50% Subsidy for Procurement of Pollution Control
Equipments
Port Blair, July 21: The A&N Administration has announced a new scheme approved by Ministry of Micro, Small & Medium Enterprises, Govt.of India, which envisages to grant of 50% subsidy for procurement of Pollution Control Equipment or 50% Subsidy for procurement of CaptivePower Generation Sets or Solar Power or Wind Power or Bio Mass or Hydro Power by any Micro & Small Enterprises set up in Andaman &Nicobar Islands subject to maximum of Rs. 7.50 lakh.
According to this, all those units which have commenced commercial production after April 1, 2007 for their new investment or substantialexpansion are eligible for the subsidy. The units which intend to apply for subsidy should be holder of Memorandum II or Permanent Registrationissued by District Industries Centre, A&N Islands or holder of License issued by Govt. of India, Ministry of Industry or holder of approvedlicense of 100% EOU from Govt. of India.
No claims of subsidy more than one year old from the date of commencement of commercial production shall be entertained and no claimof substantial expansion carried out prior to the date April 1, 2007 shall be entertained. The units which have come into production on or afterApril 1, 2007 and procured the Pollution Control Equipment or Captive Power Generation Sets or Solar Power or Wind Power or Bio Mass orHydro Power upto the date of notification (i.e. June 18, 2009) shall submit the claim within 120 days from the date of this notification.
The units intending to avail subsidy under the programme shall apply for pre‑registration in the prescribed form along with copy of (i)Memorandum II/ Pmt. Registration Certificate, (ii) Project Report, (iii) Bills and Vouchers relating to procurement of Pollution Control equipment/Captive Power Generating Sets/Solar Power/Wind Power/Bio Mass/Hydro Power. Interested enterprises can contact Assistant Director (Tech‑I),Directorate of Industries on any working days for ascertaining further details.

Port Blair, July 21: All the unregistered furniture units of South Andaman are informed that as per the provisions of Andaman & Nicobar IslandsForest Produce Transit Rules, 1966 as amended upto 1st April, 2004, it is mandatory on their part to comply with the following provisions :‑
1. Submit the duly filled in application in the prescribed format in triplicate and get registered with DFO, South Andaman.2. A property hammer mark and property mark for the furniture unit shall be registered with DFO, South Andaman. The property hammer
mark shall be affixed on the forest produce used as raw material and property mark shall be affixed on all the furniture/items manufactured bythe unit.
3. The furniture unit shall maintain a record of receipt of timber/other forest produce and its consumptions in the form prescribed in theAnnexure ‑ III of the Andaman & Nicobar Islands Forest Produce Transit Rules, 1966 as amended upto 1st April, 2004.

far as the distribution ofKerosene is concerned, it wasnoted that the CCS Ltd. did nothave sufficient quantity ofdrums to store Kerosene. Thedirectorate had also issued anotice to CCS Ltd. but it seemsthat the direction has not beenadhered to, MP wrote.
The CCS Ltd. normallydraws its quota by the 3rd weekor 4 th week of every monthwhich creates the scarcitysituation. Bishnu further saidthat he already had a discussion
with Jadwet Trading Co. and SheikTrading Co. who are the dealers ofKerosene Oil and have agreed tosupply the fuel to the FPS & CCSLtd. by the first week of everymonth. The Member of Parliamenttherefore reminded the DirectorCivil Supplies to check on theirregularities in supply of Keroseneoil and to ensure that the fuel ismade available to the publicthroughout the month.

ISRO should be upfront with
its difficulties
It does seem that India’s first lunar mission mighthave to be cut short. Chandrayaan‑I, which is currentlyorbiting the moon, is said to have been “handicapped”by the overheating of its star sensor. The star sensor isused for determining the orientation of the spacecrafton the basis of its distance from stars. A spacecraft mustbe kept at the right orientation to ensure that its camerasand other recording equipment remain focused on thelunar surface. The failure of the star sensor would affectthe spacecraft’s data collection. With Chandrayaan‑I’ssuccessful launch nine months ago, India joined an eliteclub of nations that have inserted a vehicle into the lunarorbit. What made India’s achievement a matter ofsignificant pride was the fact that it had been completedat a fraction of the cost that other countries haveincurred on similar missions. The successful launchadded luster to India’s already formidable reputationin the field of space technology.
ISRO officials have said that the snag has been fixedand that the “health of the spacecraft is now normal.”Besides, scares and setbacks are routine in spacemissions. They have also claimed that Chandrayaan‑Ihas completed most of its work, having reportedlyachieved 90 per cent of its objectives. ISRO officials havein fact said that they might consider endingChandrayaan‑I’s two‑year mission a year ahead ofschedule.
If the claims that Chandrayaan‑I’s objectives havebeen achieved are indeed true, then aborting the missionhalf‑way through its planned schedule will not be afinancial loss.
What is worrying however is that the claims ofhaving achieved most of the objectives might just be aspin. If this is so, the mission has not been fullysuccessful. While this is disappointing, it does not makethe mission a failure. Chandrayaan‑I has provided Indiawith valuable data about the moon’s surface already.Moreover, work on Chandrayaan‑I is an important steptowards India realising its ambitions of landing aspacecraft and then a man on the moon. Every lesson itlearns from Chandrayaan‑I will be a valuablecontribution towards making future space missionssuccessful. It is imperative therefore for ISRO scientiststo be objective and upfront in their assessment ofChandrayaan‑I’s achievements and difficulties. How itdeals with these troubles will determine its futuresuccesses in this direction.

California, July 21: Astronomers say Jupiter has apparentlybeen struck by an object, possibly a comet.
Images taken by NASA early yesterday show a scar inthe atmosphere near the south pole of the gas giant.
The images, taken by the space agency’s infraredtelescope in Hawaii, come on the 15th anniversary of anothercomet strike.
In 1994, Jupiter was bombarded by pieces of the cometShoemaker‑Levy 9.
Scientists at NASA’s Jet Propulsion Laboratory inPasadena captured the new images after receiving a tip froman amateur astronomer the night before.

London, July 21: The mystery why raindrops come indifferent sizes has puzzled scientists for years. Now, a teamin France claims to have finally cracked it — it’s all due toair resistance.
For their study, researchers at Aix‑Marseille Universityfilmed a single falling drop of water — about six millimetresin diameter — with a high‑speed camera. In fact, theyrecorded how air resistance caused it to deform andeventually break up.
Air resistance causes a raindrop to deform as it falls,and eventually to fragment. The large, round drop fell,gradually flattened out and, as it got wider, “captured” theair in front of it to form the shape of an upturned bag.
This bag finally “inflated” and burst apart into manysmaller droplets ‑ all within six hundredths of a second.
This happened because drops were too large and heavyto remain intact, according to the researchers.
Each large, heavy drop accelerates as it falls and “has todisplace the air molecules” on its way down, explained thestudy’s lead author Emmanuel Villermaux. “This producesthe air resistance or drag.”
At a certain speed, the number of air molecules — andtherefore the intensity of this drag — is greater than thesurface tension holding the round drop together, so the dropstarts to deform.
“When it bursts, the fragments match exactly what wefind in raindrops. This is a precise, quantitative explanationfor their distribution and size,” Mr. Villermaux told ‘BBCNews’.

(1) Permanent Registration Certificate or any other Govt. approved registration certificate.(2) Project Report.The Enterprises shall be eligible from the sixth year from the date of commencement of production up to
10th year for a period of 5 years for Andaman & Nicobar Islands Transport Subsidy programme for Micro &Small Enterprises.

5. The number & types of saws used in the furniture mart/unit shall be declared to the DFO & approvalobtained for their use. The saws used in the furniture mart shall not be used for sawing & re‑sawing of anylog/sawn timber not belonging to the furniture unit.
6. The premises of the furniture unit/godown/workshop/show room & records shall be open to inspectionat any time by any officer of the Dept. of Environment & Forest.
7. Only registered furniture marts/units will be authorized to sell furniture & other items manufacturedusing timber or other forest produce under the cover of the bills duly approved & authenticated by the DFO,South Andaman.
Hence, all unregistered furniture units are advised to comply with the above legal provisions within 03months of publication of this notice failing which legal action as deemed fit will be initiated against all theunregistered furniture units functioning within the jurisdiction of DFO, South Andaman.

Pak accepts reality, to sign truce
with ICCKarachi, July 21: Realising the futility of insisting on hosting 2011 World Cup matches here, Pakistan is set to accept theInternational Cricket Council’s decision to move the matches out of the trouble‑torn country. “A formal truce between thePCB and ICC is expected to be announced on the World Cup issue after a meeting between the heads of the two bodies inDubai on July 28 or 29,” a well informed source in the board said on Tuesday.
“In effect, PCB Chairman Ejaz Butt has now accepted that there is nothing more he can do to get back the World Cupmatches as the arguments and case of the ICC and the other joint hosts of the tournament are very strong for moving thematches out of Pakistan,” the source said. He said despite spending thousands of dollars on paying legal fees of the law firmin London to prepare a case against the ICC and fight for getting back hosting rights of the World Cup matches, the PCB nowhas decided to go for a settlement with the ICC.

Ashes victoryDubai, July 21: England captain Andrew Strauss on Tuesday returned to the top‑20 of the ICC Test Rankings for batsmenafter leading his side to victory in the second Ashes Test at Lord’s with a hundred in the first innings. The 32‑year‑old left‑handeder, who also achieved some personal landmarks this week such as crossing the 5,000‑run mark and scoring his 18thTest century during the match, has gained seven places in the latest rankings and now occupies 14th position.
Strauss’s team‑mate Kevin Pietersen slipped out of the top‑10 following the second Test, allowing South African JacquesKallis to be back in the rankings, which is still headed by India’s Gautam Gambhir, followed by Younus Khan of Pakistan insecond place and Sri Lanka’s Kumar Sangakkara in the third.
Australian Michael Clarke’s heroics in the second innings have been recognised in the latest rankings as he gained twoplaces to sixth position, overtaking his captain Ricky Ponting in the process. Strauss’s opening partner Alastair Cook hasgained three places in the rankings and has returned to the top 20 at the expense of Australia’s Michael Hussey who droppedto 22nd place.

AIFF to begin hunt for Colaco’s successor
tomorrowNew Delhi, July 21: The All India Football Association will set the ball rolling to find a successor to its general secretaryAlberto Colaco when the emergency committee meets here on Wednesday. The committee will scrutinise the CurriculumVitae of 37 candidates who have applied for the general secretary’s post and that of 35 applicants for the I‑League CEO’s post.
Goa Football Association Secretary Savio Messias and former project director of AFC Vision India, Shaji Prabhakaran, arefront‑runners among the 37 candidates who have applied for the secretary’s post. Messias, a seasoned football administrator,has been GFA Secretary since 2003 besides having served Goa football in various capacities. He is seen as somebody who hasdeep understanding of Indian football.
Prabhakaran, on the other hand, is seen as the young and energetic face having a doctorate degree from the LaxmibaiInstitute of Physical Education in Gwalior. He has served as of head of Chandigarh Football Academy from 2000‑2004 beforejoining the AIFF. He left AIFF a few months ago and is now a freelance football consultant.

FergusonLondon, July 21: Manchester United manager Alex Ferguson feels that Cristiano Ronaldo could still make a return to OldTrafford one day. The 24‑year‑old, Ronaldo, joined Real Madrid for a record 80 million pound deal and Ferguson said that thePortuguese striker still has lot of time to make a return to Manchester later in his career.
“He may come back, you never know. Sometimes it happens that way. He loved United. If you look back at the six yearshe had with us, he never missed training,” Ferguson was quoted as saying by The Mirror. “That’s one of the things he hasabove all other players ‑ he was never injured, he always played. And his best is yet to come. He’s only 24. He came to theright club at the right part of his career.
“He could have gone to Real Madrid, Barcelona or other clubs. But he came to the right one and appreciates that. It wasalways his intention to make his move,” he added. Ferguson admitted that Ronaldo’s absence is a huge loss and it would bechallenge for the team to overcome it.
“He’s the best player in this world by absolutely miles, streets ahead of Lionel Messi, and Kaka.” He went on to add thatin Ronaldo’s absence, United will have to play in a different way. “We will be more compact, with a different shape inmidfield. We will have an increasing maturity in players like Darren Fletcher (left), and Owen Hargreaves will come back, soI don’t think we’ll be bad,” he said.
