The actors- The target group (about 1800 people) envisaged for the implementation of the

Project is composed by two sub-groups of employees belonging to the Public sector:• 1. the Municipality of Perugia employees• 2. The University of Perugia employees

- Municipality and University are big attractors of the historic centre:- More than 15 buildings in the area- More than 3200 total employees

- No specialized parkings for employees: they rely on general public parkings of the city

- Matching software / platform is vital for carpooling scheme to function- No suitable existing software in Perugia - In 2015 Perugia decided to purchase a brand new software. - Best value solution chosen has been to rent the platform from an US provider

carpoolworld.com- Renting is a low risk approach, no need to sustain costs of purchase, maintenance- Then upscale after testing is done

carpool-matches) and ensures the collection of all data needed for a correct evaluation:

- Registration of personal data and requested carpool-trips- Info on journeys offered and requested- Data on matches found/undertaken- Data on actual carpooled days/KMs- Rating of carpoolers- Total registered and active

- Costs carpoolworld.com :- $300/year if there are 1000 users registered or less- $600/year if there are 2000 users- $900/year if there are 3000 users- $900 (once) for the translation in Italian

- The City of Perugia decided to start with the first option for a 2 year period; it is always possible, if necessary, to move to the option for a larger group.

The importance of high profile politicians as supporters (1/3)

- Since the very beginning the Project mgm group has worked to achieve the involvement of visible “champions” who spent their strong commitment to promote the Project and smooth its implementation (i.e. against bureaucracy)

The appointed “champions” are:- The University Rector- The Mobility Councillor- The Environment Councillor (who is also the deputy Mayor and the Councillor in

charge of Human Resources Management)

The “champions” have:- Joined every internal meeting about the project- Co-signed all the e-mails sent to the target group- Organized and done all the press conferences that have taken place- Personally delivered the bumper prize to the first winner of the Mobility Lottery- Chaired the European Mobility Week that has been included the first Carpool week- Introduced and welcomed partners at the Consortium Meeting in Perugia (at the

presence of local press)

The “champions” involvement has so far contributed to:- Get very good response rates during the ‘before’ and ‘after’ survey campaign

(38,4% and 28%);- Assure the PTP target achievement (277 interested people);- Bring on 17 articles on local press;- Achieve the target set in terms of subscriptions to the carpooling platform

First Car pool week – 16-22 September 2015

The new service has been launched through:

• 7 rounds of emails to more than 2.000 employees

• 2 press conferences

• 11 articles on local press

• Project presented in 1 workshop (3/3/2015) and 1 conference (22/09/2015)

• 1 ‘local’ project logo created

• 2.600 flyers, 4 roll up, 440 gadgets (usb branded charger) plus, for the EMW including

the first Carpool week, 150 posters 70x100, 2.500 flyers, 2 roll up, 300 folders

• Official web site and FB page

• First mobility lottery bumper prize (tablet) assigned with a small event

Second Car pool week – 17-23 February 2016

• 2 rounds of emails to more than 2.000 employees

• Stronger ‘visibility’ to lottery prizes already assigned (rounds of emails, FB, official web

to be assigned on the criteria that “the more you are active the higher are the

chances to win” (no confirmed trips, no prize)

PTPs (subcontracted to a private company, TPS srl – March 2015) – 1/3

• Before survey (by TML) results selection of a sample of subjects (463 people) who

matched with 2 requirements:

• a. “I’m a car driver (alone)”

• b. “I use to travel home/work/home”

• subjects have been contacted administering them a new specific questionnaire for PTPs

purposes (July 2015. Filling in the questionnaire meant ‘I’m interested to PTPs draft

process’)

• 277 full questionnaires

• processing data results, the 277 subject have been grouped in 22 origin/destination

matches

• For each of the groups a PTP has been drafted containing specific information pack

about existing alternatives to private car

• from a “geographic” point of view the 22 origin/destination PTPs covered (more or less)

the whole population of Municipality and University employees

• Decision to “deliver” the PTPs not only to the 277 subjects, on whose answers they

have been drafted, but to the whole target (1650 employees including, of course, the

277)

• Therefore we uploaded PTPs on our institutional web site e invited - by email (2

rounds) - employees to download them

• Up to now, 123 people did it

Lessons learned (from a public body point of view)- Make sure to rely on a strong political commitment;- Appoint visible “champions” (2 councillors and the Rector in our case);- Liaise with other depts. potentially involved in the Project success (i.e. IT,

Communication, Human Resources, Financial, etc.);- Make sure to rely on a simple and user friendly carpooling platform;- Make sure to rely on a significant critical mass- Be always in contact with your target with even simple reminder or brief update;- Plan and detail well in advance all the preparatory actions that need to be

performed before the implementation.- Latest news: official agreement between the University and the Municipality to

continue with the service beyond Project life, involving students;- The City is going to apply for a national funded call (Ministry of transport) with a

proposal addressing commuting: carpooling going to be a focus
