local community. BHS – Family Health Center, its first community health clinic, opened in April 2016.

BHS began providing outpatient substance abuse treatment services to adolescents and young adults in the Centinela Valley in 1973. Realizing the enormity of need throughout Los Angeles County, BHS expanded the reach and now operates from 13 locations covering the South Bay, East Los Angeles, the San Gabriel Valley, and the metropolitan areas of Los Angeles County. BHS operates two Chemical Dependency Recov-ery Centers, four residential sites and eight outpatient clinics, two of which provide mental health services in addition to substance use services. BHS also provides outreach to individuals living on Skid Row and participates in several homeless projects.

BHS strongly believes in partnering not only with its clients and their families but also with other service organizations throughout the community to ensure that clients and their families have the greatest opportunity for long-term recovery from substance use.

CIBHS Contractor – Jan TiceJan Tice is currently a consultant with the California Institute for Behavioral Health Solutions and Be-havioral Health Concepts providing training and technical assistance for mental health and substance use disorders (SUD) programs throughout California. From 2004 to 2016, Jan provided SUD training for the Bay Area Academy and was an adjunct Psychology and Behavioral Pharmacology professor at both Cabrillo College and California State University East Bay. He has over 30 years of experience in the mental health field which includes work in child welfare, psychiatric hospitals, health and wellness research, substance abuse treatment and program administration, and county administration. Jan’s trainings include a blend of personal experience in the field with information from current research and best practices. Jan holds a Ph.D. in Education and was formerly certified as an Alcohol and Drug Counselor.

CIBHS Contractor – Bill Manov, PhDConsultant Dr. Bill Manov died in a tragic automobile accident on 2/21/2017. CIBHS mourns his loss and acknowledges his many contributions to CIBHS and the SUD field. The following profile was writ-ten two weeks before his death. CIBHS finds comfort in remembering Bill Manov because he remains very much alive in our memories.

Bill Manov provides consultation, training, program development, program evaluation, financial analy-sis, and grant writing services primarily related to substance use disorders. He served as the Alcohol and Drug Program Administrator for Santa Cruz County for approximately 27 years prior to his retirement in 2016. Prior to that, he was the Chief of Planning and Program Development for the Los Angeles County Alcohol Program.

He has previously served as Vice President and Finance Committee Chair of the County Alcohol and Drug Program Administrators Association of California.
